The project will allow for the creation of an expanded roof structure adjacent Main Street to cover the existing dining and hostess areas of the restaurant. ANALYSIS Site Plan Public House has 48 feet of frontage along Main Street. This space is divided between an elevated covered patio dining area and a lower hostess area located at grade. The dining area is covered by a slatted wooden trellis. The hostess area is covered by a temporary shade structure. X:\Planning\2017\PA17-1338 Public House\Planning\Old Town Local Review Board\OTLRB Staff Report.docx The Minor Modification application will allow for the patio cover, over the dining area, to be removed and replaced by an extension of the existing gabled roof totaling 297 square feet. An additional gabled roof totaling 182 square feet will be affixed to the extension and run west. This west facing roof structure will cover the hostess area and allow the temporary shade structure to be removed. The overall expanded shade structure resulting from the minor modification will total 479 square feet. The size of the dining area will not be altered. Stairs will also be installed under the new roof structure to allow guests and employees to access the elevated dining and at grade hostess areas from the outside. Main Street is extensively used by pedestrians and will become even more so in the years to come. The scope of the projects meets the intent of the Old Town Specific Plan (OTSP) by enhancing the pedestrian experience along Main Street. The project will utilize the same architecture, colors, and materials as the existing structure. This will allow the revisions to look as though they were part of the original construction. Landscaping An existing landscape planter is located between the existing sidewalk and patio. This planter and the plantings within it will remain unaltered and are not part of the project. RECOMMENDATION Staff has determined that the proposed project is in conformance with the OTSP. Staff is requesting that the Old Town Local Review Board review, provide comments, and recommend that the project be approved. The building would contain 70 hotel rooms and 17 condominiums. Per the Old Town Specific Plan a four story building is allowed when at least one level is residential or when one level is office and parking is provided. The hotel includes an outdoor pool and courtyard, gym, bar, business center, lobby/lounge area, and a space for a future restaurant. Valet parking is proposed as part of the project due to the limited space for parking in the proposed underground parking garage. Valet parking at no charge to the hotel guests will be a condition of approval for the project. Fourth Floor Hotel Option The applicant has proposed a fourth floor hotel room option that would be approved as part of this project and conditioned that should a Specific Plan Amendment take place that allows for a four story hotel outside of the hotel overlay district this project can develop the fourth floor as hotel rooms. The applicant has submitted four story hotel plans that include an alternate elevation and floor plans. The alternate fourth floor does not change the site plan or amenities proposed as part of the project. Architecture The primary architectural style of the proposed project is Andalusian with elements of Spanish Renaissance and Mission Revival to reflect the historical character of the Old Town Specific Plan. Style elements included within the design of the project include smooth stucco finishes, s - shaped clay tile roof, asymmetrical facade, gallery frontage, arched surrounds windows with painted trim, dark exposed eifs beams, curves and arches as decorative wall elements, and ceramic tile accents. The applicant has proposed two different base ceramic tiles for review, a decorative Spanish ceramic tile scheme and a black ceramic tile scheme. Staff has worked with the applicant from the pre -application submittal until now on the architectural design in order to adhere to the Old Town Specific Plan RECOMMENDATION Staff has determined that the proposed project is in conformance with the OTSP. Staff is requesting that the Old Town Local Review Board review, provide comments, and recommend that the project be approved.
