The Old Town Specific Plan includes development standards for providing traffic calming measures to reduce vehicular traffic speeds and increase pedestrian visibility along Old Town Front Street and Mercedes Street. The traffic calming features include bulb -outs, speed table/raised crosswalks, marked crosswalks, roundabouts and on -street parking. The two (2) pedestrian crossing strategies, speed table/raised crosswalk and marked crosswalk, include the use of colored pavement, special pavers, or textures to designate crosswalks at major intersections along Old Town Front Street and on Mercedes Street at major intersections or locations with anticipated heavy pedestrian crossing such as the Old Town Garage, Senior Center and Sixth Street Parking Lot. Recently, the Public/Traffic Safety Commission requested Staff review the feasibility of implementing features to enhance pedestrian crossing along Old Town Front Street between Second Street and Moreno Road North and on Mercedes Street. The Commission raised concerns about the visibility of pedestrians crossing at controlled and uncontrolled intersections. In July 2018, a comprehensive review of conditions was performed on Old Town Front Street and Mercedes Street to identify pedestrian crossing patterns and develop features consistent with the Old Town Specific Plan, to enhance pedestrian crossing on both streets. The results of the review along with the following pedestrian enhancement features were presented to the Public/Traffic Safety Commission at their meeting of July 26, 2018. Speed Table/Raised Crosswalk A speed table/raised crosswalk provides a designated area for pedestrians to cross at desired locations by slightly elevating the roadway and pedestrian in the crosswalk, which increases the visibility of the pedestrian crossing the street. The speed table/raised crosswalk is typically used at midblock crosswalk locations as a traffic calming device to reduce vehicular approach speeds and in conjunction with curb extensions or "bulb -outs" to reduce the roadway width. Staff advised the Public/Traffic Safety Commission that installation of the speed table/raised crosswalk facility in Old Town should be limited to midblock locations, streets with high pedestrian generators and at locations where there is minimal impact to on -street parking. Staff recommended the use of the speed table/raised crosswalk facility on streets such as Mercedes Street, Moreno Road, Sixth Street, Fifth Street, Fourth Street, Main Street, Third Street, and Second Street. The potential use of a midblock speed table/raised crosswalk on Old Town Front Street was not recommended due to the significant impact the facility would have on the much needed on -street parking. The Commission concurred with the Staff recommendation to use the speed table/raised crosswalk facility on the suggested streets in Old Town. Marked Crosswalks The function of a marked crosswalk is to channelize pedestrians to designated crossing locations, which may be the shortest path, offer the best visibility, or safely assist pedestrians across complex intersections. The Old Town Specific Plan encourages the use of colored pavement, pavers or special textures to designate crosswalks on Old Town Front Street and Mercedes Street. The Commission considered the following crosswalk alternatives: Traditional Crosswalk Markings A traditional crosswalk marking is two white lines to guide pedestrians through the intersection. While this is consistent with the guidelines shown in the Old Town Specific Plan, it does not offer the uniqueness the Specific Plan is striving to achieve. Stamped Asphalt Crosswalk A stamped asphalt crosswalk is basically asphalt that is colored and stamped to simulate a variety of patterns, typically a brick pattern. The installation requires removing the existing asphalt at a crosswalk location and installing the new material to simulate the crosswalk. Preformed Thermoplastic Crosswalk A preformed thermoplastic crosswalk is a pavement marking material that is applied directly onto the roadway surface with a heat torch or infrared heater. The material is available in a number of patterns and colors. The Commission recommended the use of the Preformed Thermoplastic Crosswalk on Old Town Front Street and Mercedes Street and directed Staff to pursue the feasibility of implementing patterns consistent with existing textures and colors being used on each street. Staff was also directed to present the selected pedestrian crossing enhancements to the Old Town Local Review Board for their consideration. Staff is soliciting input from the Board on the type of pattern and color for use on Old Town Front Street and Mercedes Street. RECOMMENDATION: Concur with the use of the Speed Table/Raised Crosswalk facility on suggested streets in Old Town and provide further direction on a suggested pattern and color for the proposed Preformed Thermoplastic Crosswalks on Old Town Front Street and Mercedes Street. The existing retail center was approved and constructed under the County of Riverside's (under Plot Plan 8839) jurisdiction