I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION MARCH 27, 1997 A regular meeting of the City of Temecula Public/Traffic Safety Commission was called to order on Thursday, March 27, 1997, 7:03 P.M., at the City Council Chambers, 43200 Business Park Drive, Temecula, California. Chairman Markham called the meeting to order. Benson, 30734 Del Re,/Road, stated street lighting and/or lighted directions are needed to locate City Hall. Commissioner Guerriero stated a letter addressed to the Public/Traffic Safety Commission with the City Hall address would reach the Commissioners. Steve Palmet, 30832 Del Rey Road, requested a stop sign at Avenida Buena Suerta and Del Rey Road as there have been two (2) accidents in two (2) years along with numerous potential ones as vehicles come around the curve at high speeds. COMMISSION CONSENT CALENDAR Minutes of February 27.1997 It was moved by Commissioner Guerriero and seconded by Commissioner Coe to approve the Minutes of February 27, 1997. Speed Limit and "Stop" Sign Installation on Via Norte and Del Rey Road Associate Engineer All Moghadam presented staff's report recommending re-affirmation of the 35 MPH speed limit on Via Norte and Del Rey Road based on the road's design speed and establishing "All-Way Stops" at Del Rey Road and Solana Way and Del Rey Road at Avenida Del Reposo due to limited sight distances. Kathy Hoagland, 40481 Calle Fiesta, Temecula, representing the Meadowview Homeowners Association, stated Avenida Buena Suerta remains an issue even though it may not meet traffic warrants. She reported four (4) homeowners have been named to consider traffic calming methods; and the Board does not believe stripping the roadway edge is viable as it gives a false sense of security because people may think it is a bike lane or a walk path. Commissioner Perry stated sight distances are adequate at 35 MPH and questioned if Meadowview residents are willing to suffer the inconvenience of stop signs to slow speeds down. Ms. Hoagland said she believes the majority of residents would not mind the inconvenience. Commissioner Guerriero said he is interested in being involved in an ad hoc committee to develop traffic calming methods; and applauded staff's idea of a Neighborhood Traffic Watch Program and is also interested in being involved in its establishment. It was moved by Commissioner Guerriero, seconded by Commissioner Coe, to recommend the City Council adopt an ordinance re-affirming the 35 MPH speed limit on Via Norte and Del Rey Road and to recommend the City Council adopt a resolution establishing an "All Way Stop" at the intersections of Del Rey Road at Solana Way and Del Rey Road at Avenida Del Reposo. Staff proposes conducting a study for alternatives --i.e., flashing yellow lights, crosswalk with guard -- after school opens in July 1997. PUBLIC/TRAFFIC SAFETY COMMISSION MARCH 27.1997 Brian Baber, 31677 Corte Padrera, expressed his concern that children attending Vintage Hills Elementary School will cross Rancho Vista Road at Camino Romo instead of going to Meadows Parkway where there is a 4-way stop. He would like to have a demand traffic signal and crosswalk at Rancho Vista Road and Camino Romo. Commissioner Guerriero mentioned the Temecula Valley Unified School District (TVUSD) is considering a "fee" busing program; and is considering a crossing guard at Meadows Parkway. In his opinion, a crosswalk at Camino Romo would create a dangerous situation. Robert Brand, 31605 Corte Padrera, asked about other alternatives to make certain the children can cross Rancho Vista Road safely. Commissioner Guerriero mentioned the possibility of signage notifying drivers they are approaching a school zone or stating children present and asked staff to investigate Section 21372 of the Vehicle Code; another possibility might be a flashing yellow light. He will contact TVUSD next week regarding their Safe Route to School Program for this area. Nell Stone, 31786 Corte Padrera, expressed his support for a crosswalk/traffic signal at Rancho Vista Road and Camino Romo. Judy Baber, 31677 Corte Padrera, stated her main objective is to have a safe place and a safe way for the children to cross Rancho Vista Road. It was moved by Commissioner Coe, seconded by Commissioner Guerriero, to table the item until the April 24, 1997 meeting while staff reviews Section 21372 of the Vehicle Code and/or considers other alternatives; and Commissioner Guerriero pursues a meeting with the School District. It was moved by Commissioner Coe to recommend the City Council adopt an ordinance establishing a 30 MPH speed limit on Corte Cantera. The motion died for lack of a second. It was moved by Commissioner Perry, seconded by Commissioner Guerriero, not to place any speed limit signs in this area as all criteria for the 25 MPH prima facie speed limit is met except for road width. Associate Engineer All Moghadam presented staff's recommendation to establish a 35 MPH speed limit on Cabrillo Avenue between Vallejo Avenue and Jedediah Smith Road based on the results of an engineering and traffic study. It was moved by Commissioner Guerriero, seconded