FISCAL IMPACT: None ITEM NO. 3 TO: FROM: DATE: SUBJECT: AGENDA REPORT Public/Traffic Safety Commission u_/~Ali Moghadam, P.E., Senior Engineer, Traffic May 11, 2000 Item 3 Parking Restrictions - North Jefferson Business Park RECOMMENDATION: That the Public/Traffic Safety Commission receive and file the report and direct staff to implement parking restrictions on portions of Overland Drive, Commerce Center Drive and Enterprise Circle West. BACKGROUND: At the meeting of March 9, 1999, a request was received from Mr. Larry Markham to investigate the feasibility of establishing additional parking restrictions on Overland Drive, Commerce Center Drive and Enterprise Circle to improve traffic circulation and reduce potential vehicular conflicts. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process. Overland Drive between Jefferson Avenue and Commerce Center Drive is a classified as a Secondary Highway on the City's General Plan Circulation Element with a curb to curb width of 64-feet. This provides for two (2) lanes of travel and a bike lane in each direction. The current curb to curb width on this segment of Overland Drive is a 44-feet with one lane of travel in each direction and parking on both sides of the roadway. The Average Daily Traffic (ADT) volume is approximately 4,700. There is no posted speed limit on this segment of Overland Drive. Commerce Center Drive between Overland Drive and Via Montezuma is classified as a Principal Collector Highway on the City's General Plan Circulation Element with a curb to curb width of 56 feet. This provides for one lane of travel in each direction, a painted median and parking on both sides of the roadway. The current curb to curb width on this segment of Commerce Center Drive is a 44-feet with one lane of travel in each direction and parking on both sides of the roadway. This segment of Commerce Center Drive carries approximately 3,300 ADT. The prima facie speed limit is posted at 25 MPH. Commerce Center Drive between Rider Way and Overland Drive is a 44-foot wide local roadway that functions as a collector roadway providing access between arterial highways. This segment of Commerce Center Drive carries approximately 3,800 ADT. The current curb to curb width on this segment of Enterprise Circle West is a 44-feet. This provides for one lane of travel in each direction and parking on both sides of the roadway. Enterprise Circle West carries approximately 5,400 ADT on the segment between Winchester Road and Rider Way. The prima facie speed limit is posted at 25 MPH. Subsequent to the request, staff performed a review of traffic conditions on Overland Drive, Commerce Center Drive and Enterprise Circle to determine if additional parking restrictions were needed to reduce vehicular conflicts. In addition to the field review, a review of the accident history was performed on each roadway. The accident history review revealed that for the two (2) year period from February 1, 1998 through February 29, 2000, there were a total of seven (7) collisions on all three roadways. However, all of the collisions reported were between moving vehicles, on-street parking was not a factor in the collision. A field review of conditions revealed that a majority of the driveway locations throughout the area have parking restrictions ("red curb") to enhance visibility and accommodate vehicle-turning radii. Additionally, parking restrictions were recently implemented on Commerce Center Drive at Overland Drive to increase sight visibility at the intersection, and on Rider Way at Commerce Center Drive to eliminate on-street parking on the inside of the "knuckle" area. Staff observed that the heaviest use of on-street parking occurs on Commerce Center Drive between Rider Way and Enterprise Circle West and on Enterprise Circle West, west of Commerce Center Drive. The heavy usage on Connnerce Center Drive is primarily attributed to the Beauty College, which does not have adequate on-site parking to accommodate the use. The current available on-street parking is necessary to accommodate the overflow from this business as well as the adjacent businesses in the same building area. It is our opinion that the current parking restrictions are appropriate and no additional restrictions are necessary in this area. On Enterprise Circle West the heavy usage is primarily attributed to a concentration of multiple auto repair facilities that use the street for employee and customer parking. The available on-street parking is necessary to accommodate the overflow. However, it is our opinion that parking should be restricted ou the inside of the "knuckle" area located on the northside of the street and on the southside of the street in front of a fire hydrant. Based on the results of the field review, staff recommends the implementation of parking restrictions at the following locations (Exhibit "C" ): 1. Enterprise Circle West at Rider Way - parking restrictions on the northeast and southeast corners to improve intersection visibility. 