prior to the City's incorporation. The site was developed under the County's ordinances/regulations in place at the time. Consequently, the site was developed with regulations that included parking in the front of the building and buildings setback from the street. This "suburban style" development is vastly different from the requirements of the current OId Town Specific Plan, which requires a pedestrian oriented and walkable environment. During the mid -1990's, the then property owner attempted to retrofit the property to allow for a second -story. While a majority of work was completed, the portion of the retrofit that would allow the space to be occupied was never completed. The proposed project will complete the second - story retrofit under current California Building Code standards. ANALYSIS Site Plan The proposed Galway House will consist of 29 hotel rooms. The footprint of the building (approximately 7,052 square feet) will not change under the proposed project. The first floor will include 13 rooms, a small lobby, and an enclosed trash enclosure area that is accessible from the alley. As proposed, the unoccupied second floor would be retrofitted to include an additional 7,052 square feet of space and 16 rooms. Other site changes include the addition of a patio area near the lobby and the demolition of the existing trash enclosure adjacent to the intersection of 6th Street and Mercedes Street. Twenty-nine (29) parking spaces are required per the Old Town Specific Plan (one parking space per room). The applicant proposes 28 parking spaces and two motorcycle spaces (two motorcycle spaces are equivalent to one parking space per the Temecula Municipal Code) which meets the minimum parking requirements. Architecture The applicant proposes to update the architectural style of the building to a Monterey Style. The proposed hotel will include smooth stucco with hump & bump, wood balcony railings, rubble stone accents, multi -lite windows, and a mix of symmetrical and regular window placements. All of these architectural features are recognized features of a Monterey Style building in the Old Town Specific Plan and A Field Guide to American Houses (McAlester & McAlester, 1984). Monterey Style buildings historically have low-pitched roofs that are made of shingles or clay tile (McAlester & McAlester, 1984). These roof materials are described in Figure V-62 of the Old Town Specific Plan. The applicant is proposing two different options for the roof material. Option 1 includes a shingle roof that is compliant with the Old Town Specific Plan and historical references. Option 2 includes a standing seam roof that is not mentioned in the Old Town Specific Plan (Figure V-62) diagram, but is suggested in the roof and materials section on V-41 of the OId Town Specific Plan. This section of the Old Town Specific Plan states, "Roof material should be comprised of wood shingles, composition roofing material, flat tile, slate, or painted metal seam floors." After reviewing this language in the Old Town Specific Plan, staff determined that the painted metal seam floors language was added in error. Staff based this determination on the peculiar "seam floor" language (instead of a seam roof) and the fact that staff was unable to identify any historically recognized Monterey Style structures that utilized a standing seam roof. Additional research included conversations with Marc Del Piero of the Monterey History and Art Association and Kent Seavey, a state recognized architectural historian and author. Mr. Del Piero and Mr. Seavey explained that Monterey Style buildings do not have standing seam roofs, as it was unavailable in California at the time that the buildings were produced. Additionally, Mr. Piero and Seavey stated that they are unaware of any historic Monterey Style buildings with a standing seam roof. At the applicant's request, staff is presenting both options to the Old Town Local Review Board to determine which material is appropriate for the hotel. Landscaping Existing site landscaping is deficient and is in need of replacement and repair. The applicant proposes to update the landscaping to the City's Water Efficient Landscape ordinance. Staff has requested that the applicant provide screening for the parking lot and the applicant has provided Autumn Sage, Red Ground Cover roses, and Green Leaf Texas Ranger plantings to meet this request. RECOMMENDATION Staff has determined that the proposed Galway Hotel (Option #1) is in conformance with the Old Town Specific Plan. This application allowed for a comprehensive Sign Program for the historic Vail Ranch Headquarters. On March 23, 2016, Brian Keefer submitted Planning Application PA16- 0458, a Sign Program Amendment for the Vail Ranch Headquarters. The amendment is for tenant signage. The Old Town Local Review Board reviews projects within Old Town as well as historically recognized sites throughout the City as identified in the Old Town Specific Plan (OTSP). The OTSP has two specific levels of development projects. These are based upon project complexity and potential for aesthetic