OF THE TEMECULA CITY COUNCIL
AND THE MURRIETA CITY COUNCIL
TUESDAY, NOVEMBER 30,1993
A special meeting of the Temecula City Council and the Murrieta City Council was called to
order on Tuesday, November 30, 1993, 6:30 P.M., at the Murrieta City Hall Council
Chambers, 26442 Beckman Court, Murrieta, California. City of Murrieta Mayor Jack
vanhaaster presiding.
PRESENT: 4 MURRIETA COUNCILMEMBERS: Allen, Smith, Walsh,
vanhaaster
ABSENT: 1 MURRIETA COUNCILMEMBERS: Gilliss
PRESENT: 4 TEMECULA COUNCILMEMBERS: Parks, Roberts,
Stone, Muiioz
ABSENT: 1 TEMECULA COUNCILMEMBERS: Birdsall
Also present were Murrieta City Manager Jack Smith, Temecula City Manager David Dixon,
Murrieta City Clerk Kay Vinson and Temecula City Clerk June Greek.
PUBLIC COMMENT
Jeanne Gillen, 381 60 Avenida La Cresta, Murrieta, said she has always enjoyed the mountain
view from the both the 15 and 215 freeway, however, since the construction of the new
Homebase store in Murrieta, this view has been obstructed. Ms. Gillen asked members from
both City Councils to give the hillside views consideration in future planning.
COUNCIL BUSINESS
1 .Discussion of Santa Margarita River/San Luis Rey Watershed Mana-gement Plan
Murrieta City Manager Jack Smith summarized the staff report.
Murrieta City Mayor vanhaaster opened the public hearing at 7:1 0 P.M.
Jim Mocalis, 42290 Ivy Street, Murrieta, representing the San Diego Regional Water
Quality Control Board, offered to provide information upon request by both Councils.
Peter Archuleta, 31 00 Vista Way, Hemet, representing the Santa Margarita/San Luis
Rey Watershed Planning Agency, provided a summary of the establishment and
purpose of the Santa Margarita/San Luis Rey Watershed Planning Agency.

Murrieta Planning Director Stephen Harding reviewed the staff report, outlining
alternatives to avoid duplication of effort and to maximize resources.
Paul Romero, 4600 Crestmore Road, Riverside, representing the County of Riverside
Regional Park & Open Space District, answered questions regarding the policy
committee for the Santa Margarita River Watershed Management Program.
Temecula Mayor Muiioz asked who participated in the Board meetings and if there
were any concerns expressed by the Board in joining the agency.
Mr. Romero said that at the last meeting the Board addressed the issue and expressed
their support of the Joint Powers Agreement (JPA) participation, but want to continue
with the ongoing activities of the County Task Force.
Murrieta Councilmember Gilliss arrived at 7:30 P.M.
Mayor Pro Tem Roberts asked where the funds for running the agency come from.
Mr. Archuleta explained the funds come from the member agencies. Mr. Archuleta
said at the last meeting the Commission approved an assessment for the members to
fund the scope of work for the watershed plan. He said he feels there needs to be a
coordinated effort in watershed planning, since there is no money for duplicated
efforts. Mr. Archuleta encouraged both Councils to join the JPA.
David Bartlett, 241 97 Via Prima Vera, Murrieta, said he feels the Santa Margarita River
Watershed Management Plan is an ad-hoc committee attempting to take property
rights. He said he feels the Councilmembers have a sacred trust to protect the rights
of the property owners.
John Bell, 37527Vineyard Knoll, Murrieta, concurred with Mr. Bartlett's concerns. He
said the Committee formed by County Supervisor Bob Buster is not represented by
members of the public, land owners or business owners. Mr. Bell submitted a list of
the members to the City Clerk. Mr. Bell said he did not support the City Council
entering into the JPA.
Jeanne Gillen, 381 60 Avenida La Cresta, Murrieta, said she has served on the
Committee as a volunteer as well as many other commissions and committees. She
clarified it was Walt Abraham who formed the Santa Margarita Watershed Committee.
Ms. Gillen said she is concerned there has been no recreation element to the plan and
no input from the citizenry.
A letter was received from W.H. Rawlings, Murrieta, encouraging both City Councils
not to give responsibilities regarding watershed planning to a JPA that has no private
interest participation.
Temecula Mayor MuFioz asked for comments from staff.

Temecula Planning Director Gary Thornhill suggested the Councils allow staff members
to work together on a recommendation.
Murrieta Planning Director Steve Harding agreed with Director Thornhill. He said the
purpose of tonights meeting was for staff to receive input from the Council.
CouncilmemberAllen said there are worthwhile and needed flood control problemsthat
are endangering Historic Old Town Murrieta. Councilmember Allen said he would
prefer dealing with a formal and legal authority.
Temecula Mayor Muiioz said he participated on the policy committee. He said he
would support continuing to move ahead with the current management program,
inviting the JPA to give input from their experience over the past 20 years.
Temecula Councilmember Parks said he is concerned about creating a new committee
when there is still another committee existing. He said the watershed management
plan and agreement needs to be updated.
Murrieta Councilmember Walsh suggested the watershed groups work with staff from
both cities and make a recommendation regarding the watershed management plan.
It was moved by Temecula Councilmember Parks, seconded by Councilmember Stone
to refer this item back to staff from both cities to work together on a recommendation.
The motion carried as follows:

2. Discussion of French Valley Airr)ort Master Plan
Larry Markham, Chairman of Friends of French Valley Airport, provided an update on
the status of the airport. He said the Friends of the French Valley Airport are working
on ensuring the airport is maximized to its fullest potential while being a good neighbor
to the surrounding environment.
Ron Sullivan, 3rd District Aviation Commissioner, asked the Council and staff of both
cities to support the airport master plan process.
Temecula City Manager David Dixon suggested the City Council have a study session
for staff to brief them on the airport master plan.

Temecula Mayor Pro Tem Roberts asked for a status report of the joint traffic committee and
the grant application. Staff replied the grant is in process and another joint meeting will be
called.
Adjournment
It was moved by Murrieta Councilmember Walsh, seconded by Murrieta Councilmember Gilliss
to adjourn at 9:40 P.M.
The motion was unanimously carried with Temecula Councilmember Birdsall absent.
The next regular meeting of the Murrieta City Council will be held on Tuesday, December 7,
1 993, at the Murrieta City Hall Council Chambers.
The next regular meeting of the Temecula City Council will be held on Tuesday, December 14,
1 993, at the Temecula Community Center.
