BACKGROUND: At the meeting of September 28, 2000, the Public/Traffic Safety Commission directed staffto provide a report regarding the procedures for temporary street closures. The public has been notified of the Public/Traffic Safety Commission's.consideration of this issue through theagenda notification process. Under California Vehicle Code Section 21101, "Regulation of Highways", local authorities, for those highways under their jurisdiction, may adopt rules and re. gulations by ordinance or resolution to "temporarily close a portion of any street for celebrations, parades, local Special events, and other purposes when in the opinion of local authorities having jurisdiction or a public officer or employee that the local authority designates by resolution, the closingis'necessary for the safety and protection of persons who are to use that portion of the street during the temporary closing'" (Exhibit "A"). In 199 l, the City Council adopted Resolution No. 91-96, which provides standards and procedures for special events on public streets, highways, sidewalks, or public rights-of-way (Exhibit"B"). While this process was established for review and approval of special events, no mechanism was provided for delegating authority to temporarily close streets, or portions of streets for these special events. The authorization to temporarily close streets, or portions of streets:for special events or construction related activities, is subject to the approval of the City Council by a separate Resolution. SEC-lION 2. The following procedures shall be followed for'the issuance of special event A. The sponsor of such Special Event ~ meet and confer with the City Traffic Engineer regard.ing the Special Event and the effect, if any, on thE city B. Application for a permit to hold a. Speeial Event shall be made on forms provided by the City and approved by the City Engineer. The application shall include a detailed description of the proposed special event, including but not limited to the following: 1. The name and address of lhe applicant, and if th9 same be a corporation, the names of its principal officers, or if the same be partnership, association, organization or fictitious company, the nam~ of the partners or persons comprising the association, organization or company with the address and telephone number of each; 2. The number of persons anticipated to be participating in the event; 3. Purpose of the event; 4. The date, hours, and precise location where the event is to be held; 5. The ambunt of any speclator, participant, entry, or other fee, if any, to. be charged in connection with the event; 6. Type and nature of any vehicles, equipment, or other apparatus to be Roso~ 91-96 used in connection with the event;' 7. The number and amplifying 'range of any sound amplifying systems'to be used in connection with the event; 8. Type of goods, wares, merchandise, food, or beverages to be sold or otherwise provided ~o perSOns at the event; ' 9. The name and business address of any vendors who will be participating in the event shall be provided 24.hours prior to the event date. 10. Security plan for event. The applic~ti0n shall be signed by the applicant under penalty of perjury and shall contain and an agreement whereby the applicant agrees to fully compensate the City for any damage to public propet~, as well as to clean and otherwise restore the event site to the condition in which it existed prior to the conduct of the event. C. A~ 'major" Special Event shall be defined as one involving one hundred (100) or more persons or requiring Changes in normal traffic patterns regardless of the number of persons involved. Applications for major events shall be filed 60 days prior to the date of the event. In the case of a Major Special Event, the application for the Special Event Permit shall include a traffic control plan and a traffic study. The following elements shall be included in the traffic study: 1. A fact sheet and time line. 2. Maps of the parade, bike or nm courses, if applicable, which shall' . include both o{erview maps and detailed layouts. .. 3. Descriptions of the parade, bike or run courses. 4.. A traffic flow and diversion Plan. . . 5. A street and highway closure schedule,' and a plan for notification to every msidenee and business located on a street or highway s_ubject to closure or detour d~e to the special event. 6. A listing of all affected intersections, and a traffic control diagram(s). · '; ~ 7. A brief narrative describing course control, the set-up clean-up for the special event, the manner and relations' for the special event, all parking requirements, the necessary medical'support system,-thc manner of radio communications, and all insurance documentation. · ' 8. Any and all mitigation measures applicable to.the special event and available to the special event and available to lessen the impact on traffic access and safety. 9. An executive summary of the special event. 