2. Commerce Center Drive at Enterprise Circle West - parking restriction on the southwest corner to improve intersection visibility. 3. Overland Drive at Jefferson Avenue - parking restriction on the southside of Overland Drive due to width of the travel lane. 4. Enterprise Circle West at Winchester Road - parking restrictions on the eastside of Enterprise Circle West to accommodate the right-turn movement. 5. Enterprise Circle West at Commerce Center Drive - parking restrictions on the inside of the "knuckle" area located on the northside of the street and on the southside of the street in front of a fire hydrant. Hughes Date: April 25, 2000 PROJECTS UNDER CONSTRUCTION 1. First Street Bridge This project will construct First Street from Pujol Sl~'eet to Front Street, including the construction of a bridge over Murrieta Creek and the realignment of Santiago Road. The new intersection of First Street, Front Street and Santiago Road will be signalized. Construction on this project started late February. The contractor completed clearing Murrieta Creek beti~re the March 15 environmental deadline. De-watering of the channel has begun with excavation of the bridge pier beginning the last week of April. Retaining wall overexcavation and recompaction has begun along with waterline and sewerline improvements. The contractor is scheduled to start drilling the Cast In Drilled Hole (CIDH) piles May 8, 2000. 2. 1-15/Overland Drive Overcrossing Improvement Work on this project is complete. One-year plant establishment period started. Contractor is to submit "As- Builts?' 3. Pala Road Bridge The Pala Road Bridge is now open to through traffic. Old bridge demolition and erosion control work is continning. Work on the retaining/sound walls at Rainbow Canyon Road and Pala is to begin shortly. 4. Pujol Street Sidewulk, Curb & Gutter This project is approaching its completion. Sidewalk, curb, gutter, cross gutters, and final cap of pavement have becn completed. Tbe project continues xvith matching driveways to the new grade of the street. striping the ccntcrlinc and delineation, and installing a chainlink fence. Construction is expected to be completed by the second week of May 2000. 5. Pavement Management System FY99-16, Winchester Road This pr<~icct is ahnost complete. Most of the rehabilitation xvork was done over two-wcckands. Striping and loop detectors installatim~ was done during the week, at night. The remaining work includes setting survey monuments and complctmg pnnchlist itcms. 6. Margarita Commnnity Park Lighting and Fencing This project is now ahnost complete The lights are being tested for adequate coverage. Sports Park Tot Lot Equipment Replacement This project will replace the tot lot equipment at the Rancho California Sports Park. Plans, Specifications and Cost Esfimatc (PS & E) were completed and the City received authorization from the Economic Development Agency (EDA) to advertise for bids. CDBG funds (Federal) are ftmding this project. Bids are scheduled to be opened on April 24. 2000. 2. Calle Aragon Park Drainage Structures Staff completed designing a storm drain line to carry. normal drainage and nuisance water that accumulates at the park to the City's storm drain system and fix the drainage problem. This project is being advertised for bids at this time. Bid openlug is scheduled for May 11, 2000. PROJECTS IN DESIGN 1. Murrieta Creek Crossing Between Winchester and Rancho California Road- Low-~ow Crossing at Via Monteznma Preliminary discussion with USACOE and Riverside County Flood Control District has begun. The Constructbin window is froin September through March due to environmental issues. Surveying and a hydrology study are to be done. In-house design has been initiated. 2. Pavemeat Management System, Jefferson Avenue This prc~icct will provide street rehabilitation of Jefferson Avenue from the northerly City limits to Rancho Cali lbmia Road. Thc design process started. Areas to be rehabilitated will be identified. Plans and Specifications x~ill then bc completed. Construction is expected to start on September 2000. 3. Pavement Management System, Various Streets This prt~iect will provkle street rehabilitation of various streets. Staff is compiling a list of the streets to be rehabilitated based on field ob~rvation and the existing Pavement Management System Re[x~rt. A geotechnical investigation will be perfi~rmed un all the streets designated for rehabilitation to determine the extent of rehabilitation reqoired. Construction is expected to start on September 2000. 