The City of Temecula Public/Traffic Safety Commission convened in a regular meeting
at 6:02 P.M., on Thursday, July 23, 1999, in the City Council Chambers of Temecula
City Hall, 43200 Business Park Drive, Temecula, California.

MOTION: Commissioner Edwards moved to approve the minutes, as written. The
motion was seconded by Commissioner Telesio and voice vote reflected approval with
the exception of Chairman Coe and Commissioner Markham who were absent.

2. Circulation Element Update
RECOMMENDATION:

That the Public/Traffic Safety Commission receive and file a status report
on the Circulation Element Update Study.
Senior Planner Hogan provided a status report of the Circulation Element Update;
relayed that in late September or October the draft element inclusive of the supplemental
Environmental Impact Report (EIR) would be completed; and for Vice Chairman
Connerton, specified that the draft form of the Revised Circulation Element would be
distributed to the Commissioners in approximately a week, inviting the Commissioners to
submit their input to staff at that time.
3. Traffic Circulation Improvement Projects
RECOMMENDATION:
3.1
That the Public/Traffic Safety Commission receive and file a status report
on the implementation of the Traffic Circulation improvement Projects.
Relaying that the Public/Traffic Safety Commission previously reviewed and provided
input regarding the Circulation Improvements, Senior Engineer Moghadam presented
the staff report (of record); relayed that the Category I Improvements currently have
been implemented or completed (denoted on pages I and 2 of the agenda material),
excluding the deleted projects, noting that a brief rationale has been provided regarding
the improvements that would not be implemented; noted that the costs for the
associated projects has been revised; relayed that the City is in the process of
evaluating and implementing Category 2 Projects (denoted on pages 3-5 of the staff
report); for Commissioner Telesio, clarified the funding available for coverage of the
potential Target Center Improvements; for Vice Chairman Connerton, confirmed that
Project Nos. 18-23 within the Category 2 Improvements (denoted on page 4 of the
agenda material) were still pending before the Commission, indicating that staff has not
yet received further input from the property management company; and for
Commissioner Edwards, relayed that staff would draft a letter to expedite the
aforementioned response, noting that the issue was scheduled to be brought before the
Commission at the August 12, 1999 Public/Traffic Safety Commission meeting.
TRAFFIC ENGINEER'S REPORT
Advising that per Commission request, the current traffic report is inclusive of all
traffiG signals within the City limits, identifying which signals are under the City's
jurisdiction, and which are under Caltrans' or the County's; noted that the City
has no control over the Caltrans' signals with regard to maintenance, operation,
or modification; relayed that the City is responsible for the maintenance of traffic
signals under the County's jurisdiction (via agreement with the County); specified
that after completion of the nine proposed signals (denoted on page 3 of the

agenda material), the City will have a total of 62 signals by year's end; and for
Vice Chairman Connerton, clarified that the City-maintained signals are
maintained via a contracted maintenance program.
For Commissioner Edwards, Acting Director of Public Works Hughes provided
additional information regarding the City's recent review with respect to
maintaining the signals in-house at a future point in time; noted that currently
there is no funding for the aforementioned matter, relaying the associated costs;
specified the additional staff that would be required for the signal maintenance
program; for Vice Chairman Connerton, relayed that staff would provide an
updated report to the Commission in 60 days; and specified that the nine
proposed future traffic signals (denoted on page 3 of the staff report) are
currently in progress at this time.
POLICE CHIEF'S REPORT
Police Sergeant DiMaggio relayed that there is continued increased enforcement
in the Via Cordoba area, noting that the majority of citations have been issued to
residents of the area; and noted that the radar trailer has been stationed there,
relaying that the residents have expressed appreciation for the Police
Depar~ment's efforts associated with the radar trailer.
Police Sergeant DiMaggio noted that there have been continued efforts to
enforce the speed limits in the Calle Pina Colada area, relaying that there have
been few violators cited in the area.

Police Sergeant DiMaggio advised that when the proposed traffic signals are
installed in the vicinity of the mall that traffic circulation would improve in the
Winchester and Ynez Roads area.
For Police Sergeant DiMaggio, Senior Engineer Moghadam relayed that the
signal installation in the mall area would soon be complete.
For informational purposes, Police Sergeant DiMaggio advised that he will be
going on vacation, noting that he will not be able to attend the first and potentially
the second meeting in August; and for Vice Chairman Connerton, relayed that
there will be a representative from the Police Department in attendance during
his absence.
In response to Vice Chairman Connerton's querying, Police Sergeant DiMaggio
relayed that due to expressed community concern, police officers have been
regularly monitoring the parking situation at Kent Hindergardt Memorial Park at
various times of day, observing no parking violations; and advised that the
problem may be associated with the soccer season, noting that police officers will
continue to monitor the area.
For informational purposes, Commissioner Telesio relayed that his observations
while driving in the Calle Pina Colada and Via Cordoba areas have revealed that

