Suggested Route to James L. Day Middle School on North General Kearny Road
RECOMMENDATION:
That the Public/Traffic Safety Commission review and evaluate the available routes to James L. Day
Middle School and make a recommendation.
BACKGROUND:
A request was received from Councilmember Naggar to have the Public/Traffic Safety Commission review
and evaluate the available routes to James L. Day Middle School from the housing tracts located east and
northeast of the school. The request is in response to a letter received August 31, 2000, from Ms. Carolyn
Harrison (Exhibit " B").. The public has been notified of the Public/Traffic Safety Commission's
consideration of this issue through the agenda notification process.
The available alternatives are as follows:
Starling Street and Sanderling Way
Starling Street and Sanderling Way within the Roripaugh Hills Estates are currently barricaded at the
boundary with the Campos Verdes subdivision. A review of conditions revealed that safe pedestrian access
would be available at both Starling Street and Sanderling Way following the completion of the Campos
Verdes subdivision construction.
North General Kearny Road
The Public/Traffic Safety Commission has recommended a further study of the North General Kearny Road
connection between Calle. Pina Colada and Nicolas Road during the City's General Plan Circulation
Element Update process. The draft document is still being reviewed by the Planning Department staff and
will be presented to the commission when the final draft document is prepared.
A review of conditions revealed that pedestrian access is limited to North General Kearny Road between
Nicolas Road and a point east of Valle Olvera, within the public right-of-way. Beyond this point pedestrian
access within Meadowview will be difficult because direct pedestrian routes fall within private property
held by the Meadowview Community Association and because of the lack of sidewalk on public streets.
Given the aforementioned constraints; Councilmember Naggar has requested that the Public/Traffic Safety
Commission evaluate. the availability of a safe route to James L: Day Middle School.

Dear Mr. MOW,
My name is Carolyn Harrison. I live at 30239 Silver Ridge Ct, Temecula,
Ca. . I am writing an behalf of the citizens who live in Silvefhawk, Martinique, Van
Daele, Roripaugh Hills. Meadowview and Winchester Creek Developments.
My purpose in writing this laser is to ask for help in opening roads which
would provide safer routes for our children to walls to school ( James L. Day
Middle School). The roads we would like to see opened for the safety of our
children are North General Kearny and Sandeding. Both would provide a more
direct safe rouge for our children.
At the preach time our children are expected to walk and ride bikes down an
extremely busy six Iene highway. Some are also expected to cross this highway and
continue their journey down Margarita Rd. which runs through an extremely busy
business district Also in the evert of an emergency or disaster we fed the safe and
efficient transprtation of our children would be at risk.
The population of Temecula bm indeed grown and we feel it is time for these
roads to be opened. In doing so, the traffic congestion on both N. General Kearny
end Margarita Roads would be relieved and our children could walk a safer route to
and from school.
We must all share in the responsibility of providing for the safety of our
children. We would appreciate any help you could offer in this matter. Thank you
for taking the time to think about the safety of Temccala's young citizens.

OF TEMECULA ESTABLISHING THE GOALS
OBJECTIVES; AND RESPONSIBILITIES OF THE
PUBLIC/TRAFFIC SAFETY COMMISSION
THE. CITY COUNCIL OF THE CITY OF TEMECULA DOES RESOLVE AS
FOLLOWS:
Section 1: ' Fstahlichm nt of Comrnksioti. Pursuant to Section 2.44.010 of the
Temecula Municipal" Code, the City Council of the City of Temecula treated an advisory
commission which shall be known as the "Temecula Public/Traffic Safety Commission",
Section 2: Commission Membership. The Temecula Public/Traffic Safety Commission
.shall consist of five (5) members to be nominated and appointed pursuant to Section 2.44.020 of
the Temecula Municipal Code.
Section 3: Staff Assistanrr The CiI Mana er shall ensure th t d

allocated to provide necessary technical and clerical assistance to the Commission.
Section 4: Time and Place of Meeting. The Temecula 'Public/Traffic Safety -

