Request for Removal of Multi-Way Stop Signs
Old Town Front Street at Sixth Street
RECOMMENDATION:
That the Public/Traffic Safety Commission review and consider removal of the existing multi-way stop signs
at the intersection of Old Town Front Street and Sixth Street, and make a recommendation to the City Council.
BACKGROUND:
A request was received from Councilmember Roberts to review the feasibility of eliminating the multi-way
stop signs at the intersection of Old Town Front Street at Sixth Street. The reason for the request is to reduce
diverted traffic volumes on Mercedes Street and reduce vehicle delay and congestion along Old Town Front
Street created by the stop signs. The public has been notified of the Public/Traffic Safety Commission's
consideration of this issue through the agenda notification process.
In March 1996, staff received a request from Mr. Ed Dool to install multi-way stop signs and crosswalks at
the intersection of Old Town Front Street and Sixth Street to accommodate the patrons of the future bus
terminal. Staff performed an evaluation of conditions and presented the results to the Public/Traffic Safety
Commission at the meeting of June 27, 1996. Because the intersection did not satisfy the minimum warrants
for the installation of multi-way stop signs, staff recommended denial of the request. The staff
recommendation was denied and the Commission recommended that the City Council authorize the installation
of multi-way stop signs without the crosswalks at the intersection of Old Town Front Street and Sixth Street.
Subsequently, at their meeting of July 23, 1996, the City Council adopted a resolution establishing multi-way
stop signs at the intersection.
In March 1997, staff received another request from Mr. Ed Dool, to install crosswalks and a flashing beacon
at Old Town Front Street and Sixth Street, install directional signs, establish time limited parking zones and
loading zones on Old Town Front Street for the ATM, trolley and taxi service and the Riverside Transit
Agency. Staff performed an evaluation of conditions and presented the results to the Public/Traffic Safety
Commission at the meeting of April 24, 1997. The item was continued to the meeting of May 22, 1997.
At the May 22, 1997 meeting, the Public/Traffic Safety Commission received the staff presentation and
recommended denial of the request for crosswalks and time limited parking and loading zones on Old Town
Front Street. The Commission directed staff to pursue the feasibility of installing directional signing for
busses.

In 1998, roadway improvements were completed on Old Town From Street that included chokers at
intersections. The chokers were installed in an effort to encourage pedestrians to cross at intersections only,
by reducing the roadway width and minimizing the pedestrian/vehicle conflict zone. Primarily, the chokers
were installed in-lieu of traffic controls at each intersection. At the intersection of Old Town From Street and
Sixth Street there are chokers on all four (4) corners, which also act as speed reducing features.
Old Town Front Street is designated as a Principal Collector on the City's General Plan Circulation Element
that provides one (1) travel lane in each direction and on-street parking. The speed limit is posted at 25 MPH.
The Average Daily Traffic (ADT) on Old Town Front Street south of Rancho California Road is
approximately 19,900.
Sixth Street is a 32 foot wide local roadway that functions as a collector roadway providing direct access
between Old Town Front Street and Mercedes Street. The west leg of the intersection of Sixth Street serves
primarily as a driveway entrance to a private parking lot. The prima facie speed limit on Sixth Street is 25
MPI-I. East of Old Town Front Street, Sixth Street carries approximately 600 ADT.
The Caltrans Traffic Manual indicates that the multi-way stop installation may be useful at locations where the
volumes of traffic on intersecting roads are approximately equal and/or where a combination of high speed,
restricted sight distance and an accident history indicates that assignmem of right-of-way is necessary. A
review of the existing conditions indicates that the warram criteria for multi-way stop signs is still not satisfied
at Old Town Front Street and Sixth Street.
A review of the prevailing speed data on Old Town From Street indicates that the 85* percentile speed is
approximately 28 MPH in the vicinity of the intersection. Based on the 85th percentile speed data the posted
speed limit of 25 MPH along Old Town Front Street is appropriate for the existing conditions.
The removal of the multi-way stop signs at this intersection would eliminate unnecessary vehicle stops at an
unwarranted stop sign location and will reduce vehicle delays and congestion along Old Town Front Street.
As stated earlier in this report, the traffic volume on Old Town Front Street is significantly higher than the
volume on Sixth Street (approximately 33 times higher). This uneven distribution of volume results in an
inefficient intersection operation and promotes disregard for stop signs and all traffic control devices in
general. It is unknown if the removal of the multi-way stop signs at this intersection will significantly reduce
vehicle volumes on Mercedes Street. Initially, the removal of the multi-way stop signs may confuse motorists
that are accustomed to traveling on Old Town Front Street and stopping at this location. If stop signs are
removed from Old Town From Street, signs indicating "Cross Street Traffic Does Not Stop" should be
installed on Sixth Street to warn the motorists of the new condition.
FISCAL IMPACT:
Funds are available for the removal of signs and associated pavement markings in the Public Works Routine
Street Maintenance Account.

A regular meeting of the City of Temecula Public/Traffic Commission was called to order on
Thursday, June 27, 1996, 7:00 P.M., at the City Hall Main Conference room, 43174 Business
Park Drive, Temecula, California. Chairman Coe called the meeting to order.

ITMS - Intellioent Transportation Manaoement System
Mark Miller, Albert Grover and Associates presented a summary of the Intelligent
Transportation Management System (ITMS) project.

PUBLIC/TRAFFIC SAFETY COMMISSION
Mr. Miller discussed the implementation and installation of a centralized computer
system to coordinate traffic signal timing on major arterials within the City; Rancho
California Road, Winchester Road, Jefferson Avenue, Ynez Road, Margarita Road and
Ynez Road south of Rancho California Road. This system will assist in reducing delays
and pollution by optimizing traffic signal timing which will be monitored and modified
from a central controt room located in City Hall, working in cooperation with Caltrans
to coordinate signal timing going over the I-15 on/off ramps.
Commissioner Perry inquired if the study was done keeping in mind the City's growth
factor for the future and an increase in traffic demands. Mr. Miller responded that the
system is designed taking growth into consideration and the system will be adequate
for future demand.
Commissioner Guerriero inquired about the criteria used for selecting the intersections
that were studied. Mr. miller responded that the City gave them the criteria based on
looking at the Towne Center and surrounding area, also the ability to tie these
intersections together.
Commissioner Guerriero also inquired if, at some point in the future, the City would
have the ability to monitor the ramps from the City Hall control center. Mr. Miller
responded that Caltrans system is compatible with the Citys' system, however the City
could not change Caltrans timing nor would Caltrans be able to change the City signal
timing. The agreement is to allow both to look at each intersection and to coordinate
these signal timings.
Commissioner Sander inquired if the control room was similar to the one at the City of
Pasadena. Mr. Miller stated that this control room woutd be different, but central
control will be in the new City Hall.
Commissioner Johnson inquired if there would be video llnks. Mr. Miller stated, not at
this time but that the system is designed so cameras could be accommodated in the
future.
Mr. I(icak inquired as to the cost of video cameras at the intersections. Mr, Miller
responded that a closed circuit TV monitor at the control center would be approximately
$50,000 and approximately $15,000 to $20,000 to place a camera at each intersection.
The City would have the ability to install these cameras in the future.
Commissioner Guerriero inquired if this system will be able to interface with the Opticom
System. Mr. Miller stated that the ITMS and Opticom Systems are interfaced.
Commissioner Coe inquired when the tTMS System would be totally functional. Mr.
Miller responded that the system would be in place and operational by early 1997.

