Maintain the present level of control at the intersection of Nighthawk Pass at Channel Street: and 2. Recommend the City Council adapt a Resolution establishing Multi-Way Stop Controls at the intersection of Nighthawk Pass at Choate Street. BACKGROUND: In the past the Public/Traffic Safety Commission has considered and approved implementation of traffic calming measures to reduce vehicular speeds along Nighthawk Pass, which included the installation of a painted median and bike lanes on the segment between Butterfield Stage Road and Choate Street, and installation of centerline striping, bike lanes and striped parking lane on the segment between Choate Street and the Morgan Hill subdivision boundary. In addition to the traffic calming measures, the Commission has considered the feasibility of implementing multi-way stop signs at Choate Street and Channel Street to provide right-of-way assignment at the intersections. Subsequent multi-way stop warrant analyses performed concluded that the minimum warrant criteria was not satisfied and multi-way stop signs were not justified at that time. Staff agreed to continue monitoring conditions at the intersections to determine if multi-way stop signs are justified as development occurs in Morgan Hill. In February 2017, vehicular volume data was collected at both intersections for a three (3) day period. In addition to the data collection, a review of conditions was performed, which included an evaluation of sight distance, collision history. and completion of a multi-way stop warrant analysis. An evaluation of sight distance revealed the visibility at Nighthawk Pass at Channel Street is appropriate for conditions and prevailing speeds. A minimum unobstructed sight distance of one hundred fifty (150) feet is required for the 25 MPH posted prima facie speed limit. Since the posted speed limit has increased on Nighthawk Pass between Butterfield Stage Road and Choate Street. the visibility requirements were evaluated using the 35 MPH posted speed limited at the Choate Street intersection. The evaluation indicates that the visibility is appropriate for conditions and speeds with the exception of the south leg of Choate Street looking west. The evaluation determined the sight distance falls below the minimum unobstructed sight distance of two hundred fifty (250) feet required for the 35 MPH posted speed limit. A review of the collision history for the twelve (12) month period from January 1, 2016 to December 31, 2016, indicates there were no reported collisions at the intersections. The favorable record is attributed to driver familiarity with roadway conditions and exercising due care when entering and travelling through the intersections. The Multi-Way Stop Sign Installation Policy for Residential Streets' warrant criteria was used to evaluate the need for multi-way stop signs at both intersections. The warrants allow for the installation of multi-way stop signs when the following conditions are satisfied: 1. Minimum Traffic Volumes a) The total vehicular volume entering the intersection from all approaches is equal to or greater than three-hundred (300) vehicles per hour for any eight (8) hours of an average day and b) The combined vehicular volume and pedestrian volume from the minor street is equal to or greater than one-hundred (100) per hour for the same eight (8) hours. 2. Collision History a) Three (3) or more reported collisions within a twelve (12) month period of a type susceptible to correction by a multi-way stop installation. Such accidents include right and left-turn collisions as well as right-angle collisions. 3. Roadway Characteristics a) The traffic volume on the uncontrolled street exceeds two thousand (2,000) vehicles per day, b) The intersection has four (4) legs, with the streets extending 600 feet or more away from the intersection on at least three (3) of the legs; c) The vehicular volumes on both streets are nearly equal to a forty/sixty percent (40/60%) split; and d) Both streets are 44 feet wide or narrower. WARRANTS 1, 2, and 3 MUST BE SATISFIED Other criteria that may be considered when evaluating the need for multi-way stop signs include: 4. Visibility a) The intersections sight distance is less than: • 155 feet for 25 MPH • 200 feet for 30 MPH • 250 feet for 35 MPH 5. The need to control left-turn conflicts. 6. The need to control vehicle/pedestrian conflicts near locations that generate high pedestrian volumes such as schools, parks and activity centers. 7. The roadways and intersection appear on a Suggested Route to School plan. 8. There are no traffic signal or all-way stop controls located within 600 feet of the intersection. 9. The installation of multi-way stop signs is compatible with overall traffic circulation needs of the residential area. The multi-way stop warrant analysis performed found that existing volumes are lower than the applicable criteria and multi-way stop signs would not be justified. However,the Policy provides the flexibility to consider multi-way stop signs at locations where a there is a need to provide right-of-way control to eliminate conflicts between vehicles due to visibility constraints. 2 An evaluation of the optional criteria, such as intersection sight distance, indicates there is justification for right-of-way control provided by multi-way stop signs at the intersection of Nighthawk Pass at Choate Street due to limited sight distance looking west from the south leg of the intersection. The results of the warrant analysis also indicate that multi-way stop signs are not justified at the intersection of Nighthawk Pass at Channel Street. This finding is consistent with the results of the warrant analyses performed in the past. Staff recommends establishing multi-way stop controls at the intersection of Nighthawk Pass at Choate Street and maintaining the present level of control at the Channel Street intersection. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. FISCAL IMPACT: Minor cost associated with installing signs and associated pavement markings. Adequate funds are available in the Traffic Division's operating budget. ATTACHMENT: 1. Direct Staff to initiate a Pedestrian and Traffic Circulation Study on Amarita Way and Montelegro Way. BACKGROUND: Staff received a request from the Paloma Del Sol Homeowners Association, Board of Directors, President, to consider the feasibility of implementing multi-way stop signs at four (4) key intersections located on Amarita Way and Montelegro Way. to provide right-of-way assignment for vehicles and pedestrians. The study intersections are: • Amarita Way at Pio Pico Road and Santiago Road • Montelegro Way at McCabe Drive and Leena Way In June 2016, the Commission considered a request for multi-way stop signs at the intersection of Montelegra Way at McCabe Drive. At that time a multi-way stop warrant analysis performed found that existing volumes were lower than the applicable criteria and signs were not justified at the intersection. As the Commissioners may be aware, the Paseo Del Sol subdivision has a series of pedestrian trails that circumvent the neighborhood. The trail system, which is heavily used by the residents, provides access to school sites and neighborhood park facilities. The trail system has numerous uncontrolled crossings along Amarita Way and Montelegro Way that could benefit from additional advanced warning signs or right-of-way assignment. In order to address the HOA's concerns about pedestrian and vehicular right-of-way assignment, Staff recommends initiating a comprehensive circulation study, which includes pedestrian and vehicular data collection, a multi-way stop warrant analysis, and identifying potential pedestrian enhancements at trailhead locations along Amarita Way and Montelegro Way. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail.