Section 5: I=. The Temecula Public/Traffic. Safety Commission shall continue in '
effect pursuant to Section 2.44.030 of the Temecula Municipal Code.
Section 6: Dudes of Commission. The duties of the Temecula Public/Traffic Safety
Commission shall be as follows:
A. The mission of the Public/Traffic Safety Commission will be to advise the
City Council on all matters subject to the jurisdiction of the Council pertaining to public and
traffic safety. The duties are hereby established by resolution of. the City Council.
B. The Commission will accomplish this mission by serving as a Citizen's -
advisory arm of the City Council, focusing on Public/Traffic Safety and transportation issues
within'the City of Temecula.- In this role the Commission will:
1. Encourage public input on public/traffic safety and transportation
issues and seek resolution of public concerns;
2. Serve as the City Council's principal reviewing body on specific
matters referred to it by the City Council; .
3. Review specific matters for staff upon request, prior to their being
presented to the City Council for final approval.
C. The Commission will operate under the guidelines set forth in Resolution
No. 92-80, as amended or superseded.
D.- - The Commission shall be kept informed and review matters relative to law
enforcement and fire protection services to ensure that the level of services being provided are
commensurate with the City's needs-
E. The Commission will assist in the improvements to the City's Multi=Hazard
Emergency Plan and monitor its implementation.
F. The Commission shall be prepared to assist all City Commissions on matters
of public/traffic safety and transportation.
Section 7: The City Clerk'shall certify the adoption of this resolution.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA
ADOPTING GUIDEJINrS FOR THE TRANSACTION OF BUSINESS OF THE
TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION
THE CITY COUNCIL OF THE CITY OF TEMECULA DOES RESOLVE AS
FOLLOWS:
Section 1. The Temecula Public/Traffic Safety Commission shall conduct business in
accordance with the following guidelines. .
A. rM PQgF
The purpose of these guidelines is to provide comprehensive, workable guidelines
for the transaction of the business of the Public/Traffic Safety Commission. These
guidelines are not intended to contradict any applicable state or local, law or
regulation, and to the extent any inconsistency exists, the state or local law shall"
control. Except as otherwise provided by law, the failure by the Commission or
any member thereof to follow the guidelines set forth herein shall not invalidate any
Commission action.
B. DUTIES AND RF-SPONSI rr rriFS
The duties of the Public/Traffic Safety Commission shall be those prescribed by
Resolutions adopted by the City Council. The Commission shall advise the City
Council on all matters subject to the jurisdiction of the Council pertaining to public
and traffic safety.
C. MIEMRERSHIP
The Commission, as provided by ordinance, shall be composed of seven _(7)
members, not officials or employees of the City, appointed by the Council,
to serve staggered terms, said terms to be determined"by the CityCouncil.
The Public/Traffic Safety Commission shall utilize such advisers at its
meetings as are necessary to conduct business.
The Commission members shall serve the City as a whole, shall represent
no special group or interest, ans shall publicly state when interested in a
matter before the Commission and disqualify him of herself when requirt d.
D. OFFIrFRS
The Officer's of the Commission shall consist of a Chairman and Vice-
Chaini an. The Chairman and Vice -Chairman shall be.clected annually at
the first meeting by a majority of the Commission.
The Chairman and Vice -Chairman shall hold their respective offices until
the next annual meeting after election and until their successors are elected.
Vacancies in the offices of Chairman and Vice -Chairman shall be filled from