during the various times he has monitored the areas there were no high traffic
volumes or speed violators, confirming the Police Department's observations.
In response to Commissioner Edwards' recommendation that a report be
generated and sent to the community members in the area who had expressed
concern regarding the volumes and speeds of traffic in their area, Police
Sergeant DiMaggio advised that he would provide a statistical report to the
Commission at the next meeting he attended. Senior Engineer Moghadam
relayed that staff would subsequently send the reports to the associated
community members.
For informational purposes, Senior Engineer Moghadam relayed that various
residents who were previously proponents of the stop sign installations
(discussed at the June 24, 1999 Public/Traffic Safety Commission meeting) have
reviewed the report and relayed concurrence with staff's recommendation,
acknowledging that stop signs would not be an effective tool to address the
problems in the area; and for Vice Chairman Connerton, relayed that he would
request the aforementioned residents forward their comments to staff for the
record.
FIRE CHIEF'S REPORT
Fire Battalion Black relayed that he will be unable to attend the August 12, 1999
Public/Traffic Safety Commission meeting, advising that an alternate Fire
Department representative would be present in his absence.
COMMISSION REPORTS
For informational purposes, Commissioner Edwards relayed that Community
Services has proposed future modifications with respect to the parking at Kent
Hindergardt Memorial Park.
After attending and observing a Sobriety Checkpoint, Commissioner Edwards
commended the Police Department for their diligent efforts associated with the
Sobriety Checkpoints within the City.
Vice Chairman Connerton advised that the traffic circulation in the City of
Temecula has vastly improved with the new projects, commending the Public
Works Department and staff for their efforts regarding the successful planning
and implementation of the new projects.

Median Island Modifications - Rancho California Road between Ynez Road
and Via Las Colinas
RECOMMENDATION:
That the Public/Traffic SaJety Commission recommend the closure of the median island located on Rancho
Califi~rnia Road at the Claim Jumper and Target Center driveways.
BACKGROUND:
At the me2eting of July 8, 1999, the Public/Traffic Safety Commission received a Staff report that summarized
the Commission's past actkms regarding the median closure and access control proposals on Rancho California
Road between Ynez Road and Via Las Colinas. Included in the report was a summary of u'affic collisions that
have occurred between June 1, 1997 and May 31, 1999 at both the Claim Jumper and Target Center
driveways. Based on the results of the collision summary it was Staff's opinion that the median openings at
Nlth localinns should be closed, thereby restricting the driveway access to right-in-right-nut only.
It was the consensus of the Public/Traffic Safety Commission to direct staff to agendize the matter tbr the
August 12, 1999 meeting. The August 12, 1999 meeting was canoeled and adjourned to the August 26, 1999
meeting. The property owner and their representatives have been notified by mail of the Public/Traffic Safety
Commission's consideration of this issue.
At the July 8, 1999 meeting, Ms. Cathy C. Kuper, GMS Realty, representing the Temecula Town Center
property owner and tenants, stated that the property owner was willing to modify the on-site traffic circulation
in an effort to resolve safety issues. She further stated that Mr. Robert A. Davis, Wilbur Smith Associates
was in the process of preparing plans lbr the modification of the un*site circulation and that the plans would
be available fnr review prior to the meeting. To date, Staff has not received any plans from GMS Realty or
Wilbur Smith Associates.
Although we agree that modifications to the internal drive aisle system will improve on-site traffic circulation,
the modifications will not to reduce the number of left-turn accidents occurring on Rancho Calitbrnia Road
at the Claim Jumper and Target Center driveways.
A concern that has continually surthced during the past eight Ad-Hoc and Public/Traffic Salbty Commission
meetings is that the reduction of left-turn access on Rancho Cali/brnia Road will adversely impact the
Temecula Town Center. It is Staff's opinion that the perceived impacts can be mitigated by providing
additional left-turn storage at Town Center Drive and Via Las Colinas. The median at both locations can be
modified to provide approximately 100 t~'et to 150 teet of addithmal storage for left-turn vehicles. The peak
hour left-turn volumes at each of the intersections will ultimately determine the exact length of the left-turn
pocket. The potential improvements are identified in Exhibit "C" .
It should be noted that the Temecula Town Center which is smaller in size and magnitude of vehicle trips
generated per square toot, has more access points available on Ynez Road and Rancho California Road than
the Promenade Regional Mall has on Ynez Road, Winchester Road and Margarita Road. The Temecula Town
Center has a total of seven driveways compared to the Promenade Regional MaWs five driveways. Of the
Town Center's seven driveways, four are controlled by traffic signals. The Regional MaWs five driveways
are all controlled by traffic signals.
As mentioned in previous Staff reports, the median island closure will not only eliminate left-turn accidents
at the two driveways, but will ~rve as a catalyst for converting the curb lane from a westlx~und right-turn lane
to a through lane. The third through lane will effectively increase the capacity of Rancho Calitbrnia Road
between Lyndie Lane and Ynez Road. Therefore, Staff recommends the closure of the median island lncated
on Rancho CalHbrnia Road at the Claim Jumper and Target Center driveways.
FISCAL IMPACT:
Apprtlximately $75,000.

