On September 17, 2008, the Planning Commission recommended approval of the Development Plan and Sign Program. The City Council approved the Development Plan and Sign Program on October 14, 2008. X:\Planning\2015\PA15-1341 Truax Sign Program\Planning\PA15-1341 Staff Report.docx On September 02, 2015, a Sign Program amendment was submitted by Walt Allen Architects. In October of 1979, the Riverside County Board of Supervisors established the Old Town Temecula Preservation District to preserve and recognize the unique character of Old Town Temecula. After the City's incorporation, the district established the Old Town Specific Plan in 1993. The Old Town Specific Plan has been revised several times since inception, with the latest revisions occurring in May of 2010. The latest iteration of the Old Town Specific Plan was revised through several visioning workshops. These workshops developed several Visioning Recommendations that ultimately formed the basis for Sign Standards in the Old Town Specific Plan. The most pertinent recommendation, Visioning Recommendation "d", states: "New development will respect the historical heritage of Old Town and promote a lively pedestrian oriented streetscape by following architectural guidelines related to building form, architectural style, street frontage design, materials, colors, and detailing resulting in high quality, well designed buildings." From these Visioning Recommendations, Goals, Objectives and Policies were developed. Again, the pertinent Community Design- Policy 3 states: "Establish and required compliance with signage design guidelines and standards that promote the pedestrian scale of the area and complement the varying architectural styles and building forms in Old Town" The Old Town Specific Plan addressed these visions in specific sign regulations provided in Chapter IV, Section J of the Old Town Specific Plan. Sign regulations in Old Town Temecula are more restrictive than the rest of the community due to the unique character of Old Town Temecula that was identified in the visioning process as being an important element to maintain. Regulations for signage include: • Architectural compatibility • Colors • Materials and Construction • Lighting Considerations • Permits • Sign programs • Prohibited signs • Temporary banners • Portable signs • Sign placement • Sign lighting • Sign area • Sign Types • Sign Maintenance The application before the Old Town Local Review Board looks to alter a previously approved Sign Program for the Truax building and the regulations accompanying the Sign Program. X:\Planning\2015\PA15-1341 Truax Sign Program\Planning\PA15-1341 Staff Report.docx ANALYSIS The Old Town Specific Plan identifies standards for all signage, including sign area, colors, materials, locations, and lighting. Within the Old Town Specific Plan, Sign Programs are permitted when, "permanent signs exceed or cannot comply with the standards by this chapter due to unique characteristics of the site or the unique characteristics of the building facade on upon which the sign is placed." Staff conducted a review of the previously approved Sign Program to determine what deviations from the Old Town Specific Plan were previously approved. The most prominent change that the applicant is requesting is the addition of third floor frieze signage. These signs would be non -illuminated wall signs that cover a portion of the third floor frieze. The Old Town Specific plan does allow for a single sign on the third or fourth story of a building when a business or tenant occupies more than 50 percent of the total gross building area. None of the existing tenants meet this threshold. The applicant states that the third floor signage is necessary as freeway signage was promised to the existing tenants, by the applicant. X:\Planning\2015\PA15-1341 Truax Sign Program\Planning\PA15-1341 Staff Report.docx Staff recognizes the magnitude of allowing freeway oriented signage in Old Town Temecula, and seeks comment on the third floor frieze signage that deviates from the Visioning Recommendations, Goals, Objectives and Policies, and Sign regulations of the Old Town Specific Plan. The applicant is also requesting "primary tenant" language that is defined as, "A Tenant that occupies 50% or more of a single floor, or a nationally recognized business." This definition is provided by the applicant, not the Old Town Specific Plan. The "nationally recognized business" definition becomes a de facto approval for any business, based on staff's experience with signage. This would allow the building owner to permit any tenant on any floor to have signage on two frontages and the opportunity for a first floor tenant to have signage on the third floor. Staff is requesting comments on the "primary tenant" language. Again, the Old Town Specific plan does allow for a single sign on the third or fourth story of a building when a business or tenant occupies more than 50 percent of the total gross building area. Changes to the existing 1st floor