HomeMy WebLinkAbout91_093 PC ResolutionRESOLUTION NO. 91-093 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF TEMECULA RECOMMENDING APPROVAL OF ZONE CHANGE NO. 19 TO EXPAND THE OLD TOWN HISTORIC DISTRICT BOUNDARY, NORTH TO RANCHO CALIFORNIA DRIVE, SOUTH TO FIRST STREET/SANTIAGO DRIVE AND EAST TO INCLUDE AREA WITHIN MURRIETA CREEK CHANNEL. WHEREAS, the City of Temecula filed Change of Zone No. 19 in accordance with the Riverside County Land Use, Zoning, Planning and Subdivision Ordinances, which the City has adopted by reference; WHEREAS, said Change of Zone application was processed in the time and manner prescribed by State and local law; WHEREAS, the Planning Commission considered said Change of Zone bn October 7, 1991, at which time interested persons had an opportunity to testify either in support or opposition; WHEREAS, at the conclusion of the Commission hearing, the Commission recommended approval of said Change of Zone; NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF TEMECULA DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1. Findings. That the Temecula Planning Commission hereby makes the following findings: A. The city is proceeding in a timely fashion with the preparation of the general plan. The proposed boundary expansion will not have a significant adverse effect on the environment, as determined in the Initial Study for this project. There is a reasonable probability that the boundary expansion will be consistent with the future General Plan. The proposed boundary expansion will likely be consistent with the goals, policies and action programs which will be contained in the General Plan when it is ultimately adopted. The area of the proposed boundary expansion is suitable to accommodate all the land uses currently permitted in the zoning district. The proposed boundary expansion will not be detrimental to the health, safety and welfare of the community. The said findings are supported by analysis, minutes, maps, exhibits, and environmental documents associated with this application and herein incorporated by reference. An Initial Study prepared for this project indicates that the proposed project is a Statutory Exemption per Section 15262 of CEQA. SECTION 3. Expansion of Boundary That the City of Temecula Planning Commission hereby recommends approval of Zone Change No. 19 to expand the Old Town Temecula Historical District Boundary as follows: North to Rancho California Road South to First Street/Santiago Road East - No change West to include the area within the Murrieta Creek Channel SECTION 4. Incorporate Map By Reference Exhibit A, showing the recommended boundaries of the Old Town Historical District, is attached herein incorporated by reference. SECTION 5.