by Commissioner Coe, to recommend the City Council adopt an ordinance establishing a 35 MPH speed limit on Cabrillo Avenue between Vallejo Avenue and Jedediah Smith Road. Wayne Hall, 42131 Agena, shared his experiences with the unloading of vehicles on Ynez Road in the early morning hours near the Ford dealership. It was moved by Commissioner Coe, and seconded by Commissioner Guerriero, to recommend the City Council adopt a resolution re-affirming the 45 MPH speed limit on Ynez Road between Rancho California Road and Winchester Road. The motion carried as follows: AYES: 4 COMMISSIONERS: Coe, Guerriero, Perry, Markham NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Johnson On-Street Parking - Citywide (Discussion Item) Associate Engineer All Moghadam presented maps of existing parking restrictions and bike lanes in Temecula. Bill Dendy, 41975 Winchester Road, developer of the Westside Business Center, stated his CC&Rs contain a "no parking" clause for Winchester Road. He mentioned seeing trucks parked for two to three days on Winchester Road, and when he tells the drivers about Temecula's no truck parking ordinance, he is told the fine is cheaper than a motel room. Mr. Dendy offered to pay for the installation of "No Parking" signs. Sergeant Crisp reported four (4) violations for truck parking have been issued in the last 60 days. Commissioner Guerriero suggested white curbs for unloading zones and "No Parking" signs. Chairman Markham asked staff to develop a uniform policy for the circulation streets -- i,e, no parking by exception or parking by exception -- and for loading/stopping zones. PUBLIC/TRAFFIC SAFETY COMMISSION MARCH 27. 1997 Commissioner Guerriero suggested getting policies on this matter to review from San Diego, Riverside and Rancho Cucamonga, and to determine any direction provided by the Traffic Engineer's manual. Chairman Markham requested staff provide an overlay of bike path locations; and to show Winchester Road, west of Diaz Road on the map. It was moved by Commissioner Perry, seconded by Commissioner Guerriero, to have the matter returned as an action item on the April 24, 1997 meeting to give staff an opportunity to obtain other city's ordinances and to develop map/overlays. The motion carried as follows: AYES: 4 COMMISSIONERS: Coe, Guerriero, Perry, Markham NOES: 0 COMMISSIONERS: None ABSENT: 1 COMMISSIONERS: Johnson TRAFFIC ENGINEER'S REPORT Mr. Moghadam reported on the following concerns raised at the February 27, 1997 meeting: Rainbow Canyon Road Resurfacing - Presently scheduled for 1999. A consultant has been hired to study paving prioritizing and Rainbow Canyon Road will probably be rescheduled for an earlier date. Photo Enforcement - He talked to the City of Poway's traffic engineer who stated photo enforcement has been effective. The manufacturer receives a percentage of the fines rather than an up-front charge. Many of the pictures do not clearly identify the driver and therefore a citation cannot be issued. Neighborhood Watch Program - The Police Department has an individual assigned to this program who can be invited to make a presentation to the Commission. Commissioner Guerriero asked that both the Neighborhood Watch and Gang Intervention officers be invited to make presentations. Rancho California Road East of Ynez Road - A median closure and no parking recommendation will be on the April 24, 1997 agenda. Steve Sanders ADpreciation Pla~lue - To be presented at the April 8, 1997 City Council meeting. Chairman Markham asked about the Capital Improvement Project list. Mr. Moghadam stated Don Spagnolo, who supervises the Capital Improvement Projects, will be invited to attend a Commission meeting to answer questions about the FY97-98 CIP, currently being developed. PUBLIC/TRAFFIC SAFETY COMMISSION MARCH 27, 1997 Commissioner Guerriero expressed his continuing concern about the entrance to Oscar's Restaurant and the need to either red curb or make a right-hand turn into their parking lot. Mr. Moghadam stated that issue will be on the April 24, 1997 agenda. POLICE CHIEF'S REPORT Sergeant Rodney Crisp reported the Police Department received a grant to purchase four (4) radar units for the traffic units and another radar trailer has been ordered. There were six (6} fatalities in Temecula last year and the City's traffic officers will be in court for the next several weeks as the cases come to trial. Commissioner Guerriero mentioned noticing several cars for sale being parked on corners. Sergeant Crisp stated quite a few citations for this have been issued recently. FIRE CHIEF'S REPORT Battalion Chief John Winder reported several fire department personnel have received Heavy Rescue Systems II training, which involves techniques for rescuing victims from collapsed areas. Additional equipment for this work is needed which should cost under $20,000, and additional training at about $5,000 to 7,000. Commissioner Coe asked if a safety exposition is planned for this year. Chief Winder stated one is being planned for 1997 and it is hoped it will become an annual event. Commissioner Guerriero inquired about a