4. "Ail-Way Stop" - torna tinda Road at Via Cordoba
Assistant Engineer All Moghadam presented the staff report and stated this intersection
does not meet the traffic warrants for installation of an 'Ali-Way Stop". He
recommended the request for installation be denied.
It was moved by Commissioner Perry and seconded by Commissioner Knox to accept staff
recommendation to deny the request to establish an 'All-Way Stop" at the intersection of Loma
Linda Road at Via Cordoba.

5. "Ail-Way Stoo" - Front Street at Sixth Street
Assistant Engineer Ali Moghadam presented the staff report and stated since the
intersection does not meet the warrants for installation of an "Ali-Way Stop" this request
be denied.
Commissioner Perry inquired what the 85% percentile speed limit is on Front Street at
Sixth Street. Assistant Engineer Moghadam responded that a speed survey had not
been conducted at this time, but the posted speed limit is 25 MPH.
Chairman Coe called for Public Comment:
Ed Dool, Temecula Shuttle, Sixth Street and Mercedes Road, spoke in favor of an "All-
Way Stop" and expressed concern about the increase in vehicle and pedestrian traffic
when the bus terminal construction is completed.
Commissioner Guerriero inquired as to the time frame for building the bus terminal. Mr.
Dool responded that construction will begin approximately the late part of August.
Karen Grove, Chaparral Antique Mall, Front Street and Sixth Street, spoke in favor of
an "Ali-Way Stop" at this location due to the increase of vehicle and pedestrian traffic
and stated a survey should be done Thursday through Sunday because of increases in
traffic on these days.
Commissioner Guerriero inquired if there was a noticed increase in pedestrian and
vehicle traffic volumes and speeds, Ms. Grove responded that pedestrian and vehicle
traffic had increased and particularly on these days,

Commissioner Coe inquired as to the history of counts on weekends. Assistant Engineer
Moghadam responded that the side street volumes are Iow and a weekend traffic count
would be possible.
Commissioner Perry inquired as to the affect of commuter traffic that goes through Old
Town on week days, would it slow traffic down and possibly cause back up of vehicles.
Assistant Engineer Moghadam responded that a possible back up would occur of
approximately 50 to 60 vehicles during peak hours and affect other side streets.
Roger Epperson, Manager of Chaparral Building, 28465 Front Street, Suite 321, spoke
in favor of an "AIl-Way Stop" at this location and expressed concern regarding the
increase of tour busses, pedestrians, speeds and traffic and encouraged the Commission
to be pro-active for Old Town traffic needs.
Commissioner Johnson inquired if just pedestrian traffic was of concern. Mr. Epperson
responded that both pedestrian and vehicle traffic was the concern for Front Street and
Sixth Street.
Larry Markham, 41750 Winchester Road, Suite L, spoke in favor of installation of an
~AII-Way Stop" and expressed concern about the speeds and would like to see an
additional speed survey be conducted. He stressed the increase of traffic with the
completion of the Sam Hicks Monument Park, Sixth Street parking lot, Public Restroom
facility, the bus terminal and the future bridge across the creek at Sixth Street.
Commissioner Guerriero inquired as to construction time of the restroom and parking lot.
Mr. Markham responded that construction should be completed in approximately six (6)
months or by the end of the year.
Commissioner Perry commented that now would be a good time to be pro-active and
help to control traffic in Old Town by installing a stop sign and pedestrian crosswalk at
this intersection.
Commission Guerriero inquired of Lt. Domenoe of speeds in this area. Lt. Domenoe
responded that they were higher than 25 MPH based on observation. He expressed
concern about increased travel time, and stated stop signs should not be used to control
speeds. He agreed a stop at this location would probably help reduce speeds and would
assist with public safety.
It was moved by Commissioner Perry and seconded by Commissioner Johnson to recommend
to the City Council installation of four-way stop signs without crosswalks at the intersection
of Front Street and Sixth Street.

TRAFFIC ENGINEER'S REPORT
Assistant Engineer Ali Moghadam presented the Traffic Engineer's Report and reported
the following information:
A Traffic Control Device Inventory of all traffic control devices within the City
should be available within a few months.
Traffic Sional installation at 7§(S) and Maroarita Road, is dependent upon
construction work being done by the County Assessment District 159. The
traffic signal poles and mast arms have been received and installation will
proceed upon completion of the road work.
Traffic Sional at 7g¢S) and Paid Road, will begin July 15, 1996, projected to be
completed within 20 to 30 days.
Traffic sional at 79¢S) and La Paz Street. contract has been awarded, equipment
has been ordered and construction anticipated to begin in September.
Traffic sional at Maroarita Road and Rustic Glen Drive. poles and equipment have
been ordered, as soon as construction contract is in place construction will
begin.
Traffic siQnal at Solana Way and MarQarita Road. is in preliminary design. Plans
should be completed and out to bid for construction by late July.
Traffic sional at Rancho California Road and Cosmic Drive/Humber Drive. City
Council approved solicitation of bids and funding for the purchase of poles and
mast arms, Plans are almost completed and will go out to bid by mid July.
Larry Markham inquired about the status of the signal design for 79(S) at Bedford
Court. Assistant Engineer Moghadam responded preliminary design is almost complete
and will go to Caltrans for the first plan check within a few weeks.
POLICE CHIEF'S REPORT
Lieutenant Jim Domenoe reported on the following:
Next month the Department will have a list, of citations for the first six (6)
months, by type and district for the Commissions' review.
PUBLIC/TRAFFIC SAFETY COMMISSION
Commissioner Guerriero inquired as to a report he heard that 85% of kids in high
school are taking drugs. Lt. Domenoe responded, there are minor problems but
not at that level.
Commissioner Perry expressed concern about the number of alarms reported.
Lt. Domenoe responded that some of the alarms may have been canceled but an
officer was dispatched and made a physical inspection of the property. Some
of these were false alarms but still had to be responded to.
Commissioner Guerriero inquired as to the status about the alarm ordinance.
Joseph Kicak, Director of Public Works/City Engineer will check with the City
Attorney for an update and draft of this ordinance.
Commissioner Guerriero inquired about the status of purchasing a DUI trailer. Lt.
Domenoe reported he is looking into a grant for funding a DUI trailer and possible
alternatives.
Lt. Domenoe reported that the Police Department had purchased, in conjunction
with the Explorer Post, a golf cart equipped with police lights to be used at
special events.
None given.
COMMISSION DISCUSSION
Commissioner Perry expressed concern about unsafe lane changes on Winchester Road
at Ynez Road, people turning left at Ynez Road onto Winchester Road trying to get over
into the far right lane to get onto northbound 1-15. Lt. Domenoe responded that it is
being patrolled.
Commissioner Johnson inquired about the installation of delineators on Ynez Road at the
southerly driveway of Palm Plaza. Commissioner Perry stated it has been re-stripped but
that it is still an unsafe right lane.
Commissioner Guerriero inquired as to installing an island on Cosmic Drive in conjunction
with the signal construction.
Joseph I(icak responded that City Council gave staff direction to proceed with design
of islands on Cosmic Drive and Humber Drive but this would not be complete in time
for installation with the traffic signal. Staff is looking at alternatives and as soon as
information is available, will go to City Council with an estimated cost which will include
islands, landscaping, and irrigation provided the Villages and Starlight Ridge Home
Owners Associations accept maintenance responsibility.