frieze sign envelopes are proposed to change from 23' long by 2' tall to 30'-8" long by 2' tall for a majority of signs on the first floor. The maximum of 30 square feet per sign is being replaced with an allowance for 75% of the sign area to be used for signage (with the logo not being counted towards the 75% sign area maximum). The 12' long maximum has also been removed from the wall signs which would allow for a significant increase in the permitted sign area. Two additional signs are proposed for the 1st floor north elevation, and the 1st floor west elevation. The proposed sign envelope changes, additional 3rd floor frieze signs and sign area calculation change would allow for 105% more signage than the approved Sign Program. Staff seeks comment on the proposed sign envelope increases from the Old Town Local Review Board. RECOMMENDATION While Sign Programs are intended to provide flexibility, the following signs and language are not consistent with the Sign section of the Old Town Specific Plan. Due to the nature of the applicant's request, staff is requesting that the Old Town Local Review Board review and provide comments for the following: • Third floor frieze signs (north, south, east, and west elevations) • Primary tenant language • Increased sign envelopes and overall proposed increase in wall sign area. Staff is seeking input from the Old Town Local Review Board and will incorporate the Old Town Local Review Board's recommendations into a staff report for the Planning Commission for further consideration. The sign color palette is based on the colors used through out the building and Sherwin Williams Preservation Palette as described in the Old Town Specific Plan. 2.4.1 Nationally recognized logos shall be allowed upon receiving a written approval from the Owner and the City of Temecula Planning Department prior to the installation. 2.4.2 Logos may include text only as a part of the image. See example. Individual text shall not be permitted. 2.5 All signs shall be kept in "like new" condition. APPROVALS • 311 3.1 The design and construction of Tenant's exterior sign must receive written approval by Owner and a permit by the City of Temecula before fabrication. Owner approval shall be based on: • 3.1.1 Conformity to the sign criteria established for the building, • including fabrication and method of installation. 3.1.2 Harmony of the proposed sign with the design standards of the • building. • • 3.2 The Owner has the specific right to refuse approval of any sign which • does not conform to the specific criteria set forth herein or any design not in harmony with design standards of the building. The Sign Program is intended to allow flexibility in signage to accommodate tenant needs and to maintain continuity within the building. It is important to establish this standard to ensure coordinated proportional exposure for all tenants. In the best interest of all tenants, the Owner has developed the following sign criteria to allow each tenant adequate room for creativity. Tenant shall be responsible for the design, permitting, fabrication and installation of their individual business signs within the limits of this sign program. Conformance shall be strictly enforced. The property Owner at the tenant's expense shall remove any non -conforming signs. 1. DEFINITIONS Frieze / Wall Mounted Sign - Single sided sign fastened directly to the surface of the building's lower frieze, and third floor frieze bands. Projecting Sign - A double -sided sign supported by a decorative metal bracket mounted to the surface of the building so that the sign hangs perpendicular to the face of the building. Window Lettering - Signage directly applied to the surface of a suite window in lieu of a fabricated sign. Primary Tenant - A Tenant that occupies 50% or more of single floor, or a national recognized business. 2. GENERAL REQUIREMENTS 2.1 All signs and their installation must comply with the Temecula Municipal Code Title 17.28 Sign Standards and California building codes, as well as with these criteria. The tenants' sign contractor shall obtain all permits required prior to fabrication. 2.2 The Owner maintains following signs: 2.2.1 Building Identification sign mounted on the building face. The tenants maintain the following signs: 2.2.3 Tenant identification sign on the building's designated frieze bands. 2.2.4 Tenant wall plaque signs are attached to surfaces adjacent to the ground floor businesses primary exterior entrance. These signs are intended to provide tenant identification to pedestrians. 2.1.4.1 Tenant wall plaque signs shall not exceed 2 s.f. 2.3 Acceptable signage on doors and windows is as follows: 2.3.1 Window lettering shall be permitted at the main public entrance to each business, consisting of business name, hours and emergency phone number. 2.3.2 Second and third story businesses may have one window sign with the business name only. 2.3.3 Tenant window signs shall be permanent signs which are directly affix to the window. Tenant window signs shall conform to section 8 of this document. 