I MINUTES OF AN REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION NOVEMBER 12, 1998 CALL TO ORDER The City of Temecula Public/Traffic Safety Commission convened in a regular meeting at 6:05 P.M., on Thursday, November 12, 1998, in the Main Conference Room of Temecula City Hall, 43200 Business Park Drive, Temecula, California. ROLLCALL Present: Commissioners Coe, Connerton, Edwards, Markham, and Chairman Telesio Absent: None Also Present: Mayor Roberrs, City Clerk Jones, Deputy Director of Public Works Parks, Senior Engineer Moghadam, Senior Planner Fagan, Police Sergeant Crisp, Battalion Chief Black, and Administrative Secretary Pyle. PRESENTATIONS/PROCLAMATIONS City Clerk Jones swore in and presented Certificates of Appointment to newly appointed Commissioners Darreil L. Connerton and Maryann Edwards. PUBLIC COMMENTS Because of road width, lack of sidewalks, and inadequate drainage which causes silt and sand to be on the roadway almost constantly, Mr. Jim Caldwell, 30260 Cabrillo Avenue, requested a speed survey, traffic count and silt/sand removal for Cabrillo Avenue. It was noted by Commissioner Markham that although solutions are underway regarding drainage and siltation problems, the issues raised by Mr. Caldwell should be agendized with the exception of a speed survey. Mayor Ron Roberts welcomed the new commissioners, discussed the background of the Commission, and summarized the traffic problems and possible solutions the City Council is hoping to achieve with the assistance of the Public/Traffic Safety Commission. Mayor Roberts also encouraged the Commissioners to attend traffic workshop training sessions offered by the Southern California Association of Governments (SCAG). Senior Planner Fagan reported on the status of the General Plan Circulation Element and advised that he will present a report on alternatives developed by the consultant and the General Plan Circulation Element Update committee at the December 10, 1998, Commission meeting. COMMISSION CONSENT CALENDAR 1. Minutes of October 8, t998 MOTION: Commissioner Coe moved to approve the minutes of October 8, 1998. The motion was seconded by Chairman Telesio and voice vote reflected unanimous approval with the exception of Commissioners Connerton, Edwards, and Markham who abstained COMMISSION BUSINESS 2. Re~luest for Installation of a Traffic SiQnal - Mar~arita Road at Paseo Brilliante RECOMMENDATION It is recommended by the Public Works Department that the Public/Traffic Safety Commission review a request for installation of a traffic signal at the intersection of Margarita Road and Paseo Brilliante. Senior Engineer Moghadam presented the staff report (of record) clarifying that a fully-activated traffic signal would allow for pedestrian crossing and noting that there are existing signals in Temecula which are closely spaced. It was suggested by Commissioner Edwards that the gate presently located in the middle of the park area be relocated to the northwest corner of the park. Ms. Geneva Krag, 29917 Via Puesta del Sol, representing Temecula Valley Unified School District (TVUSD), spoke in favor of a traffic signal installation due to heavy traffic and noted TVUSD is willing to work with the City on solutions to increase safety. Mr. David Mathewson, 31293 Durney Court, reiterated support of a traffic signal installation. Mr. Mike Naggar, 43034 Agena Street, representing himself and the City of Temecula Planning Commission, spoke in favor of a traffic signal. MOTION: Commissioner Connerton moved to recommend to the City Council removal of the crosswalk on Margarita Road at Paseo Brilliante; to request that the Temecula Valley Unified School District relocate the gate located midpoint of the park to the northwest corner of the park; and to encourage the School District to monitor the situation until park visitors get accustomed to crossing at the new location The motion was seconded the Commissioner Markham and voice vote reflected unanimous approval. 2 3. Establishment of Passen~ler Loadin~l Zone - Eastside of Mar~larita Road between Pauba Road and Rancho Vista Road RECOMMENDATION It is recommended by the Public Works Department that the Public/Traffic Safety Commission review a request to establish a passenger loading zone on the east side of Margarita Road between Pauba Road and Rancho Vista Road in front of the Temecula Valley High School. Senior Engineer Moghadam reviewed the staff report (of record), noting that the loading/unloading zone could be any length and advising that residents of surrounding streets are requesting establishment of no parking zones because of parking by students and school visitors. Mayor Roberts informed the Commission that at a joint workshop between TVUSD and the City Council, it was recommended that sophomores be permitted to park at the Sports