The proposed plan will include the four -lane Western Bypass and bridge over Murrieta Creek, up to 1,750 residential units, a clubhouse, recreation center, an elementary school, civic/education use, neighborhood commercial, parks, trails, and hillside preservation. In addition to the Specific Plan, this project includes a General Plan Amendment, Subdivision Map, Development Agreement, Fiscal Impact Analysis, and City -managed EIR. The project site is generally bound by the undeveloped foothills of the Santa Rosa Mountains to the west, Ridge Park Drive and Vincent Moraga Drive to the north, Pujol Street and Murrieta Creek to the east, and vacant land south of the future extension of Temecula Parkway (aka the western bypass). To complete the necessary environmental review, as required by the California Environmental Quality Act (CEQA), the City approved a contract with Environmental Science Associates (ESA) on July 22, 2014 to prepare an Environmental Impact Report (EIR). The Draft EIR was provided to the State Clearinghouse and circulated for a 45 -day public review as required by CEQA on May 2, 2016. The comment period ended on June 17, 2016. The City received 26 comment letters from various agencies and jurisdictions concerning items such as traffic, air quality, and noise, among others. However, the vast majority of comments were concerning biological resources, specifically, mountain lion habitat and movement. Given the size and complexity of the project, this workshop is intended to provide project information to the City Council, and allow for discussion with City Staff, the City's EIR Consultant, and the Applicant. Staff will present all aspects of the project, including background information, site plan, history, design, phasing, trails, density, public benefits, and the environmental analysis and conclusions. This workshop is a publicly noticed meeting, and all interested parties are invited to attend this workshop. However, the workshop is for information purposes only. Public comments will be taken at the end of the workshop discussion, but the City Council will not make a final decision on any entitlements at this meeting. TVUSD is a direct beneficiary of the city's public services related to safety and security provided for by school resource officers in our schools. The safety of our students and staff is a paramount priority for us and this endeavor will assure that TVUSD students, staff, and families continue to receive the high quality of service from police, fire, and school safety patrols. A key factor when families select where to live and raise their children is the quality of schools within the community. At the forefront of that decision is safety and school climate. We appreciate the city's diligence in seeking reasonable fiscal revenue sources towards maintaining this commitment to our TVUSD families. Jimmy, also, was anticipating presenting the vision of the City Committee for the new city. When we voted for incorporation it took a minimum of 60 minutes for the Riverside Sheriff to respond to an emergency call. Totally unacceptable! We only had one park, built by the residents of Temecula. Our roads were neglected. We had no sidewalks. And, yet people kept moving into the area. They, as well as we, saw the great potential there was in living in a well run city. The first City Council had a very small budget to work with. We determined that our citizens' dollars would be best used by entering into contracts with Riverside County Sheriff and fire services, which reduced our liability and gave us access to all of their auxiliary services, rather than forming our own departments. I feel, for these same reasons, that continuing with contracted services is wise, however we have no input into the country's contracts and our costs keep rising. wish to thank the succeeding councils for their judicious oversight of our money in using a five year budgeting method. It shows what needs to be done now to plug holes corning up. We live here because of the safety, activities, parks, good roads, attractiveness and friendliness of this well run city. As the surveys suggest, I recommend a 1% increase in our sales tax rate to keep us safe and happy for the years to come. All the best to you, Peg Moore