10. The Uaffic conlrol plan shall be prepared in accordance with the "State Manual of Traffic Controls for Construction Maintenance Work Zones". Such Traffic Controls Plans shall be produced on reproducible sheets (24" X 36"). ~ 91-96 -2- D. The sponsor ~ .be required to submit an application accompanied by a base fee of one hundred dollars ($100.00). The cost of services in excess of the base fee shall be detailed and charged upon final approval or denial of the permit. E. Prior to h~e issuance Of a permit, the sponsor shall submit to the City proof of · public llahility and propen'y damage insurance, including products liability coverage, written by an insurance company acceptable to the City in the limits set forth below, naming the City as an additional insured; and the City require execution of a hold harmless agreement, indemnifying the '- City for any personal injury or property damage arising from such special event. Public liability and property damage insurance shall be required in the following amount: $1,000,000.00 F. The sponsor shall be required to meet with the Poiice Depamnent, Fire DelXcrunent and theCity Traffic Engineer to discuss the results of thc traffic study and to review the prepamt Tnfffie ConUol Plan. Th~ Police Chief or his designee may require additional Police · Staff for the event in addition to the City Staff normally on duty. Any cost4or such additional Police Staff shall be paid by the apPlicant sponsoring the event. The ram of cost will be based upon the current fiscal year extra duty rate. The City Engineer shall determine if the traffic plan provides for sufficient barricades, warning, and directional signs and any other factors for safely closing the street for-a temporary period of time. He/she shall also estimate the amount of City equipment and personnel hours that will be required to perform the work. Cost for additional staff and equipment is in addition to any filing . fee required. Such amounts may be Waived by the Council upon a £mding that is in the best interest of the City to do se. G. If the·Traffic Engineer, in his discretion, recommends approval of both the Traffic Control Plan and the Traffic Study to the City Engineer, the City Engineer shall submit a copy of both documents to the Planning Director for review and comment. H. Following Planning Director review and comments, the City Engineer may approve the application for the Special Event Permit. Approval or denial of the application shall be made by the City Traffic Engineer. The applicant sh~ll be notified within five (5) days in writing of the decision of the City Engineer. I. As a condition to issuing a Permit, the City Engineer may impose reasonable terms and regulations concerning the time and place of such event; the area and manner of conducting such event; the maximum number of persons participating therein the regulation of traffic, if required, including the number and type of signs and barricades to be provided by the applicant,, if any, together with a plan of their disposition following the event; permissible decibel levels; and such other requirements as the Engineer may find reasonable and necessary for the protection of persons and property. Issuance of any Special Event Permit shall be COnditioned on and subject to the right of the City Engineer to summarily can~,el, restrict, or modify such Permit in order to facilitate or accommodate any other duly approved or permitted special event, celebration, or activity. The City Engineer shall mail to the applicant a notice of such cancellation, restriction, or modification no h~.~- than thirty (30) days prior to the special event and shall talin reasonable and appropriate actions to reduce, minimize, or reasonable and appropriate actions to reduce, minimize, .or el/minate any inconvenience, hardship, or burden as may result from such cancellation, restriction or modification. grounds: I. The applicant has failed or refused to provide the City with the information referenced in the above or any other~information requited by the City which is reasonably related to the conduct of the proposed event; 2. The applicant has knowingly made any false, mis]e-~d!ng or fraudulent statement of material fact in the application for a permit; . ' 3. The building, structure, equipment or lec~en of such special event does not COmply With or fails to meet applicable health,zoning, fire or safety requirements imposed by law; 4. The activity or location of the.activity is such as to unreasonably limit, obslruct, or curtail the free flow of tlaffic on any public street or sidewalk; 5. The applicant has filed to comply with any of the COnditions imposed pursuant to Section L 6, The conduct of the special event will unreasonably interfere With the public peace, health, safety or welfare; . 7. The applicant refuses to'agree to or abide or COmply With all COnditions and regulations attendant to issuance of the permii. The City Engineer or City Clerk shall notify the applicant in writing as to the reasons for denial of any application for a permit. K. Upon appw~ of the'permit application, thc City Engineer shall so notify the £oUowing; 1. Police Department; 2. Fire Department; 3. Public Services Depar~cnt; 4. Rislt Manager; 5. City Manager; 6. Community Services District L. A Special Event Permit issued hereunder may be summarily suspended or revoked by the City. NOtice of such suspension or revocation shall be made in writing to the applicant. M. Any decision made pul'suant to Section H may be appealed to the City Manager. The appeal made by the afpplicant or by ten or more persons potentially aggrieved by the issuance of ~ pe.