I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION OCTOBER 23, 1997 A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order on Thursday, October 23, 1997, 5:00 P.M., in the Main Conference Room, Temecula City Hall, 43200 Business Park Drive, Temecula, California. Chairman Markham called the meeting to order. PRESENT: COMMISSIONERS: Coe, Johnson, Perry, Telesio, Markham ABSENT: COMMISSIONERS: None Also present were Public Works Associate Engineer Ali Moghadam, Principal Engineer-Capital Projects, Don Spagnolo, Assistant Engineer Hasib Baha, Police Sergeant Rodney Crisp, and Administrative Secretary Anita Pyle. It was moved by Commissioner Johnson, seconded by Commissioner Perry, to continue the median modification on Rancho California Road between Ynez Road and Lyndie Lane to December 11, 1997. The motion carried as follows: AYES: 5 COMMISSIONERS: Coe, Johnson, Perry, Telesio, Markham NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None TRAFFIC ENGINEER'S REPORT Mr. Moghadam reported the Claim Jumper driveway has been signed as a right-turn-only exit and he has not received any negative complaints. There was an on-site meeting concerning the second driveway at the Town Center and improvements discussed included relocation of the crosswalk to the west of the existing crosswalk to improve traffic flow; and dual left-turn-out of this driveway which will require cutting back the eastern side of the median island. A meeting will be scheduled with Councilmembers Roberts and Stone, the Council's Public Works Subcommittee, the ad hoc committee, and the Center's representatives to discuss the issues. Commissioner Johnson asked if the driveway east of Hope Way was going to be right- turn-only. Mr. Moghadam replied the issue has not been fully discussed. Chairman Markham asked about the timing of the contract for the design of the Winchester Road median and if the signal at the second intersection of Enterprise Circle North/South is included in the project. Mr. Spagnolo replied there is approximately a 3 ~-month design period with construction starting in late spring/early summer 1998, and the project includes the signal, median improvements and landscaping. Chairman Markham questioned whether Nichol Development's proposal to add a driveway on Jefferson Avenue was included, perhaps as a Phase II. Mr. Spagnolo answered the driveway is not included in the current project, but possibly will be dealt with in a later project. PUBLIC/TRAFFIC SAFETY COMMISSION OCTOBER 23.1997 Commissioner Perry asked if RBF will have the design completed for the Winchester Road Median Island Project by the December 11, 1997 meeting. Mr. Moghadam stated, as-built plans for the signal were requested from the City today. Chairman Markham suggested the Commission only needs to see the conceptual design, not the construction details. Chairman Markham inquired about the time frame for the southbound Winchester Road Off-Ramp Project. Mr. Spagnolo stated it will be a nine (9) or ten (10) month project as Caltrans is involved. Chairman Markham asked who was awarded the contract for the Pala Road Bridge and the Rancho California Road Interchange. Mr. Spagnolo stated McDaniel Engineering was selected for the Pala Road Bridge, and Riverside ConstructiOn, (the same company that did the Winchester Road Interchange), for the Rancho California Road/I-15 Interchange. Commissioner Perry inquired into the status of the Hwy 79S/I-15 Interchange Improvements. Mr. Spagnolo stated the project is ready to go to bid and the County will probably start the bid process in late November, with bids opening in January, 1998. Commissioner Johnson asked about the status of the intersection improvements at Solana Way and Margarita Road. Mr. Spagnolo replied the developer of the northeast corner has been conditioned to improve the intersection, which includes lowering and widening Margarita Road, and signal installation. Chairman Markham noted the ground breaking for the apartment complex took place this week and the intersection has to be improved before the apartments can open. He suggested adding the location and completion date in the next Public Works update for the newspaper. POLICE CHIEF'S REPORT Sergeant Crisp corrected Traffic Violations, page 11 of the Police Department Activity Report for September, 1997: September 1997 hazard citations are 391, instead of 142; non-hazard citations, 113 instead of 105; and parking, 264 instead of 180. Chairman Markham asked if the Temecula Police Department utilized the same criteria in reporting crimes as the Murrieta Police Department as the disparity noted in a recent newspaper article was great even though the population and demographics of the two (2) Cities are fairly similar. Sergeant Crisp replied he did not know what system the Murrieta Police Department was using. Commissioner Telesio noted there was another left-turn-out accident at the Target Center on Rancho California Road last week at 9:00 P.M. FIRE CHIEF'S REPORT No report was given. PUBLIC/TRAFFIC SAFETY COMMISSION OCTOBER 23.1997 COMMISSION REPORT