the membership of the Commission by an election held at the first meeting
following the creation of the vacancy.
E. 111TTIF4 OF OFFICERS
The Chairman shall preside at all meetings of the Commission. -
- The Chairman may present to the Commission such matters as the Chairman .
deems necessary, and shall not be required to vacate his or her Chair for the .
purpose of actively discussing (as a member of the Commission) an item on
the agenda or a subject for review, discussion and/or recommendation by
the Commission.
The Chairman (and the Commission) shall follow the.City Council Rules
of Procedure, latest revision, on all questions of procedure and
parliamentary law not covered by these rules and regulations.
- The Chairman shall exercise firm control and direction during the course -
of any Commission meeting or hearing. No member of the Commission
or of the general public shall address the Commission until recognized by
the Chairman.
The Chairman shall exercise general supervision over the business papers
and property of the Commission, and shall execute all resolutions on behalf
of the Commission; the same to be attested by- the City Clerk.
- In the absence of the Chairman, the Vice -Chairman shall perform all duties
of the Chairman.
The Commission shall elect.a temporary Chairman from the members
present in the event that both the Chairman and Vice -Chairman are absent. -
MEETINGS..
The Commission °shall establish a regular date, time, and place for
Commission meetings, which shall be open to the public. Said meetings
shall occur no less frequently than once a month. However, the
Commission may adjourn to any other location within the City. On such
adjournment, the City Clerk shall cause to be posted on the door of the
Council Chambers a notice of the other location and the time thereof. In
the event that the date of any regular meetings falls on a holiday, the regular
meeting shall be held on the next succeeding day which is not a holiday.
In order to assure the efficient use of time for scheduled meetings, the
Public/Traffic Safety Commission will not commence the hearing of any
item, whether scheduled for the agenda or not, after 10:00 p.m. The
presentation'of any matter before the Commission shall be limited to fifteen
(15) minutes. Individuals in support of or opposition to the matter
shall be limited to three (3) minutes each, except that individuals
representing a bona fide group opinion shall be allowed a five (5) minute
presentation. , The time limits set forth herein, including the 10:00 p.m.
curfew, may be waived if, by.a majority vote, the Commission determines,
that said -waiver would serve the public interest.
Special meetings. may be called by 'the Chairman or a majority of the
-members of the Commission be delivering personally or by mail written
notice of -said meeting to each Commission member and to each local
newspaper of eneral circulation, radio or television station requesting such
notice in writing. Such notice must be delivered personally or by mail at
least twenty-four (24) hours before the time of such meeting as specified in'
the notice.-
No business shall be transacted at any special meeting other than that stated
in the notice of said meeting.
The Commission may adjourn from time to time, with absentees being
notified thereof. In case there shall be no quorum present at any meeting,
the Commissioners present may adjourn from time to time until a quorum
is obtained, may adjourn to a special meeting date, or may adjourn to the
next regularly scheduled meeting date. If no members of the Commission
are present, the City Clerk shall adjourn the meeting-
A quorum of the Commission shall consist of four (4) members. Unless
otherwise provided by state law or by Ordinance of the City Council, and
except as provided in herein, the affirmative vote of a majority of the
members present and not disqualified is inquired to approve and to transmit
advice and recommendations to the City Council on public and traffic safety.