Park. Mr. Kenneth Ray, 31647 Pio Pico, spoke in favor of establishing a 200' passenger loading zone north of the school gate. Ms. Geneva Krag, 29917 Via Puesta del Sol, representing TVUSD for Forrest Thompson, Transportation Supervisor, stated that the District would be willing to work with the City to resolve the parking problems at the high school. In order to reduce the number of people crossing the street at various locations instead of at the signal, Commissioner Edwards suggested working with the Community Services District to install a staircase at the southwest corner of Rancho Vista Road and Margarita Road to enable people to cross at the signal easily. MOTION: Commissioner Markham moved to recommend to the City Council to red curb an additional 200' on Margarita Road, south of Rancho Vista Road, to allow for a dedicated right- turn lane on Margarita Road; to designate the area from the fire hydrant south to the existing red curbing near Pauba Road as a loading/unloading zone; to encourage the City Council to coordinate with the Temecula Valley Unified School District to provide use of appropriate areas of the Sports Park parking lot for student parking; and to coordinate with the Community Services District to provide access to the parking lot at the corner of Rancho Vista Road and Margarita Road. The motion was seconded by Commissioner Coe and voice vote reflected unanimous approval. TRAFFIC ENGINEER'S REPORT In response to Chairman Telesio, Mr. Moghadam reported that the bid opening for the signal at Rancho California Road and Via Las Colinas will be opened December 10, 1998. Commissioner Markham mentioned that the City Council awarded the contract for the Winchester Road median and signal at Enterprise Circle West on Tuesday, November 10, 1998. It was clarified by Deputy Director Parks that the median would not be constructed until the signal is installed. Possibly due to Caltrans' signal timing, Commissioner Markham noted that the Winchester Road Interchange construction project has not provided the anticipated benefits to the westside's traffic flow. POLICE CHIEF'S REPORT Sergeant Crisp reminded the Commissioners of the Safety Expo to be held Saturday. November 14, 1998, at Chaparral High School. FIRE CHIEF'S REPORT No report given. BACKGROUND: The City is curremly in the process of updating the Circulation Element of the General Plan. The consulting firm of Wilber Smith Associates (WSA), with input from the steering committee has performed several tasks to fin'coast the City's future transportation needs and develop an implementation program. Mr. Robert Davis of WSA will provide a detailed report on the status of the project prior to ~nalizing this document. Comments from the Public/Traffic Safety Commissioners will be incorporated into the document prior to the final review and approval by the Public/Traffic Safety Commission at the January 14, 1999 aneeting. The finalized document will be presented to the Planning Commission at their January 20, 1999 meeting. The Maintenance Crew has also put in 33 hours of overtime which includes standby time, special events and response to street emergencies. The total cost for Street Maintenance performed by Contractors for the month of October, 1998 was $49,393.94 compared to $22,455.00 for the month of September, 1998. Part One crime statistics are displayed by district within the City, providing stable parameters for monitoring criminal activity, and aiding in planning police resource deployment. The Police Department issued 750 traffic citations last month, which compares with 935 issued in October of 1997. The number ofinjuE~ collisions increased while the number of non-injury accidents decreased this month as compared to October of 1997. Temecula experienced no fatal traffic collisions in October. An'ests for driving under the influence of alcohol increased significantly from October of 1997. Robberies and felony assaults decreased compared to one year ago. Reported burglaries and grant thefts increased while auto thefts decreased slightly when compared to October 1997. The total number of arrests made during the month is higher than in the previous year. The Police Department responded to thirty-six "priority one" calls for service during the month of October, with an average response time of six minutes. A total of 2,683 calls for police service were generated in the City of Temecula during the month. During the month of October, the Temecula Police Department's storefront served a total of 303 people. The number of citizens utilizing this facility was 273 people. Eighty-seven people were fingerprinted, six people made police reports, seventeen people had citations signed off and four solicitor's permits were issued. In addition, four three-day parking permits were issued to residents pursuant to the oversize