Commissioner Telesio mentioned the poles placed at the Margarita Road and Pauba Road intersection appear to help drivers negotiating a left-turn onto Pauba Road. Chairman Markham stated the developer of the southwest corner should be making intersection improvements within 6 to 12 months. Commissioner Perry reported there was a four-car, non-injury accident at Hwy 79S and Bedford Court about a week before the Bedford Court signal was activated and then on October 22, 1997, a few days after activation, a five-car accident occurred. Commissioner Coe reiterated the need for a "Stop Sign" at Rainbow Canyon Road and Pala Road, especially in the morning rush hour. Commissioner Johnson asked about dual left-turn lanes southbound on Jefferson Avenue at Winchester Road. Mr. Moghadam stated that issue is part of the overall corridor study and he is trying to get a consultant for the study. Commissioner Johnson suggested the requested list of exceptions to the "Pedestrian has the Right-of-Way Rule" could be in pamphlet form and given to people wanting crosswalks. Commissioner Perry stated the Commission's viewpoint is to have a brochure which points out even though there is a crosswalk and the law says a vehicle must yield, which it does in most cases, it does not mean one is safe in a crosswalk. Chairman Markham inquired about the status of the policy designating several circulation streets as "No Parking". Mr. Moghadam stated he was waiting for Mr. Kicak's approval to implement the parking restrictions. It was moved by Commissioner Coe, seconded by Commissioner Johnson, to adjourn the meeting at 5:40 PM. The motion carried unanimously. Chairman Larry Markham Secretary MINUTES OF A SPECIAL MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION NOVEMBER 20, 1997 A special meeting of the City of Temecula Public/Traffic Safety Commission was called to order on Thursday, November 20, 1997, 6:02 P.M., in the City Hall Council Chambers, 43200 Business Park Drive, Temecula, California. Chairman Markham called the meeting to order, PRESENT: COMMISSIONERS: Johnson, Perry, Telesio, Markham ABSENT: COMMISSIONERS: Coe Also present were Director of Public Works Joseph Kicak, Public Works Associate Engineer All Moghadam, Police Sergeant Rodney Crisp, Administrative Secretary Anita Pyle, and Minute Clerk Pat Kelley. PUBLIC COMMENTS Chairman Markham moved the public comment section for non-agenda items to the end of the meeting. COMMISSION BUSINESS 1. Request for an "All-Way StoO" at Ynez Road and La Paz Street Associate Engineer All Moghadam presented the staff report. Commissioner Telesio asked if there is any indication of the percentage of traffic turning right vs. those continuing east. Mr. Moghadam stated while he was in the area, he observed approximately 60 to 70 percent of the traffic making a right turn to access Hwy. 79(S). He added motorists turning are not causing accidents, but are contributing to the problem since the majority of motorists are turning right onto La Paz Street, and the motorists on La Paz are waiting to make a left-turn onto Ynez Road assume approaching eastbound motorists are turning right onto La Paz Street, and pull out in front of motorists continuing eastbound. Commissioner Johnson asked if there was room for a right-turn lane on Ynez Road. Mr. Moghadam stated a right-turn lane would require additional paving, but would be within the existing right-of-way. Commissioner Johnson asked about stacking space requirements for a right-turn lane. Mr. Moghadam replied is approximately 200 feet, including the transition, would be needed. Ernest Curtsinger, 29083 Ynez Road, representing the Los Ranchitos Homeowners Association, spoke in favor of the "Stop" signs, and mentioned speed is also an issue based on his personal observation. He suggested a "Stop" sign for all three (3) directions, a right-turn lane, and a lower speed limit. Mr. Curtsinger reiterated the problem is traffic trying to avoid Hwy. 79(S) congestion. R:\traffic\cornrnissn\rninutes\97\112097.rnln PUBLIC/TRAFFIC SAFETY COMMISSION NOVEMBER 20. 1997 Chairman Markham noted the 85th percentlie for the November 14, 1997 survey is 49.5 which drops the speed limit to 45 MPH, with the highest speed recorded as 50 MPH. He mentioned the speed limit goes to 50 MPH at Jedediah Smith Road. Terri Gassen, 44501 Verde Drive, expressed concern about speeding and motorists passing as it is a difficult and dangerous route due to the undulating roadway. Bob Yabroff, 29370 Ynez Road stated a lower speed limit would be helpful and is in favor of a right-turn lane. However, Mr. Yabroff noted if the "Stop" signs are installed, the back-up of southbound motorists will make it difficult to make a left-turn out of his driveway, especially between the hours 5:00 and 7:00 PM. Carole Corazza, 44220 La Paz Street, spoke in favor of the "Stop" signs and a sign alerting motorists of a "Stop Ahead", and stated the situation will not be eased until Hwy. 79(S) improvements are completed in two (2) to three (3) years. She is concerned that the rise does not allow a motorist to