Commissioner Guerriero inquired about looking into a possible crosswalk on Rancho
Vista Road adjacent to the Community Recreation Center. If the number of pedestrians
currently justify the installation of a signalized crosswalk. He asked staff to look into
a right turn only lane for eastbound Winchester Road at Jefferson Avenue.
Commissioner Guerriero also requested an update on the seven (7) flashing yellow
signals for schools. Mr. Kicak responded that these signals are in the FY96-97 budget.
Commissioner Coe expressed concern regarding the intersection of Pala Road at
Rainbow Canyon Road. He said the increase of traffic and poor sight distance makes
it difficult to make left turn from Rainbow Canyon Road onto Pala Road and asked if
warrants would be met for the installation of a 4-way stop. Assistant Engineer
Moghadam responded that traffic counters have been set and are looking into possible
solutions for this intersection.
It was moved by Commissioner Guerriero and seconded by Commissioner Perry to adjourn the
meeting at 9:25 P.M. The motion carried unanimously.

"All-Way Stop" - Front Sue. et at Sixth Street

RECOMMENDATION:
That the Public/Traffic Safety Commission deny the request to establish aa 'Alt-Way Stop" at the intersection
of Front Sweet and Sixth S~reet.
BACKGROUND:
The City received a request to emblish an all-w-ay slop and paint crosswalkn at the intersection of Front Street
and Six~ Street. The swp signs and crosswalks are requested to accommodate the patrons of the furore bus
terlni~al localed at the northeast comer of this intersection. The intersection of From Street and Sixth Street
is a four-way intersection with SLxth Street to the east and a parking lot driveway to the west of From Street.
Front Street between Moreno Road and Santiago Road is a_..40Xoot wide street which provides access to the
Old Town Temecula area. The existing posted speed limit is 25 MPH on Otis portion of From Street.
The California Department of Transportation Traffic Manual has established four (4) criteria for the
consideration of multi-way 'Stops". The,~ requlremems are as follows:
I. Minimum Traffic Volumes
a. The total vehicular volume entering the intersection from all approaches must average at least 500
vehicles per hour for any eight (8) hours of an average day, and;
The combined vehicle and pedemfian volume from ~ minor street or highway must average at least
200 units per hour for the same eight (8) hours, with an average delay to minor slreet vehicular
traffic of at least 30 second per vehicle during the maximum hour, but;
c. When the 85-percentile approach speed of the major street traffic exceeds 40 miles per hour, the
minimum vehicular warrant is 70 percent of the above requirements.
An accident problem, as ind/cated by five (5) or more reported accidents within a twelve (12) month
period of a type susceptible to correction by a multi-way stop instalhtion. Such accidents include right-
turn and left-turn collisions as well as right-angle collisions.
Where traffic signals are warran~.d and ur_eently needed, the multi-way s~p may be an interim measure
that can be installed quicldy to contxol txaffic while arrangemems are being made for ~he signal
installations.
4. School area traffic control recommendations/warrants.
Necessary data has been collected to evaluate this location for installation of an "All-Way Stop'. The
following is a summary of the analysis.
a. The total vehicular volume entering this intersection during the busiest eight (8) hours averages
1,085 as compared to 500 needed to meet this portion of the warrant.
b. The vehicular volume from the minor street averages 48 during the same eight (8) hours as above,
and the pedeswian volume is not sufficient to meet the 200 minimum vehicular aad
volume from the minor street for the name eight (8) hours.
2. No aceiclt,~t~ have been reported at this location from May 1, 1995 to May 1, '1996, as compared to five
(5) needed to meet this warrant.
3. A traffic signal is not warranted at tiffs intersection.
4. This intersection is not a designated school crossing.
Since ~ intersection does not meet the warrants for installation of an "All-Way Stop", staff recommends that
the request for "All-Way Stop" installation be denied at this time and be re-evaluated when the proposed bus
terminal is in operation.

FRONT STREET IS VERY DANGEROUS AND HAVE HAD SOME VERY CLOSE CALLS.
PEDESTRIANS ATTEMPTING TO CROSS 6TH ST EAST & WEST JUST CANNOT GET
ACROSS OR MUST WAIT FOR UP TO FIVE MINUTES. BEING THIS IS THE
GATEWAY TO OLD TOWN AND IN ANTICIPATION OF OUR NEW TRANSPORTATION
CENTER WITH PUBLIC PARKING AND RESTROOMS, WE FEEL THIS INTERSECTION
IS A MUST FOR A STOP SIGN AND CROSSWALK.

APRIL 24, 1997
A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order
on Thursday, April 24, 1997, 7:10 P.M., at the City Hall Council Chambers, 43200 Business
Park Drive, Temecula, California. Chairman Markham called the meeting to order.

Also present were Public Works Associate Engineer Ali Moghadam, Police Sergeant Rodney
Crisp, Battalion Chief John Winder, Administrative Secretary Anita Pyle, and Minute Clerk Pat
Kelley.
Battalion Chief Winder led the flag salute.
Chairman Markham called public comments on non-agenda items.
Ed Dool, Temecula Stage Stop, reported on the RTA meeting held on Wednesday, April
16, 1997, regarding a new RTA route which will fulfill the community's needs. He
requested if this issue could be placed on the Commissions agenda in the near future.

Reouest for Crosswalk and School Crossino Traffic Sional - Rancho Vista Road al,
Associate Engineer Ali Moghadam presented the staff report.
Commissioner Perry asked why there was no morning period to match the 2:15 PM
peak. Mr. Moghadam stated he did not know and it was very unusual to have such a
high peak (209 vehicles) within a 15-minute period. Mr. Markham noted the high
volumes was for eastbound traffic away from the school and everyone leaves school at
about the same time, yet arrive at varying intervals,
Judy E~aber, 31677 Corte Podrera, stated the school district's opinion that Meadows
Parkway is the appropriate school route is because there is no safe route to school, but
the children will not walk the additional 700 feet to cross safely. She stated there is no
sidewalk at the top of the hill.
PUBLIC/TRAFFIC SAFETY COMMISSION
Chairman Markham inquired if the recommendation for a yellow warning light installation
at Rancho Vista Road and Camino Romo had been forwarded to the City Council. Mr.
Moghadam replied he was waiting for tonight's decision before forwarding the
recommendation, but the yellow warning light is included in next fiscal year Capital
Improvement Projects.
Chairman Markham suggested a temporary or permanent asphalt sidewalk be
constructed to connect with the existing sidewalk and bring the sidewalk to opposite
Paseo Goleta and the yellow warning light.
Commissioner Perry stated he sees Camino Romo as a potential hazard and would rather
see crossing at Paseo Gole~a.
Sergeant Crisp stated that a crosswalk with a crossing guard at Paseo Goleta was
preferable.
It was moved by Commissioner Johnson and seconded by Commissioner Perry to deny
the request for installation of a crosswalk and a school crossing traffic signal on Rancho
Vista Road near Camino Romo,

Associate Engineer Ali Moghadam presented the staff report.
Commissioner Perry inquired as to the existing bike lane and no parking zone percentage
for these roads. Mr. Moghadam replied approximately 50% of the proposed area is
existing bike lane and 50% no parking zones.
Mr. Moghadam stated he reviewed the Vehicle Code relative to truck parking and found
that the only prohibited truck parking is for trucks over six (6) feet in height which are
prohibited from parking within 100 feet of an intersection.
Chairman Markham noted Margarita Road, at Temecula Valley High School is an existing
problem. Sergeant Crisp stated buses park on the east side of Margarita Road in the
afternoons and red curbing would be helpful. Mr. Moghadam reported staff is studying
installation of median islands on Margarita Road and Rancho Vista Road with fencing
and lights at one or two locations on Rancho Vista Road to limit access for pedestrians
and vehicles.

recommend the City Council adopt a resolution establishing "No Parking" zones on
Rancho California Road, Winchester Road, Pala Road, Santiago Road, Pauba Road, and

Commissioner Johnson asked who would pay for the signal at Via Las Colinas. Mr.
Moghadam replied the City has budgeted this signal.
PUBLIC/TRAFFIC SAFETY COMMISSION
Commissioner Johnson noted this median/signal modification will help traffic flow, but
will not solve the area's long-term traffic problems and there remains a need to increase
westbound storage.
Chairman Markham commented he agrees with this proposal and rel~orted Commissioner
Guerriero had expressed to him his strong support for staff's proposal and would like
to see the left-turn pocket into Town Center driveway extended to provide additional
storage space.
Sergeant Crisp and Chief Winder concurred with the proposal.
It was the consensus of the Commissioners to have this issue brought back as an
agenda item at a future Commission meeting.
6. Prioritization of Present and Future Traffic Imerovement Needs (Discussion Item)
It was moved by Commissioner Johnson and seconded by Commissioner Perry to
continue this item to the meeting of May 22, 1997.

