HomeMy WebLinkAbout032102 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR OF PLANNING March 21, 2002 A regular meeting of the City of Temecula Director of Planning was called to order on Thursday, March 21, 2002 at 1 :30 PM, at the City of Temecula Main Conference Room, 43200 Business Park Drive, Temecula, California. Senior Planner, Dave Hogan presiding. Also present was Minute Clerk, Lesa Riddle Senior Planner, Dave Hogan called the meeting to order at 1 :38 PM. Item No.1: Application no. PA01-0507 - Application to desiQn. construct. and operate a 9.998 square foot office buildinQ on 1.0 acre of vacant land Project Planner, Rick Rush presented the staff report. Senior Planner Dave Hogan opened the public hearing at 1 :42 PM. Mr. Dale Jaeger, representing the applicant, had two questions regarding the conditions of approval: 1) on condition 36 c, the applicant is questioning the need to install streetlights since none of the other owners have installed streetlights on surrounding properties; 2) on condition no. 93, the applicant questioned whether all of the recycle bins need to be the full size of a regular trash bin since it is a business park. He would like clarification on the size of the recycle bin required. Rick Rush advised the applicant that per the Director of Community Services, Herman Parker, this condition (no. 93) could be stricken from the conditions of approval. The applicant, Mr. Dale Jaeger concurred with the other conditions of approval. Dave Hogan closed the public hearing at 1 :46 PM. Dave Hogan stated that condition 36c would be stricken from the conditions of approval also. Dave Hogan, Senior Planner approved PA01-0507 based on CEQA Class 32, subject to the conditions of approval with the deletion of condition number 36 c and condition number 93. Item NO.2: PA01-0571 Conditional Use Permit to convert and occUPV an existinQ two- storv. 45.000 square foot industrial buildin!:! on a 3.88-acre parcel into a church facilitv consistinQ of a 13.571 square foot chapel for 407 people and related classrooms and offices; and a Development Plan to construct a 451 space parkinCl lot on six (6) contiQuous vacant lots totalinCl approximatelv six acres to be develooed in phases Assistant Planner, Rolfe Preisendanz presented the staff report. Senior Planner Dave Hogan requested information of the applicant on what happened to the original/current tenant? Dave Hogan opened the public hearing at 2:25 PM. The applicant, Mr. Rob Foster, 43234 Business Park Drive, Temecula, CA concurred with the conditions of approval as written. Mr. Foster advised that the previous tenant, Specialty Metals is possibly moving to Lake Elsinore due to downsizing. Senior Planner Dave Hogan closed the public hearing at 2:26 PM and approved the project subject to the attached conditions of approval with the findings that it is exempt from CEQA since it is an existing facility. R:\DIRHEAR\MINUTES\2002\03-21-02 minutes.doc Item No.3: PA01-0573 - Minor Conditional Use Permit application to replace an existina 80' hiah wood baseball field liahtina pole with a new 80' hiah steel Iiahtina pole to contain six flush-mounted cellular telephone antennas at a 40' heiqht and construct a related 10'x16' telecommunications eauipment structure. Associate Planner Rolfe Preisendanz presented the staff report. Senior planner Dave Hogan opened the public hearing at 2:28 PM. Mr. Dale Stubblefield, Applicant, 17870 Skypark Circle, Irvine, CA is in agreement with the conditions of approval and the findings. The current pole is a wood pole and it will be replaced with a steel musco light pole, which will belong to the Park. Senior Planner Dave Hogan closed the public hearing at 2:30 PM and approved the project subject to the attached conditions of approval. Item No.4: PA01-0612 - Plannina Application for a Product Review for 80 Sinale Familv Residences located on the north portion of TIM 23209. Project Planner Rick Rush presented the staff report and a letter from Mr. And Mrs. Williams, 31680 Sebastiani Circle, Temecula in the form of a fax with concerns about slope maintenance on lots 103 through 105 and the slope maintenance, fences and drainage from these slopes. Senior Planner Dave Hogan opened the public hearing at 1 :56 PM. The applicant's representative, Teri Shusterman, 10721 Treena Street #200, San Diego, CA and is in concurrence with the conditions of approval. Michael