visually determine if there is sufficient time to make a safe maneuver, which is made more dangerous by speeding vehicles. Rebecca Weersing, 41775 Yorba Avenue, mentioned that between Margarita Road and Santiago Road, she observed only two (2) speed limit signs, one (1) 50 MPH sign near DePortola, and one (1), 45 MPH near Coronado. Ms. Weersing mentioned an additional problem of turning right onto Ynez Road at Yorba Avenue due to a short sight distance. Cynthia Johnson, 29420 Ynez Road, invited the Commissioners to sit in her driveway during evening peak hour to hear the continual screeching of brakes and horns honking. Police Sergeant Crisp remarked sight distance was the problem in the two (2) recent accidents. Director of Public Works, Joseph Kicak, explained the plans and specifications for the Hwy 79S/I-15 Interchange Project, which include modification and realignment of Front Street, modification to the east and west on and off-ramps as well as signalization for the three (3) intersections, will go to bid mid December, with a contract award in February 1998, and a seven (7) to nine (9) month construction period. He stated Caltrans considers this an interim project, and the City is doing a project study report to determine the ultimate design. Mr. Kicak reported that at this time, there is no schedule for the rest of Hwy 79(S) improvements, which is funded by Assessment District 159. The City Council budgeted $1.2 million in the CIP for the City's portion and has also received a $5 million loan from Riverside County Transportation Commission (RCTC) of which $1.2 million is earmarked for the project. Chairman Markham stated the best case scenario is the project for the widening of Hwy 79(S) will go to bid mid-1998 with a year to 14-month construction schedule. Mr. Kicak stated a contract for the engineering of the Pala Road Bridge was awarded in November 1997; tentative schedule is for completion by the year 2000. He said the project includes relocating the existing bridge, construction of a new bridge, widening Pala Road, from Hwy 79(S) to the bridge, to six (6) lanes and widening a portion of the south approaches to the bridge. 2 R:\traffic\commissn\minutes\97/112097,min PUBLIC/TRAFFIC SAFETY COMMISSION NOVEMBER 20. 1997 Commissioner Perry expressed concern about a "Stop" sign at Ynez Road and La Paz Street causing traffic back-up of southbound motorists being unable to see the backed* up traffic until they are upon it. He stated a long right-turn lane might circumvent the problem, but if a lot of southbound motorists approach the hill, there will be a problem. Commissioner Johnson suggested adding a right-turn lane with a yield sign instead of a "Stop" sign for right-turn lane. Chairman Markham inquired about the stopping sight distance at 50 to 55 MPH. Mr. Moghadam answered existing 620 feet sight distance meets the requirement. Mr. Moghadam mentioned the City Council's direction was to look into a signal at that intersection with a "Stop" sign as an interim measure, but staff does not have sufficient data to determine if signal warrants are met at this time. He agrees a "Stop" sign may reduce the number of some types of accidents. It was moved by Chairman Markham, seconded by Commissioner Johnson, to recommend the City Council add three-way "Stop" signs on Ynez Road, install a dedicated right-turn lane on Ynez Road at La Paz Street at a length appropriate to provide sufficient stacking space, install permanent flashing lights warning drivers of a "Stop Ahead" in both directions, and consider adding speed limit signs on Ynez Road, especially at the transitions. Commissioner Telesio questioned how Mr. Yabroff's access problem will be overcome. Mr. Moghadam replied the intersection will have to be cleared as quickly as possible and he will look into the matter further. Mr. Victor Jones, representing Los Ranchitos Homeowners Association, stated a presentation will be made by the Homeowners Association at the December 11, 1997 or January 1998 meeting. Chairman Markham suggested the Homeowners Association provide staff their concerns in writing as soon as possible and staff will notify the Association if it is possible to get the issue on the December 11 agenda. 3 R:\traffic\comrnimsn\minutes\97%112097.min PUBLIC/TRAFFIC SAFETY COMMISSION NOVEMBER 20, 1997 COMMISSION DISCUSSION Commissioner Perry stated the "Stop" sign at Ynez Road will provide a never-ending stream of traffic along Ynez Road to Margarita Road and it will become progressively more difficult to make left-turns onto other streets. Chairman Markham mentioned the matter will be before the City Council on November 25, 1997 as a Consent Calendar item. Mr. Kicak stated the item is on the agenda and the staff report will be handed out no later than Monday, November 24. Mr. Moghadam clarified the report to the City Council will recommend putting in the "Stop" sign and temporary flashing beacons immediately with permanent flashing lights installed as soon as possible. Jeff Comenchero, newly elected Councilmember, mentioned even though the item is on