TRAFFIC ENGINEER'S REPORT
Mr. Moghadam reported the following:
Ynez Road at Rancho California Road - Staff is working on striping modifications to
provide southbound dual right-turn lanes on Ynez Road at Rancho California Road.
Chairman Markham requested look into coordinating the intersection. At present, the
free right turn traffic backs up with no protected area.
Bedford Court/Hwv 79R - Traffic signal bid opening is May 22. 1997.
Pala Road/Rainbow Canyon Road - Signal has been re-prioritized to Number 1 and
proposed to be included in the 1997/98 budget.
Winchester Road from Jefferson Avenue to Entemrise Circle West (second Ieee) - Install
median island on Winchester Road from Jefferson Avenue to Enterprise Circle West and
install a traffic signal at Winchester Road and Enterprise Circle West (second loop). Mr.
Moghadam stated he discussed this item with property owners of the center at
Jefferson Avenue and Winchester Road and they are agreeable. They are also requesting
a "Keep Clear" pavement marking for the driveway to ARCO to prevent blocking of the
driveway, and the possibility of a second northerly driveway, by Pasquales Restaurant.
These issues will be brought back to the Commission at a later date.
PUBLIC/TRAFFIC SAFETY COMMISSIOI~I ~
Chairman Markham stated he would like to see the driveway issue deferred until an
overall Jefferson Avenue Study with an operational analysis regarding a raised median,
consolidating and signalizing driveways, etc is completed. Mr. Moghadam stated
owners seem to be willing to consider alternatives and participate in costs.
Commissioner Perry mentioned when designing the median on Winchester Road,
consider a long storage pocket for left turns onto Enterprise Circle from westbound
Winchester Road. Commission Johnson and Chairman Markham concurred.
Commissioner Johnson inquired about the installation of the signal at Margarita Road
and Solana Way. Mr. Moghadam replied the proposed apartment complex at the
northeast corner will be constructing roadway improvements and installing a traffic
signal at this location.
Commissioner Johnson asked when the last traffic count was taken for northbound
traffic on Ynez Road at Rancho California Road as traffic has increased significantly in
the last few months. Mr. Moghadam responded the count was conducted July 1996,
with the next count scheduled for July 1997.
Chairman Markham asked about widening of Ynez Road at the duck pond. Mr.
Moghadam replied that widening is being considered along with expansion to Embassy
Suites, and staff is also working on striping to provide northbound dual left-turn lanes
on Ynez Road. He mentioned one problem is a majority of the traffic is heading for
northbound Interstate 15 and there would be two lanes competing for one lane.
Commissioner Perry inctuired about the status of the 1-15/Hwy 79S temporary
interchange. Mr. Moghadam replied the plans for an interim signal installation and
realignment of Front Street have been signed and will go out to bid soon.
Commissioner Perry asked for an update on the Western Bypass. Chairman Markham
suggested an update of the City's position/direction be presented at the May 22, 1997
meeting.
Commissioner Markham asked if the Commission will have an opportunity to review the
Capital Improvement Plan b~fore it goes to City Council, Chief Winder stated the
committee is still in the prioritizing process.
Chairman Markham asked if the Meadowview traffic calming methods meeting had been
scheduled. Mr. Moghadam stated it had not been scheduled. Mr. Markham suggested
getting in touch with Mr. Renson to determine a satisfactory time for their members and
schedule the meeting with input back to the Commission at the May 22, 1997 meeting.
He stated Mr. Palmer's request for improvements at Buena Suerta would be a good test
case.
POLICE CHIEF'S REPORT
Sergeant Crisp reported Officer Alexander finished at the top of his motor school class
and is out in traffic; and the second radar trailer is in the field.
PUBLIC/TRAFFIC SAFETY COMMISSION
Commissioner Perry asked why Area G has such a high crime rate. Chairman Markham
replied G is mainly a[Dartments with no single family residences and only a few
commercial establishments. Sergeant Crisp stated it has been a high crime zone
historically.
Battalion Chief John Winder stated he had nothing to report.
COMMISSION DISCUSSION
Commissioner Johnson asked if the City Attorney could provide written direction
regarding Conflict of Interest for the Commissioners.
Chairman Markham asked staff to review:
The 2 ~ to 3 ~ -foot drop off on the west side of Ynez Road back of the Bank
of America's parking lot for consideration of a railing for public safety due to
skate boarders, people walking at night, etc.
Fencing at the Santiago Overpass, there is a gap between the freeway right-of-
way fence and the bridge fence, people are going through the gap.
· Providing grates over big, Pil~e and/or box culverts.
Chairman Markham reported Ruth Ann Taylor-Burger will attend the May 22, 1997
meeting to discuss air quality in regards to dirt roads and measures that need to be
taker,, and requested staff invite Mr. Klein to attend.
It was movecl by Commissioner Johnson and seconded by Commissioner Perry to adjourn the
meeting at 8:28 P.M. The motion was unanimously carried.

RECOMMENDATION:

BACKGROUND:
The City received a request from the Temecula Stage Stop ~o consider installation of various traffic control
devicea in the Old Town Temecnia area. A copy of ~his request is auached as Ex. bit "B".
These items are as follows:
Request for crosswalk and flar. hing yellow light (Front Street at Sixth Street). This item was
reviewed by the Public/Traffic Safety as part of the requezt for installation of an 'AH-Way Stop" at
this intersection. The Public, Traffic Safety Comm|~-e~On approved the installation of 'Stop' signs on
Front Street at Sixth Stxeet and denied the request for instalistion of a crosswalk and flashing
beacons. There have been no reported pede.va-ian accidents at this intersection and the speed limit
is ~ at 25 MPH. The requested crosswalk and flx~ing beacons will not enhance the safety of
pedestrians at this intersection, therefore, this request should be denied.
Bus signage and directional flow. After reviewing this item with the City's Planning Department,
it was determined that off-site signs are not permitted per Old Town Specific Plan or other city
ordinnnce~.
ATM parking on Front Street. A limited time parking can be established in front of the ATM on
Front Street.
On-street parking for txolley, taxi service and RTA. Staff has not been provided with adequate
information to address this request.

Frank Klein, 30180 Santiago Road, reiterated his offer to make a 20-minute presentation on
Temecula winds.
David Simon, 12555 High Bluff Drive, Suite 160, Del Mar, representing Winchester Plaza,
reported customers are having difficulties leaving his parking lot during the AM, noon and PM
peak hours; it is affecting tenants' businesses, and the teasing of offices. He suggested three
(3) ideas for consideration which his company is willing to fund: 1) add an additional curb cut
on Jefferson Avenue; 2) put directional arrows in existing driveway; and 3) add some sort of
cross hatch in the median to create a break similar to the other side of the intersection for left
turn movements. Mr. Simon left his exhibits for the record. He stated he supports the raised
median on Winchester Road.

