Provide further direction to Staff regarding the use of curve warning signs on Margarita Road. BACKGROUND: At the meeting of October 24, 2013, Mr. Shawn Strickland, expressed concerns about traffic conditions on Margarita Road and requested that the Public/Traffic Safety Commission explore the feasibility of installing a guardrail on the west side of Margarita Road to mitigate private property damage caused by vehicular collisions. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process. Mr. Strickland was notified by mail. Margarita Road is classified as a Major Arterial on the City's Circulation Element of the General Plan, which accommodates a raised median, two (2)travel lanes and a bike lane in each direction. Currently, Margarita Road is striped for two (2)travel lanes in each direction, a painted median and a bike lane on both sides of the roadway. The Average Daily Traffic (ADT) on Margarita Road is 16,500 ADT north of Jedediah Smith Road. The speed limit is posted at 45 MPH on Margarita Road. In November 2013, a review of conditions was performed, which included an evaluation of the horizontal and vertical roadway alignment, intersection sight distance, and a review of the collision history. The collision history reviewed for the five (5) year period from November 1, 2008 to October 31, 2013, indicates that there were six reported collisions on Margarita Road between Santiago Road and Pio Pico Road. The history indicates that vehicle right-of-way violation and driver inattention were the primary cause of all six collisions. None of the collisions were attributed to the horizontal or vertical alignment of the roadway. Since the majority of collisions were attributed to right-of-way violations, an evaluation of intersection sight distance was performed on Margarita Road at San Fermin Place and Jedediah Smith Road to determine if there were any visibility constraints at these intersections. The evaluation revealed the following: • Margarita Road at San Fermin Place—The sight distance evaluation determined the visibility is appropriate for conditions and speeds at this location. The evaluation indicates the sight distance is approximately 700 feet looking north and 800 feet looking south from San Fermin Place. A minimum unobstructed sight distance of 360 feet is required for the 45 MPH posted speed limit on Margarita Road. • Margarita Road at Jedediah Smith Road—The sight distance evaluation determined the visibility is appropriate for conditions and speeds at this location. The evaluation indicates the sight distance is approximately 1,000 feet looking north and 800 feet looking south from Jedediah Smith Road. A minimum unobstructed sight distance of 360 feet is required for the 45 MPH posted speed limit on Margarita Road. A review of the Margarita Road street improvement plans was performed to determine the design of the roadway alignment between Santiago Road and Jedediah Smith Road. In 1978,the County of Riverside approved the street improvement plans for construction of the west side of Margarita Road in conjunction with the construction of Santiago Estates, Tract Map 9833-2. In 1991, the City of Temecula approved the street improvement plans for construction of the east side of Margarita Road in conjunction with the construction of Paloma Del Sol, Tract Map 24135-1. The approved plans indicate the vertical alignment of Margarita Road between Santiago Road and Jedediah Smith Road varies between a 6.60% and 6.92% grade. Additionally, the plans show a 2,000 foot (horizontal) radius curve on Margarita Road between Santiago Road and Jedediah Smith Road. The design requirements for a Major Arterial, such as Margarita Road, are defined in the City and County Roadway Design Requirements shown in the tables below. Based on the review of the improvement plans and roadway design requirements, it is Staff's opinion that Margarita Road was constructed in conformance with the design standards for major arterial (highway) as required by the County of Riverside (in 1978) and the City of Temecula. As mentioned, a request was received to consider the feasibility of installing a guardrail on Margarita Road to mitigate potential damage to private property caused by vehicular collisions. The City of Temecula utilizes the California Department of Transportation (Caltrans) guidelines when considering the installation of traffic control devices and other traffic safety systems, such as guardrails. The Traffic Manual indicates that guardrails are typically installed to reduce the severity of run-off-road collisions at locations where there is a severe elevation difference(embankment)or to shield fixed objects. The Traffic Manual has established the following criteria,which may be used when considering the installation of a guardrail at fixed objects or embankments. This criteria was used to evaluate the need for a guardrail on Margarita Road. 1. Collision History: Based upon the run-off-road collision history, statistical experience or analysis can be used to predict if guardrail is a potential solution to reducing the severity of a collision at a particular roadway segment. 2. Roadway Alignment: Isolated curves on relatively straight roadway alignment may increase the risk of running off road. Also, on roads with curving alignment, curves that are sharper than expected may increase the probability for run-off-road collisions. 3. Operating Conditions: The location's traffic characteristics can also affect the potential for a vehicle to leave the traveled way: a. Volume: The higher the volume of traffic, the greater the potential for run-off-road collisions. b. Speed of Traffic:Higher operating speed can increase the potential run-off-road collisions, and will affect the distance that a vehicle will traverse before a driver can regain control or bring the vehicle to a stop. 4. Climate Conditions: Frequent dense fog, rain or snow and ice conditions increase the risk of run-off-road collisions. 5. Roadside Recovery Area: The risk of a runoff-road vehicle colliding with an embankment or a fixed object is greater as the recovery area decreases. The evaluation performed indicates that the criteria for consideration of a guardrail was not satisfied. The collision history along Margarita Road indicates that the majority of collisions are attributed to right-of-way violations or driver inattention and are not the type of collision that can be corrected by the installation of a guardrail. Additionally, the roadway design complies with current design standards and there are no existing conditions that may increase the probability for run-off-road collisions. Moreover, the prevailing speed of traffic on Margarita Road is 48 MPH, which is significantly lower than the 55 MPH design speed used to determine the horizontal and vertical alignment of the roadway. The lower prevailing speed of traffic reduces the potential for run-off-road collisions. Based on the results of the guardrail evaluation, it is Staffs opinion that there are no special circumstances that justify the need for a guardrail on Margarita Road. Therefore, Staff recommends no further action on this item. Although the results of our evaluation indicate the roadway alignment of Margarita.Road is properly designed, a Curve Warning sign could be used to advise unfamiliar motorists of the change in roadway alignment and the presence of multiple curves on the southbound. and northbound segment of Margarita Road between Santiago Road and Pio Pico Road. The Caltrans Manual on Uniform Traffic Control Devices (Caltrans MUTCD) allows the flexibility to exercise engineering judgment when using this sign. Staff recommends the Commission provide further direction regarding the use of curve warning signs at this location.