multi-agency training session. Chief Winder reported one is planned for May 8, 1997 at the Community Recreation Center. COMMISSION DISCUSSION Commissioner Perry asked if there are plans to correct the sight restriction created by a pile of dirt at North General Kearney and Margarita Road. Mr. Moghadam replied the proposed mall development, will widen Margarita Road which should take care of the problem. Commissioner Guerriero inquired into the progress of developing an ordinance for false alarms. Chief Winder stated there is nothing to report at this time. Commissioner Guerriero discussed the need for an ordinance on tow trucks. Sergeant Crisp stated he has not noticed any problem and an ordinance is probably premature at this time. Commissioner Guerriero asked if there is an emergency evacuation route plan in place and if not, the Commission should look at evacuation routes. Sergeant Crisp stated he was unaware of an official plan, but believes one could be implemented fairly quickly. Commissioner Coe stated since the City owns the duck pond, it should be possible to widen Ynez Road to facilitate right-hand turns off of Ynez Road heading east of Rancho California Road. Mr. Moghadam replied that issue will be discussed at the April 24, 1997 meeting. 7 R:%traffic%cornrnissn\97~,032787 .rain/lip PUBLIC/TRAFFIC SAFETY COMMISSION MARCH 27, 1997 Commissioner Coe asked about placing dot delineators for the two left-turn lanes on southbound Front Street at Rancho California Road. He has noticed motorists in the number two lane going straight rather than turning left. The delineators might alert motorists of the correct driving pattern. Mr. Moghadam replied this can be done. Commissioner Coe mentioned there appears to be sufficient space on southbound Front Street approaching Rancho California Road to begin lane stripping a little sooner to allow motorists time to get into the appropriate lane. Chairman Markham reported on March 18, 1997, the City Council approved an amendment to the contract which includes the design for widening of 1,100 feet of Ynez Road, south of Rancho California Road. Chairman Markham inquired about the status of projects developed at the February 13, 1997 workshop. Mr. Moghadam stated the projects are being categorized and should be ready for the April 24, 1997 meeting. Chairman Markham asked about the progress of the Capital Improvement Plan being on the Commission's agenda for input before it is approved. Mr. Moghadam replied the matter is being discussed. Chairman Markham mentioned development of an ordinance regarding traffic control, fire suppression and overall safety at special events. Commissioner Guerriero said he has spoken to Councilmember Roberts who is considering the issue. Chairman Markham inquired about a Traffic Calming Workshop at a future meeting. He asked staff to schedule an ad hoc committee meeting regarding traffic calming methods for Meadowview, that he and Commissioner Guerriero will attend. Commissioner Guerriero requested blowup photos of possible solutions. Chairman Markham inquired if the Commissioners had received the Sunnyvale Conference package and material for the joint workshop with Murrieta and Temecula Councilmembers and Commissioners. It was moved by Commissioner Coe and seconded by Commissioner Guerriero to adjourn the meeting at 9:05 P.M. The motion was unanimously carried. BACKGROUND: The Public/Traffic Safety Commission reviewed a request for installation of a pedestrian activated traffic signal on Raneho Vista Road at Camino Romo on March 27, 1997. This request was submitted by parents who were concerned over the safety of their children crossing Rancho Vista Road to get to Vintage Hills Elementary School and Temecula Middle School. This item was tabled to allow time to contact the Temeeula Valley Unified School District (TVUSD) for their input and to consider other alternatives. Since the minimum requirements for installation of a school crossing traffic signal were not met for this location, staff recommended that this request be denied. Other alternatives such as flashing beacons and adult crossing guard were also considered; however, since this intersection has not been identified as a crossing location on the "Suggested Route To School", installation of flashing beacons and adult crossing guard is not warranted. Staff also analyzed feasibility of establishing a safe crossing location on Rancho Vista Road in the vicinity. However, due to the roadway alignment, relatively high vehicular speed, roadway width, limited visibility and lack of sidewalk on the south side of Rancho Vista Road west of Camino Romo, it is recommended that all students be encouraged to cross Rancho Vista Road at Meadows Parkway which is currently controlled by an "All-Way Stop". This intersection is identified as a crossing location on the "Suggested Route to School". Per the Commissioners' direction, staff has reviewed Section 21372 of the California Vehicle Cede and the Caltrans Traffic Manual to determine if other traffic control devices are appropriate for this area, Since neither Vintage Hills Elementary School