2. Air Quality Proorams. Western Riverside Council of Government~
Ms. Ruthanne Taylor-Berger, Director of Air Quality Programs, Western Riverside Council
of Governments (WRCOG) presented a report on air pollutants and stated Temecula has
relatively good air, but the air pollutants for the Riverside metropolitan area exceed
federal standards by 138% and exceed the State's clean air standards by a significant
amount. She further reported on the State Implementation Plan (SIP) when tied to the
Regional Transportation Plan (RTIP) and if the RTIP does not conform to the air quality
mandated within the Air Quality Management Plan (AQMP), there could be sanctions,
loss of federal funds or disapproval of projects.
Commissioner Guerriero asked about the test locations used to generate SCAG's
numbers. Ms. TayIor-Berger stated the numbers were generated from the inventory and
modeling data done for the 1997 Air Plan which includes meteorological data, and the
issue of transport which is based on wind along with heat.
Commissioner Guerriero asked if Ms. Taylor-Berger had any recommendations for the
Winchester Corridor Program. Ms. Taylor-Berger stated Temecula r~ight be a logical
stop for a commuter-type rail, like Southtracks, because short trips are the gross
polluters.
Commissioner Perry asked if WRCOG is working with the City of Temecuia on any
program. Ms. Taylor-Berger replied she is working with them on the Quick Charge
Program. Councilmember Ron Roberts is Temecula's representative on WRCOG.
Commissioner Perry inquired about grants available to assist cities in converting their
vehicles to non-polluting ones. Ms. Taylor-Berger answered grants are available to make
up the differential between the purchase price of a standard combustion-engine truck
or larger vehicle and a CNG vehicle.
Chairman Markham asked about Federal PM 2.5 regulations. Ms. Taylor-Berger stated
Particulate Matter 2.5 is most unhealthy. Congress is empowered to change the method
of measurement for that standard; and if they change the measurement method,
California will have 400+ counties in violation of the Federal Clean Air Act which will
in turn put pressure on the federal government to address national standards.
Chairman Markham asked how unpaved rural roads will be handled from the County's
and WRCOG's perspective. Ms. Taylor-E~erger stated WRCOG revised Rule 1186 which
was developed to handle fugitive dust, PM 10, and WRCOG now says dirt and debris
which accumulate through a storm need to be cleared within 72 hours of notification.
State law, Ayata Bill 191, which sunsets in 2006. The date we are supposed to reach
PM 10 attainment, allows a 'city one of three (3) options to remain in compliance: 1)
lower speed limit to 15 MPH on three (3) miles of dirt road per year; 2) chemically
stabilize two (2) miles per year; or 3} pave one (1) mite per year. In 1999, PM10
efficient street sweepers must be purchased for roads identified with heavy silt loading
by a City's Traffic Engineer. WRCOG has committed to find additional funding to help
cities pay for the street sweepers or to defray costs, possibly pooling resources so cities
can share the street sw. eepers.

Associate Engineer Ail Moghadam presented the staff report.
Larry Murphy, 30326 Calle Halcon, expressed his appreciation for the professionalism
of the Public Works staff, and asked for a "Dead End" sign on Calle Halcon as well as
the "Stop" sign at the intersection of Via Elinda and Calie Halcon.
Robbin McGregor, 30345 Calle Halcon, stated he was in favor of the "All Way Stop"
sign.
Commissioner Guerriero inquired about the possibility of getting the brush cut back as
close to 200 feet as possible. Mr. Moghadam replied some of the trees and bushes can
be trimmed/removed, but it may not help due to the roadway alignment.
It was moved by Commissioner Perry, seconded by Commissioner Guerriero, to
recommend the City Council adopt a resolution establishing an "All-Way Stop" at the
intersection of Via Elinda and Calle Halcon.

4. installation of Raised Median Island - Winchester
Associate Engineer Ali Moghadam presented the staff report.
Commissioner Guerriero would tike to see the median landscaped.
Chairman Markham stated there are businesses on the south side with a predominate
number of customers coming from the east, and asked if there is a possibility of
providing a protected left-only turn into a driveway near M&M Tire and El Rancho
Animal Hospital. Mr. Moghadam said it is a possibility and he will look at this during the
design stage.
Chairman Markham shared a letter he received from the El Rancho Animal Hospital and
reported he distributed the staff report to properties on the north and south sides of
Winchester Road affected by this action.
Commissioner Guerriero reminded the Commissioners of an Ad Hoc Committee of
several years ago that approved the concept of a raised median with signalization at one
end and a request for a protected left-turn placed toward the middle for this portion of
the roadway.
Mr. Moghadam expressed his support of Mr. Simon'sreauest for the second driveway
on Jefferson Avenue.
PUBLIC/TRAFFIC SAFETY COMMISSION
Linda Peterson, 41670 Winchester Road, representing Et Rancho Animal Hospital,
thanked the Commissioners for considering the left-turn lane near their location.
Mark Telford, 28481 Rancho California Road, Suite 204-A, representing Business Center
One Association, expressed concern with the traffic flow stating while a stop light will
help the situation, a median which prevents access to business would be another
deterrent at a time when businesses struggling to survive.
Chairman Markham mentioned he served on the Board of Directors for First Pacific
National Bank and their facilities staff reviewed and support the proposal. Chairman
Markham suggested an alternate solution with the raised median in place, Mr. Telford
could move the driveway so it lines up with a straight-thru-shot with the driveway that
runs from front to rear. Mr. Telford replied he had looked at doing a second driveway
to make it easier for trucking and was told the driveway was too close to the next
driveway. Chairman Markham replied with a raised median that restriction does not
apply and encouraged Mr. Telford to approach staff with the issue.
Donald Coop, 41755 Rider Way, a left- turn only by the tire store will facilitate a new
project coming forward and it might relieve the pressure of people not stacking up at
the signal. He supports a signal at Enterprise Circle West.
David Simon, 12555 High Bluff Drive, Suite 160, Del Mar, asked if there was any
consideration of having a protected left turn for eastbound Winchester Road onto
Enterprise Circle North by the bank. Commissioner Perry stated that would be an open
invitation to come across both ways due to the streets on both sides of Winchester
Road.
Commissioner Coe stated he was not in favor of left turn pockets in either direction.
It was moved by Commissioner Guerriero, seconded by Commissioner Perry, to
recommend the City design and install a continuous raised landscaped median on
Winchester Road between Jefferson Avenue and Enterprise Circle West, including a
traffic signal at Enterprise Circle West and a protected left turn lane somewhere in the
vicinity of the M&M Tire Co./Et Rancho Animal Hospital.

Associate Engineer Ali Mognadam presented the staff report.
Ed Dool, 41920 Sixth Street, representing The Temecula Stage Stop, stated the
crosswalk at Sixth and Front Streets is very important due to the 20 busses per day
with 200 to 250 peopJe getting off and heading to Old Town. He showed photos of
other transportation centers with entrance/exit signage and requested the same for
Temecula. Mr. Dool asked that parking for the ATM and direct parking for taxis,
trolleys, and RTA be discussed.
Commissioner Coe stated his comments are: 1) never been convinced crosswalks
accomplished anything; 2) signage for the busses seems to be a good idea to avoid
busses coming from opposite directions which could have a conflict at small
intersections--i.e., Sixth and Front Streets; 3) he believes the signage shown by Mr.
Dool would fit within the context of what is being done on Front Street, and would get
the busses off Front Street. As for the ATM taxis, trolleys and RTA parking, he stated
it probably would be a good idea some time in the future.
Commissioner Perry stated a crosswalk provides a false sense of security and would like
to see the Redevelopment Agency's projection of the traffic circulation pattern for Old
Town before approving a crosswalk.
Commissioner Guerriero said he was not in favor of marked crosswalks in light of the
national findings which show marked crosswalks are more negative than positive in
assisting pedestrians; if it is a problem after the terminal opens, it should be revisited.
He believes there is bus signage that would not take away the aesthetics of the Old
Town Plan since signage for bus traffic is necessary. Commissioner Guerriero stated
with 40 foot width lanes, there is room for curbside parking, and he is not in favor of
any additional parking for the taxis, etc. on Front Street for aesthetic and safety
reasons; he said he would like to determine traffic at some future time and revisit this
matter if necessary.
It was moved by Commissioner Coe, seconded by Commissioner Perry, not to install a
crosswalk at Sixth and Front Streets at this time; to direct staff, to investigate and
consider putting up bus directional signing; to not include a limited parking area in front
of the ATM; and to not have special on-street parking for taxis, trolleys, and RTA.
Commissioner Guerriero moved to amend the motion to include the issue of designated
on-street parking for trolleys, taxis and RTA will be revisited. Commissioners Coe and
Perry agreed to amend the motion.

