This document serves as an update to the signage standards created in 2016 and provides an outline of the acceptable design standards and the review and approval process described within the current Covenants. Applicants with proposed changes to property within the boundaries of Parker Medical Center are required to schedule a meeting with the Owners Association to discuss the proposed plans. Based on this meeting the Owners Association will determine whether the project requires further action by the Development Review Committee, hereafter referred to as the "DRC". The DRC is responsible for the review and approval of development plans and signage within Parker Medical Center. The Committee oversees all site plans and architectural presentations associated with Parker Medical Center and either approves or denies each proposal following the DRC's recommendation(s). All new signage must be consistent with the sign specifications outlined in the Covenants and this document. These design specifications do not affect prior offenses, rights, or acts committed or established before the creation of this document. Review and Approval Process All requests to install signs on the property or the exterior/interior of the building must be discussed with the Owners Association before any further actions are made. All signage plans are required to be submitted to the DRC upon the submittal of associated building plans. Approval will be based upon conformity and harmony of external design with the design standard specifications outlined in this document. Improvements or alterations of the building will not commence prior to compliance with the review process and submittal requirements outlined in Article VI of the Covenants. • Once all required documentation has been collected, consistent with Article VI of the Covenants and the Owners Association has reviewed each proposal, the tenant shall submit five (5) copies of all material to the Owners Association for DRC to review. • The applicant is responsible the proposal and must show verification by a licensed professional that the final design meets all design requirements, including requirements set forth in the City's Code as well as in the Uniform Building Code. It is also the responsibility of the applicant to obtain all necessary permits needed before construction canbe initiated. • The applicant is responsible for the public safety during construction, for sidewalks, main entrance, exit stairs, lobby's, elevators, main stairway, corridors or halls shall not be obstructed or used for any purpose other than ingress or egress. • The halls, passages, entrances, elevators, and stairways are for the use of the Sub -Contractor, provided that sub -Contractors do not interfere with other Tenant customers during the normal course of business. If Tenant/Sub-Contractor prevents the public from using any of the common areas above in the Building to prevent the public from accessing to use any common areas in the Building, and Tenant/Sub-Contractor agrees that Article VI will not be liable to Tenant(s) for any loss of business or any other damages Tenant(s) may sustain as a result of sub Contractor work. Design Specifications and Requirements The objective of this section is to ensure conformity with design, construction and placement of all future building related signage within Parker Medical Center to create and maintain a uniformed appearance. This document provides further guidance of standards outlined in the Covenants for the fabrication, erection, and use of signs, symbols, and marking devices within Parker Medical Center. The design specifications apply to all building sign proposals except those associated with St. Thomas Church (#961-290-003, 004, 005) & and First Citizens Bank (#961-290-001). For commercial facilities, sign design and construction proposals are required to follow the regulations and standards set forth in the City of Temecula Land Development Code, Section 17.28 Sign Code and will be subject to approval by the Article VI to insure conformity. All other proposals must follow the design standards outlined in Article VI, Architectural and Aesthetic Standards of the Covenants. A billboard is defined as a sign which directs attention to a business, profession, commodity, service or entertainment conducted, sold or offered outside the boundaries of Parker Medical Center. Signs larger than 24 square feet in overall area are considered to be billboards with the exception of temporary construction signs and building facade signs. Landscaping around monument signage is required and the landscaping should be sensitive to the context and ties into the surrounding scheme or design. No landscaping surrounding the perimeter of the monument sign shall extend more than 18 inches above the footer/base of the sign. Monument signs shall not be placed within any right-of-way or easement requirements on any site, as outlined in the Covenants. General Requirement, Standards and/or Provisions: All signs shall be constructed, installed and maintained in accordance with the following standards: 1. All sign(s) shall comply with the Sign Program, current local zoning, meet with the provisions of the Uniform Building and electrical codes, be maintained in good structural condition and appearance. When the Sign Program is silent, the Temecula Municipal Code and the Director of Community Development will determine the application of the standards. 2. Prior to sign fabrication or installation, tenant/owner shall submit three (3) copies of the proposed signage to the City of Temecula for approval. In the case of a "tenant", they shall submit the (3) three copies to the owner' Association PARKER MEDICAL CENTER LLC. Article VI of the building they Occupy for approval before submitting to the City of Temecula. Drawings must include sign location, size, layout design and colors(s), including lettering and /or graphics. See "Submittal Requirements", "Approvals" and "Final Inspection of Sign Installation" for further information. 3. Once a City of Temecula sign permit is obtained, a copy of the permit shall be provided to Article VI of the tenant's building (if applicable). 4. All Tenant signage shall be designed, fabricated, installed, and maintained by the Tenant at Tenant's sole cost and expense. All costs of signs, installation and permits shall be at the sole expense of the owner/tenant and their California C45 licensed Sign Contractor is responsible for fulfillment of all requirements of this sign program. 