The project is located within the Downtown Core District (DTC) of the Old Town Temecula Specific Plan (OTSP). The proposed project is located on the property where the former Serendipity Antiques was located. X:\\Planning\\2017\\PA17-1279 Barrel Republic\\Planning\\Old Town Local Review Board\\PA17-1279 Old Town Local Review Board.docx ANALYSIS Site Plan The proposed project is located on an approximately 7,500 square foot lot that contains an existing 2,165 square foot building and an 800 square foot patio at the front of the property. Three other accessory structures exist on the site consisting of a green house, a raised planter, and a deck/retail space. On the north side of the proposed project (front) the existing patio cover would be replaced with a slightly larger patio cover (approximately 870 square feet). On the rear of the existing 2,165 square foot building, an approximately 1,264 square foot addition is proposed. Furthermore, an area of approximately 3,016 square feet would be turned into an outdoor patio that is partially covered by an open timber patio cover and a covered patio. The three accessory structures (a green house, raised planter, and deck/retail space) would be demolished. Adjacent to the alley, the new covered patio area would also contain an enclosed trash enclosure structure. Alley improvements will be coordinated with the anticipated Marketplace project and be required for the project. Architecture The new (front) patio cover would be comprised of corrugated metal roofing that has a vintage (with a rust like appearance) finish. On the bottom portion of the front façade, a Santa Barbara smooth stucco finish would replace the existing wood siding. Along the top portion of the façade (above the patio) reclaimed wood siding would replace the existing wood siding. The style of this patio cover and improved facade would be consistent with a single story gallery that is permissible in the Old Town Specific Plan. The smooth stucco, corrugated metal, and reclaimed wood siding are consistent with historical materials identified in the Design Guidelines of the Old Town Specific Plan (Section V). Sides of the existing building and areas around the new addition would be finished with a Santa Barbara smooth stucco finish. Open patio areas at the rear of the property would contain one area that can be temporarily covered by a retractable awning system as well as a new permanent covered patio. Materials for the new permanent patio cover include the corrugated metal roofing (the same as the front patio), a Santa Barbara smooth stucco finish, and a natural stone veneer (Tumbled Elk Mountain). Landscaping Existing landscaping at the front of the property does not meet the updated landscape/sidewalk standards for the Old Town Specific Plan. In order to facilitate pedestrian movement, the applicant will remove existing landscaping within the right-of-way, and replace it with concrete to match the existing sidewalk (with the San Diego Buff color). Landscaping for the proposed project will include minor planters for the patio area as well as small planters throughout the dining area. RECOMMENDATION Staff has determined that the proposed Barrel Republic is in conformance with the Old Town Specific Plan. Staff is requesting that the Old Town Local Review Board review, provide comments, and recommend that the project be approved. Some of the existing concrete sidewalks (San Diego Buff) will also be replaced for continuity and consistency. Where feasible, sidewalk widths will be expanded and trees/grates installed per the Old Town Specific Plan. The bulk of improvements are located along Old Town Front Street and Main Street, with isolated th areas on 6 Street and Mercedes Street. RECOMMENDATION : Receive and file. CITY OF TEMECULA PUBLIC WORKS, LAND DEVELOPMENT MEMORANDUM TO: Old Town Local Review Board FROM: Luke Watson, Director of Community Development DATE: November 28, 2017 SUBJECT: Intermittent Street Closure of 3rd Street as Part of the Truax Hotel Construction Project PREPARED BY: Patrick Thomas, Director of Public Works/City Engineer Steve Charette, Associate Civil Engineer BACKGROUND: A Boutique Hotel development consisting of a six-story, 175,700 rd square foot hotel, is proposed along the south side of 3 Street between Old Town Front Street and Mercedes Street. A parking structure for the hotel will also be constructed rd directly across 3 Street. The development of the hotel project and street improvements is estimated to occur over a period of two and one-half years, anticipated to begin November 2017 through March 2020. rd During the construction activities, the owner will fully close a portion of 3 Street that fronts the parking garage parcel at intermittent periods. The closures will allow safe construction access between the two sites (hotel and garage) during daytime working hours. rd Closure of 3 Street will be limited to daytime work hours of 7:00 a.m. to 4:00 p.m., Monday through Friday. Closure will consist of a double 12-foot gate system. During non- rd working hours the gates will remain open. Access to active businesses on 3 Street, east and west of the closure, will remain available at all times via Old Town Front Street and Mercedes Street. rdnd Traffic will be detoured around the 3 Street closure via Old Town Front Street, 2 Street and Mercedes Street pursuant to a City-approved Traffic Detour Plan.