2.4 Colors on all signs shall be limited to four (4) and from the approved color palette attached. The sign color palette is based on the colors used through out the building and Sherwin Williams Preservation Palette as described in the Old Town Specific Plan. 2.4.1 Nationally recognized logos shall be allowed upon receiving a written approval from the Owner and the City of Temecula Planning Department prior to the installation. 2.4.2 Logos may include text only as a part of the image. On notice by the Owner, a Tenant shall be required to refurbish any sign, which does not qualify as being of the accepted standard. 2.6 Signs shall be free of all labels and manufacturer's advertising with the exception of code requirements. 2.7 No animated, flashing or audible signs, no exposed lamps, conduits, crossovers or control devices shall be permitted. 2.8 Upon removal of any sign by Tenant, any damage to the building surface shall be repaired by Tenant, or by the Owner at Tenant's cost. 2.9 Frieze Band Sign Illumination: 2.9.1 All ground floor frieze band signs shall be externally illuminated. Internally illuminated signs shall not be permitted at the ground floor frieze band. Retail signs on frieze at street level shall be illuminated by B -K Lighting, sign star, style D satin bronze finish. 2.9.2 Internal, or external illumination for wall signs above the ground floor frieze band are prohibited. 2.10 Exceptions to these criteria shall be permitted only with the approval of the Owner and the Planning department. APPROVALS 3.1 The design and construction of Tenant's exterior sign must receive written approval by Owner and a permit by the City of Temecula before fabrication. Owner approval shall be based on: 3.1.1 Conformity to the sign criteria established for the building, including fabrication and method of installation. 3.1.2 Harmony of the proposed sign with the design standards of the building. 3.2 The Owner has the specific right to refuse approval of any sign which does not conform to the specific criteria set forth herein or any design not in harmony with design standards of the building. To secure Owner approval, three (3) copies of the design drawings of the sign shall be submitted to the Owner or Owner's agent. The sign drawings must indicate an elevation drawing with the following information: 3.2.1 Type, style, color and size of all lettering. 3.2.2 The location of the sign in relation to store frontage. 3.2.3 Colors, finishes and types of materials. 3.2.4 Method of attachment to wall. 3.3 For approval, send three (3) copies of the complete sign package to the Owner or Owner's agent. 3.4 All signs shall be consistent with the Sign Program and have the proper permitting from the City of Temecula as required by the Temecula Municipal code prior to installation. 4. PROHIBITED SIGNS 4.1 Signs constituting a traffic hazard 4.2 Immoral or unlawful advertising 4.3 Animated, audible or moving signs 4.4 Off premise signs 4.5 Painted wall signs 4.6 Balloons, pennants and flags 4.7 Signs affixed to vehicles for the purpose of stationary advertisement 4.8 Freestanding freeway -oriented signs 4.9 Protruding signs above the 1st floor frieze. FRIEZE SIGNS (Exhibit A.1 -A.4, C) 5.1 Frieze signs shall be located on all four (4) building's sides. Refer to Exhibits A.1 -A.4 for sign envelop location and size. The lettering shall be centered with a minimum of 2" from the edge of the sign box horizontally and 2" vertically. Refer to Exhibit - Partial exterior elevations. 5.1.1 Nationally recognized logos shall be permitted within the sign envelop. The logo shall comply with Sections 2.4 of this program. 5.1.2 Sign Styles: 5.1.2.1 Figurative signs shaped to reflect the silhouette of a particular object are permitted. 5.1.2.2 Three dimensional letters shall be made of materials as described in this document. 5.1.2.3 All lettering and signs shall be designed to highlight the building architecture and color palette as described in this document. 5.1.3 Sign design 5.1.3.1 The text portion of a frieze sign, excluding a logo, may only occupy up to 75% of the allowable sign area. 5.2 Allowable sign quantities and locations 5.2.1 Ground floor tenants shall be permitted to use sign envelops designated in the ground floor frieze band above their business frontage only. 5.2.1.1 Ground floor tenants occupying a corner suite will be permitted to use a secondary frieze sign. 5.2.1.2 The second sign must be on the second business frontage. 5.2.2 Primary tenants and businesses located on the upper floors shall be permitted to place signage on the third floor frieze band at the discretion of the building owner. 5.2.2.1 Primary tenants and businesses on the upper floors may use up to two (2) sign envelopes at the discretion of the building owner. 5.2.2.1.1 A secondary frieze sign cannot be placed on the same building facade. 5.2.2.1.2 Secondary frieze signs must be identical in design and construction as the primary wall sign.