At the meeting of July 22, 1999, Mr. David Hogan, Senior Planner, advised the Public/Traffic Safety
Commission, that copies of the revised Circulatkm Element would be distributed for review within a week.
The revisions tn the document were recently completed and will be reviewed by the steering committee prior
to the document's distribution. Mr. Hogan anticipates that the revised Circulation Element will be provided
to the Commission at the September 9, 1999 meeting.

abatement, tree trimming, sign repair, A.C. failures, litter removal, and catch basin cleanings. This is
compared to 37 service order requests for the month of May, 1999.
The Maintenance Crew has also put in 204 hours of overtime which includes standby time, special
events and response to street emergencies,

PROJECTS UNDER CONSTRUCTION
1. 1-1 5/Rancho California Road Interchange Modifications
The Rancho California Road Interchange project is finished and the Notice of Completion has been fded ~vith the
county. The landscape maintenance period and the one year warranty period has begun.
2. 1-15 Southbound Off-Ramp Widening at Rancho California Road (~ 1-15 Ramp Improvements
This project roll widen both on-ramps to two lanes. widen the north side of Rancho California Road from Ynez
Road to the north bound on-ramp to provide an additional lane and an optional westbound right turn lane,
lengthen the west bound left turn pocket at Front Street. The construction contract for the additional work was
advertised for bids and the City Council awarded the contract to McLaughlin Engineering and Mining Company
for $756,965. Work on this project started on August 16. 1999. Completion is expected in mid-October 1999.
3. Temecula Duck Poud Park
The park improvements are substantially complete. This project is now in the 90-days maintenance period.
Project completion is anticipated in the middle of September. Park improvements include a gazebo/bandstand,
picnic facilities, a restroom, walkways, parking lot, security lighting, and landscaping and irrigation
improvements. The street improvements consist of the widening of Ynez Road to full width, between Rancho
California Road and Tierra Vista Road. Those improvements include new sidewalks; additional turn lanes, traffic
signal modifications at Ynez Road and Rancho California Road, a new traffic signal at Ynez Road and Tierra
Vista Road. and pavement restriping to improve traffic circulation.
4. Margarita Road Sidewalk (Rancho Vista to Pauba Road)
Construction of the curb, gutter and sidewalk, and paving Margarita Road are now complete. This project is now
in the 90-day maintenance period. The improvements included the installation of concrete curbs, gutter, and
sidewalk along the west side of Margarita Road between Rancho Vista Road and Pauba Road. The sidewalk will
improve access to the Rancho California Sports Park. Also, as part of the design, additive alternate
improvements will include ADA ramp access from Margarita Road to the adjacent ballfields. Completion is
scheduled for September 1999.
5. Winchester Road & YEtez Road Street Widening
Street improvements are complete with the exception of the dual left-turn pocket revisions southbound on Ynez
Road at Winchester Road and westbound on Winchester Road at Margarita Road. The Signal modification
at the intersection of Winchester Road and Margarita Road will Ix:gin the third week of August. The landscape
irrigation and planting along Ynez and Winchester Road is nearly complete, the turf hydroseeding is scheduled
lbr the fourth week in August. Construction is scheduled to be completed at the end of August 1999.

