HomeMy WebLinkAbout061302 DH MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR OF PLANNING June 13, 2002 A regular meeting of the City of Temecula Director of Planning was called to order on Thursday, June 6, 2002, at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business Park Drive, Temecula, California. Senior Planner, Dave Hogan presiding. Also present was Senior Engineer, Jerry Alegria, Deputy Fire Marshal, Jim McBride, Project Planner, Rick Rush, and Minute Clerk, Lisa Kau. Senior Planner, Dave Hogan called the meeting to order at 1:36 PM. Item No. 1: Plannin.q Application No. PA02-0075, a Tentative Parcel Map (30504) to subdivide 11.98-acres of land into four commercial parcels located at the Commercial Center known as Villaqes @ Paseo Del Sol (959-100-064 & 959- 100-065); Submitted by Del Sol Investments. Project Planner Rick Rush presented the staff report. Senior Planner Dave Hogan opened the public hearing at 1:39 PM. The applicant, Mr. Allan Davis, representing Del Sol Investments, 5051 Avenida Encinas, Carlsbad, CA, discussed each individual condition of approval. Condition Number 5cji, Mr. Davis says that they met all requirements for this condition three years ago with a previous project, and he does not feel it necessary to include this condition again. The applicant also does not believe that condition number 6 is necessary, because it is satisfied with the CC&R's. Condition 13c was understood to be stricken by Public Works, and Senior Engineer Jerry Alegria confirmed. Condition 16 with items a, b, c, & d are non- applicable. Mr. Davis' main concern was with condition number 29, because they would not be able to pull any other building permits until the map is recorded, and requests a continuance if this item is not corrected. Condition Numbers 38 & 39 could require more fire hydrants and water flow than previously mandated, and they are concerned since they already installed what was previously required and do not want to have to take everything out and reinstall what is now asked for. The applicant believes that Condition Number 45 is covered by the CC&R's and would like clarification. His final concern was with Condition 49, which they had already installed their trash bins, and was informed that they do not need to accommodate the bins that are currently installed, but will have to comply with this condition if they build any new trash enclosures, and Project Planner Rick Rush confirmed as previously approved by Community Services Director Herman Parker. Project Planner Rick Rush confirmed that Condition 6 is fulfilled as long as the issues in 5c are met. Senior Engineer Jerry Alegria suggested that. Condition Number 19 be changed to read, "An easement for a joint use driveway shall be provided prior to approval of the Parcel Map", and to delete condition number 29. Deputy Fire Marshal Jim McBride stated that Conditions 38, 39, & 45 are standard conditions for all proposed maps. If the applicant has previous conditions of approval for this project then they will be honored; however, if the applicant is unable to provide the previous conditions then they must meet the current requirements. Senior Planner Dave Hogan decided to keep Condition 5c intact, delete 13c, delete the end of 19, which is everything after the word map, delete condition 29, add "or as otherwise modified by the Villages of Paseo del Sol development agreement" to the end of condition number 32, and add "for all trash enclosures constructed after the date of approval" to the end of condition number 49. Mr. Davis agreed to the changes of the conditions of approval. Senior Planner Dave Hogan closed the public hearing at 2:11 PM.