Medofer, Project Design Consultants, Civil Engineers for the project, 43460 Ridge Park Dr., Suite 170, Temecula, CA advised that the drainage on the slopes would be HOA maintained with the drainage accommodated before it leaves the subdivision. Laura McClellan, 31872 Poole Court, Temecula, CA questioned the five foot median between her home and the fence line of the lot behind her home. What will be in the median five foot space adjacent to her property and who would plant and maintain that space? Also, Ms. McClellan requested information on the perimeter fencing going to be a block wall or wrought iron? Rick Rush, Planner advised that the wall and fence plans have not been submitted or approved yet, but they cannot be wood fence, they will be required to be wrought iron or block wall fencing. Ms. McClellan requested that it be a wrought iron fence to enhance their view. Rick Rush advised that there will be a homeowners association and the CC&Rs were recently submitted and are being reviewed by the city attorney. Michael Medofer, Project Design Consultants advised that the fence on Ms. McClellan's property could be situated right at the property line and the bench at the top of the slope would be Shea's property. Frank Ortega, Project Design Group, 43460 Ridge Park Drive, Temecula advised that the slope behind Ms. McClellan's home would be privately maintained by the homeowner. The plants and irrigation would be provided by Shea Homes, but the maintenance would be privately maintained. Shea Homes will be building a new fence at the property line. It is not known what type of fence will be built at this time. Senior Planner Dave Hogan suggested that Ms. McClellan contact staff to find out when the fence plans come in so that she can talk directly with staff on this issue. Based on the information given, staff will be able to work with the adjoining homeowners and the applicant regarding the fence issue. Dave Hogan closed the public hearing at 2:10 PM. Dave Hogan approved the project subject to the attached conditions of approval. Senior Planner Dave Hogan opened the public hearing at 2:11 PM. The applicant's representative, Teri Shusterman, Shea Homes, 10721 Treena St., San Diego, CA is in concurrence with the conditions of approval. Senior Planner, Dave Hogan stated that any issues had been addressed in the prior hearing item no. 4 which is similar to this item. Senior Planner Dave Hogan closed the public hearing at 2:13 PM. Senior Planner, Dave Hogan approved the project subject to the attached conditions of approval. Item NO.6: PA02-0113 - A Minor Conditional Use Permit to operate a kitchen retail and bath showroom in an existina buildina located at 43475 Business Park Drive; Submitted bv Pacific Sales Project Planner, Rick Rush presented the staff report. Dave Hogan opened the public hearing at 2:35 PM. Senior Planner Dave Hogan questioned the need for condition no. 18 and 22, 27 and 29. Rick Rush advised that they are Fire Department and Building and Safety Department comments that they felt were necessary for the tenant improvements and they were incorporated into the conditions of approval. Unfortunately, there were no representatives from Building and Safety and Fire Department to speak on their behalf and advise the reason for the inclusion of these conditions. Keith Wilson, Colliers Seeley Company, 2400 E. Katella Ave. #950, Anaheim, CA 92806 was the first speaker, but Mr. Wilson is not an authorized representative of the company. Since there was no authorized representative for Pacific Sales present, Senior Planner Dave Hogan stated that staff should continue the hearing to the next week. Rick Rush recommended that Mr. Wilson concur to the conditions of approval as stated and the owners have a 15 day appeal period if there are concerns with any of the conditions of approval. Greg Staley, Pacific Sales Construction Coordinator, 2080 Washington Avenue, Torrance, CA reviewed the conditions of approval, but stated the owners would have to approve the conditions of approval. Dave Hogan stated that with the understanding that there are some special circumstances on this project it is normal to have a representative for the applicant be present at the meeting. Senior Planner, Dave Hogan closed the public hearing at 2:27 PM and approved the project subject to the removal of condition numbers 22, 27, and 29 that do not apply to this project.