nor Temecnia Middle School directly from Rancho Vista Road, warning signs such as "School - Speed Limit 25 MPH - When Children Present" can not be justified in the area. BACKGROUND: The City received a request from the Temecula Stage Stop to consider installation of various traffic control devices in the Old Town Temecula area. A copy of this request is attached as Exhibit "B". These items are as follows: Request for crosswalk and flashing yellow light (Front Street at Sixth Street). This item was reviewed by the Public/Traffic Safety as part of the request for installation of an "AH-Way Stop' at this intersection. The Public/Traffic Safety Commission approved the installation of "Stop" signs on Front Street at Sixth Street and denied the request for instalia~on of a crosswalk and flashing beacons. There have been no reported pedestrian accidents at this intersection and the speed limit is posted at 25 MPH. The requested crosswalk and flashing beacons will not enhance the safety of pedestrians at this intersection, therefore, this request should be denied. Bus signage and directional flow. After reviewing this item with the City' s Planning Department, it was determined that off-site signs are not penaiRed per Old Town Specific Plan or other city ordinances. ATM parking on Front Street. A limited time parking can be established in front of the ATM on Front Street. Onestreet parking for trolley, taxi service and RTA. BACKGROUND: At lhe March 27, 1997 Public/Traffic Safety Commission meeting, the CommL~ion reviewed a discussion item regarding plirkin~ restrictions on major circulation streets within the City. Exhibit 'A" depicts the exisiln~ 'No Parking" zones, "No Parking/Bike lane,' and bike pals along circulation streets and within the City. S~ff has reviewed the parking situation and recommends that parldng be restricted on the following circulation streets. It should be noted that segments of these roadways are not improved to the ultimate width and will not be posted at this time. · Rancho California Road from Ynez Road to Moraga Road and from Margarita Road to east City limits. · Winchester Road from Jefferson Avenue to its westfly end. · Pala Road from SR 79(3) to Wolff Valley Road · Santiago Road from Front Street to Ynez Road · Pauba Road from Ynez Road to Butterfield Stage Road · Rancho Vista Road from Ynez Road to Butter Field Stage Road Pe~ Commissioners' direction, staff contacted several Cities inquiring about their parking restriction policy. The City of Rancho Cucamonga has established "No Parl~ng~ in only one (1) entire indusU~al development and one (1) major arterial. All other parking restrictions have been on a case by case basis. The Cities of Riverside, San Diego and San Marcos also consider parking restrictions on a case by case basis. Se~ion 22512 of California Vehide Code stales that servi~e vehicles, whether private or public, are exempt from parldr~_ reslrictions when the vehicle is engaged in authorized work and warning devices are displayed. Therefore, the proposed parking restrictions, with or without marked bike lanes, should not affect the maintenance vehicles. A total of 23 accidents were reported in 1996 o~ Rancho California Road between Ynez Road and Via Las Colinas at these driveways. It should be noted that the intersection of Rancho California Road and Vial I,as Colina~ is scheduled for sigDaliTation in FIscal Year 1996/1997 which will provide a safe access to Town Center. By eliminating left- turn movements at these driveways Ihe existing striped right-turn only lanes to Town Center can be utilized as a through lane which will increase the capacity and safety of this arterial roadway. This item will be presented as an action item and all affected property owners and businesses will be invited to participate in the discussions at a future Publie/Traffic Safety Commission meeting. S~veral potential projects were identified by the Commissioners for consideration and funare implementation. Staff has divided these projects into four (4) categories. ITEM NO. 7 TRAFFIC ENGINEER'S REPORT CAPITAL IMPROVEMENT PROJECTS Monthly Activity Report APIHI, 1997 Submitted by: Joseph Kicak Prepared by: Don Spagnolo Date: April 22, 1997 I. WORK UNDER CONSTRUCTION: 1.1-15/Winche~ter Road Interchange Modifications: The contractor has placed concrete curb and gutter, sidewalk, and a barrier rail along the south side of the bridge. The contractor will be conducting the following work during the last two weeks of April: Relocating the traffic signal located on the westside of the bridge, installing an irrigation system for the new landscaping, plac'mg a concrete sidewalk on the easterly and westerly sides of the bridge, and placing concrete on the slope beneath the westerly bridge support. The completion date for the project is September 1997. 2. Fire Station The contractor is scheduled to complete the remaining minor items of work in the next two weeks. It was recen~y determined that the water main pressure in Pauba Road is not sufficient to serve the building fire and water systems. The design of a booster pump system is presently being expedited and the system should be installed soon. This system, once completed, will provide sufficient pressure for both the fire and domestic system. 