INTRODUCTION In accordance with your request, we have prepared this Final Report of Site Improvements presenting the results of our observation and testing during site improvements for the subject site including ribbon gutter, dry utilities backfill, water line backfill, curb & gutter subgrade, drive approach, handicap ramp, street subgrade and base grade testing. All compaction test results are included in this report in Appendix B, Tables I thru VII. The subject site was graded in accordance with the preliminary soils report, the requirements of the City of Temecula, and the current Uniform Building Code (UBC) at the time of street improvements. For our investigation and observation and testing of the above mentioned site improvements, we utilized a copy of the 40 -scale "Santiago and Ormsby Road Improvement Plan" prepared by the City of Temecula to locate our field density tests. Reduced not -to -scale copies of the street improvement plans were utilized as base maps for our Density Test Location Maps, Plates 1 and 2. T.H.E. Soils Company. Inc. W. O. No. 14441001.23 Mr. Erik Halter • • Santiago Estates, LLC June 2, 2010 Page 2 Proposed Development Proposed development included street improvements along Ormsby and Santiago Roads adjacent to Tentative Parcel 30404. Site Description Prior to development, the area of the street improvements was located along the northwest corner of Santiago and Ormsby Roads in the city of Temecula, southwest Riverside County, California and consisted of improved dirt roads. The geographical relationships of the site and surrounding area are shown on our Site Location Map, Figure 1. BACKFILL AND STREET IMPROVEMENT OBSERVATIONS & TESTING Water Line & Dry Utility Trench Backfill The onsite water line and dry utility connections located along Santiago and Ormsby Roads were properly compacted to a minimum degree of compaction of 90% as determined by ASTM D 1557. The materials used for backfill consisted predominately of onsite dark brown silty Sands (Unified Soil Classification - SM). Following placement of the pipe, fill placement and compaction was achieved utilizing a rubber -tired backhoe with compacting wheel and a water truck (as needed). The fill was placed in 6 to 8 inch thick lifts and moisture conditioned, as needed, to bring the material to near optimum moisture content, and was then properly compacted. A minimum degree of compaction of 90% was required as determined by ASTM D 1557. Ribbon Gutter and Curb & Gutter Prior to the placement of Class II aggregate base within proposed ribbon gutter extension in Santiago Road, the exposed subgrade materials were scarified to a depth of 12 -inches, moisture conditioned to near optimum moisture, if necessary, and re -compacted to +95 percent of the maximum dry density, as determined by ASTM D 1557, Test Method C. The Class 11 aggregate base within proposed ribbon gutter extension in Santiago Road were compacted to +95 percent of the maximum dry density, as determined by ASTM D 1557, Test Method C. Prior to the placement of Portland Cement concrete within proposed curb and gutters along Santiago and Ormsby Roads, the exposed subgrade materials were scarified to a depth of 12 -inches, moisture conditioned to near optimum moisture, if necessary, and re -compacted to +90 percent of the maximum dry density, as determined by ASTM D 1557. Drive Approaches and Handicap Ramp Prior to the placement of Portland Cement concrete within proposed drive approaches along Santiago and Ormsby Roads and the access ramp at the intersection of Santiago and Ormsby Roads, the exposed subgrade materials were scarified to a minimum depth of 12 -inches, moisture conditioned to T.H.E. Street Subarade Testing Prior to the placement of Class II Base, the exposed subgrade materials along Santiago and Ormsby Roads were scarified to a minimum depth of 12 -inches, moisture conditioned to near optimum moisture, and re -compacted to +95 percent of the maximum dry density, as determined by ASTM D 1557, Test Method A. Street Base Grade Testing Prior to the placement of asphalt concrete, the exposed base materials along Santiago and Ormsby Roads were moisture conditioned and compacted to +95 percent of the maximum dry density, as determined by ASTM D 1557, Test Method C. TESTING PROCEDURES Field Density Testing Field density testing was performed in accordance with ASTM Test Method D 6938-06el (nuclear gauge). Areas failing to meet the minimum compaction requirements were reworked and retested until the specified degree of compaction were achieved. The elevations and the results of the field density tests are presented in Appendix B, Results of Compaction Tests Table I. The approximate locations of the tests are shown on the Compaction Test Location Map, Plates 1 and 2. Maximum Density Determinations Maximum Density/Optimum Moisture determinations were performed in the laboratory on representative samples of onsite soils and imported Class II Base materials used in the fill operations. The tests were performed in accordance with ASTM - D 1557, Test Methods A & C. The test results, which were utilized in determining the degree of compaction achieved during fill placement, are presented in Appendix A, Table I. 6YIlu lu I\;i'I Our description of our observations and testing services, were limited to those site improvements that were observed and tested by our field personnel between April 4, 2007 and October 26, 2007. The conclusions and recommendations contained herein have been based upon our observations and testing as noted. It is our opinion the work performed in the areas denoted has generally been accomplished in accordance with the job specifications and the requirements of the regulating agencies. The findings of this report are valid as of the report date. In addition. changes in applicable or appropriate standards may occur, whether they result from legislation or the broadening of knowledge. Accordingly, the findings of this report may be invalidated wholly or partially by changes outside our control.
