I MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA PUBLIC/TRAFFIC SAFETY COMMISSION FEBRUARY 27, 1997 A regular meeting of the City of Temecula Public/Traffic Commission was called to order on Thursday, February 27, 1997, 7:02 p.m., at the City Hall Council Chambers, 43200 Business Park Drive, Temecula, California. Chairman Markham called the meeting to order. PRESENT: COMMISSIONERS: Coe, Guerriero, Johnson, Perry, Markham ABSENT: COMMISSIONERS: Also present were Public Works Associate Engineer All Moghadam, Police Sergeant Rodney Crisp, Battalion Chief John Winder, Administrative Secretary Anita Pyle. Chairman Markham called for non-agenda items at 7:05 p.m. Frank Klein, 30180 Santiago Road, spoke regarding dirt road pollution and new requirements for dust control. Chairman Markham, thanked Mr. Bill Benson for the letter he wrote to the editor of the Californian Newspaper thanking the Public/Traffic Safety Commission for a job well done. COMMISSION CONSENT CALENDAR 1. Minutes of January 23. 1997 and February 13. 1997 WorkshoD 1.1 It was moved by Commissioner Perry and seconded by Commissioner Guerriero to approve the minutes of January 23, 1997, as corrected on Page 1, Item 2, Paragraph 2. The motion carried as follows: AYES: NOES: ABSENT: 5 COMMISSIONERS: 0 COMMISSIONERS: 0 COMMISSIONERS: Guerriero, Johnson, Perry, Coe, Markham None None PUBLIC/TRAFFIC SAFETY COMMISSION FEBRUARY 27.1997 COMMISSION BUSINESS Speed Limit - Jefferson Avenue from Winchester Road to North City Limits Associate Engineer All Moghadam presented staff's recommendation to re-affirm the existing speed limit of 50 MPH on Jefferson Avenue from Winchester Road to North City limits. After a brief discussion, it was moved by Commissioner Johnson, seconded by Commissioner Perry to recommend that the City Council adopt a resolution re-affirming the speed limit on Jefferson Avenue from Winchester Road to North City limits. This item was pulled from the City Council consent calendar and returned to the Commission for further review and recommendation. It was moved by Commissioner Perry, seconded by Commissioner Guerriero to approve previous recommendation for "No Parking" zones on Rancho California Road in front of the Post Office and at Meadows Parkway. The motion carried as follows: AYES: 5 COMMISSIONERS: Guerriero, Johnson, Perry, Coe, Markham NOES: 0 COMMISSIONERS: None ABSENT: 0 COMMISSIONERS: None All-Way "Stop" - Pala Road at Rainbow Canyon Road Associate Engineer All Moghadam presented staff's recommendation to deny the request for an All-Way "Stop" at the intersection of Pala Road at Rainbow Canyon Road. He stated the existing traffic volumes does satisfy the minimum traffic volumes as outlined in the California Department of Transportation Traffic Manual. However, installation of stops at this intersection could adversely affect the overall traffic flow in the area and should be denied. Commission inquired if this intersection could be moved from number 6 priority to number 1 priority on the Traffic Signal Priority list. PUBLIC/TRAFFIC SAFETY COMMISSION FEBRUARY 27. 1997 It was moved by Commissioner Perry and seconded by Commissioner Guerriero to deny the request for installation of an All-Way "Stop" at the intersection of Pala Road at Rainbow Canyon Road; and to place this intersection as number 1 priority location on the Traffic Signal Priority list. The motion carried as follows: AYES: 5 COMMISSIONERS: NOES: 0 COMMISSIONERS: ABSENT: 0 COMMISSIONERS: Guerriero, Johnson, Perry, Coe, Markham None None TRAFFIC ENGINEER'S REPORT Mr. Moghadam reported on the following: Signal at Rancho California Road/Cosmic Drive - The timing had been corrected. Signs at Tower Plaza - The property manager for the Tower Plaza had removed the "Stop" signs at the Tower Plaza and Ynez Road intersection. Traffic Signal Priority List - Mr. Moghadam presented the Traffic Signal Priority List to the Commissioners for their review and comment. Hwy 79(S)at Bedford Court - Interim Traffic Signal - Have received Caltrans approvals and will be going to City Council on March 18, 1997 for approval to solicit for public construction bids. Commission Perry inquired as to the project completion date for the Winchester Road Bridge Improvements. Stating the construction signs state September 1997 but the project appears to be progressing to an earlier completion. Mr. Moghadam responded that the completion should be in June 1997. Commissioner Johnson inquired to the status of the traffic study on Del Rey Road/Via Norte/Del Reposo. Mr. Moghadam