Jefferson Avenue Corridor - Commissioner Guerriero stated he would like to see
Mr. Simon's recommendations followed. He would recommend a solid median,
and extend the left-turn bay (Southbound Jefferson Avenue movement to
eastbound Winchester Road) be able to stack more cars.
Commissioner Guerriero reiterated two (2) Ad Hoc Committees recommended raised
medians with dedicated left-turn lanes and driveways going north which has never been
brought to this Commission. He said modified driveways are needed, ptus signalization
for a couple driveways.
Chairman Markham stated during a discussion with Mr. Simon and Mr. Lowry, owners
of the opposite corner, they were open to working with the City to widen Winchester
Road in order to get more turn movement/stacking capacity and possibly adding a
dedicated right-turn lane with two (2) through and two (2) left-turn lanes eastbound
onto Winchester Road. It is his opinion there are three (3) critical intersections -
Winchester Road/Jefferson Avenue, Ynez Road/Rancho California Road and Front
Street/Rancho California Road.
Installation of "No Left Turn" sign at car wash driveway at the northeast corner
of Jefferson Avenue and Winchester Road - Chairman Markham stated this needs
to be considered with the Jefferson Avenue Corridor item.
Concern over sight distance at the intersections of Det Rey Road/Avenida Del
Reposo and Del Rey Road/Avenida Buena Suerta - Commissioner Guerriero
reported on an Ad Hoc Committee meeting with the Meadowview Homeowners
Association (HOA) concerning this issue, and recommendations for traffic
calming methods were made which are to be taken to the HOA.
PUBLIC/TRAFFIC SAFETY COMMISSION
Estimated cost of traffic circles - Mr. Moghadam stated costs could range from
$2,000 to $50,000 depending upon location. Chairman Markham suggested
estimating the cost for an intersection with two (2) 40 foot paved streets, and
a standard R-1 tract type scenario. He atso suggested putting in a traffic circle
on Calle Medusa as a test case.
"No" Parking on Rancho California Road adjacent to the Duck PoncJ and right-turn
lane to Oscar's - Commissioner Guerriero stated he continues to see people
making a right turn into Oscars from the middle of the number two eastbound
lane which causes problems especially when cars are parked at the south
curbline. Chairman Markham mentioned a "No Parking" Zone recommendation
for this area was passed at the April 24, 1997 meeting and forwarded to the
City Council, where it should be heard at their June 10, 1997 meeting.
Encourage use of Walcott Corridor - Mr. Moghadam reported the completion date
is May 23, 1997. Commissioner Guerriero stated with the 30 MPH speed limit,
the public is going to have to be educated that Walcott is open and it is the
eastern corridor to get from La Serena Way to Winchester Road or Nicholas Road
instead of Calle Medusa. Mr. Moghadam noted enforcement of Calle Medusa's
speed limits may encourage use of Walcott Corridor. Commissioner Perry asked
Sergeant Crisp if someone in the Police Department could wiite press releases
to let the public know when new routes are opened and to encourage their use.
Sergeant Crisp stated he would look into the matter.
Speed enforcement on Margarita Road south of Rancho California Road -
Sergeant Crisp requested a review of a raised/landscaped median in front of the
Margarita Middle School to discourage U-turn'movements which are dangerous
due to sight distance, speed, and children in the area. Chairman Markham asked
staff to review the situation and possibly agendize the matter.
Red curb on Pujol Street south of First Street around the curve - Mr. Moghadam
stated a traffic ordinance allows staff to extend a red curb without bringing it to
the Public/Traffic Safety Commission or City Council when sight distance is
limited. It was the consensus of the Commission to have staff to handle this
matter.
Review of plans for Middle School on North General Kearny Road - Chairman
Markham requested staff contact Mr. Gallaher or Ms. Dixon of the School District
and ask them to submit the proposed site plans. He would like to see the item
agendized.
Pursue Neighborhood Speed Watch Program/Articles on California Vehicle Code -
Commissioner Guerriero stated he would like articles on codes which are most
often violated -- right-of-way, speed, tailgating, failure to yield. He discussed
this with the Meadowview Ad Hoc Committee as part of the Neighborhood
Watch Program and it was agreed these articles should be published, on a
periodic basis, in the newspaper, it was suggested Sergeant Crisp and Public
Works staff come up with a program. Chairman Markham suggested the
pamphlets, which are posted downstairs and never noticed, be handed out at
Commission meetings.
PUBLIC/TRAFFIC SAFETY COMMISSION
Review circulation in Los Ranchitos, Santiago Estates, and Santiago Ranchos
area and review Pujot Street connection to Western Bypass - Chairman Markham
suggested moving these issues to the Long-Term Capital Improvement Projects
category. Chairman Markham stated Pujol Street neec~s to connect to the
Western Bypass to provide access to the plateau.
It was the consensus of the Commission the Number 1 priority is the Jefferson Avenue
Corridor study with proactive recommendations regarding widening, medians and
driveway movements and signalization from Santa Gertrudis Creek to Via Montezuma,
and they would like the process to begin as soon as possible.
Short-Term Canital Imnrovements Proiect~
Pala Road/Rainbow Canyon Road - stop signs/traffic signal - Chairman Markham
stated this project has been moved to Number 1 on the Traffic Signal Priority
List.
Installation of delineators at the entrance to Target or a closed driveway -
Commissioner Guerriero stated delineators are needed to keep westbound traffic
from going straight to the intersection along Target's easterlY'entrance prior to
the signalized intersection. Mr. Moghadam stated it is being proposed to close
the median and to signalize Via Las Colinas and the item will probably be on the
agenda for the June 26, 1997 meeting.
Installation of reflective marks on major arterials - Commissioner Guerriero
reiterated the striping on Rancho California and Winchester Roads disappear
when wet. Mr. Moghadam stated additional funds have been requested in the
Fiscal Year 1997/98 budget for pavement markers,
Lono-Term Ca~3ital Imnrnvement Pro!ect~.
Diaz Road Extension to Murrieta - Mr. Guerriero reported at the request of the
Joint Temecula/Murrieta Transportation Commission, Murrieta has agreed to
continue Diaz Road through to Murrieta and Ynez Road through to the North City
Limits, and it is going before both Councils for funding capacity. The Joint
Committee recommended to DKS, an engineering firm, that Overland Drive
should end at Commerce Center Drive instead of Jefferson Avenue and that is
being passed on to both Councils. At the Joint Transportation Commission, DKS
reported that at 2015, most intersections will be at today's level -- Hwy 79S/I-15
would stay a D level; but he is unclear whether or not Redhawk Development or
Butterfield Stage as a corridor were included in the numbers.
Dual left-turn lane from Rancho California Road to Front Street - Chairman
Markham requested the engineer for Old Town to bring modification of the first
two or three lanes by adding lane capacity to Public Works staff.
Pedestrian bridge between the proposed mall and Palm Plaza - Mr. Moghadam
reported unless a fence is erected on both properties to direct people, the bridge
will not be utilized.
PUBLIC/TRAFFIC SAFETY COMMISSION
Rancho California Road/Front Street intersection improvements as part of Old
Town Redevelopment - Chairman Markham stated the item has been forwarded
to the Old Town Redevelopment engineer.
Rancho California Road/Diaz Road realignment and signal installation - Chairman
Markham stated realignment of Diaz Road to tie into Felix Valdez is planned. Mr.
Moghadam mentioned that the project is on hold.
Public/Traffic Safety Commission involvement with future projects
Commissioner Guerriero stated he would like the Commissioners to receive
copy of site plans and have staff review them with the Commission.
Removal of Rancho Way from circulation element of the General Plan - Chairman
Markham stated Margarita Park is being built over a part of Rancho Way.
Modify and review design of collector streets keeping speeding problem in mind -
Chairman Markham requested staff to bring how this issue is being accomplished
back to the Commission. Mr. Moghadam stated one of the problems is that 44
foot wide streets are not prima facie 25 MPH and streets can be designed that
are not straight shots which people then use as a highway; the developer still
gets the same number of lots and speeding is not as easy. Commissioner Perry
reiterated you are encouraging the Planning Department to require developers to
design 40 foot residential streets instead of 44 feet. Chairman Markham noted
collectors without driveways should be narrow because there will never be
parking -- red curb or bike lane.
TRAFFIC ENGINEER'S REPORT
Mr. Moghadam reported the following:
Bedford Cnurt/Hwv 79~ - Traffic signal bids were opened today.
Western Bvoa~<i - John Firestone and Zev Buffman are reconsidering their plans and if
anything, they will build the bypass.
Southbound Ynez Road at Rancho California Road - Dual right-turn lanes working well.
Ranchn Vista Road Sidewalk - Mr. Moghadam reported it would cost approximately
$50,000 to construct a temporary asphalt sidewalk on Rancho Vista Road because the
toe of the slope comes down to the pavement edge thereby requiring a retaining wall,
to installa flashing beacon and to remove dirt. Chairman Markham suggested getting
a slope easement rather than building a retaining wall. Commissioner Guerriero reported
Mr. Thomas. of the School District, was in favor of putting up warning lights, especially
for eastbound traffic.