impacts. The first level of projects are classified as Level One. These projects do not require the review and recommendation of the Old Town Local Review Board. The second level of projects are classified as Level Two. These projects have the potential for significant aesthetic impacts and shall always require review by the Old Town Local Review Board. The OTSP classifies Sign Programs as a Level Two project. GENERAL PROCEDURES 1. Prior to applying for City of Temecula approvals or permits, each tenant shall submit to the Owner for written approval, three (3) copies of the shop drawings indicating the location, size, layout, color, materials and dimensions of the proposed sign, including all lettering, graphics, means of attachment, illumination, electrical specifications, and all other details of construction. One sign elevation shall be submitted in color. Tenant needs to supply sample board. It is recommended that Tenant send a color concept drawing first for conceptual approval prior to making the complete submission for approval. Subsequent to approval by the Owner, the tenant shall submit a Design Review Application, signed by the Owner, along with the required number of sign drawings and any other submittal requirements required by the Owner and/or the City of Temecula, to the City of Temecula for review and approval. 3. The tenant shall obtain alt necessary building permits from the City of Temecula. No sign construction or fabrication shall begin prior the approval of the subject sign(s) by the City of Temecula. 4. The tenant shall pay for all City of Temecula design and review fees as well as the sign construction, installation (including labor and materials), and maintenance. 5. The tenant shall be responsible for fulfillment of all requirements of these sign criteria. 6. Owner shall be notified at least 48 hours in advance prior to sign installation. GENERAL SIGN SPECIFICATIONS 1. Sign design and fabrication shall be of the highest quality prepared by a professional sign designer/contractor or qualified artist. All sign contractors must be fully insured. Owner must receive the Sign Contractor's Certificate of insurance prior to installation. 2. One exterior building wall hung sign (and one bracket mounted sign if shown on site plan) shall be allowed by each tenant. Corner tenants facing the interior of the site and main parking lot shall be allowed 1 an additional wall hung sign (and bracket mounted, double sided sign, if shown on site plan) only permitted by the Owner and the City of Temecula to meet the intent of this sign criteria. 3. The location of all signs shall be per the accompanying design criteria. 4. All signs and their installation shall comply with the codes and regulations of the City of Temecula. 5. All illumination of Tenant signs shall be from exterior sources, each flood or spot lights, rather from interior illumination, neon, LED, or other such similar lighting sources. 6. All penetrations of the building facade required for sign installation shall be sealed in a water tight condition and shall be patched to match the adjacent finish. 7. Performance of the sign criteria shall be enforced. Upon demand by the Owner or the City of Temecula, the tenant or the individual sign contractor, at their expense, shall remove any non -conforming, un - permitted, or un -approved signs. 8. For purposes of store identification, tenant will be permitted to place upon each entrance to its' demised premises not more than 144 square inches of decal application lettering not to exceed two (2") in height, including business hours, emergency telephone numbers, etc. 9. Any decal, stickers, adhesive vinyl, or other similar application, except as required by a public agency, such as building or fire department, (Which shall be required to be adhered to the inside of storefront or window glass, unless the public agency mandates exterior installation) are expressly prohibited. 10. The colors utilized for Tenant signs shall be from the Sherwin Williams Exterior Color Preservation Palette or a comparable color. Deviation from this color palette must be approved by Landlord and/or City of Temecula. Notwithstanding, corporate regional and national tenants with trademark logos and copy styles shall be permitted their corporate colors and graphics, but are required to adapt their signs in conformance to the sign criteria of the Center. 