The Chairman shall have the same voting privilege as any other Commission
member, and shall have the right to make and to second motions.
An agenda shall be prepared for each regular meeting of the Commission,
and the mailing of the agenda shall serve as notification of the meeting. A
copy of the agenda shall be sent by the City Clerk to all members of the
Commission in advance if each meeting.
G. OFPTCTAL RF O T1q
The official records of the Public/Traffic Safety Commission shall include
these rules and regulations, the minutes of the meetings of the Commission,
and resolutions, findings, decisions and other official actions of the
Commission.
The official records shall be on file in the Office of the City Clerk and shall
be open to public inspection during customary working hours.
In addition to the minutes, tape recordings of all Public/Traffic Safety
Commission meetings shall be made and retained as public records.
The Commission shall keep minutes of its proceedings which shall show
vote on every question on which it is required to act and the members
present, absent or failing to vote. A roll call vote may be requested by any
member of the Commission, or at, the discretion of the Chairman.

The Commission shall consider matters before it at its regular meetings
according to the following schedule, except that the order of business may
be modified, including the right to delete, at any meeting by unanimous
consent of the members present, and the order of the items on the agenda
may be rearranged by a majority vote of the members present:

ORDAIN AS FOLLOWS:
Section 1. Chapter 12.01 of the Temecula Municipal Code is hereby amended to
read as follows:
12,01,010 Public/Traffic Safely Commission Ectablichm. Pursuant to
Section 2.06,010 of this Code, there is hereby creaied an advisory commission to the City Council
which shall be known, as the 'Temecula Public/Traffic, Safety Commission.'
12.01-020 Commission rommogition,nd Membership.. The Public/Traffic
Safety Commission shall consist of seven (7) Members appointed by the City Council pursuant
to; Section 2.06.050 of this Code. No officers or employees of the City or person under an
employment contract subject to the jurisdiction of the City Council shall be members of such
Commission.
12.01:030 Term of Officer Terms -of office for Publiclrraffic Safety
Commissioners shall be three (3) years with staggered terms. Initially, all seven (7) members may
be selected at once: In order to achieve staggered terms, three members shall be appointed1or
terms of three (3) years; two members for terms of two (2)-years; and two members for ternis:of
one (1) year, said terms to be determined by the drawing of lots. At the completion of any term;
a Commission member may be reappointed pursuant to the procedures set forth in Section
2.06.050 of this Code.

Resolution of the City Council.
12.01.070 public Aearinovg. Whenever the Commission determines, by a
two-thirds (2/3's) majority of those Members present, that its deliberations with respect to a
particular matter or matters would be substantially aided by the presentation of testimony from the
citizens of the City, or of a certain area of the City, the Commission may direct a public hearing
be held concerning such matter or matters. Notice of such a hearing shalt be provided by
publication in a newspaper of general circulation published in the City of Temecula, and/or by
posting the same in at least three (3) public places, not later than severs (7) days prior to the date
of the hearing. Such hearings shall be conducted in accordance with the rules established for the
conduct of hearings before the City Council unless the Council, by Resolution, shall otherwise
provide.'
Section 2. Chapter 11.01 of the Temecula Municipal Code is hereby repealed.
Section 3. SEVER A$ILm. The City Council hereby declares that the provisions
of this Ordinance are severable and if for any mason a court of competent jurisdiction shall hold
any, sentence, paragraph, or section of this Ordinance to be invalid, such decision shall not affect
the validity of the remaining parts of this Ordinance.
Section 4. This Ordinance shall be in full force and effect thirty (30) days after -
its passage.
Section S. The City Clerk shall certify to the adoption of this Ordinance.

PROJECTS UNDER CONSTRUCTION
1. First Street Bridge
This project will construct First Street from Pujol Street to Old Town Front Street, including the construction
of a bridge over Murrieta Creek and the realignment of Santiago Road. The new intersection of First Street,
Old Town Front Street and Santiago Road will be signalized. The Contractor has completed the construction
of Abutment No. 1, Pier No. 2, and Abutment No. 3. The channel backfill is complete with the bridge
falsework beginning the third week of September. The remaining storm drain work is underway with paving
on the westside of Front Street scheduled for the end of this month.
2. Pala Road Bridge
The new Pala Road Bridge is now open to through traffic. The soundwall at Rainbow Canyon/Pala Road is
complete. Signal work is complete and functioning. Punchlist, as-builts and final survey remains.
3. Sports Park Tot Lot Equipment Replacement
McLaughlin Engineering & Mining, Inc. was awarded the construction contract at the May 9, 2000, City
Council Meeting. The Pre -Construction meeting was held on June 7, 2000. Construction began on
September 13, 2000 and will end in early November. The installation of the play equipment started on
Septembei 20, 2000.
4. Calle Aragon Park Drainage Structures
The project is complete. The City Council accepted this project at their September 12, 2000 meeting, and the
Notice of Completion has been filed.
5. Rancho California Sports Park Parking Lot Rebabilitation
The project is complete and the parking lot is now open to the public.
6. FY99-2000 Pavement Management System, Various Streets
This is a new project to reconstruct roadway pavement on Ynez Road between Santiago Road and La Paz