~lifit. Such appeal shall be filed with the City Clerk ho.less than thirty (30) days before the pmpo~[ commencement date of the special event. The City Clerk shall forward copies of the appeal to the City Manager and the City Engineer, who shall submit to the City 'Manager a report on the case appealed. ,. BACKGROUND: At the meeting of September 28, 2000, the Public/Traffic Safety Commission directed staff to provide a' presentation regarding the policies and procedures for preparation and submittal of traffic control plans during construction. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification pro~ess. Traffic control plans are required for all wo?k performed within the public right-'of-way. The plans must be approved prior to the issuance of an Encroachment Permit to work within the public right-of-way. The basic objective of each traffic control plan is to permit the contractor to perform work within the public right-of- way effectively while maintaining a safe,- efficient and uniform traffic flow. The City of Temecula has developed a traffic control plan checklist to be used as a guide for the preparp, tion oftraffi~ control plans. As shown on the checklist (Exhibit "A"), a traffic control plan prepared and stamped by a Registered ciVil Enginee? or Registered Traffic Engineer is required when work occurs on roadways shown on the City's General Plan Circulation Element. The General Notes, which are included in ali traffic control plans, identify the Contractor's responsibility within the. work zone during cOnstruction. The City's Public Works Inspectors are responsible for insuring. th, at the traffic control within the work zone is implemented according to the aI~proved traffic control plan. This will help expedite the plan review process. Following the submittal of traffic control plans, all submittals deemed complete shall be reviewed within two (2) weeks. A traffic control- plan that does not include each of the appropriate elements listed below will be deemed incomplete and returned for revision and re-submittal Traffic control plans shall be submitted in a timely manner to allow for the specified review period. It is important to note that each TCP must be developed specific to the actual construction work zone location. Approved traffic control plan will be reviewed at the pre- construction conference. PROJECTS UNDER CONSTRUCTION 1. First Street Bridge This project will construct First Street from Pujol Street to Old Town Front Street, including the construction of a bridge over Murrieta Creek and the realignment of Santiago Road. The new intersection of First Street, Old Town Front Street, and Santiago Road will be signalized. The Contractor has completed the bridge soffit (bottom) falsework with steel placement beginning the fourth week of October. The bridge soffit c6ncrete pour is scheduled to occur in mid November. Construction of the EMWD lift station has began with the first order of work being the excavation of the wet well. Storm drain work along Santiago Road is continuing with paving on the westside of Front and ~ujol Streets scheduled for the end of this month. 2. Pala-Road Bridge The new Pala Road Bridge is now open to through ~raffic: Punchlist,'as-builts, and fi~al survey, ~'emain to be completed on this contract. The City is awarding contracts to complete the required environmental mitigation measures and landscape enhancements as well as the construction of additional sound walls along Pala Road. 3. Sports Park Tot Lot Equipment Replacement McLaugl~lin Engineering& Mining, Inc. was awarded the construction contract at the May 9, 2000, City Council Meeting. Construction began on September 13, 2000. The installation of the play. equipment is completed. Rubber surfacing and landscaping installation started the week of. October 16 and October 23, 2000. Con'struction will be compl.etgd in early November. 4. Rancho California SPorts Park Parking Lot Rehabilitation The project is complete and the parking lot is now open to the public. Notice of completion is pending. 5. FY99-2000 Pavement Management System, Various Streets 'This is a new project to reconstruct roadway pavement on Ynez Road between Santiago Road ~nd La Paz Street. The proj eot is 70% complete. Additional funds approved by City Council on 9/12 will allow for an additional 1500 feet of pavement reconstruction on'Ynez south of La Paz Street. Old Town Parking Lot Trugreen Lm)dscape was awarded the cgnstruction contract at the August 8, City Council Meeting. Thc notice to proceed was issued to the contractor on September 18, 2000. TruGreen began construction on the parking lot on October 2, 2000. The existing shade structure has been dismantled, and the removal of existing asphalt is nearly complete. Electrical and water conduit is scheduled to be placed the last week of ': . October. : 7.' City Maintenance Facility Alterations, Phase III This project will modify the existing two story masonry block building to accommodate a new second floor of office space over the existing two,story maintenance bay, including the installation of an elevator, and two new second floor restrooms. Construction will also include a single story officq space addition. All Bids were rejected at the 10/24/00 Council Meeting. The Project will be re-bid'after plan modifications are complete. Anticipated time for rd-advertisement is 12/00. 