11. Surface Mounted and/or Wall Hung -signage shall not exceed one (1) square foot per liner foot of tenant frontage. All signs shall be in proportion and scale with the building elevation and building entry as deemed acceptable by the Landlord and the City of Temecula MONUMENT SIGNS Landlord shall supervise and manage the design and installation of all on-site signs. Tenant shall reimburse Landlord for its pro -rata share (based upon the Tenant's gross square footage as a percentage of the total gross square footage of the Center) of the cost of design and installation of all Monument signage that contains Tenant's name. Tenant shall reimburse Landlord within five (5) business days of receipt of invoice. Tenant may not opt out of any signage, nor contest the design or costs associated with any signage which Landlord designates for Tenant's usage. Prior to construction of monument signs, provide notarized authorization from property owner where proposed Tenant Directional Signs monumentation is permitted per the sign program. Monumentation shall meet the requirements of the City of Temecula Development Code for landscaping. The Tenant Directory Monuments both at the front left and right of the development shall be the only location on the property for monuments. Any center identification (i.e.., Vail Ranch Headquarters) shall be painted raised (not flat) lettering on roughhewn or sandblasted wooden planks. The wood architecture of all monumentation shall be stained to match each other and as approved by the City of Temecula Planning Director. Wolf Store Road Monument Signs: Tenants of the Center may have their business name on each of the two monument signs facing Wolf Store Road. The size, location, and font of business names shall be determined solely by Landlord and approved by the City of Temecula. All tenant monument panels shall provide a roughhewn, sandblasted or carved background stained in Olympic Elite Semi -Solid wood stain, or equivalent color stain for background. With painted raised lettering from the Sherwin Williams exterior palette preservation, (Antiqued, soft and Off -White lettering is preferred.) One panel on each of the two monument signs shall be reserved for Historic Display exhibits. 2 PORTABLE, A -FRAME AND MENU BOARDS One Portable, A -Frame or Menu Board shall be permitted per business, and shall be no larger than 3.5 feet high and 2 feet wide. The A -frame or menu board shall be placed on private property in a manner that does not obstruct pedestrian or vehicular traffic and shall not be permitted on sidewalks separating the project site from the existing parking lot. The location of said Board shall be subject to the approval of Landlord and the City of Temecula, and either entity may resend approval or re -locate said A -Frame or Menu Board. The A - Frame or menu board shall be of wood construction or tarnished or may have slate or other natural writing surfaces for purposes of displaying special menu or sales items. WINDOW DECALS OR INTERIOR MOUNTED SIGNS 1. Tenants shall be allowed one window sign OR interior mounted sign visible through the storefront and located within 5 feet of the storefront window. Only gold leaf and paint are permitted as materials for window signs. 2. The "net sign area" covered by the window painted sign or interior window mounted sign shall not exceed 15% of the gross window area of the shorefront or door glass as measured in square feet. No decals shall be affixed to historic windows. 3. Size; font and logo shall be reviewed and approved the Owner and the City of Temecula. 4. Logos shall be defined as a "letter" or "symbol" used to represent an entire word and shall be counted as part of the allowable sign area. 5. Interior mounted signs say be constructed of wood, metal, glass (sandblasted or etched), porcelain enamel, decorative ironwork, tile, or other high-quality materials. TENANTS SHALL BE PERMITTED DIRECTIONAL SIGNS, EXTERIOR SURFACE WALL MOUNTED SIGNS, BRACKET MOUNTED, DOUBLE SIDED BLADE SIGNS IN THEIR NUMBER AND LOCATION AS SPECIFIED IN THE ATTACHED ELEVATIONS AND SITE PLANS. POST MOUNTED BUSINESS IDENTIFICATION SIGNS 1. Business identification signs shall conform to the size and location and construction standards and materials as established in the attached illustrated elevations of the approved sign program. 2. 3. Tenants are encouraged to replicate the sign styles of vintage signs from the 1850's to 1940's while still maintaining their own identities. 4. The purpose of each Post Mounted Sign, 1- located at Wolf Store, 1- located at the Cook House and 1 - located at the Machine Barn are for Business Identification, due to each buildings unique architectural layout and for the best visual position for visual business identification of each building layout. 5. Each post mounted sign shall have one background made from worn, aged and lightly stained wood or metal: Olympic Elite Semi -Solid (Dark Ash) for wood. Metal shall be painted in a soft, wom and or rusticated finish. Lettering and or logo to be in off White or Black paint and to be antiqued, soft and worn in appearance or metal cut out letters or logo in soft, antiqued color or worn and rusticated in finish. Background of Wolf Store to be evenly divided for the accommodation of two business names. One business name area for each business in the divided single adobe building. 