7. Old Town Parking Lot
Trugreen Landscape was awarded the construction contract at the August 8, City Council Meeting. The
notice to proceed was issued to the contractor on September 18, 2000. Construction is scheduled to begin on
October 2, 2000.
8. City Maintenance Facility Alterations, Phase III
This project will modify the existing two story masonry block building to accommodate a new second floor
of office space over the existing 2 story maintenance bay, including the installation of an elevator, two new
second floor restrooms and a kitchenette. Construction will also include a single story masonry block office
space addition. Project was awarded at the September 12, 2000 council meeting. Construction is to start in
October, once all the contract documents are in order.
PROJECTS BEING ADVERTISED FOR BIDS
1. Pala Road Bridge Landscape
This project will install landscape improvements along Pala Road and Cupeno Lane. It includes the
installation of an irrigation system, planting and hydroseeding. Bids are scheduled to be opened on
September 21, 2000.
2. Pala Road Soundwalls
Work on this project includes the construction of masonry block Soundwalls on Pala Road from west of
Rainbow Canyon Road to east of Club House Drive averaging 14' in height. Bids are scheduled to be opened
on October 5; 2000.
PROJECTS IN DESIGN
1. Murrieta Creek Crossing Between Winchester and Rancho California Road — Low -flow Crossing
at Via Montezuma
This project will construct a low -flow crossing of Murrieta Creek connecting Diaz and Del Rio at Via
Montezuma. Surveying of the project area has been completed and in-house design is 90% completed. The
completed improvement plans were submitted to Riverside County Flood Control. District on August 11,
2000 for 1 st plan review. Project specifications are being prepared and a hydrology study may be required.
Tom Dodson & Associates, an environmental consultant, has begun the work necessary for the permitting
process.
'2: 'Pavement Management System, Jefferson Avenue
This project will rehabilitate Jefferson Avenue from the northerly City limits to Overland Drive. Process for
design has begun. Areas to be rehabilitated were identified and Plans and Specifications are being completed

and reviewed. The Plans drnd Specifications should go out to bid in mid -October.
.3. Diaz.Road Realignment
The designer is currently preparing the improvement plans for 90% submittal. Design is scheduled for
completion by November 2000.
4. Margarita Road Widening, Pauba Road to Dartolo Road
The City returned 90% plan check comments to the consultant for revision. Design plans will be completed
during the month of September and the project will be advertised for bids in October.
5. -Santa Gertrudis Bridge Widening at I-15
This is Phase II of the Southbound Auxiliary Lane project at the southbound exit ramp for Winchester Road. .
This project will widen the I-15 southbound exit -ramp at the Santa Gertrudis Creek Bridge to provide an
additional lane on the exit ramp just north of Winchester Road. Consultant returned the 2nd plan check to
Riverside County Flood Control (RCFC) and the have provided us with their comments. Consultant has
submitted the 2nd plan check to Caltrans.
6. _ Traffic Signals Design at Pala Road and Loma Linda, and at Pala Road and Wolf Valley
Two new traffic signals will be installed on Pala Road, at Loma Linda and at Wolff Valley, The plans and
specifications are complete. This project will be advertised for bids in October. The project is being
coordinated with Pechanga Development Corporation sewer project.
7. Pala Road Improvements - Phase II (79 South to Pechanga Road)
City staff has completed the review of the 70% improvement plans/specs and sent a plan check letter to
DMJM the week of September 18. The project is funded for design only at this time. DMJM is proceeding
with the work, which includes geotechnical, utility research, environmental, and final design.
8. Pala Road Interim Improvements -(Widening to accommodate four lanes from Bridge to Wolff Valley)
Pala Road Interim Improvements (58 feet in width) will be completed with the second phase of construction
of the Pala Road Trunk Sewer (Pechanga Indians). Encroachment permits were issued for the construction of
the trunk sewer and the interim street improvements. Traffic signal/stripping plans have been completed.
Murrieta Development Corporation will be constructing the new trunk sewer/pavement section from
Clubhouse Drive to the main entrance of the Pechanga Casino.
9. Rancho California Road Median Modifications at Town Center and Adding a Right Turn Lane on
Westbound Rancho California Road at Ynez
_ Theproject will include the closing of the two median openings on Rancho California Road in front of the
Town Center while lengthening the left turn lanes at Ynez Road, Town Center Drive, and Via Los Colinas. A
new project to add a right turn lane on westbound Rancho California Road at Ynez is being combined with
this project due to its close proximity and for efficiency. The project is currently in design. Right of way
acquisition at the northeast comer of Rancho California and Ynez will be required.