the Consent Calendar, it can be pulled for public comment. It was moved by Commissioner Telesio, seconded by Commissioner Perry, to adjourn the meeting at 7:04 PM. The motion carried unanimously. Chairman Larry Markham Secretary 4 R:\traffic\comrnissn\minutes\97\112097.rnin ITEM NO. 2 AGENDA REPORT TO: FROM: DATE: SUBJECT: Public/Traffic Safety Commission Ali Moghadam, P.E., Associate Engineer December 11, 1997 Item 2 Hashing Yellow Lights - Nicolas Road near North General Kearny Road RECOMMENDATION: That the Public/Traffic Safety Commission review a request to install permanent flashing yellow warning lights on Nicolas Road approaching the recenfiy installed "Stop" signs at North General Kearny Road. BACKGROUND: At the September 25, 1997 meeting of the Public/Traffic Safety Commission, the Commission recommended that the City Council approve installation of "Stop" signs and temporary flashing warning lights on Nicolas Road at North General Kearny Road. This recommendation was approved by the City Council at the October 21, 1997 meeting and the "Stop" signs, pavement markings and advance warning signs were installed the following day. However, at the October 28, 1997 City Council Meeting, residents of the area requested that the City Council direct staff to install permanent yellow flashing lights instead of the temporary portable flashing lights. Due to this request and in consideration of the cost of permanent flashing lights, the City Counc'~ directed the staff to bring back this issue to the Public/Traffic Safety Commission for further review and recommendation. The temporary portable flashing lights have been recenfiy removed from this location due to excessive loss and vandalism. It should be noted that oversize (48" wide) "Stop" signs, advance warning signs, limit lines and pavement legends have been installed to heighten the drivers awareness of the new installation. Generally, this type of flashing lights are most effective where the visibility of the signs is limited by the roadway features such as horizontal and vertical curves. FISCAL IMPACT: None Attachment: Exhibit "A" - Minutes of September 25, 1997 Public/Traffic Safety Commission Agenda Report EXHIBIT "A" PUBLIC/TRAFFIC SAFETY COMMISSION SEPTEMBER 25. 1997 Mr. Moghadam stated the intersection will be monitored and if there are additional accidents, the matter will be brought back to the Commission to reconsider an interim "Stop" sign. Commissioner Perry asked Mr. Chiniaeff if the Tribal Council would be interested in participating in a signal at Wolf Valley and Pala Road. Mr. Chiniaeff replied it woutd det~end on the development across the street. It was moved by Commissioner Coe, seconded by Commissioner Perry, to recommend a traffic signal be installed on Pala Road at the main entrance to the Pechanga Casino. Reauest for Installation of a Traffic Signal - Nicolas Road at North General Kearnv Associate Engineer All Moghadam presented the staff report. Commissioner Perry asked how close the numbers were to meeting the 30-second-per- vehicle delay warrants. Mr. Moghadam stated during peak hours, traffic experienced a seven (7) to eight (8) second average delay. Wanda Faille, 30209 Sierra Madre Drive, described the problems she and her pre- schoolere have encountered getting to and from the park. Forrest Thomas, Director of Transportation, Temecula Valley Unified School District (TVUSD), supported a four-way stop or a traffic signal, a painted crosswalk with a crossing guard there from eight to nine AM and three to four PM Monday through Friday. He said with these installations, the School District would no longer bus children living within a mile of the school on the south side of Nicolas. Jon Axton, 30169 Sierra Madre Drive, described his experiences in crossing the street and left a video for staff's review. He questioned whether any warrant should be connected to public safety. Mr. Moghadam stated the number of accidents at a location is the public safety consideration. Lori Cundiff, 30185 Sierra Madre Drive, supported a four-way "Stop" sign with a crosswalk. Cecilia Axton, 30169 Sierra Madre Drive, supported TVUSD's position. She questioned the bike/equestrian trail at Nicolas and Joseph Roads as many people use it as a pedestrian crosswalk and suggested it either be marked as a pedestrian crossing or taken out. Chairman Markham stated staff will review the trail. PUBLIC/TRAFFIC SAFETY COMMISSION SEPTEMBER 25. 