responded that data collection has been delayed due to the Slurry Seal project but should proceed and brought to the Commission for the meeting in March. POLICE CHIEF'S REPORT Commissioner Guerriero expressed concern for excessive truck traffic speeds for east and west bound Rancho California Road. Sergeant Crisp responded that they will look into Commissioner Guerriero's concern and install radar trailer. Commissioner Johnson commented that traffic seems to be slower and more cautious on Oel Rey Road and Via Norte. PUBLIC/TRAFFIC SAFETY COMMISSION FEBRUARY 27, 1997 Commissioner Guerriero inquired if there was a way to tract the number of false alarms that Sheriff's respond to and a breakdown of costs involved with responding to false alarms also, the possibility of implementing a fine for excessive false alarms. Sergeant Crisp replied that he would look into it. Commissioner Perry stated he would like to see sample ordinances from other cities agendized for a future Commission meeting for review and discussion. FIRE CHIEF'S REPORT Chief Winder reported the purchase of a second Cairns Iris helmet, which should be available for use in six to eight weeks. Chief Winder reported looking into the possibility of another fire station located on Hwy. 79(S) in Redhawk or further east toward Anza. COMMISSION DISCUSSION Commissioner Johnson complimented the Police Department for the year end report. He also stated vehicles have slowed down on Calle Pina Colada. Mr. Johnson also requested an excused absence for the March 27, 1997 meeting. Commissioner Guerriero, complimented Police and Fire Departments for their assistance at the Rod Run. He also stated an overall safety ordinance need be drafted for guidance for special events for traffic control, fire suppression and overall safety. Commissioner Johnson recommended an open public workshop to discuss the guidelines for special events. Commissioner Coe inquired as to Rainbow Canyon Road would be repaved from Pala Road to the City limits. Mr. Moghadam responded that he would look into it. Chairman Markham commented on the City's Public Opinion Survey which was presented to the City Council at the February 25, 1997 meeting, thanking Police and Fire for a job well done and stating there is a lot of work to be done for traffic. Chairman Markham inquired regarding the possibility Traffic Calming Workshop, to look at alternatives to stop signs as traffic calming methods. Chairman Larry Markham Secretary 5 R:~traffic\commiaen\minutes~97~022797 .min/ajp ITEM NO. 2 AGENDA REPORT TO: FROM: DATE: SUBJECT: Public/Traffic Safety Commission Ali Moghadam, Associate EngineerS') March 27, 1997 Item 2 Speed Limit and "Stop" Sign Installation on Via Norte and Del Rey Road RECOMMENDATION: That the Public/Traffic Safety Commission recommend that: 1) The City Council adopt an ordinance re-affirming the 35 mph speed limit on Via Norte and Del Rey Road. 1) The City Council adopt a resolution establishing an "All-Way Stop" at the intersections of: a. Del Rey Road at Solam Way b. Del Rey Road at Avenida Del Repeso BACKGROUND: At the January 23, 1997, Public/Traffic Safety Commission meeting, the Commission reviewed a request from the residents of Meadowview to lower the speed limit on Via Norte & Del Rey Road. At that meeting, several Meadowview residents also requested "All-Way Stop" installation at nine (9) intersections on Via Norte & Del Rey Road in order to reduce the vehicular speed. However, since the request for "Stop" signs was not received in time to be included in the January agenda, the commission tabled lhis item and directed the staff to stady the request for ingallation of "Stop" signs and to conduct a speed study for a period covering at least a weekAay and a weekend. Due to the roadwork and pavement maintenance in the area, accurate data could not be obtained to analyze this request for the February Publie/Traffic Safety Commission meeting, and this item was postponed to the March, 1997 meeting. A new speed survey and volume counts were conducted for this area and the following is a brief summary of staff's analysis: The speed data on Via Norte north of Kahwea Road was obtained from March 6, 1997, to March 10, 1997. This data contains both weekday and weekend speed measurements. The speed data on Via Norm north of Kahwea indicates an 851h percentlie speed of 48 mph. According to requirements of the California Vehicle Code (CVC) and the Caln:ans Traffic Manual, the speed limit should be posted at the first 5 mph increment below the 851h percentile speed which in this case would be 45 mph. The 851h pereentile speed on Del Rey Road was 43 mph which coincides with a 40 mph speed limit. Staff has currently justified a speed limit of 35 mph for both Via None and Del Rey Road based on the design speed on these roadways. It is staffs opinion that this is a safe and reasonable speed limit for these roadways and a lower speed limit could not be justified. Detailed speed data is attached as Exhibit "B" . Staff has also investigated feasibility of "All-Way Stop" installation considering the volume data, accident records and sight distance at the following intersections. 