10. Sports Park Pond Desiltation
This project will clean up the Desiltation Pond in the Sports Park by removing the silt to allow proper
drainage downstream. The design plans are essentially complete. .The biologist is preparing an
Environmental Mitigation Plan. This project will be advertised for construction bids in late September.
11. Pauba Road Improvements — Phase II (Margarita Road to Showalter Road)
The Contract with Project Design Consultants was approved by City Council at the July 11, 2000 Meeting.
The design process has begun and the work will be coordinated with design of the library project. The 30%
improvement plan submittal will be delivered to the City on October 18, 2000.
12. Senior Center Expansion
The expansion will include an addition of 3000 square feet to the existing building. The expansion will be for
recreational'; office, and meeting purposes: Project is presently in the design stage. First plan submittal for
staff review is scheduled for September 2000.
13. Temecula Library
A full service library, approximately 34,000 square feet in area, will be designed and built on Pauba Road,
just west of Fire Station #84. This project will provide the community with library resources and services.
Design is progressing on schedule. Architect started on the final drawings after the committee completed its
design development meetings. Letters are being sent to all the utilities requesting services. Utility services
construction will be coordinated with Pauba Road, Phase II Street Improvements. •
14. Rancho California Road Bridge Widening Over Murrieta Creek.
In this project, Rancho California Road Bridge over Murrieta Creek will be widened. The consultant will do
an alignment study to determine the side(s) of the existing bridge where widening will be most appropriate.
-A kickoff meeting to begin design was held with TY Lin McDaniel on September 12, 2000. Design will take
six months.
15. Chaparral High School Swimming Pool
-
The design committee has determined the layout of the 25-Yard x 25-Meter pool at Chaparral High School.
The facility will include a smaller recreation pool component and a bathhouse with locker room facilities,
restrooms and showers. An alternative to add spray -type play equipment will be included in the construction
bid. The design continues and is expected to be completed in November.
16. Starlight. Ridge Southern Cross Road Sidewalk Project
This Project will install a sidewalk on the northwest side of Southern Cross Road. Staff is gathering the data,
reviewing concepts, and establishing a layout.
17. Rancho California Sports Park Culvert Redesign
In this project, the existing culvert will need to be modified to eliminate a slope erosion problem. Staff is
gathering the data, reviewing concepts with TCSD, and establishing design requirements.

18. Traffic Signal installation at Stonewood and Margarita
In this project, a traffic signal will be installed on Margarita Road atStonewood Drive. Design is underway.
First submittal is expected by the end of September.
Street Name Sign Replacement
This project will entail removing the existing wooden signs and replacing them with plastic signs selected by
the Public Traffic Safety Commission. Information is being gathered. The preparation of Plans and
Specifications will start shortly.
19. Pavement Management System —.Citywide
This project will involve rehabilitating various streets in the City. Prior to determining the streets to be
rehabilitated, the Pavement management, System Program (PMS) for the City will be updated. Work on
updating the PMS program has started.
20. Margarita Road/ Winchester Road Intersection Improvements
Under this project, an additional left turn from eastbound Winchester to northbound Margarita will be added
to accommodate increasing traffic. Staff is reviewing this project to determine requirements. Coordination
with Caltrans will be required since Winchester is a State route at this location. Caltrans will be re -striping
the intersection as a 4-way school crossing. Re -striping is to be completed by 9-29-00.
21. I-15 Northbound On -Ramp Widening at Winchester Road
This project will re -stripe the northbound on -ramp from westbound Winchester to I-15 to allow for a better
flow of traffic. A striping plan is in the process of being prepared. The City will be applying for an
-Encroachment Permit from Caltrans.

tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings. This is compared'to
38 service order requests for the month of July, 2000.
The Maintenance Crew has also put in 79 hours of overtime which includes standby time, special
events and, response to street emergencies.
The total cost for Street Maintenance performed by Contractors for the month of August, 2000 was
7$ ,166.00 compared to 6,790.00 for the month of July, 2000.