3. Walcott Corridor: The contractor is currently fine grading the slope and parkways along with installing the remaining V-ditches. The contractor is scheduled to complete the signing and striping by the end of April. The entire project should be completed including hydro seeding of the slopes in May 1997. 4. Traffic Signal at Route 79S and Marg~rita Road/Redhawk Parkway: The traffic signal has been installed and is currently operating on flashing red, since the existing striping does not align with the signal heads. The contractor for the assessment district's road work has scheduled the paving work to begin during the middle of April. This is anticipated to take approximately 2-1/2 weeks. Upon completion of this work and the re-striping of the intersection, the traffic signal will be put into full operation. 5. City-Wide Traffic Control Device Inventory: Office of Traffic Safety (OTS) has accepted the project and final report. This project has been completed and the City will be reimbursed $40,000. 6. City Maintenance Facility: The project is substantially complete except for some minor items of work. The Maintenance Department is anticipating moving into the new facility before the grand opening ceremonies which is scheduled for mid-May. 7. Acoustic Panels at the CRC Gym: Due to the delivery of the wall acoustical panels, the project has been split up into two phases. Phase I will include the installation of the ceiling acoustical panels and the wall pads. Phase II Monthly Activity Report April 22, 1997 Page 2 will be the remaining work which is the wall acoustical panels installation. The contractor started Phase I on March 3 1 and will complete this phase by April 11. Phase II is scheduled to start on May 12 and end by May 16. All scheduling has been coordinated with the Community Service Department. This project includes installation of acoustical panels on the walls and on the ceiling in the baskethall gym at the Community Recreation Center. Also, additional protection pads will be placed at both ends of the basketball court to provide a cushion for the ball players. 8. FY95-96 Pavement Man31ement System: A preconstruction meeting is scheduled for April 23. Construction is anticipates to start in May. This project includes pavement reconstruction and overlays on Rancho Vista Road, Solana Way, and La Serena Way. 9. 6th Street: Construction of the boardwalk will be completed within the next two weeks as well as the reswoom building roof and siding. Also, the on-site planter boxes and curbs will be placed and the driveway approach along Mercedes Street will be poured and the site will be cut to grade for paving. Project completion is anticipated in May. H. BID 1. Traffic Sigllal at SR-79S and Bedford Court: The City Council has approved solicitation of bids for construction of this project. This project will be out to bid during the week of April 14. This project includes construction of a interim 3- way traffic signal with a construction time of 90 days. 2. City Wide Intelligent Traffic Manp. gement System aTM,gl: Plans and specifications for Phase II of this project have been completed and this project is scheduled for April 22, 1997 City Council meeting to request approval for solicitation of construction bids. This is a federally funded project which is being administered by Caltrans. Caltrans issued the necessary permits for work within their fight-of-way. HI. WORK IN DESIGN: 1.1-15/Rancho California Road Interchange Modifications: Roadway plans were resubmitted to Caltrans (District 8) during the week of April 1, for final approval. Relocation of GTE facilities is required and an agreement between the City and GTE will be considered by the City Council for the relocation. The project will be bid as soon as Caltrans approves and signs the plans. This project includes widening the Raneho California Bridge and providing a northbound loop on-ramp. Monthly Activity Report April 22, 1997 Page 3 2. 1-15/Overland Drive Overcrossing lnlprovements: Caltrans (District 8) returned plan check comments m the consultant during the first week of March and the consultant will resubmit roadway plans during the month of April. The structural plans were approved and signed by Calltans Division of Structures. SCE will relocate the existing 115, 33, & 12 KVA overhead power lines prior to the construction of the proposed Overland Drive Overcrossing Improvements. 3. Marg,qrita Community Park: Several components of the project are still under design including the roller hockey rink. Specific design elements of the rink are still being developed. Once these are completed the project will be put out for public bid. The project includes picnic areas, a tot play area, restroom facilities, and open tuff areas. The development of the two ball fields on the school district property will include two lighted tennis courts, and one lighted hockey facility and will be an add-alternate bid item. 4. Traffic Signal at Margarita Road & Solann Way: The design has been completed for the existing intersection improvements, which will utilize existing equipment that is stored in the city yard. However, this signal is also part of improvements that are required by both the proposed development of the northeast corner and the mall project. Construction will depend on the timing of these projects. 