On April 6, 2016, the applicant submitted the required application for Historical Appropriateness to accompany the Minor Modification application. The applicant proposes to add an outdoor bar, walk-in cooler, patio cover, fans, and outdoor heaters to the existing 1909 restaurant. According to the applicant, the proposed additions are required in order to meet the increased demands of the restaurant and customer requests. Several of the proposed changes have been constructed prior to review by the Old Town Local Review Board for a Finding of Historical Appropriateness. X:\Planning\2016\PA16-03281909 Restaurant Minor M0D\P1anning\0TLRB\PA16-0328 Staff Report.docx ANALYSIS Analysis 1909 restaurant currently operates in an existing historical building identified as the "Machado Store" on the Old Town Specific Plan Historic Preservation Map. The building has operated as a retail establishment, saloon, general store, church, post office, and currently operates as a restaurant. In order to meet business demands, the applicant is looking to expand the capacity on the existing site. On the east side of the existing building, the applicant is proposing several changes. To address capacity limitations with the current configuration, the applicant is proposing to alter the outdoor patio located on the east side of the building. The new patio configuration will include outdoor dining tables that will add 36 outdoor dining seats. In order to accommodate the additional seating, the applicant is requesting to add a 110 square foot bar area to the existing footprint of the site (this structure has already been constructed). Exterior finishes include wood, reclaimed wood, and an aged stainless steel. Painted wood is recognized as historically accurate material in the Old Town Specific Plan, while corrugated metal is the closest recognized material in the Old Town Specific Plan to stainless steel. The trim colors will be black (Sherwin Williams Tricorn Black — SW 6258), which matches the existing colors of the building. The applicant has constructed the structure in a manner that does not structurally attach to the historical building. Patio heaters are installed (and are proposed) on the roof overhangs of the historic structure. These heaters have been physically attached to the historic structure, along with the gas line infrastructure that is required to operate the heaters. A patio cover is installed on the southeast corner of the building but the applicant is proposing to remove the structure and replace it with a steel structure that will be physically and structurally separated from the historic structure. Under the proposed patio cover, a previously installed walk-in cooler will be covered and screened. In order to prevent mechanical equipment from being visible from the street, the applicant proposes to install a perforated stainless steel material that is painted gray (Sherwin Williams Chelsea Gray — SW2850) to match the existing building. Additionally, the trash dumpster will be relocated under the proposed patio cover, in compliance with the City's requirements for a covered area for trash dumpsters. The topography of the site will prevent the trash enclosure from being visible from the street. On the roof of the proposed patio cover, the applicant proposes to expand the mechanical equipment associated with the kitchen. The expanded mechanical equipment will be screened with a material that matches the existing mechanical screen (a four foot sheet metal screen finish that is painted to match the existing building). On the west side of the building, the applicant has installed fans and heaters under the existing fabric patio cover. This patio cover is not a historic structure but the design and placement of the fans and heaters does not visually detract from the historical structure. Certificate of Historical Appropriateness Section 111.1 of the Old Town Specific Plan requires a Finding of Historic Appropriateness by the Old Town Local Review Board for projects located within the Temecula Local Historic Preservation District. Review requirements established by the Old Town Specific Plan classify projects as level one or level two projects. The historic classification of the Machado Store X:\P1anning\2016\PA16-0328 1909 Restaurant Minor M0D\P1anning\0TLRB\PA16-0328 Staff Report.dou requires the Old Town Local Review Board to review the project as a level two project. For a Finding of Historic to be approved, the following findings must be made: 1. That the proposed project is in conformance with the General Plan for Temecula and with all applicable requirements of State law and other Ordinances of the City; 2. The project is designed for the protection of the public health, safety, and general welfare; and 3. That the proposed project is in conformance with the requirements of the Old Town Specific Plan, including the goals, objectives and policies, and architectural guidelines and standards. RECOMMENDATION Staff requests that the Old Town Local Review Board review and provide comments, and requests input from the Board regarding the historical appropriateness of the proposed site modifications. If the Board determines that the proposed modifications are historically appropriate, staff recommends that the Board approve the Finding of Historical Appropriateness for the modification.