Monthly Departmental Report
The following report reflects special teams; traffic enforcement and miscellaneous activity occurring
during August of'2000. Part One crime statistics are displayed by reporting district within the City,
providing stable parameters for monitoring criminal activity, and aiding in planning police resource
deployment.
The Police Department responded to thirty "priority one" calls for service during the month of August,.
with an average response time of approximately 5.4 minutes. A total of 1,274 calls for police
service were generated in the City of Temecula during the month.
During the month of August, the Temecula Police Department's storefront served a total of 326
customers. Fingerprinting services for this month 'showed 127 prints taken (up from eighty-three last
month), thirty-nine people filed police reports, twenty-four people had citations signed off, nine
oversized vehicle permits and one solicitor's permit was issued. Crime Prevention Officer Lynn
Fanene participated in a number of special events and community oriented programs during the
month. Officer Fanene conducted nine residential security visits and twenty-one business security
visits during the month. He conducted forty-four visits to businesses for crime follow up information.
- Fanene also conducted two "stranger danger" presentations. Officer Fanene completed his article
for the September edition of the Valley Business Journal called "Business Burglary."
The POP Team of Officers John Anderson and Earl Quinata continued to work on the "Crime Free
Multi Housing" project. The officers are working with two complexes, which are in the final'stages
of certification. They are also in the process of working to re -certify four complexes who are
continuing with the program. Programs conducted this month included Old Town patrols. Asa result
of this program, ten citations were issued, ten misdemeanor arrests and one felony arrest was
made. The team also worked during the "Hot Summer Nights" and reported that there were no
problems, encountered. A new program was started this month called "Creeksweep." This program
focused on conducting foot patrols in the creek bed -areas of the City. As a result of this program
three misdemeanor arrests were made and one citation wasissued.

This -was also the fourth month that the Old Town Storefront was operational. This storefront has
served as an office for the POP team and has greatly increased their availability to serve the Old
Town area. This month the Old Town storefront served fifty-nine customers, thirteen fingerprints
were taken, one report was written and three oversize vehicle permits were issued.
The traffic team reported that during the month of August 215 citations were issued for hazardous
violations,142 citations were issued for non -hazardous violations and 110 citations were issued for
parking citations. During the month there were twelve,injury collisions (up 50 °/u from last month)
and fifty-four non -injury collisions (up 60% from last month). Thirty-four,drivers were arrested for
DUI. This month also saw the beginning of the Neighborhood Enforcement Team.(NET) program.
This program addresses traffic concems in residential neighborhoods with a dedicated motor officer.
As.a result of this program thirty-four citations were issued.
During the month of August, the POP officers assigned to the Promenade Mail handled a total of
104 calls for service (up 40 % from last month). The predominant'number of these calls were for
shoplifting investigations. These calls resulted in the criminal arrest and -filings on twenty-six
misdemeanors and three felony cases for various offenses. Nine citations were also issued..
The Temecula Against Graffiti program (TAG) under the direction of Officer Anderson (POP team)
conducted a program this month using six volunteers. As a direct result of this program, two
citations were issued. No violators were observed spraying graffiti.
The school resource officers continue to remain active in their schools. Two new school resource
officers completed training and have started at their new schools. Officers Jeff Kubel and Dennis
Shetler began this school year and bring the total of school resource officers to five. During the past.
month, the officers assisted with the final summer school sessions and they conducted counseling
sessions with students. One arrest was made at Chaparral High. School, and three arrests were
-made at the elementary schools.
The JOLT program (Juvenile Offender Law Enforcement Program) continues to be a success in part
through its youth court program. During this month the forty-ninth youth court sessions was held
with eight cases being heard. The JOLT officer assisted at the summer school sessions and during
absences for training. This month was also the two-year anniversary of this program. Presentations
were made at the August 8th City Council meeting to the youth court judge (a Deputy District
Attorney) and four of the youth court attorneys (students) who have been with this program for the
entire time period.
During the month of August, the Special Enforcement Team of Officers Rich Holder and Mark
Krikava handled a total of thirty-four cases. These cases resulted in seventeen misdemeanor and
nineteen felony arrests, primarily for narcotics violations. Sixteen citations for various violations
were also issued. This team continues to work street level narcotics and specialty patrol within the
city on a pro -active basis. During this month the team apprehended a suspect wanted for a bank
robbery in Murrieta. The team also served two search warrants for narcotic sales.
Volunteers from the community continue to be an integral part of the Temecula Police Department's
staff. Under the guidance of volunteer coordinator Gayle Gerrish, the Police Department's volunteer
staff contributed 606 hours of service in August. Volunteer assignments include computer data,
input, logistics support, crime observation (TAG program surveillance), special eventassistance and -
telephone answering duties.