8.. Pala Road Bridge Landscape This project will install'l~nd~cape improvements along Pala Road and Cupeno Lane and restore the wetlands in the construction zone. It includes the installation of an irrigation system, planting, and hydroseeding. Bids were opened on September 21, 2000, with the project being awarde.d to Diversified Landscape on October 10, 2000, City Council Meeting in the amount of $174 961. Construction should-begin in mid November and be completed by February 2001. 9. Pala Road Soundwails Work on this project includes the construction ~f masonry block Soundwalls on Pala Road fi.om west of Rainbow Canyofi Road to east of Club House Drive. The wall averages 14' in height. Bids were Opened on October 5,-2000. The Public Works Department is recommending award of this project to R.J. Bullard Construction, Inc. for a base amount of $320,000 at the City Council Meeting of October 24, 2000. 10.' Sports Park Pond Desiltation .The project will include the removal of 15,000 cubic yards of silt from the existing pond located along Rancho Vista Road. Bids were opened on October 12, 2000. Murrieta Creek Crossing Between W~nchester and Rancho California Road- Low-flow Crossing at Via Montezuma ' . ,This pro3ect will construct a low-fl0w'crossing of Murrieta Creek connecting' Diaz and Del Rio at Via Montezuma. Surveying of the project area is complete, and the in-house design i~ 95% complete. The completed improvement plans were submitted to Riverside County Flood Control District (RCFC) on August' 11, 2000, for 1st plan review. The plans were also submitted to U.S. An-ny Corps of Engineers for their review. Comments were received from RCFC and the plans were resubmitted. Tom Dodson & Associates, an environmental consultaht, has begun the work necessary for the permitting process. Converse Consultants will be taking soil samples of the project area by the week of October 23. RCFCD'is developing a ' cooperative agreement with the City for the construction and maintenance of the Low-Flow, we expect the draft to be sent to the city the .week of October 23. Project specifications are being prepared. Converse consultants ~vill be taking soil samples the week of October 23, 2000. The project area clearing window is from September through March due to environmental constraints. 2. Pavement Management System, Jefferson Avenue This proj eot will rehabilitate Jefferson Avenue from the northerly City limits to Overland l~five. Areas to bi rehabilitated were identified, and plans and specifications are being reviewed and completed. This project should be advertised for bids by the end of October. 3. Diaz Road Realignment .Under this project, Diaz Road will be realigned to Vincent Moraga Road at Rancho Calif0mia Road. Business Park Drive will be' a T-intersection at Diaz. The designer is curr6ntly preparing the imp[ovement plans for 90% submittal.-The design is scheduled for completion by November 2000. 4. Margarita Road Widening, Pauba Road'to Dartolo Road This project will widen Margarita Road from Plo Pico to Da~tolo Road. The City returned 90%,plan check comments to the consultant for revision this month. Design plans will be completed during the month of October and the project should be advertised ~or bids in November. 5. Santa Gertrudis Bridge Widening at I-!5 This is Phase II &the Southbound Auxiliary Lane project at the southbound exit ramp for Winchester Road. This project will widen the 1-15 southbound exit-ramp at.the Santa Gertrudis Creek Bridge to pro-~ide an ' additional lane on the exit ra~p just north Of Winchester Road. The consultant returned the 2nd plan check to Riv6rside County Flood Control (RCFC) and they have provided us with their comments. Consultant has submitted the 2nd plan che~k to Caltrans. 6. Traffic Signals Design at Pala Road and Loma Linda, and at Pala Road and Wolf Valley Two new traffic signals will be installed or~ Pala Road, one at Loma Linda and the other at Wolff Valley. The plans and specifications are complete. The project is being coordinated with Pechanga Development Corporation sewer project. This project is on hold du~ to environmental constraints. R:\/vl0nthl~ActivityRepor~\ClPX2000\September 7¥ Pala'Road Improvements - Phase H (79 South t0 Pechanga Road) This project will widen Pala Road to its tiltimate width from the Pala Road Brkig~ to Pechanga road. City staff has completed the review of the 70% improvement plans and specifications, and sent a plan check letter to DMJM, the 6onsultant, the week of September 18, 2000. DMJM is proceeding with the work, which includes geotechni~al, utility research, environmental, and final design. The project is funded only for design at this time. 8. Pala Road Interim Improvements - (Widening to accommodate four lanes from Loma Linda Bridge to Wolf Valley) ~ Pala Road Interim Improvements (58 feet in width) will be completed with the second phas~ of construction of the Pala Road Trunk Sewer (Pechanga Development Corporation project). An encroachment permit was issued for the constmcti0ri of the ~trunk sewer and the interim street improvements. Traffic signal and striping plans are complete. Murrieta Development Corporation will b.e constructing the new trunk sewer and pavement section from Clubhouse Drive to the main entrance of the Pechanga Casino. The tentative starting date for the sewer construction~is October 23, 2000. The interim project is on hold due to efivironmental constraints. · 9. Rancho Califo~'nia Road Median Modifications at Town Center and Adding a Right Turn Lane on Westbound Rancho California Road at Ynez The prgject will include the closing of the two median openings on Rancho California Road in front of the Town Center while lengthening the left turn lanes at Ynez Road, Town Center Drive, and Via Los Colinas. A new project to add a right turn lane on westbound Rancho California Road at Ynez is being combined with this project due to its close proximity and for efficiency. The project is currently in design. Right of way · acquisition at the northeast comer of Rancho California and Ynez will be required. 