6. Each Post Mounted sign shall not exceed twenty pounds and shall be of one individual sign of all components, (i.e. the background, letters if individual and any logo elements) for attachment to permanently installed posts structure with cross member. EXTERIOR SURFACE MOUNTED AND WALL HUNG SIGNS 7. Exterior surface mounted and wall hung signs shall conform to the size and location standards as established in the attached illustrated elevations of the approved sign program and signage square footage is based on the architectural element the sign is affixed to. 3 8. Exterior surface mounted signs may be constructed of metal or wood; although wood is the preferred material. The wood should be wood -planking roughhewn not plywood, and may be of carved or sandblasted if made with good craftsmanship. Metal should be tarnished or artificially aged, rather than polished, shiny or new looking. The field area of a wood or metal sign may be painted or unpainted. 9. Any attachments to the sign (graphics or dimensional) shall be wood or metal with a clear sealer post -rust or similar aged patina, (no plastic) 10. Tenants are encouraged to replicate the sign styles of vintage signs from the 1850's to 1940's while still maintaining their own identities. 11. Tenants may propose alternative shapes and configurations so long as the total square footage of the signage does not exceed that which is contained in the sign program or allowable by the codes of the City of Temecula. Surface Mounted and/or Wall Hung -signage shall not exceed one (1) square foot per linear foot of tenant frontage; or facade frontage, whichever is less. All signs shall be in proportion and scale with the building elevation and building entry. 12. Signage for the Machine Barn. And Wolf Store may be painted directly on the structure as approved by the illustrations in the elevations as provided and by approval of the Landlord and the City of Temecula and only in the location and total square footage as shown on the elevations within this sign program. 13. Cook House, Caretaker Building, Bunkhouse Building shall be permitted one additional Exterior Surface Mounted and Wall Hung Sign each. Reasoning that each of these buildings has a pedestrian/stagecoach pathway/street to be openly traveled by on foot or ride. And for the purpose of business identification for said buildings by guests. BRACKET MOUNTED, DOUBLE SIDED BLADE SIGNS 1. Tenants are encouraged to express their unique identities through a pedestrian -orientated bracket mounted, double sided hanging sign. Each tenant shall submit to the Owner detailed drawings of the proposed blade sign. 2. Blade sign size shall fit within a thirty -inch (30") diameter area. Signs shall be double sided and weigh no more than 10 pounds. 3. Blade sign shapes should be rectangular, but other shapes may be proposed and approved on a case by case by the Landlord and the City of Temecula. 4. Blade signs may be constructed of metal or wood, although wood is the preferred material. The wood shall be of solid wood planking not plywood, and may be sandblasted or carved. The wood may be painted or unpainted. Attachments to the blade sign holder (bracket) may be hooks or chain with an aged patina finish. 5. Blade signs shall maintain a minimum of eight (8') feet vertical clearance from the bottom of the sign to walking grade and project no further than 4' from wall surface. All blade signs shall not exceed 6 square feet. 6. Tenants are encouraged to replicate the sign styles of vintage signs from the 1850's to 1940's (see attached samples). Tenants are also encouraged to use unique, period style brackets. UNDER CANOPY HANGING SIGNS 1. Signs shall be double sided wood, sandblasted or hand carved with raised lettering and artwork. 2. Border shall be up to 1" and match or compliment the buildings architectural accents. 3. Wood signage backgrounds shall be painted or stained and sealed. 4. Lettering shall be hand -painted and antiqued in appearance. Tenants are encouraged to use colors and font styles representative of the 1850's to 1940's and as approved by the Landlord and the City of Temecula Planning Department. 5. Signs shall be suspended from the building architecture with a rusticated chain. The chain shall be fastened to the canopy using decorative 5/16" screw -eyes. 6. All chins and hardware to be rusticated or painted. No shiny bare metal. 7. The lowest surface of each sign shall be no less than eight (8'-0") vertical feet above the pedestrian walkway. 8 Under Canopy Hanging Signs shall be limited to 1'-6" x 5'-0" square feet maximum per tenant. 4 PROHIBITED SIGNS 1. All signs prohibited in the Old Town Specific Plan and prohibited by the City of Temecula Development Code. 2. Signs constituting traffic hazard. No person shall maintain or cause to be installed or maintained any sign which simulates in size, color, lettering, or design a traffic sign or signal, or which uses the words "STOP", "LOOK", "DANGER", or any word, phrases, symbols, or characters in such a manner as to interfere with, mislead, or confuse traffic. 3. Immoral or unlawful advertising. It shall be unlawful for any person to exhibit, post, or display any sign of anything of an obscene, indecent, or immoral in nature or unlawful activity. 4. No window sign shall be permitted except as noted heroin. No sign shall be installed, relocated or maintained so as to prevent unobstructed ingress or egress from any door. No sign of any kind shall be attached to any suppression equipment, sprinkler or standpipe except those required by code or ordinance. 