1. Del Rey Road at Avenida Verde Avenida Verde is a relatively short cut-de-sac; however, since the Meadowview Clubhouse is located on this street, volume counts were collected at this intersection. This intersection does not satisfy the warrant requirements for installation of an "All-Way Stop" due to low traffic volumes (Exhibit "C"). Also, no accidents have been reported at this intersection from January 1, 1996, to December 31, 1996. The sight distance at this intersection is adequate; however, two (2) large eucalyptus trees at the northeast corner of this intersection should be removed to further improve the sight distance at this location. An "All-Way Stop" installation is not reeonunended at this intersection. 2. Del Rey Road at Solana Way This intersection does not meet the minimum volume or accident warrants for an "All-Way Stop" installation; however, the sight distance at this intersection is limited. The sight restriction at this location earrot be improved by removing obstructions such as trees and bushes. This visibility limitation is due to the geometric design of the roadway which includes horizontal and vertical curves on Del Rey Read near Solarm Way. Therefore, installation of a "All-Way Stop" at this intersection is recommended due to the restricted sight distance. 3. Del Rey Road at Avertida Buena Suetie This intersection does not satisfy the warrant requirements for installation of an "All-Way Stop" due to low traffic volumes and two (2) reported accidents in a one (1) year period. Since the sight distance is adequate at this intersection, an "All-Way Stop" installation is not recommended at this location. 4. Del Rey Read at Avenida Del Reposo This intersection is similar to the intersection of Del Rey Road and Solana Way. Although the minimum volume and accident warrants are not met at this intersection, due to sight distance restriction caused by the roadway alignment, an "All-Way Stop" installation is recommended. 5. Del Rey Road at Via Norte Per direction of the City Council, an "All-Way Stop" has been established at this intersection. 6. Via Norte at Calle Pina Colada An "All-Way Stop" has also been established at this intersection. 7. Via Norte at Carmelita Circle (east) This intersection is curren~y controlled with a "Stop" sign on Carmelita Circle only. The minimum warrants for installation of an "All-Way Stop" were not met at this intersection. Traffic volumes are low and no accidents have been reported at this location within a one (1) year period. Sight distance is adequate and it can be further improved by removal of a tree in the adjacent property. An "All-Way Stop" installalion is not recommended at this intersection. 8. Via None and Kahwea Road This interseelion is controlled with a "Stop" sign on Kahwea Road only. The sight distance is adequate, traffic volumes are very low and no accidents have been reported at this intersection witl~in a one (1) year period. Therefore, an "All-Way Stop" installation is not recommended at this intersection. 9. Via None at Avertida Centenario This intersection is also controlled with a "Stop" sign on Avenida Centenario only. No accidents have been reported at this intersection within a one (1) year period. Traffic volumes are low and sight distance is adequate. Since this intersection does not meet the minimum warrant requirements, an "All-Way Stop" installation is not recommended. Summary: Since a lower speed limit cannotbe justified, the existing 35 mph speed limit on Via None and Del Rey Road should be maintained and enforced as necessary. The Radar Trailer should be utilized in this area and be emphasized by enforcement. Although none of the nine (9) intersections analyzed met the Caltrans warrants for installation of an "All-Way Stop", due to ~ sight distance considerations, "All-Way Stops" should be installed on Del Rey Road at Solana Way and on Del Rey Road at Avenida Del Repose. Non-reflective white