5. FY96-97 Pavement Management System: The consultant has begun the preparation of the plans by assembling the preliminary dam on sheets for the street design for this project. This project will provide street rehabilitation of Jefferson Avenue from the northerly City limits to Rancho California Road. 6. Pavement Management System Up-Date: The consultant has begun comp'Ring the existing data for this project. This project will review and update the existing Pavement Management System which will include new streets which were added to the City' s maintained system, preparing a new 5-year sweet maintenance program, and updating the computer generated City map. 7. Winchester Road & Ynez Road Street Widening: This project is Project I of the City's portion of the development agreement by and between the City and Forest City Development California, Inc. The City is currently developing a Request for Proposal for the design of the street widening improvements on the south side of Winchester Road between Ynez Road and Margarita Road and for the improvements on the east side of Ynez Road between Winchester Road and Overland Drive. 8. Part One crime statistics are displayed by district within the City, providing stable parameters for monitoring criminal activity, and aiding in planning police resource deployment. The Police Department issued 411 traffic citations last month, which compares with 270 issued in March of 1996. The number of non-injury traffic collisions remained consistent with that reported last year, with both injury and non-injury collisions showing modest increases. Temecula experienced no fatal traffic collisions in March. Arrests for driving under the influence of alcohol increased from March of 1996. Reported burglaries increased significantly, while reported grand theft, felony assaults, robberies and auto thefts decreased. Arrests made during the month totaled 136, which represents a slight decrease from the previous year' s figure. The Police Department responded to thirty "priority one" calls for service during the month of March, with an average response time of slightly under seven minutes. A total of 2,342 calls for police service were generated in the City of Temecula during the month. Temecula's school resource officers made one felony arrest and two misdemeanor arrests in March. They had numerous scheduled and self-initiated contacts concerning student behavior and conduct, and submitted over twenty reports that otherwise would have been assigned to patrol personnel. Officer Ted Taylor, forme~y assigned to Temecula Valley High School, was assigned to patrol, and Officer Gerardo Barba assigned to the High School in his place. Activity levels fell this month. This was due to the high school being off track for part of the month and also due to Elementary school POLICE DEPARTMENT ACTIVITY March, 1997 resource officer Glenn Scott's absence and surgery following an on duty injury. (Officer Scott will be encouraged to use greater caution in the future when challenging those thirty years his junior to soccer matches.) With School District personnel, school resource officers attended a two day conference offered by the Southem Califomia Juvenile Officers' Association at which they received training in school law, child abuse and use of the Internet for criminal activity. The Temecula Police Department' s crime prevention officer conducted forty nine business checks last month. One article titled, "Reducing the Risk of Car Jacking" was written for the April edition of the Valley Business Joumal. The crime prevention officer assisted in preparing the Police Department's first satellite office for opening, scheduled for April. He also completed and submitted twelve police reports which otherwise would have required response from a patrol officer. Temecula's Problem Oriented Policing (POP) Teams, working in concert with the Traffic Team and State ABC investigators, initiated a program to address alcohol-related incidents at various locations in the City. They also initiated a program intended to focus on a recent rise in graffiti in the City's parks, and completed a bicycle registration program in conjunction with the Temecula Boys' and Girls' Club. Volunteers from the community continue to be an integral part of the Temecula Police Department's statf. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's volunteer staff contributed 460 hours of sereice in March. The 1997 fire season was officially declared open on Monday, 04/21/97, due to early rains, followed by extremely dry periods which caused the vegetation to begin its curing process earlier than anticipated. There were no news worthy incidents to report and all other incidents were generally routine in nature.