vehicle ordinance. POLICE DEPARTMENT ACTIVITY October, 1998 Officer Fanene routinely provides public safety information to various community groups. On October 7, Officer Fanene conducted a Stranger Danger presentation to more than 60 students from the Brentwood Montessori School. On October 9, Officer Fanene participated in Occupation and Safety Day at the Temecula Valley Christian Center. On the 17~h, Officer Fanene and two Police Explorers participated in Vail Elementary School's Kids Safety Faire. During this function, Officer Fanene provided safety packets and handouts and provided a police vehicle display. Officer Fanene attended the California Crime Prevention Officer' s Association monthly luncheon in Lake Elsinore. This month's program provided attendees with up to date information on Megan's Law. Also during the month, Officer Fanene conducted semi-annual training for all Neighborhood Watch tract coordinators and block captains. Thirty-six people attended and received information on the Neighborhood Watch program and were provided information from Temecula Code Enforcement Officer Marianne Salazar. The POP Team of Officers Jeff Kubel and Steve Mike completed one TAG (Temecula Against Graffiti) programs focusing on problem sites. A total of four citations were issued for non- vandalism violations and twenty-two people were contacted. This program has proven to be successful as evidenced by the significant reduction in graffiti vandalism. The POP Team also conducted a joint off-road vehicle enforcement program with the Murrieta Police Department. This ongoing program focuses on illegal off-roading within the city and surrounding areas. Programs focus on areas which have been identified as having problems with off- roaders either through citizen complaints or complaints from property owners. This month's program resulted in the issuance of four citations and four warnings. The program has proven to be successful, as the team has had a steady decrease in the amount of citations issued and contacts made with illegal off roaders. The POP Team conducted its second annual Crime-Free Multi-Housing manager-training program. This eight-hour course was held at city hall and was artended by thirty owners or managers including two from Murrieta and Hemet. This training is part of an ongoing effort to certify all of Temecula's apartment complexes in the program. To date, twelve of the city's complexes have been certified. During the month, the POP Team also conducted a juvenile alcohol decoy program in which an underage Police Explorer attempts to purchase alcohol. Twenty businesses were visited, four of which sold alcohol to the minor decoy. This effort is part of the ongoing Operation ERACIT Program originally started in October 1996. POLICE DEPARTMENT ACTIVITY October, 1998 Temecula Canine Officer Joey Nardone and his dog Hunter made several presentations at Temecula schools as part of Red Ribbon Week. In addition, they conducted several school narcotic searches as part of the ongoing TVUSD Canine Drag Suppression Program. No narcotics were detected during any of the searches. This month, School Resource Officers continued to focus on violations of possession of tobacco products by middle and high school students. The program resulted in the issuance of several citations for possession of tobacco products. School Resource Officers conducted anti-drug programs at each Temecula school as part of Red Ribbon Week. Each School Resource Officer taught classes on drug education and provided students with information critical to help them resist the temptation to experiment with drugs. As mentioned previously, this message was supplemented by demonstrations by Temecula's canine team of Officer Nardone and Hunter. Volunteers from the community continue to be an integral part of the Temecula Police Department's staff. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's volunteer staff contributed 581 hours of service in October. Two new volunteers were accepted into the program during the month. Some of the duties volunteers assist with include logistics, telephone answering, filing and computer entry and assistance with the TAG Program. Another valuable volunteer resource provided to the Police Department is the reserve officer program and mounted posse. The Police Department utilizes reserve officers to assist with patrol, traffic enforcement, crime prevention and a variety of special functions. Reserve police officers worked a total of 243 hours during the month. Of this time, 81 hours were spent on patrol 162 hours were spent assisting on special programs such as TAG and the off-road vehicle program. The posse contributed a total of 381 hours during the month on various special functions including a great deal of support with the off-road enforcement program.