markers (Bots Dots) should not be installed in advance of the proposed stop signs as suggested, since they could pose a hazard to motorcyclists and create unnecessary noise. Staff has also considered other traffic calming measures for this area. Staff still believes that an edgeline striping on Via Norte and Del Rey Road, would create an image of a nerrower roadway and could result in a lower average speed. Also, the area residents who have volunteered to help the City staff to improve the traffic safety in Meadowview, could be utilized to follow up on removal of trees and shrubs which obstruct the sight distance at various intersections and to form a Neighborhood Traffic Watch Program. BACKGROUND: The City received a request to install a crosswalk and a traffic signal at the above referenced location to aid the students who will attend the Vintage Hills Elementary School, currently under construction, and the existing Temeeula Middle School. Exhibit "A" depicts the schools and traffic signal locations. Staff has conducted a school crossing traffic signal warrant analysis for this intersection. Based on the existing vehicular volumes on Rancho Vista Road, this intersection does not satisfy the warrant requirements for installation of a traffic signal. Exhibit "B" entails the minimum pedestrian and vehicular volume requirements. It should be noted that since the Vintage Hills Elementary School will not open until July 1, 1997, an anticipated pedestrian volume was used for the purpose of this study. This information has been provided by the Temecula Valley Unified School District. Currently, the intersection of Meadows Parkway and Rancho Vista Road is controlled by a "4-Way Stop" which provides a safe crossing for pedestrians. However, this intersection is approximately 700 feet from the requested signal location and some students may not utilize the existing controlled intersection of Meadows Parkway and Rancho Vista Road and choose to cross Raneho Vista Road at Camino Romo. If this situation proves to be the case, when the Vintage Hills Elementary School opens in July 1997, staff can conduct an actual pedestrian count and a warrant study for a crosswalk with an adult crossing guard and flashing yellow beacons. BACKGROUND: The City received a call from a concerned resident regarding vehicular speeding on Corte Cantera requesling installation of speed limit signs and enforcement on litis street. Staff has reviewed this situation and determined that Corte Cantera does not salisfy the California Vehicle Code (CVC) requirements for a 25 mph prima facie speed limit. Therefore, as required by CVC, an engineering and traffic survey was conducted for Corte Cantera on April 5, 1997. The 851h pereen~le speed on ibis street was 35 mph and no aeeiden~ have been reported on this street within a one (1) year period. Based on this data, staff recommends a 30 mph speed limit on Corte Cantera. Upon approval by the City Council, speed limit signs will be installed and staff will request installation of the radar trailer unit and enforcement on Corte Cantera. BACKGROUND: The Public/Traffic Safety Commission has reviewed several on-street parking issues on circulation element streets in the past, and has directed staff to provide a map indicating the existing parking restriction and bike lanes within the City boundaries. Exhibit "A" depicts the existing "No Parking" zones and "No Parking/Bike Lane" on circulation streets. The circulation streets, which are not improved to ultimate width and the existing pavement is not adequate for parking, are not posted as "No Parking." Upon widening of these circulation streets, parking restriction and bike lane installation will be eousidered. WORK UNDER CONSTRUCTION: 1.1-15/Winche~ter Road lnterchatlffe Modifications: The contractor has removed all formwork from the sides of the wing walls located at the base of the bridge supports. The construction of the exterior face of the new tie-back retaining wall will be completed by the end of March. Although the new north bound loop on-romp has been rough graded, several additional grading steps must be performed prior to the placement of asphalt scheduled during the months of April and May. The completion date for the project is September. 