6. Overland Drive Street Improvements & Margarita Road Street Widening
The construction of the detention basin is nearly complete. Margarita Road final paving, striping and
pavement markers are scheduled for the third week of August. With the traffic signals scheduled to be fully
operational and median landscaping nearly complete the fourth week of August. Median landscaping is
ongoing with an anticipated completion dam the fourth week of August. Construction is scheduled to be
completed September 1999.
7. 1-15/Overland Drive Overcrossing Improvement
Bridge construction is ongoing. The first three stages of Jefferson Avenue modifications was completed August
20, 1999. Dunng stage 2, traffic will be routed on both sides of the work zone while the center portion of
Jefferson Avenue is being constructed. No left turns will be allowed through the work zone during this stage.
Tracks hauling material to the site will be entering and exiting the project. Traffic will be allowed through the
work zone and delays could be expected. Access to all businesses east and west of Jefferson will be maintained.
Temporary partial blockages to existing driveways may be experienced during concrete and asphalt placement
operations. Estimated bridge opening is October 1999.
8. Pala Road Bridge
The bridge ixnprovements continue, falsework is essentially complete, mbar and pre-stress duct placement should
be complete by rind August with the first bridge concrete pour slated for the furst week of September. Installation
of the undergrotmd utility work continues, import is 80% complete, and grading of the roadway sub-grade has
started. Estimated completion for Stage lofthe project remains inearly December 1999.
9. Tennis Court Lighting at Temecula Valley High School
Work on this project is almost complete. All foundations for the lights are complete. The contractor is finishing
up installing the light poles and the windscreens. This project installed tennis court lighting along with
landscaping, irrigation, fencing, striping, and minor concrete work at Temecula Valley High School. Estimated
completion date for this project is September 9, 1999.
10. Rotary Park
The contractor will start work once the equipment (shades) is delivered (mid September). The work is expected
to take two (2) ~eeks to complete. This project will install a picnic shade structure, picnic tables, fencing,
concrete and drainage structures. Construction is anticipated to be completed in September.
11. Traffic Signals on Margarita Road at Pio Pico Road and at Pauba Road
Design is complete, and authorization to advertise for public bids was granted by City Council on May 11,1999.
Bids were opened June 10, 1999. Project was awarded to DBX, Inc. on June 22, 1999. Due to the signal
equipment lead-time, construction had to be delayed until September.
12. Santa Gertrudis Creek Trail Undercrossing
This project will construct a bike trail in the existing Santa Gertrudis Creek under Winchester Road (Hwy. 79N)
bridge. Bids were opened on July 1, 1999. The apparent low bidder was Granite Construction Company with a
bid amount of $268,268. The City Council awarded the Contract to Granite Construction at their July 13, 1999
meeting. Construction on this project started August 11, 1999 and completion is expected in early October.

13. Street Name Sign Replacement - Phase I
This project will replace existLag street name signs in the Santiago Estates area with new plastic molded signs.
At their July 13, 1999 meeting, the City Council awarded the Contract to J.K. Weigle Engineering for
$40,611.16. Construction is set to start once the contract documents and the PO is in place.

Phase I will add one (1) southbound lane on the 1-15 Freeway and widen the northbound on-ramp to two lanes.
Phase II will widen the bridge over the Santa Gertrudis Creek at the southbound off-ramp. On May 11, 1999,
City Council authorized staff to solicit bids once Caltrans approves the plans and specifications. Phase I of the
project was advertised for bids and bids were received and opened on August 19, 1999.
3. 1-15 Southbound Auxiliary Lane at Rancho California Road
This project will add one (1) southbound lane on the I-15 freeway. The bids were opened on August 19, 1999.
4. Traffic Signal Median Modification - Rancho California Road at Town Center Drive
This project will include the relocation of the crosswalk to the west side of the intersection and add an additjonal
left turn lane from the town Center Drive to eastbound Rancho Califomia Road. Improvements will increase
efficiency in turning movements and expedite Rancho California through traffic. The City Council approved the
plans and specifications and authorized staff to solicit bids at the July 13, 1999 meeting. Bid opening is scheduled
for September 2, 1999.
5. Citywide Bike Path Construction
The design of this project is complete. This project will stripe bike lanes along Jefferson Avenue from Rancho
California Road to Sanborn Avenue, Ynez Road from Tower Plaza North to Overland Drive, and Rancho
California from Margarita Read to Riesling Court. The City Council approved the plans and specifications and
authorized staff to solicit bids at their July 13, 1999 meeting.

PROJECTS IN DESIGN
1. Pavement Management System:
Staff received final plans from the consultant. Staff will add the design to pave Winchester Road from Jefferson
Avenue to Diaz Road to the project plans and specifications. This project will provide street rehabilitation of
Jefferson Avenue from the northerly Ci.ty limits to Rancho California Road and on Winchester Road from
Jefferson Avenue to Diaz Road. This project ,;,'ill also include the installation of street lighting along the entire
length of Jefferson Avenue. Construction is anticipated to begin in Septher 1999 with an estimated completion
date of November 1999.
2. Pujol Street Sidewalk, Curb & Gutter:
Design is in its final stages. All utilities were notified to relocate conflicting facilities. The City sent letters to
property. owners explaining the project to them and requesting their permission to reconstruct their driveways.
Follow up meetings will be conducted. This project is expected to go to bid in September.
6. Old Town Southside Parking Lots
The project is currently being designed in-house. This project consists of two (2) proposed parking lots. One
will be located on the west side of Front Street just north of Second Street, and the other lot is located on the south
side of Fourth Street west of Front Street.
7. First Street Bridge
Final construction drawings are complete; construction advertisement is scheduled for early September. Staff is
reviewing and assembling the plans and specifications to bid this project.