1997 Ms. Axton mentioned children were off track when the counts were taken. Chairman Markham stated the need for a signal will be reviewed at a later time and counts will be taken during all tracks. He mentioned a uStop" sign can be installed immediately after City Council action. Ms, Axton stated Summerfield Development was approved with no left turns out of the exit closest to the park and North General Kearny Road, yet people are making left turns which create a traffic hazard. Chairman Markham stated a raised median on Nicolas Road from Winchester Road to the point urbanized development ends will be installed in the near future. It was moved by Commissioner Perry, seconded by Commissioner Coe, to recommend to the City Council that a four-way ~Stop" sign and crosswalk with appropriate flashing yellow lights be installed at intersection of Nicolas and North General Kearny Roads for 60 to 90 days. Commissioner Telesio asked if the signal at Via Las Colinas will permit U-Turns and Mr. Moghadam replied it will. Commissioner Johnson asked about the right-turn only lane. Mr. Moghadam stated if the median is completely closed, the lane could be turned into a through lane. Commissioner Perry reported on the meeting of the Ad Hoc Committee and suggested another meeting or two, prior to the next Commission meeting, would be appropriate and recommended the matter be continued. Commissioner Coe, Ad Hoc Committee member, stated options developed were: determining if the City Council would delay the signal installation at Via Las Colinas, preventing left-turn exits from the two (2) driveways, keep the left-turn in, and the Center is looking at re-striping internally. Commissioner Perry proposed studying an alternative which would consist of traffic coming down Via Las Colinas and curving to Lyndie Lane beyond the medical center. He stated there were no problems with power lines, but right-of way would have to be acquired. BACKGROUND: The City has received a request from the owners of the property located at the northwest corner of Winchester Road and Jefferson Avenue to allow an additional access to Jefferson Avenue. The proposed driveway on Jefferson Avenue is approximately 180 feet north of the existing joint use driveway at the ARCO Service Station (Exhibit "B"). Currently, during the peak hours, left-turn out of the existing ARCO driveway is very difficult. This is mainly due to the heavy southbound left-turn traffic on Jefferson Avenue at Winchester Road which often backs up to the existing driveway at ARCO. The proposed driveway will be located at the northerly end of the parking lot and will be approximately 400 feet north of the Winchester Road intersection. A driveway at this location can provide an easier left-turn movement to northbound Jefferson Avenue since the southbound traffic may not block the proposed driveway. Per Parcel Map No. 19582-2, recorded December 2, 1987, abutmrs right-of-access to Jefferson Avenue was relinquished except for a 40 foot wide driveway (Exhibit "C"). Therefore, in order to remove a portion of this restriction a City Council resolution is necessary. BACKGROUND: Staff presented a proposal to the Public/Traffic Safety Commission for modification of the existing median islands on Rancho California Road between Ynez Road and Lyndie Lane. In an effort to eliminate or minimize the number of accidents at uncontrolled median openings to the Claim Jumper Restaurant and Target Center driveways, staff recommended that these driveways be restricted to right-in and right-out only. However, this recommendation was opposed by some of the Town Center property owners and business owners indicating that the proposed access restfiction would adversely impact the businesses within the Center. The Public/Traffic Safety Commission reviewed this issue at several regular meetings and recommended that an Adhoc Committee consisting of two (2) Commissioners, Town Center representatives and City staff be formed to discuss all aspects of the proposed median modification. Two (2) Adhoc CommiUee meetings were held including an on-site meeting, and various options were discussed. These options included improvements at the existing signalized intersection of Rancho California Road and Town Center/Hope Way, installation of a traffic signal at the Target driveway instead of Via Las Colinas and extension of Via Las Colinas to the existing signalized intersection of Lyndie Lane. However, staff contended that Via Las Colinas extension would be a long term solution and a traffic signal at the Target driveway would be too close to the existing traffic signal at Town Center/Hope Way intersection. Meanwhile, the Town Center representatives retained a traffic consultant to study the overall traffic operations within the Center as well as the accesses to Rancho California Road and Ynez Road. Several improvements were identified by this study which, also included restricting the left-turn out of the driveway at the Claim Jumper Restaurant. This modification has already been completed by the Town Center. During this time, a representative of the Town Center at a City Council meeting requested that the City Council consider installation of a signal at Target driveway instead of Via Las Colinas. At that meeting two (2) Councilmembers were added to the Adhoc Committee to provide input and direction to staff. A meeting was held on November 25, 1997 and after considering all the issues involved, the following directions were given by the Committee. · The driveway at the Claim Jumper Restaurant to remain as is with the new restricted left-torn out of the center. · The signalized driveway of the Town Center/Hope Way be modified to provide two (2) outbound left-ntrn