5. Animated, audible, or moving signs are permitted. No sign shall consist of any moving, swinging, rotating, flashing, blinking, fluctuation, neon or otherwise animated lights. 6. Vehicle signs. No signs shall be affixed to any truck, automobile, trailer, or other vehicle, parked on public or private property, that advertises, identifies, or provides directions to a use or activity, and is not related to the lawful delivery of sales or merchandise, or rendering of services from such vehicles. 7. No Light bulbs strings and exposed neon, LED, or other lit tubbing. External displays, other than temporary decorative holiday lighting or other approved signage is prohibited. Temporary holiday lighting shall be removed within three (3) business days following a holiday. 8. No Banners, pennants, inflatable signs, and A -frames signs (other than those specifically permitted) used for advertising or identification purposes. 9. No Decal, stickers, adhesive vinyl, or other similar application, except as specifically required by a public agency, such as building or fire prevention. 10. Illuminated or Neon signs stating "open" or "closed" or otherwise advertising from the exterior that advertises open/close, hours of operation, no solicitors, or any other similar information. ADDITIONAL SIGN GUIDELINES Sign Type and Message 1. Provide a clear message on the sign. 2. Use a brief message. The fewer the words, the more effective the sign. A sign with a brief, succinct message is simpler and faster to read, looks cleaner and is more attractive. 3. Avoid hard to read, overly intricate typefaces, (fonts). These type faces are difficult to read and reduce the sign's ability to communicate effectively your message. 4. Avoid faddish and bizarre typefaces. Western style typefaces are easy to read and are preferred. 5. Avoid signs with strange shapes. Signs that are unnecessarily narrow, oddly shaped, or unrelated to the products or services being provided on the site as they can restrict the legibility of the signage. If an unusual shape is not symbolic, it is probably confusing. 6. Use widely recognized logo's rather than print/text whenever possible. 7. Signs with phone numbers are not permitted. This can clutter and obscure the main message. Sign Color 1. Sign colors and materials should be elements that were available in the 1800's. 2. Colors should be selected to contribute to legibility and design integrity. Even the most carefully thought out sign may be unattractive and a poor communicator because of poor color selection. 3. Use significant contrast between the background and lettering or symbol colors. If there is little contrast between the brightness or hue of the message of a sign and its background, it will be difficult to read. 4. Limit major colors on any one sign to four (4) except for logos. Too many colors overwhelm the basic function of communication. The color competes with content for the viewers' attention. Limited use 5 of the accent color can increase legibility, while large areas of competing colors tend to confuse and disturb. 5. Where pictorial artwork is used in a design, multiple colors may be used for that portion of the sign. 6. Metal sign panels can utilize raised lettering on bands. Printing and lettering can also be applied directly to a flat metal sign band with letters consisting of wood, acrylic or metal. 7. Colors used in registered corporate logos and trademarks should be matched to the closest tones of the Sherwin Williams Preservation Palette. Similar colors to the Sherwin Williams Preservation Palette can only be used when approved by the Director of Community Development. Sign Letter Size Guideline Sign lettering for wall mounted signs should be large enough to read, however, they should not overpower the scale of the storefront. Sign lettering should meet the following size requirements: 1. For store fronts 30' wide or less, a maximum letter height of 8". 2. For store fronts 30' to 60' wide, a maximum letter height of 12" 3. For store fronts greater than 60' wide, a maximum letter height of 16". Sign Architectural Compatibility 1. Sign design should relate to and enhance building architecture. 2. Sign size should be proportionate. The size and shape of a sign should be proportionate with the scale of the structure and as provided by the Landlord and the City of Temecula. 3. Place signs consistent with the proportions of scale of building elements within the facade. Within a building facade, the sign may be place in different areas. A particular sign may fit well on a plain wall area, but would overpower the finer scale and proportion of the lower store front. A sign appropriate near the building entry may look tiny and out of place above the ground level. 4. Place wall signs to establish facade rhythm, scale and proportion where facade rhythm doesn't exist. In many buildings that have a monolithic or plain facade, signs can establish or continue appropriate design rhythm, scale, and proportion. Wall mounted Signs 1. Sign colors should be compatible with the building's color and the building. 