RESOLUTION NO. 94-23
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
TEMECULA CERTIFYING THE FINAL ENVIRONMENTAL IMPACT
REPORT NO. 340 ALONG WITH ITS TWO SUBSEQUENT ADDENDA,
ADOPTING FINDINGS OF FACT AND STATEMENTS OF OVERRIDING
CONSIDERATION AND APPROVING THE MITIGATION MONITORING
PROGRAM ON PROPERTY LOCATED SOUTH OF WINCHESTER ROAD
AND EAST OF MARGARITA ROAD. AND KNOWN AS ASSESSOR'S
PARCEL NO. 921-090-001 THROUGH 004, 921-090-0179 910-130-046, 911-
170-004 AND 910-170-005.
WHEREAS, Douglas Woods and Associates completed Environmental Impact Report No.
340 in accordance with the City of Temecula and State CEQA Guidelines;
WHEREAS, said EIR application was processed in the time and manner prescribed by
State and local law;
WHEREAS, the Planning Commission considered said EIR on July 18, 1994, at which
time interested persons had an opportunity to testify either in support or opposition;
WHEREAS, at the conclusion of the Planning Commission hearing, the Planning
Commission recommended Certification of the said EIR, Adopted the Findings of Fact and
Statements of Overriding Consideration and Approved the Mitigation Monitoring Program;
NOW, THEREFORE, THE CITY OF TEMECULA PLANNING COMMISSION
DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS:
Section 1. Findings, That the City of Temecula Planning Commission in recommending
Certification of the proposed FEIR, makes the following findings, to wit:
A. Attachment 9 of the Staff Report, Findings of Fact and Statement of Overriding
Considerations.
Section 2. Conditions. That the City of Temecula Planning Commission hereby
recommends certification of FEIR No. 340 and its subsequent addenda, adopts Findings of Fact
and Statements of Overriding Consideration and approves of the Mitigation Monitoring Program
for Specific Plan No. 1, located south of Winchester Road and east of Margarita Road and known
as Assessor's Parcel No. 921-090-001 through 004, 921-090-017, 910-130-046, 911-170-004 and
910-170-005.

Section 3. PASSED, APPROVED AND ADOPTED this 18th day of July, 1994.

I HEREBY CERTIFY that the foregoing Resolution was duly adopted by the Planning
Commission of the City of Temecula at a regular meeting thereof, hele on the 18th day of July.