lanes and the crosswalk be relocated to the west side of the intersection. · The driveway at Target to remain the same (unrestricted) and be re-evaluated following the signal installation at Via Las Coliuas. · A traffic signal design and installation for the intersection of Rancho California Road and Via Las Colinas be initiated immediately. No olher immediate modifications were identified at this meeting, therefore the existing median configuration and driveway accesses remain the same except the left-out restriction from the Claim Jumper Restaurant driveway. The consultant is in the process of purchasing the computer system and installing the software which will control the interconnect system. ADA lmprovetnent Prqject: City Council awarded a contract to Med Craft, Inc. at the October 7 meeling t~ construct sidewalk access ramps, install new phyground equipment, and to provide a rubberized surface around existing play equipment for access by wheel chairs at Veterans Park, John Magee Park, and Ca!ie Aragon Park well as ADA improvements to Rancho Vista fields at the Rancho California Sports Park. A pre-construclion meeling is scheduled for November 20. H. WORK IN DESIGN: 1. l-l-~/Overland Drive Over Crossing Improvements: The roadway plans have been submitted and signed by Caltrans (District 8). The structural plans have already been approved and signed by Caltrans, Division of Structures. SCE is also working on the design for the relocation of the existing 115, 33, & 12 KVA overhead power lines. These lines are scheduled to be relocated concurrently with the construction of the proposed Overland Drive Over Crossing Improvements. The transmission and distribution seelions of SCE have ~nalized their alignment and the City's consultant is preparing legal descriptions and plats for the SCE easements and temporary construction easements. 2. MargSrita Community Park: The plans are presently under final review by the School District. The project improvements will include picnic areas, a tot lot area, restrooms, and open turf areas as well as widening Margarita Road adjacent to the park to ils ultimate width. Development of the two bell fields and the installalion of two lighted tennis courts and one lighted roller hockey facility will be bid as alternate items. The project will be bid once the review of the hallfield lighting by the School District is complete. 3. FY96-97 Pavement Man~ement System: The consultant has submitted a report with specific design parameters which includes methods of road repair and potential changes hi the general cross slope of road. An amendment is being processed for the consultant to parform extra field and office work to remove and reconstruct several damaged driveways along Jefferson Avenue. The consultant anticipates submitling plans within four weeks after the amendment is processed. This project will provide street rehabilitation of Jefferson Avenue from the northerly City limits to Rancho California Road. This project will also include the installation of street lighting along the entire length of the project. 4. Pavement Man~gt~ment System Up-Datp: The consultant is in the process of ~nalizing the report as well as, that portion of the report which was added recently to include 12 City owned parking lots. This project will review and update the erAsling Pavement Management System computer program which will include new streets which were added to the City's maintained system, preparing a new 5-year sweet maintenance program, and updating the computer generated City map. Winchester Read & Yn~z Read Street Widening: lhe consultant submitted the 95 % design of the proposed improvements for review by the City and Caltrans during the week of November 3. Utility Companies are also reviewing the plans to identify potenlial confficts with the proposed improvements. The scope of work includes the street widening improvements on the south side of W'~r Road between Ynez Road and Margarita Road, and the improvements on rite east side of Ynez Road between Winchester Road and Overland Drive. 6. Overland Drive Street Improvements & Marg~rita Read Street Widening: The consultant is in the process of submitling the conswuction plans of the proposed improvements on Overland Drive between Ynez Road and Margarita Road and Margarita Road from Overland Drive to Winchester Road for City review the week of November 3. Also the ulility companies have been notified to address potential conflicts or new facililies which may be proposed. 