5. Sign Contractor shall provide Owner's Association Article VI with Certificate of Insurance naming Owners Association and any other designated party as additional insured showing evidence of worker compensation and public liability insurance against all damage suffered or done to any and all persons or property while engaged in the construction or erection of signs in the amount of$1,000,000.00 per occurrence. 6. Sign Contractor shall warrantee the entire sign display for (2) years from date of installation again defects in material and workmanship. Defective part shall be replaced without charge. 7. The tenant, the tenant's agent and/or the tenant's sign contractor and/or general contractor shall be responsible for obtaining any and all permits required. 8. Maintenance of Signs is the responsibility of the owner/tenant to maintain all element of its sign in a first class condition at all times. 9. Prohibited Signs include the following: Tenant may not inscribe, exhibit, display, erect, install, paint or affix any sign, logo, emblem, picture, advertisement or notice in or on any part of Tenant's premises or the Building such that the same may be partially or wholly visible from any part of the common areas or from any public street, sidewalk or area without the prior written consent of Article VI, which consent may be granted or withheld in Article VI sole and absolute discretion. The Management Office shall have the right to remove any such sign without notice and at the tenant's expense. a) Signs emitting audible sounds, orders or visible matter. b) Banners or pennant signs, except for temporary banners for new businesses, limited to 30 days. c) Light bulb strings. d) Sign which simulate in color or design a traffic sign or which uses characters, symbols, or works in a manner that may interfere with, mislead or confuse pedestrian or vehicular traffic. e) Changeable copy signs, manually controlled. 10. All signs prohibited by the Temecula Municipal Code unless explicitly permitted in this sign program. When this sign program is silent, all questions shall refer to the Temecula Municipal Code. 11. It is the responsibility of the sign applicant to verify all sign locations and/or field condition, conduit and primary and electrical locations and services, prior to installation of any sign(s). No exposed raceways, crossovers, conductors, wiring, or junction boxes. Transformers will not be allowed on the exterior of the building. All bolts, fastenings, and clips shall be non "rust prone" and painted to match the exterior building color permitted. 12. Tenant will be responsible for its sign contractor to indemnify, defend and hold harmless the Owners Association and its agents from any damage or liability resulting from the contractor's work. In case of any conflict between the provisions of this program and any other provisions of City of Temecula zoning ordinance. Approvals: The design and construction of the tenant's signage must receive written approval by the Article VI and the City of Temecula before Fabrication and installation. The Owner's association Article VI or manager's written approval shall be submitted to the City, along with a completed City application, approved plans, and fees. Owner's approval shall be based on the following: a) b) c) Conformity to the provisions of this sign program. Complete information, i.e. contractor's name, company name, address, license number, and workers compensation number. To secure the Article VI approval, 3 (three) copies of the design drawing of the signage must be submitted directly to the Owner's association. Final Inspection of Sign Installation: 1. The installing sign contractor shall call the City for a fi nal inspection after having installed the sign. 2. The Final Inspection Card must be maintained on file with the Sign Contractor. 3. Signs that deviate from this Sign Program will be removed at the tenant's expense. Standards and Specifications for Off Site Monument, On Site Monument and Building Facade Signs Monument signs and building facade signs shall be allowed subject to the limitations in Article VI of the Covenants and in this document. Detailed drawings of these specifications are illustrated in Figures _. The drawings in this document are not to be used for construction and shall only be used for illustrative purposes. Off site Monument Sign Height The maximum height of all monument signs should not exceed 6'-0", measuring from the top of the signs crown to the bottom of the base where it meets the ground plane. Sign labels that pertain to construction and installation shall be permitted and placed in a conspicuous location for inspections and/or emergencies. 14. Signs will be affixed to the building at a location specifically approved by (PMC). 15. Penetrations of the building structure required by installation (s) inspected by (PMC) prior to enclosing and shall be neatly sealed in a "water tight" condition and painted to match exterior surface. 16. Sign(s) shall have access and/ or adequate "crawl space" for inspection(s) and servicing. 17. No live and/ or simulated animals or humans may be used as a sign. 18. No sign(s) shall be permitted that pose a nuisance or hazard. 19. No exposed lamps, tubing, and/or bulbs, neon shall not be permitted. 20. Roof sign(s) or projected sign(s) shall not be permitted. 21. Temporary identification signs such as: construction, developer, seasonal promotions and/or compliance non -illuminated advertising displays permitted as per City of Temecula Code. Restrictions may apply. 22. Sign(s) that project onto the public right-of-way shall not be permitted. 23. The tenant will be responsible for the maintenance of their sign (s). Repairs may be required within 30 (thirty) days of repair/ servicing. If not mitigated within 30 (thirty) days, the Article VI may repair and/or service the sign at the tenant's expense. 24. Owner's association Article VI shall reserve the right to have architectural control over the building(s) not withstanding any agreements in existing Development Agreements. 