NOW THEREFORE, THE PLANNING COMMISSION OF THE CITY OF TEMECULA DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The Planning Commission has duly considered the full record before it, which may include but is not limited to such things as the City staff report, testimony by staff and the public, and other materials and evidence submitted or provided to the Planning Commission. Furthermore, the recitals set forth above are found to be true and correct and are incorporated herein by reference. SECTION 2. Staff completed an environmental assessment for the project in accordance with the California Environmental Quality Act (CEQA). The CIP was reviewed for conformance with the CEQA Guidelines and Title 14 of the California Public Resources Code. Since the CIP is a public improvement and transportation planning document which identifies areas for possible improvements based on the availability of funding, the approval of the CIP is exempt from the CEQA and the CEQA Guidelines pursuant to CEQA Guidelines Section 15738(b)(4) because the proposed CIP is not a "project" as defined by CEQA but involves the creation of government funding mechanisms or other government fiscal activities that do not involve any commitment to any specific project that may result in a potentially significant physical impact on the environment. Should a specific improvement identified in the CIP be undertaken, a full environmental analysis of that improvement will be performed in accordance with the requirements of CEQA. The Planning Commission recommends that the City Council of the City of Temecula determine, based on its own independent judgment, that the proposed amendment to the CIP for Fiscal Year 2018-22 is exempt from CEQA. Page 1 of 3 SECTION 3. The Planning Commission, after considering all the written and oral evidence offered including the staff report and all attachments, further finds and determines that the proposed amendment to the CIP is consistent with the following goals and policies of the Temecula General Plan, among others, pursuant to Government Code Section 65103 and 65402: The proposed amendment to the Pavement Rehabilitation Program — Citywide Project sheet is consistent with the General Plan Circulation Element Implementation Program C-2, Roadway Maintenance - Maintain and repair City streets on an ongoing basis to ensure roadways and intersections continue to function safely and efficiently. SECTION 4. Based upon the entire record before the Planning Commission, all written and oral evidence presented to the Planning Commission, and the findings made in this Resolution, the Planning Commission hereby finds that the amendment to the Fiscal Year 2018-22 City of Temecula Five-Year Capital Improvement Program (CIP) is consistent with the General Plan.