10. Pauba' Road Improvements .z Phase II (Margarita Road to Showalter Road) This proj eot will widen Pauba Road from Showalter to just west of Margarita Road to its ultimate width. The design process has begun and the work will be coordinated with the design of the library project. The 30% improvement plan submittal should be delivered to the City in late October. 11. Senior Center Expansion The expansion will inclUde an addition of 3000 square feet to the existing building. The expansion will be for recreational office, and meeting purposes. The project is currently being plan' checked bY Building and Safety. 12. Temecula Library A full service library, approximately 34,000 square feet in area, will be designed and built on Pauba Road, just West of Fire Station #84. This project will provide the community with library resources and services. The design is progressing on schedule. The architect started on the final drawings after the committee. completed its design and development meetings. Letters are being sent to all the utilities requesting service information. Rancho California Road Bridge Widening Over Murrieta Creek · This project will widen Rancho California Bridge over Mur~eta Creek to provide additional traffic lanes.~ The consultant will do an alignment study to determine which side of the existing bridge should be widened. A kick0ffmeeting to begin design was held with TY Lin McDaniel on Septem?er 12, 2000. The design is Pr0grCssing ~nd should take approximately six months. 14. ChaParral High School Swimming Pool The design committee decided upon the layout of the 25-yard x 25-meter pool at Chaparral High School. The facility'will include a smaller recreation pool component and a bathhouse with locker room facilities, rcstrooms and showers. Spray-type play equipment will be included in the construction bid. The design concept is now complete and the consultant is released to prepare final construction plans and specifications, which shall be submitted for staff review in November 2000. '15.' Starlight Ridge Southern Cross ·Road Sidewalk Project This proj eot will install'a sidewalk on the northwest side of Southern Cross Road. Staff is gathering the data, reviewing concepts, and establishing a layout. 16. Rancho California Sports Park Culvert Redesign In this project, the ex. istingculvert will need to be modified to eliminate a slope erosion problem. Preliminary plans, specifications and cost estimate are complete. TCSD review is pending. This project will be advertised for construction bids in November 17. Traffic Signal installation at Stonewood and Margarita In this project, a traffic signal will be installed on Margarita Road at Stonewood Drive. Design is underway. First submittal is expected by the end of October. 18. Street Name Sign RePlacement This project will entail removing the existing wooden signs and replacing them with plastic signs selected by the Public Traffic Safety Commission. Information is being gathered. The preparation of Plans and Specifications Will start shortly.. 19. Pavement Management System- Citywide ' This project will involve rehabilitating various streets in the City. In addition,.the Pavement management System Program (PMS) for the City will be updated. Work on updating the PMS program has started. 20. Margarita Road/Winchester Road Intersection Improvements Under this project, an additional left turn from eastbound Winchester to northbound Margarita will be added -to accommodate increasing traffic. Staff is reviewing this project to determ!ne r~quirements. Part One cdme statistics aFe displayed by reporting district within the City, providirig stable parameters for monitoring cdminal activity, and aiding in planning police resource deployment. The Polic_,e Department responded to thirty-four ';priority One" calls for service during'the month of August, with an average response time of approximately 6.7 minutes. A total of 1,324 calls for police service were generated in the City of Temecula dudng the month. During the month of August, the Temecula Police Department's storefront served a total of 314 customers. Fingerprinting services for this month showed ninety-two prints taken, twenty people filed polic~ 'reports, thirty people had citations signed off, eight oversized vehicle permits and six solicitor's permit were issued. Crime Prevention Officer Lynn Fanene participated in a number of special.events and community odented programs dudng the month. Officer Fanene conducted twenty-one residential secudty visits and twenty-seven business secudty visits dudng the month.:He conducted 'thirty-one visits to businesses for ddme follow up information. Officer Fanene also conducted four "stranger danger" and