25. Sign contractor to obtain structural construction documents and visit project site to confirm shear wall locations prior to installing signage. No penetrations of any kind in existing shear walls will be allowed without Architect of Record's review/approval and written documentation approving location or locations and sizes of penetration by a Structural Engineer licensed in the State of California. 26. A single sign identifying the building name shall be provided at the East entrance. All letters must be anodized Black with matte finishes. 27. For future building's signage, owner/tenant(s) will need to submit exterior elevations showing designated areas for signage, sign exhibits and materials that meet the sign program for City of Temecula approval. Sign sizes and dimensions can be seen in Figures 1-4. Monument Sign Illumination Monument signs may be externally illuminated after proper approval by the City o f Temecula No sign shall be illuminated in such a manner as to cast a glare on neighboring sites or in such a manner as to impede the safe movement of traffic. The following lighting is not permitted for use within Parker Medical Center: 1. Flash or strobe lighting 2. Neon lighting 3. Any form of digital/changeable signage Sign Placement Off-site Only one Main monument sign located at Intersection of Temecula Parkway and Avenida De Missiones and shall be double sided with a maximum of 50 sq.ft. on each side per tenant area. On -Site Sign Placement One On-site monument sign located at the center of the east parking lot inside the planter shall be allowed. 1. Project identification Sign(s) shall be double sided with a maximum of 16 sq. ft. on each side per sign. 2. Signs shall be tenant cabinet lit thru face, routed aluminum face with translucent acrylic backplate. Monument sign(s) to blend with architecture of building, as depicted on exhibit. Setback Monument signs shall not be placed within any right-of-way or easement requirements on any site, as outlined in the Covenants. Signs shall be visible to traffic but must not interrupt the safe movement of traffic by obstructing s ightline views. Building Facade signs Building facade sign shall be allowed only at the east side and west side of the building for each Tenant May not project more than 3 inches from the building wall to which they are attached. May not be placed above the upper windows of the building in any way or extend beyond the sides of the wall. Signs for Multiple Tenants within a Building Digital Directory signs within the building shall be used to display the name and location of only tenants located within the building. Building Name Will be non -illuminated reverse channel 18" letters constructed of aluminum and clear polycarbonate backs to prevent nesting inside the letters. Optional gooseneck external down -lighting is allowed. Address Font Size and Mounting Standards The standard address text font style shall be Arial Bold. Blocktype aluminum flat cut metal letters, lettering shall be 10" high and shall be mounted no more than 2" off the face of the wall Refer to Figure 3 for placement of address on the Building. The address can be displayed as either a full address, which includes the building number and street name or a partial address which consist of only the building number. Material used to attach the lettering as well as the type of material used for the lettering must also be detailed. Interim Signs. Interim signs are temporary business advertising signs intended to provide interim signage while the permanent signage is being fabricated, repaired or prepared for installation. 1. The maximum number of signs shall be the same number of permanent signs permitted by this chapter. 2. They shall be the same as the size of permanent signs permitted by this chapter. 3. They may contain only the business name and appropriate logo. They shall be attached to the building where the use or activity is located. 4. They may be allowed for any period up to ninety days. The director may allow a one-time extension, for any period up to thirty days, with good cause. It is the responsibility for the proponent of the extension to justify why the extension is appropriate. B. Special F.vent Signs in Commercial, Office and industrial Districts Special event signs are temporary business advertising signs for special community activities or seasonal events. By way of example only, such activities or events may include charitable and community fundraising events, Christmas tree sales, the tractor races, or the annual Temecula wine and balloon festival. In addition to the on-site signs permitted by this section, community events sponsored by the city or by a nonprofit organization may be allowed one off-site sign. Two types of special event signs include attached and detached special event signs. 1. Attached Special Event Signs in Commercial, Office and Industrial Districts. Special event signs for events held in a building or structure shall be attached to the building or structure where the use or activity is located. a. The maximum area shall not exceed thirty-two square feet. b. The vertical dimension shall not exceed three feet. They shall not exceed the top of the eave line or parapet wall of the building. c. They shall be located on the site of the special event or activity being advertised. d. The width (horizontal dimension) shall not exceed sixty percent of the business or store frontage, whichever is smaller. e. Special event signs may be allowed for any period up to forty-five days. The director may allow a one- time extension, for any period up to an additional forty-five days, with good cause. It is the responsibility of the proponent of the extension to justify why the extension is appropriate. 2. Detached Special Event Signs in Commercial, Office and Industrial districts. a. Detached special event signs shall comply with subsection (C) (2). MASTER SIGN PROGRAM b. Special event signs may be allowed for up to fourteen consecutive days within any ninety -day period. c. Special event signs for special community -wide events, such as the tractor races and wine and balloon festival, may be allowed additional supplemental and/or directional temporary signage at the discretion of the director. Supplemental directional signage should not exceed thirty-two square feet on major roadways. The appropriate sizes and locations for all supplemental and/or directional temporary signs shall be determined by the director.