7. Winchester Creek Park: Design for the park project is substantially complete. The developer east of the park will be installing fill slopes along the easterly park boundary to meet proposed perk elevations. The developer will also install a 36" diameter storm dram pipe along the southerly park boundary to drain the proposed subdivision as well as the park. Plans for the slopas and storm drain improvements were submitted by the developer the week of November 10 for staff's review. Public bidding for the project is anticipeted to begin the first week of December. Part One crime statistics are displayed by district within the City, providing stable parameters fo~ monitoring criminal activity, and aiding in planning police resource deployment. The Police Department issued 935 traffic citations last month, which compares with 703 issued in October of 1996. The number of injury accidents decreased slightly while the number of non-injury collisions increased only slightly this month as compared to October of 1996. Temecula experienced one fatal traffic collision in October. Arrests for driving under the influence of alcohol decreased significantly from October of 1996. Robberies declined by 70% while felony assaults decreased slightly compared to one year ago. Arrests made during the month were down dramatically from the previous year's figure. Reported burglaries decreased by over 50% while grand thefts increased slightly. Auto thefts increased slightly over last year. The Police Department responded to forty-three "priority one" calls for service during the month of October, with an average response time of seven minutes. A total of 2,683 calls for police service were generated in the City of Temecula during the month. During the month of October, the Temecula Police Department's storefront served a total of 260 people. The number of citizens utilizing this facility is continually rising. Fifty-eight people were fingerprinted, twelve people made police reports and fourteen people had citations signed off. In addition, one juvenile was provided with counseling at the request of their parents. Crime Prevention Officer Lynn Fanene participated in a number of special events and community oriented programs during the month. On October 11, Officer Fanene provided a display table and police car for the Trauma Intervention Program (TIP) picnic at Sam Hick's Park. On October 15, the police department hosted the monthly California Crime Prevention Officer's Association ltmcheon at which Councilman Jeff Stone was the keynote speaker. On October 24, Officer Fanene participated in a Health and Safety Fair at Hillcrest Elementary School and also attended Pauba Elementary School's Annual Harvest Festival. Over 700 students and parents attended these two events. Officer Fanene also conducted Stranger Danger presentations to over 100 children at La Petite Academy, the Old Town Community Center and for Boy Scout Troop #169. Officer Fanene also wrote a news article for the Valley Business Joumal entitled "Preventing Arson and Vandalism." Once again, the POP Team of Deputies Jeff Kubel and Steve Mike continued training and development of the T.A.G. Program (Temecula Against Graffiti). One surveillance program was initiated and resulted in three arrests for misdemeanor violations. On October 9, the P.O.P. Team members, along with Code Enforcement and Fire Department personnel conducted the fucst ever Crime Free Multi-Housing program. The program is intended to educate apartment owners and managers on how to reduce crime on their property. The program was held in the City Council Chambers was artended by all but two of the apartment complexes in Temecula. Apartments which meet the strict guidelines are issued a certificate which can be used to show prospective tenants that they are involved in the program. On October 11, the traffic team conducted its monthly Operation ERACIT DUI checkpoint. The operation resulted in the arrest of four persons for DUI and one person for being under the influence of a controlled substance. Operation ERACIT also specifies that local businesses will be checked for compliance with sales of alcohol to underage persons laws. On October 24, the P.O.P. Team, along with agents from the Bureau of Alcoholic Beverage Control, conducted a quarterly juvenile decoy program. The team visited twenty businesses of which, six sold alcohol to the juvenile decoy. These businesses were issued citations for the violation. On October 23, Temecula Police Officers, in cooperation with the Temecula Community Partnership, participated in a Community Fortun on Drugs and Youth. Some of the topics included the use of"Gateway Drugs", how to detect drug use, the use of alcohol and its effects on youth. This continues to be a popular forum and was attended by more than 150 people. In addition, the P.O.P. Team and Crime Prevention Officer conducted a bicycle registration and child fingerprinting program prior to the forum utilizing the new Mobile Command Unit trailer. The most significant incidents to report during this period include the total loss of a manufacture homed located off Liefer Road on November 8th, and a garage fire in a single family residence on Camino Cielo Drive on November 9th resulting in $25,000 dollars in damage. Fire department personnel attended swift water rescue training in November, and we also purchased additional swift water rescue equipment. We now have Level C swift water rescue equipment at all three City fire stations. Just over 8,000 sand bags have been distributed to city residents from the three fire stations since the city first made them available in October.