2. The identification of each building or store's address shall be a minimum of 6" high (tall) and placed above main entry door of store or within 5' of the front of the store door. Maximum amount of signage area allowed for each suite based upon the building and architectural uniqueness and elements of each building. The Owner would like to re-create the characteristics of the buildings and the property as it once was. Originally built in late 1800's through 1920's, the property was known as the Vail Ranch Headquarters. The sign program was written to encourage the tenants to replicate signs of the late 1800's to 1920's. GENERAL PROCEDURES 1. Prior to applying for City of Temecula approvals or permits, each tenant shall submit to the Owner for written approval, three(3) copies of the shop drawings indicating the location, size, layout, color, materials, and dimensions of the proposed sign, including all lettering, graphics, means of attachment, illumination, electrical specifications, and all other details of construction. . One sign elevation shall be submitted in color. Tenant needs to provide a sample board. It is recommended that Tenant send a color concept drawing first for conceptual approval prior to making the complete submission for approval. Sign design and fabrication for all signs shall be of the highest quality prepared by a professional sign designer/contractor or qualified artist. All Sign Contractors must be fully insured. Owner must receive the Sign Contractor's Certificate of insurance prior to installation. 2. One exterior building wall. hung sign (and one blade sign if shown on site plan) shall be allowed for each tenant. Corner tenants facing the interior of the site and main parking lot shall be allowed an additional wall hung sign (and one blade sign if shown on the site plan) only as permitted by the Owner and the City of Temecula to meet the intent of this sign program. 3. The location of all signs shall be per the accompanying design criteria. 4. All signs and their installation shall comply with the codes and regulations of the City of Temecula. 0 All illumination of Tenant signs shall be from exterior sources, such as flood or spot lights, rather than from interior illumination, neon, LED, or other such similar lighting source. All penetrations of the building facade required for sign installation shall be sealed in a watertight condition and shall be patched to match the adjacent finish. Performance of the sign criteria shall be enforced. Upon demand by the Owner or the City of Temecula, the tenant or the individual sign contractor, at their expense, shall remove any non- conforming, un -permitted, or un -approved signs. For purposes of store identification, tenant will be permitted to place upon each entrance to its demised premises not more than 144 square inches of decal application lettering not to exceed two inches (2") in height, including business hours, emergency telephone numbers, etc. Any decal, stickers, adhesive vinyl, or other similar application, except as required by a public agency, such as building or fire department, (which shall be required to be adhered to the inside of storefront or window glass, unless the public agency mandates exterior installation) are expressly prohibited. 10. The Colors utilized for Tenant signs shall be from the Sherwin Williams Exterior Color Preservation -Palette or a comparable color. Immoral or unlawful advertising. It shall be unlawful for any person to exhibit, post, or display any sign of anything of an obscene, indecent, or immoral nature or unlawful activity. 4. Sian Color O Sign colors and materials should be elements that were available in the 1890'S. ❑ Colors should be selected to contribute to legibility and design integrity. Even the most carefully thought out sign may be unattractive and a poor communicator because of poor color selection. ❑ Use significant contrast between the background and letter or symbol colors. If there is little contrast between the brightness or hue of the message of a sign and its background, it will be difficult to read. O Limit major colors to four on a single sign, except for logos. Too many colors overwhelm the basic function of communication. The colors compete with content for the viewer's attention. Limited use of the accent colors can increase legibility, while large areas of competing colors tend to confuse and disturb. The size and shape of a sign should be proportionate with the scale of the structure and as approved by the landlord and the City of Temecula. ❑ Place signs consistent with the proportions of scale of building elements within the facade. Within a building facade, the sign may be placed in different areas. A particular sign may fit well on a plain wall area, but would overpower the finer scale and proportion of the lower storefront. A sign appropriate near the building entry may look tiny and out of place above the ground level. ▪ Place wall signs to establish facade rhythm, scale and proportion where facade rhythm doesn't exist.