the Maintenance Superintendent's report with thanks to him and his staff for the great
work they do regarding tree trimming, road maintenance, etc. The motion was

Commissioner Guerriero reported on the traffic controls that will be in place for the June
$, 1997 Taste of the Valley event.
It was moved by Commissioner Coe, seconded by Chairman Markham, to place an
emergency agenda item regarding traffic and crowd control for the Taste of the Valley
event held June 8, 1997.
The motion was unanimously carried with Commissioner Johnson absent.
It was moved by Commissioner Guerriero, seconded by Commissioner Coe, to accept
the Police Department's recommendations for traffic and crowd control for the Taste of
the Valley event on June 8, 1997, from 5:00 AM to 9:00 PM.

Request for Installation of Various Traffic Control Devices - Old Town Temeeula

RECOMMENDATION:
That the Public/Traffic Safety Commission review and make recommendations on a request to install a
crosswalk, directional sigm and parking limitations.
BACKGROUND:
At the April 24, 1997 meeting of the Public/Traffic Safety Commission, the Commi~ion recommended that
this item be continued and discu~d at the May 22, 1997 meeting.
Since the last Public/Traffic Safety Commission meeting, staff had an opportunity to meet with Mr. Ed Dool
(Temecula Stage Stop) to further discuss the requested signing and slxiping. The requested items are as
follows:
Painted crosswalk (with or without flashing light) at Front Street and Sixth Street.
This intersection is currently controlled by an 'All-Way Stop" which includes limit lines and 'Stop'
pavement markings. A 25 MPH speed limit is posted in ~s area. There have been no reported
pedestrian acoidems at ~ iatersec'fion. It is staffs opinion that adequate traffic control devices exist
in the area and the requested crosswalk will not improve or enhance the safety of pedestrians crossing
at this intersection.
Bus signage and directional flow.
This item is currently being reviewed by the Old Town Local Review Board and the Planning
Departmem. Both the Public Works Deparmaent and the Planning Department staff believe that the
preferred route could be conveyed to the bus drivers without installation of the requested non-
standard signs.
ATM Parlving on Front Sweet.
Limited time parking for ATM's axe usually established on private properties and parking lots. Sinee
Front Street is a public road it may not be appropriate to design, ate a parkine for a private business
as it may set ~reeedent for other businesses. -
4. On-Sweet parking for trolley, taxi serviee and RTA.
This issue should be considered as part of the design and improvements planned for the Front Street
in the Old Town Temecula area. In addition, it is the City's intention to avoid proliferation of signs
and markings to maintain the old western appearance of the Old Town area.

The following is the Planning Division's recommendations on Temecula Stage Stop's requests
to the Traffic Commission:
1. Crosswalk and flashing yellow light (Front Street at Sixth Street)
Absent a public health and safety issue, the Planning Division would discourage this
request. We believe the proliferation of regulatory signs is inconsistent with the Old
West theme that everyone is working hard to reinforce and preserve in Old Town.
2. Bus signage and directional flow
The Old Town Specific Plan and other City Ordinances do not provide for bus
directional signs. Off-site signs are generally prohibited in the City. The only 'public
signs" the Old Town Specific Plan provides for are Gateway Entry Signs, Public
Parking Directional Signs, and Street Name Pole Signs. There does not appear to be a
public health or safety issue. Therefore, we believe the proliferation of regulatory or
guide signs is inconsistent with the Old West theme that everyone is working hard to
reinforce and preserve in Old Town. Additionally, because they are non-regulato~
signs, their design must be approved by the Old Town Local Review Board.
3. ATM parking on Front Street
A few time limited parking spaces on Front Street for the ATM is acceptable to the
Planning Division subject to the approval of the Traffic Commission.
4. On-street parking for trolleys, taxis, and RTA
This issue is being addressed by the consultant preparing the design for the Old Town
Streetscape Improvements.

PROJECTS UNDER CONSTRUCTION
1. First Street B'ridge
This project will construct First Street from Pujol Street to Old Town Front Street, including the construction
of a bridge over Murrieta Creek and the realignment of Santiago Road. The new intersection of First Street,
Old Town Front Street and Santiago Road will be signalized. The Contractor has completed the Cast In Drilled
Hole (CIDH) pile driving for the center bridge pier and abutments. Construction of Abutment No. 1 has
started. Backfill operations for the retaining wall located north of First Street and west of Murrieta Creek
began the week of July 17. Storm drain/sewer construction is underway at various locations. Utility relocations
for the proposed improvements on Santiago Road are complete.
2. Pala Road Bridge
The new Pala Road Bridge is now open to through traffic. The soundwall at Rainbow Canyon/Pala Road is
under construction and paving has been completed. Signal work, fog seal and striping remain. GTE utility
relocation is holding up the rip-rap completion.
3. Pujol Street Sidewalk, Curb & Gutter
This project is now complete. As-Builts are still due from the contractor. Acceptance by the City Council and
filing the Notice of Completion is scheduled for July 25th.
4. Margarita Community Park Lighting and Fencing
The project is essentially complete x~ith minor change order work to modif?, the bottom of the fence remaining.
The project is scheduled for City Council acceptance on August 8.
5. Sports Park Tot Lot Equipment Replacement
This project will replace tot-lot equipment at the Rancho California Sports Park. The construction contract was
awarded to McLaughlin Engineertng& Mining, Inc. Constrnction was anticipated to begin on July 31, 2000 and
end in mid September 2000, but it may be postponed until September due to the unavailability of equipment
installers. Further information on the start date will be available the week of July 24. The play equipment is
scheduled to be delivered in early August.

