RECOMMENDATION: That the Public/Traffic Safety Commission:

PM to 6 AM, on Nighthawk Pass from Choate Street to the City Limits (tract boundary).
BACKGROUND: At the meeting of July 26, 2012, the Public/Traffic Safety Commission
considered a request for multi-way stop signs at two locations along Nighthawk Pass to reduce
vehicular speeds and volumes. The Commission concurred with results of the Multi-Way Stop
warrant analysis that determined multi-way stop signs were not justified and directed Staff to
schedule a workshop with the residents to discuss and develop neighborhood traffic calming
alternatives, such as striping, to address concerns about vehicular speeds.
In January 2013, a workshop was held with the residents of Nighthawk Pass to discuss potential
traffic calming measures. Staff presented two striping alternatives that effectively reduce the
width of Nighthawk Pass. The two striping alternatives are shown in Exhibit B, Striping
Alternatives.
As shown, both alternatives significantly reduce the travel lanes and are consistent with traffic
calming measures that have been proven effective at' reducing vehicular speeds on other
residential streets, such as Roripaugh Road and Seraphina Road. Following a discussion of
each alternative, the residents in attendance at the workshop chose Alternative 2, which
provides on-street parking on both sides of Nighthawk Pass. Implementation of this alternative
would require elimination of the existing parking restriction on the south side of Nighthawk Pass.
In March 2013, Staff presented both traffic calming alternatives and provided the results of the
workshop to the Redhawk Association, Board of Directors (Board), for their consideration and
approval. The Board was concerned that implementing Alternative 2 and eliminating. the
parking restriction would encourage overnight parking of commercial vehicles and recreational

1, which maintains the current parking restriction, instead of the resident's preferred alternative.

Based on Staff's direction the Board held a meeting with the residents, but a consensus could
not be reached on a preferred traffic calming measure. For this reason, Staff did not move
forward with the implementation of a striping alternative.
Recently, Staff received another request from the residents to consider the feasibility of
implementing neighborhood traffic calming measures to reduce vehicular speeds and volumes
on Nighthawk Pass. The residents along Nighthawk Pass are still in favor of implementing
Alternative 2. They have also asked for consideration of an overnight parking restriction on the
south side of Nighthawk Pass to address the Board's concerns about parking. The
implementation of Alternative 2 has been tentatively scheduled for inclusion in the City's annual
striping maintenance contract. The contractor is scheduled to perform this work in April 2014.
In so far as overnight parking restrictions, the existing full time parking restriction could be
modified to prohibit on-street parking from 11 PM to 6 AM, which is consistent with existing time
limited restrictions on portions of Channel Street. Since the Temecula Police Department does
not provide routine parking enforcement, the residents would be responsible for contacting the
Temecula Police Department as violations are observed. Staff recommends the Commission
provide further direction on implementation of a parking restriction from 11 PM to 6 AM,
on Nighthawk Pass from Choate Street to the City Limits (tract boundary).
Lastly, the residents suggested consideration of the potential closure of Nighthawk Pass at the
City Limits (Morgan Hill). In the past the Public/Traffic Safety Commission and City Council
have considered similar requests for street closures to mitigate concerns about vehicular
speeds and volumes. Both the Council and Commission have consistently upheld that closing
the street is not an effective traffic calming measure for addressing neighborhood traffic
concerns. As past experience has revealed, a street closure often diverts traffic to other
neighborhoods, causing significant impacts to the residents. Also, a closure can cause impacts
to the adjacent street network, which often results in increased congestion and delays at
controlled intersections. For these reasons, the City Council no longer recognizes a street
closure as a viable option on any street including Nighthawk Pass.
The public has been notified of the Public/Traffic Safety Commission's consideration of this
issue through the agenda notification process and by mail.
FISCAL IMPACT: Adequate funds are available for signing and striping improvements in the
Public Works, Traffic Engineering Division's Operating Budget.