4. Old Town Parking Lots This prQIcct consists of txxo proposed parking loB. One will be located on the west side of Front Street just north of Sccond Strcct, and thc othcr lot is located on thc south side of Fourth Street west of Front Street. Rancho California Sports Park Parking Lot Rehabilitation This project will rehabilitate the parking lot for the Rancho California Sports Park. The old cracked pavement and portions of the curb will be rcmovcd and replaced with an adequate pavement section and some new curb. Plans are complete m~d they ~c currently under review. Authorization to advertise for bids will be requested from the City Council at the May 9, 2000 meeting. This project must be constructed during July & August, when there are no m~ior organized sport activities in the park. 6. Diaz Road Realignment The consultant presented to the City txvo different alignments for Diaz as it approaches Rancho Califomia Road. Staff reviewed the available throe alignment clioices (one from a previous study) and gave the consultant direction on the preferred altemative. The consultant submitted 30% completed plans based on staff direction. Staff completed a traffic circulation and right of way impact analysis and a preferred alignment has been established. lndix idual meetings are being held with affected property owners to present to them the new alignment and its impacts to their properties. The consultant was directed to proceed with the design. Design completion is cxpccted in late May 2000. 7. Margarita Road Widening, Pauba Road to Dartolo Road The consoltant complcted 70% plans and submitted them to the City. Staff reviewed these plans and provided the consultant with input and comments on many issues that were raised. A minor delay is expected due to utility and devcloper's (Home Depot) coordination. The consultant is also potholing existing utilities to detennine their exact location. The City intends to back charge the utility companies for the cost of the potholing. The consultant will finalize the design and submit it to the City. Design completion is expected in May 2000. 8. Santa Gertrudis Bridge Widening at I-IS This is Phase I1 of the Southbound Auxiliary Lane at Winchester Road project. This project will widen the 1-15 soothbonnd off-ramp at the Santa Gertrudis Creek Bridge to provide an additional lane on the freeway just noah of Winchcster Road. The design consultant submitted the 1~' plan check to the City and Caltrans the first week of January. Staff is currently reviewing the plans and providing the consultant with input. Caltrans Division of Stroctures in Sacramento is rcvicwing the plans. 9. Traffic Signals Design at Pala Road and Loma Linda and at Pala Road and Wolf Valley The consoltant submitted the 90% design plans lix both traffic signals and the proposed striping plans. The City rcvicwed the plans aad provided the consultant with input. Final platis for both si~,mals and the final stnping plans will be complctcd m late April 2000 and the projcct to install the two signals will be ready to advertise for bids. 10, Pala Road Improvements - Phase II (79 South to Pechanga Road) Design of this project is proceeding as scbcduled. The City is to provide the cootractor with stations and elevations of tile new edge of pavemant for Pala Road. DMJM, the City's design consnltant for the Pain Road Phase II project. is assisting the City with the design from Loma Linda Road to Muirfield Drive. 12. Rancho California Road Median Modifications at Town Center Under this project. the two median openings at Target and at the Claim Jumper will be closed and the left turn pockets at Town Center and the church will be lengthened. Design completion is expected in early June 2000. 13. Sports Park Pond Desiltation This project will clean up the Dcsiltation Pond in the Sports Park by removing the silt to allow proper drainage downstream. The consultant. Armstrong Development Services, is currently making their final revisions to the design plaos. This project is scheduled to be advertised for bids in May 2000. 14, Adding an Additional Lane On ¥nez Road Between Tierra Vista and Rancho Vista and Widening the Southwest Corner of Margarita Road and Santiago Road This project will add a second southbotmd lm~e to Ynez Road between Tierra Vista and Rancho Vista. Widening the sonthxvcst comer of Margafita and Santiago was just added to this project. The design of both projects is ahnost complete~ Iofomlal bids will be solicited at the end April 2000. 15. Senior Center Expansion The expansion will include and addition of 3000 square feet of building area for recreational. office, and meeting porposes. The architect has completed the conceptual design. This conceptual design will be presented to the Community Services Commission on May 8th aad to the City Council on May 23, 2000. Design completion is expected in Aogust 2000 16. Temecula Library A full scp,'ice library, approxinlately 34,000 square feet in area, will be designed and built on Pauba Road, just xvest of Fire Station #84 This project will provide the community with library resources and services.