2, Fin Station 1tl4: The building improvements are essentially complete with the contractor attending to outstanding "pick-up' items. It was recen~y determined that the water main pressure in Pauba Road is not sufficient to serve the building fire and water systems. The design of a booster pump system is preseafiy being expedited. Remaining off-site items include concrete down drains, brow ditches and hydro seeding. Completion of these items is planned for the second week of March. Striping of the asphalt pavement in Pauba Road is scheduled for the week of March 10. Anticipated project completion is the week of March 17. 3. Waleott Corridor: The contractor is currently working on the storm drain systems and laying the base material in the street. The utility companies have completed the installations of the dry utilities. During the week of March 17, the contractor will begin paving the street and will complete the entire project including hydro seeding of the slopes in May 1997. 4. Sam Hiek~ Mon. iment Park InXllrovement PrOject: The park improvements have been completed. Staff is recommending that City Council accept the project at the March 18, City Council meeting. 5. Traffic S~gpal at Route 79S and Margllrila RoadfRedhawk Parkway: The traffic signal has been installed and is currently operating on flashing red, since the existing striping does not align with the signal heads. Upon completion of the assessment disWict's road work and re-striping of the intersection, the traffic signal will be put into full operation. 6. EmergenCy Generator: The Emergency Generator project has been completed. Staff is recommending that the City Council accept the improvements at the March 25, City Council meeting. Tile work and installation of the lockers is scheduled for the week of March 17. The exterior stucco finish is comple~ and the windows have been installed. The contractor is grading the yard in preparation for the placement of concrete pavement by March 21. The project completion is scheduled for April 17. 8. City Wide Intell~ent Traffic Manalement System Plans and specifications for Phase H of this project were submitted to CalLvans to obtain an encroachment permit. Caltrans has required additional documents and our consultant is preparing the requested information. This project should be ready to be advertised in March. 9. Acoustic Panek at the CRC Gym: On February 25, the City Council awarded the project to Inland Acoustics, Inc. This project will include installation of acoustical panels on ~e walls and on ~e coiling in the basketball gym at the Community Recreation Center. Also, additional protection pads will be placed at boffi ends of the ba-~ketball court to provide a cushion for the ball players. Once ~e contract documents are submitted and a purchase order is issued a pre-construction meeting will be scheduled. The contract documents requires the work to be doae between March 26 and April 16 due to scheduling of the gym facility. 10, FY95-96 Pavement Man~ement System On March 18, the City Council awarded the project to Laird Construction Co., Inc. This project includes removing and reconstructing the A.C. pavement and providing only an overlaying portions of Rancho Vista Road, Solana Way, and La Serena Way. Once the contract documents are submitted and a purchase order is issued a pre-construction meeting will be scheduled. 11.6th Street Work will continue on the restroom building with the installation of interior fuctures and the placement of exterior wood siding. Rolled curb is being placed along Front Street, and base materials which will be used for the foundation will also be placed along Front Street in preparation for the wooden boardwalk. Work on the parking lot will also begin with the installation of railroad tie curbs. The project is scheduled for completion in May 1997. H. WORK IN DESIGN: 1, 1-15/!~nneho California Road Interchange Modifications: Roadway plan check comments from Caltrans (District 8) were received by the consultant on February 18, 1997. Most of Caltran's comments were regarding traffic and electrical items and the consultant met with Caltrans on Wednesday, March 12 to resolve them. Roadway plans will be resubmiltecl te Caltrans (District 8) on Wednesday, March 19 for final approval. The project will be bid as soon as Calftans approves and signs the plans. SCE wffi be relocating the existing 115, 33, & 12 KVA overhead powerlines to an area just south and parallel to the proposed Overland Drive Overcrossing Improvements. The City sent SCE a copy of the roadway plans in early February for their use in plotting the proposed route of the power lines and SCE will return the plans to the City the week of March 17. 