6. Calle Aragon Park Drainage Structures
The project includes the construction of a catch basin and associated storm drain system. Contractor has
-completed thc construction of the 18" storm drain line. Construction of thc 7' catch basin has begun, along with
the installation of the new curb at the north end of the project. Asphalt paving of the storm drain U'ench was
completed the week of July 17, 2000. Construction should be finished in August.
7. Adding an Additional Lane On Ynez Road Between Tierra Vkqta and Rancho Vista and Widening the
Southwest Corner of Margarita Road at Santiago Road
This project is essentially complete. A walkthrough was done on July 18. The contractor completed all puneldist
items. City Council is to accept this project on July 25, 2000.
8. Rancho California Sports Park Parking Lot Rehabilitation
E.A. Mendoza was hwarded the contract at the June 13 City Council meeting. Demolition and excavation of the
existing pavement was completed. Unsuitable material was also removed. Contractor is working on base
placement. Construction completion and the re-opening the parking lot is scheduled for August 15.
9. FY 99- 2000 Slurry Seal Program
This project will install slurry seal to various streets in Temecula between Rancho California Road and Pauba
Road. The project includes the following: Application of Rubberized Emulsion-Aggregate Sluny (REAS), crack
sealing, traffic control, and the removal and replacement of all traffic striping and stenciling. American Asphalt
Repair & Resurfacing Company, Inc. began construction on July 5, 2000. Contractor continues to slurry seal all
the designated streets. Completion is expected in early August.
10. FY99-2000 Pavement Management System, Various Streets
New project to reconstruct roadway pavement on Ynez Road between Santiago Road and Jedediah Smith.
Pavement work is anticipated to begin in August following the relocation of conflicting utilities.
PROJECTS BEING ADVERTISED FOR BIDS
1. Old Town Parking Lot
This project will rehabilitate and improve the Stampede parking lot on the west side of Front Sa-eet just north of
Second Street. The project was designed by City staffwith a landscape architect and an electrical consultant doing
the specialty work. The design was completed and the project was advertised for bids. Bid Opening is scheduled
for July 27, 2000.
2. City Maintenance Facility Alterations, Phase III
This project will modify the existing two story masonry block building to accommodate a new second floor of
office space over the existing 2 story maintenance bay, including the installation of an elevator, two new second
floor rcstrooms and a kitchenette. Conslxuction will also include a single story masonry block office space
addition. Bid opening is scheduled for August 15, 2000.

PROJECTS IN DESIGN
1. Murrieta Creek Crossing Between Winchester and Rancho California Road- Low-flow Crossing at
Via Montezuma
Staff is currently reviewing a proposal submitted by an environmental consultant. Surveying of the project area
has been completed and the in-house design plans are 90% complete. The specifications are being prepared
and a hydrology study may be required. The construction window is from September through March due to
environmental issues.
2. Pavement Management System, Jefferson Avenue
This project will rehabilitate Jefferson Avenue from the notfl~erly City limits to Rancho California Road. The
design process has'started. Areas to be rehabilitated will be identified and then plans/specifications will be
completed. Design plans will be finished by the end of August.
3. Diaz Road Realignment
The consultant is currently preparing the improvements plans for 70% submittal. Design plans will be completed
during the month of August.
4. Margarita Road Widening, Pauba Road to Dartolo Road
The City remmed 90% plan check comments to the consultant for revision. Design plans will be completed during
the month of September. The City intends to back charge the utility companies for the cost of the potholing.
5. Santa Gertrudis Bridge Widening at 1-15
This is Phase II of the Southbound Auxiliary Lane project at the southbound exit ramp for Winchester Road. This
project will widen the I- 15 southbound exit-ramp at the Santa Gertrudis Creek Bridge to provide an additional
lane on the exit ramp just norah of Winchester Road. Plan check comments from Caltrans were received on June
7' and from RCFC & WCD on July 7*. The City sent the plan check comments to thc design consultant and they
are currently making the revisions.
6. Traffic Signals Design at Pala Road and Loma Linda, and at Pala Road and Wolf Valley
The consultant submitted 90% final plans for both traffic signals and the proposed striping plans. Staff is
reviewing these plans and in the process of preparing the specifications and bid documents for this project. This
project will be advertised for bids in August.
7. Pala Road Improvements- Phase II (79 South to Pechanga Road)
Design of this project is proceeding as scheduled. Staff is coordinating the work with the Pechanga Indians and
Spring Pacific Properties (Developer for Wolf Creek). The City's design consultant (DMJM) will submit 70%
plans on July 27. The project is funded for design only at this time.
8. Pala Road Interim Improvements - (Widening to accommodate four lanes from Bridge to Wolff'Valley)
Pala Road widening is tentatively scheduled for construction during the Peehanga sewer line construction. An

Encroachment Permit was issued to the Pechangas for the sewer line and the widening. This project includes thc
construction of a new sewer linc/pavement section fi'om Clubhouse Drive to Wolf Valley Road. Consauction is
-anticipated to begin in August.
9. Rancho California Road Median Modifications at Town Center
This project is currently in design. Completion of the design is expected in August.
10. Sports Park Pond Desiltation
This project will clean up the Desiltation Pond in the Sports Park by removing the silt to allow proper drainage
downstream. The design plans are essentially complete. An Environmental Mitigation Plan is being prepared by
the biologist. This project will be advertised for conatxucfion bids in August.
11. Pauba Road I/nprovements - Phase II (Margarita Road to Showalter Road)
An agreement for the design with Project Design Consultants was approved by the City Council at the July 11
City Council meeting. The design process will begin the last week of July. The design will be coordinated with
the library project.
12. Senior Center Expansion
Tho expansion will include an addition of 3000 square feet to the existing building. The expansion will be for
recreational, office, and meeting purposes. First design plan submittal to the City for staff review is scheduled
for July 2000.
13. Temecula Library
A full service library, approximately 34,000 square feet in area, will be designed and built on Pauba Road, just
west of Fire Station #84. This project will provide the community with library resources and services. Design is
progressing on schedule. The Committee chose the color pattern of thc exterior, the interior and the carpet.
Discussion is being finalized on the type of furniture and the inspiration garden. Required utilities, grading plans,
improvement plans, specifications and cost estimate 'are forthcoming. The design is scheduled for completion in
October 2000.
14. Rancho California Road Bridge Widening Over Murrieta Creek
T.Y. Lin McDamel has been selected as the prime consultant for the design of this project. Staff is currently
negotiating with McDamel to refine the scope of work. Design is anticipated to begin in August.
15. Chaparral High School Swimming Pool
The design committee has determined the layout of the 25-Yard x 25-Meter pool at Chaparral High School. The
facility will include a smaller recreation pool component and a bathhouse wihh locker room facilities, restrooms
and showers. An alternative to add spray-type play equipment will be included in the construction bid. The
design continues and is expected to be completed in September.

Also, City Maintenance staff responded to 39 service order requests ranging from weed abatement, tree
trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings. This is compared to 43
service order requests for the month of June~ 2000.
The Maintenance Crew has also put in 83 hours of overtime which includes standby time, special
events and response to street emergencies.
The total cost for Street Maintenance performed by Contractors for the month of June~ 2000 was $3~269.00
compared to $124~693.74 for the month of May~ 2000.
