HomeMy WebLinkAbout092793 CC Workshop Minutes MINUTES OF A WORKSHOP MEETING OF THE CITY OF TEMECULA CITY COUNCIL MONDAY SEPTEMBER 27,1993 A workshop of the City of Temecula City Council was called to order on Monday, September 27, 1993, 7:05 P.M., at the Temecula City Hall Main Conference Room, 431 74 Business Park Drive, Temecula, California. Mayor J. Sal Mui)oz presiding. Mayor Pro Tem Roberts led the flag salute. PRESENT: 5 COUNCILMEMBERS: Birdsall, Parks, Roberts, Stone, Muiioz ABSENT: 0 COUNCILMEMBERS: None Also present were City Manager David F. Dixon, Assistant City Manager Harwood Edvalson, City Attorney Scott F. Field, City Clerk June S. Greek and Recording Secretary Gail Zigier. PUBLIC COMMENTS None COUNCIL BUSINESS 1 . Workshor) with Zev Buffman regarding Prosr)ective Amr)hitheatre Zev Buffman presented his vision for the Old Town area as a major tourist destination, depicting the early western era. Mr. Buffman outlined various ideas for the theme of this attraction such as; wild west shows, cabaret theatres, showboat, venue for food and wine shows, etc. He proposed the City fund construction of infrastructure improvements and his company will be responsible for the operation of the attractions. Mr. Buffman asked for the Council's support by entering into a Memorandum of Understanding to study the feasibility of the proposed development. Each Councilmember expressed support of the proposal and a desire to enter into the MOU for the eighteen months. Planning Director Gary Thornhill advised that during the Old Town Specific Plan preparation, several studies have been performed on circulation, flooding, etc., and may be useful in the design of this project. Mr. Buffman expressed concern that the MOU doesn't preclude another individual from coming in and buying up several blocks within the proposed development area. Carlene Danielson, representing the Economic Development Corporation, expressed support of Mr. Buffman's proposal, on behalf of the EDC. CCMIN09/27/93 -I- 10/05/93 CITY COUNCIL MINUTES Councilmember Birdsall volunteered to represent the City Council on a committee which will work with Mr. Buffman. The overall consensus of the City Council was to approve the proposal and to direct staff to place approval of an MOU, with language acceptable to both Mr. Buffman and the City Attorney, on the October 1 2, 1993 City Council agenda. CITY MANAGER REPORT None CITY ATTORNEY REPORT None ADJOURNMENT It was moved by Councilmember Stone, seconded by Councilmember Parks to adjourn at 8:45 P. M.