The reserve officer program and mounted posse are additional valuable volunteer resources
available to the police department. The police department utilizes reserve officers to assist with
patrol, traffic enforcement, crime prevention, off road vehicle enforcement and a variety of special
functions. Reserve police officers worked a total of.196 hours during the month. The posse
contributed:131 hours during the. month.

- Medic Squa4 84 responded to a total of 266 calls in the Month of August. 214 of
those calls were for Medical Aids and Traffic Collisions of which the Squad was .
cancelled 82 times or 38.3% of the time. The Medic Squad arrived on scene prior to
AMR 96 times or 44.8% of the time, initiating ALS care on 41 calls. AMR's average
response time to these calls was 4.76 minutes after the arrival of the Medic Squad On
five occasions, the Medic Squad was on scene greater then 10 minutes before the arrival ,
of AMR. The longest wait for an AMR unit was 11 minutes.. Medic Squad 84 had five
response times of over 10 minutes for the month; of which three where in Station 73's
response area, one was in Station 83's response area, and one was in Station 84's
response area

Re: Petition to open Kahwea and N. General Kearny Roads into Meadowview
Dear Mr. Stone,
We wished to express our strong opposition to the opening of Kahwea and N.
General Kearny Roads into Meadowview to general traffic as proposed by a
petition being circulated for presentation to the Public/Traffic Safety Commission.
We moved to our current address in Meadowview last month after investigating
dozens of communities and hundreds of homes in Southern California over the
past year. We choose Meadowview principally for it's unique core characteristics
blending a rural environment with a location in the heart of the city. Opening
these roads to general traffic would deprecate the privacy, quality of life,
community character, and safety of the residents of Meadowview with the
introduction of volumes of through -traffic in our quiet community.
Our home is located in a new development in Meadowview that is partially
backed by N. General Kearny Road. On any given school day we have scores of
children from adjacent developments who make their way to James L. Day
School by foot or on bicycle along Nada Lane (the extension of N. General
Kearny Road into Meadowview). These children have the opportunity to walk
through our community virtually unthreatened by the rush of vehicular traffic that
would accompany the opening of four lanes of N. General Kearny Road into
Meadowview. The safety of the children walking and cycling through
Meadowview on their way to school is clearly served by restriction of through -
traffic into this community. Safety of the children and residents of Meadowview is
similarly protected by the restriction of vehicular traffic afforded by the barriers.
We'd like to point out that the barriers in place were put there for the express
purpose of blocking vehicular traffic, and in no way impede pedestrian access as
represented by the petitioners. Further, the existence of vehicular barriers in no
way forces pedestrian traffic to follow a circuitous route around Meadowview for
any reason other than personal choice.
Our property abuts one of the many equestrian trails that encircle Meadowview
and reinforce its rural flavor. Over the course of the last six months while our

home was being built, we had a constant flow of four-wheel drive vehicles from
the adjacent community tearing through the equestrian trail next to our home and
over our lawn to get around the barrier on N. General Kearny Road. They had
gained access to the equestrian trail by tearing down the poles erected to
prevent vehicle access. By so doing, they saved themselves nine tenths of a
mile, roughly two and one-half minutes in driving time, placed our children in
jeopardy, and damaged our property while hurling invectives at my wife and
myself.
Meadowview with its rural character existed long before any of the adjacent
developments that followed. To consider permitting Meadowview to be bisected
by multi -lane vehicular arteries to save a handful of individuals a few minutes of
driving time would be wrong -minded, inappropriate, and an outcome that we will
resist with all vigor.
We respectfully ask that our letter be added to the record of the proceedings of
the Public/Traffic Safety Commission, that you register our opposition to the
opening of Meadowview to through -traffic and give our concerns due
consideration.