3. Marg~ritn Community Park: Final plan check is expected to be completed the first week of April. The project is scheduled to go out to bid by April 10. The project includes picnic areas, a tot play area, restroom facilities, and open tuff areas. The development of the two ball fields on the school district property will include two lighted tennis coutls, and one lighted hockey facility and will be an add-alternate bid item. 4. Part One crime statistics are displayed by district within the City, providing stable parameters for monitoring criminal activity, and aiding in planning police resource deployment. The Police Department issued 319 traffic citations last month, which compares with 411 issued in February of 1996. The number ofnon-injury traffic collisions remained consistent with that reported last year, while collisions resulting in injury declined significantly. Temecula experienced no fatal traffic collisions in February. Arrests for driving under the influence of alcohol increased f~om February of 1996. Keported burglaries, grand theft, felony assaults and robberies increased, while auto thefts remained relatively consistent with last year. Arrests made during the month totaled 143, which represents a significant increase ~'om the previous year' s figure. The Police Department responded to thirty one "priority one" calls for service during the month of February, with an average response time of slightly over seven minutes. A total of 1,965 calls for police service were generated in the City of Temecula during the month. Temecula's school resource officers made one felony arrest and three misdemeanor arrests in February. They had over numerous scheduled and self-initiated contacts concerning student behavior and conduct, and submitted thirty five reports that otherwise would have been assigned to patrol personnel. POLICE DEPARTMENT ACTMTY February, 1997 With School District personnel, school resource officers attended a one day conference sponsored by the Desert Sands Unified School District in the Coachelh Valley. They are fmalizing plans to join several School District representatives at a conference in Laughlin, Nevada in March. The Temecula Police Department' s crime prevention officer conducted forty five business checks last month. One article ti~ed, "Check Cashing Safety Tips for Businesses" was written for the March edition of the Valley Business 3oumal. The crime prevention officer conducted one neighborhood watch meeting one "Stranger Danger" presentation, and participated in a Community Drug Forum conducted on February 6, 1997. He also completed and submitted ten police reports which otherwise would have required response from a patrol ofiScer. Wodc continued in February which w~l result in improvemems being made in the Police Department' s satellite office in the Town Center Shopping Center. We hope to occupy this facility in May of 1997. T emecula' s Problem Oriented Policing (POP) Team completed a anti-grafiiti program which involved contact with Temecula retailers to check compliance with the City' s requirements concerning storage and disphy of spray paint products. The POP team also continued its ongoing involvement with the Temecula Rental Apartment Association, with their efforts concentrated on the Temecula Gardens Apartment complex. During February, the Police Department, with assistance from reserve officers and Police Explorers, provided security at the 1996 Temecula Rod Run in Old Town. Since the event, Police Department personnel have participated in two after action meetings intended to identify and preserve data which will assist in running next year' s event. Volunteers from the community continue to be an integral part of the Temecula Police Department's sta~. Under the guidance of volunteer coordinator Ed Bekas, the Police Department's voinnteff staff contributed 501 hours of service in February. Crews at all three stations have been busy doing fire safety inspections throughout the business community completing just under 500 inspections in the first two months of this year. Personnel assigned to Truck 73 attended Heavy Rescue Systems II training in February. Three firefighters spent five days covering techniques for rescuing victims from collapsed buildings, tunnels, freeway overpasses/bridges, etc. One of the important lessons learned during this week-long training was what would be the minimum equipment required to perform rescues under a collapse scenario. We are currently researching costs for this equipment in hopes of purchasing it sometime in the future. There were no news worthy incidents to report and all other incidents were generally routine in nature.