community safety presentations. ' Officer Fanene was' recognized at the California Cdme Prevention Officers Association Conference and was one of the recipients for the regional Cdme prevention Officer of the Year. The POP Team of Off~cers Jon Anderson and Ead Quinata continued to work On the "Crime Free Multi Housing" project. The officers are working with two complexes, which are in the final stages of certification. They are also in the process of working to m-certify three complexes who are continuing with the program. Programs conducted this month included Old Town patrols. No significant activity was reported. The team conducted a warrant program, which resulted in twelve susp.ects being arrested for outstanding warrants (one for a million-dollar warrant). The team also worked enforcement in the parks dudng this month where a decrease in vandalism was noted. The continuing homeless program resulted in the arrest of one homeless male during the month a~ a result of criminal activity in an apartment complex. A juvenile alcohol decoy p?ogram was conducted Monthly Departmental Report Page 2 on September 15, no businesses out of the twenty-three contacted were observed to sell alcohol to a minor. This was the fifth month that the Old Town Storefrent was operational. This st0refront has served as an office for the POP team and has greatly increased their availability to serve the Old Town- area. This month the Old Town storefront served fifty-five customers, .fourteen fingerprints were taken and six reports were written. The traffic team reported that dudng the month of August there w.ere ~29 citations issued (over a 100% increase frem last month) for hazardous violations, eighty-seven citations Were issued for non-hazardous violations and 126 parking citations were issued. There.were nine injury collisions, forty-seven non-injury collisions and. twenty-three ddvers were arrested for DUI. The monthly ERACIT pregram resulted in the arrest of one person for DUI. The Neighborhood Enforcement Team (NET) pregram resulted in 126 citations being issued (up from thirty-four citations dudng last months partial pregram). This pregram addresses traffic concerns in residential _neighborhoods with a dedicated motor officer. The traffic team also spearheaded the Temecula Revisited Rod Run car show. This event required the use of the Posse and reserves to assist with staffing. The event was a huge sucCes~ with only two arrests reported. Crewds over the three-day event were estimated at.30,000. Dudng the month of August, the POP officers assigned to the Premenade Mall handled a total of 101 calls for service. The predominant numbers of these calls were for shoplifting investigations. These calls resulted in the cdminal arrest and filings on four misdemeanors and twelve felony cases for.Various offenses. Eight citations were also issued. Dudng the month .the officers worked several undercover details to target thieves. This Will continue threugh the holiday season to deter theft of merchandise. The officers have also been conducting training in loss prevention to mall personnel. The Temecula Against Graffiti program (TAG), under the direction of POP Team Officer Jon Anderson, will be conducting a program dudng October (September pregram cancelled due to the Temecula Revisited Rod Run); The school resource officers continue to remain active in their schools. 'Dudng the past month, the officers assisted with back to school and they began presentation sessions and counseling sessions with students. Five arrests were made at Chaparral High School, and two arrests were made at Temecula Valley High School. Activity at the el.ementary schools resulted in four arrests. The JOLT program (Juvenile Offender Law Enforcement Pregram) continues to be a success in part · through its youth court pregram. During this month the fiftieth youth court sessions was held with n~ne cases being heard. The JOLT officer assisted at other schools with truancy meetings and follow up wi!h parents of juveniles in the JOLT pregram. Dudng the month of September, the Special Enf'oreement Team of Officers Rich Holder and Mark Kdkava handled a total of fifteen cases. These cases resulted in eighteen misdemeanor and thirteen felony arrests, primarily for nareotic~, violations. This team continues to work street level narcotics and specialty patrel within the city on a pre-active basis· During this month the team arrested seven suspects for transporting methamphetamine, one of these cases resulted in a controlled delivery of methamphetamine to the team before the suspects were arrested.. Volunteers from the community continue to be ~n integral part of the ~'emecula Police Department's staff. Under the guidance of volunteer coordinator Gayle Gerdsh,.the Police Department's volUnteer staff contributed 583 hours of service in August.. Volunteer assignments include computer data - Monthly Departmental Report Page 3 input, logistics support, crime observation (TAG program surveillance), special event assistance and telephone answering duties. The reserve officer program and mounted posse are additional valuable volunteer resources available to the police department. The police department utilizes reserve officers to'assist with patrol, traffic enforcement, cdme prevention, off road vehicle enforcement and a vadety of special functions.
