HomeMy WebLinkAbout94_003 PC Resolution ATTACHMENT NO. 1 PC RESOLUTION NO. 94-03 A RESOLUTION OF THE PLANNING COMMISSION FOR THE CITY OF TEMECULA RECOMMENDING THAT THE CITY COUNCIL ESTABLISHING STANDARDS FOR WATER EFFICIENT LANDSCAPE DESIGN WHEREAS, the waters of the State of California are a limited and renewable resource subject to ever increasing demands; and, WHEREAS, water must be managed and used efficiently so as to maximize its benefits and so that population and economies may expand without increasing their demands on water; and, WHEREAS, outdoor landscaping consumes approximately fifty percent of all water in urban areas; and, WHEREAS, the proposed Water Efficient Landscape Ordinance will encourage the conservation of water use; and, WHEREAS, the propose Water Efficient Landscape Ordinance will carry out the intent of California Government Code Section 65590; and, WHEREAS, the proposed Water Efficient Landscape Ordinance is consistent with the General Plan; and; WHEREAS, that this Ordinance complies with all the applicable requirements of State law and local ordinances; and, WHEREAS, notice of the proposed Ordinance was posted at City Hall, County Library, Rancho California Branch, the U.S. Post Office and the Temecula Valley Chamber of Commerce; and, WHEREAS, a public hearing were conducted on February 7, 1994, at which time interested persons had an opportunity to testify either in support or opposition. NOW, THEREFORE, THE PLANNING COMMISSION OF THE CITY OF TEMECULA DOES RESOLVE, DETERMINE AND ORDER AS FOLLOWS: Section 1. That the Planning Commission of the City of Temecula hereby finds that the proposed Water Efficient Landscape Ordinance will provide for the establishment of effective standards to encourage the conservation of water. That the Planning Commission of the City of Temecula further finds that the proposed Water efficient Landscape Ordinance is consistent with the General Plan by encouraging the use of drought tolerant landscaping in new development. Section 4. That the Planning Commission of the City of Temecula further finds that the proposed Water Efficient Landscape Ordinance does not have the potential to cause a significant impacts on the environment and has determined that the project is exempt from California Environmental Quality Act, as amended, pursuant to Section 15061 (b) (3). Section 5. That the Planning Commission of the City of Temecula hereby recommends to the City Council that the Council adopts the proposed Water Efficient Landscape Ordinance. The Ordinance is incorporated into this Resolution by this reference. PASSED, APPROVED, AND ADOPTED thi 4s;rEVEN y of February, 1994. J.
