Speakers are limited to two (2) minutes each. When you are called to speak, please come forward and state your name and address. Deny the request for installation of Multi -Way Stop signs at the intersections of Del Rey Road at Avenida Verde and Avenida Buena Suerte, and Via Norte at Carmelita Circle, Avenida Centenario, and Calle Fiesta; 2. BACKGROUND: Staff received a request from the Meadowview Community Association, Board of Directors to consider the feasibility of installing multi -way stop signs at five (5) intersections on the Del Rey RoadNia Norte loop road. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. Del Rey Road is a thirty -six (36) foot wide local roadway, which functions as a residential collector roadway by providing access to the arterial roadway network for numerous single family residential enclaves. Del Rey Road is striped for one travel lane in each direction. Currently, Del Rey Road carries 3,000 Average Daily Traffic (ADT). The speed limit is posted at 35 MPH on Del Rey Road. Via Norte is a thirty -six (36) foot wide local roadway, which functions as a residential collector roadway by providing access to the arterial roadway network for numerous single family residential enclaves. Via Norte is striped for one travel lane in each direction. Via Norte carries 2,200 ADT. The speed limit is posted at 35 MPH on Via Norte. Avenida Verde is a local roadway which provides access to Del Rey Road for numerous single family residential units. Avenida Verde also provides direct access to and from the association's clubhouse /recreation center. Avenida Verde is thirty -six (36) foot wide with parking on both sides of the street. The estimated traffic volume on Avenida Verde is approximately 250 ADT. The prima facie speed limit is 25 MPH on Avenida Verde. Avenida Buena Suerte is a local roadway which provides access to Del Rey Road for numerous single family residential units. Avenida Buena Suerte is thirty -six (36) foot wide with parking on both sides of the street. The estimated traffic volume on Avenida Buena Suerte is approximately 450 ADT. The prima facie speed limit is 25 MPH on Avenida Buena Suerte. Calle Fiesta is a local roadway which provides access to Via Norte for numerous single family residential units. Calle Fiesta is thirty -six (36) foot wide with parking on both sides of the street. The estimated traffic volume on Calle Fiesta is approximately 200 ADT. The prima facie speed limit is 25 MPH on Calle Fiesta. Avenida Centenario is a local roadway which provides access to Via Norte for numerous single family residential units. Avenida Centenario is thirty -six (36) foot wide with parking on both sides of the street. The estimated traffic volume on Avenida Centenario is 400 ADT. The prima facie speed limit is 25 MPH on Avenida Centenario. Carmelita Circle is a local roadway which provides access to Via Norte for numerous single family residential units. Carmelite Circle is thirty -six (36) foot wide with parking on both sides of the street. The estimated traffic volume on Carmelite Circle is 250 ADT. The prima facie speed limit is 25 MPH on Carmelite Circle. In December 2009, a review of conditions was performed on Del Rey Road and Via Norte at the five (5) intersections which included an evaluation of sight distance, accident history and multi -way stop warrant analysis. An evaluation of sight distance was performed at each intersection, which revealed the following results: 1. Del Rey Road and Avenida Verde The evaluation determined the sight distance visibility at this intersection is approximately 240 feet looking west from Avenida Verde and 245 feet looking east from Avenida Verde when vehicles stop at the limit line. Although the visibility is not obstructed by landscaping, the horizontal alignment of Del Rey Road reduces the sight distance below minimum standards and requires motorists to "edge -out" beyond the limit line to improve visibility before entering Del Rey Road. An unobstructed sight distance of approximately 250 feet is required for the posted speed limit of 35 MPH on Del Rey Road. 2. Del Rey Road and Avenida Buena Suerte The visibility looking east and west from Avenida Buena Suerte exceeds the minimum sight distance required for conditions and prevailing speeds. The evaluation determined the sight distance at this intersection is approximately 350 feet looking east and 560 feet looking west from Avenida Buena Suerte. An unobstructed sight distance of approximately 250 feet is required for the posted speed limit of 35 MPH on Del Rey Road. 2 3. Via Norte and Calle Fiesta The visibility looking east and west from the south leg of Calle Fiesta exceeds the minimum sight distance required for conditions and prevailing speeds. The visibility looking east from the north leg of Calle Fiesta exceeds the minimum sight distance required for conditions and prevailing speeds. However, the visibility looking west is currently obstructed by vegetation on the northwest corner of the intersection. The evaluation determined the sight distance at this intersection is approximately 500 feet looking east and 350 feet looking west from the south leg of Calle Fiesta. The sight distance on the north leg of Calle Fiesta is approximately. 550 feet looking east. The sight distance looking west can be improved to acceptable standards with the removal of the vegetation obstruction. An unobstructed sight distance of approximately 250 feet is required for the posted speed limit of 35 MPH on Via Norte. 4. Via Norte and Avenida Centenario The visibility looking west from Avenida Centenario exceeds the minimum sight distance required for conditions and prevailing speeds. However, the visibility looking east is currently obstructed by vegetation on the southeast corner of the intersection. The evaluation determined the sight distance at this intersection is approximately 650 feet looking west from Avenida Centenario. The sight distance looking east from Avenida Centenario can be improved to acceptable standards with the removal of the vegetation obstruction. An unobstructed sight distance of approximately 250 feet is required for the posted speed limit of 35 MPH on Via Norte. 5. Via Norte and Carmelita Circle The visibility looking east and west from Carmelita Circle exceeds the minimum sight distance required for conditions and prevailing speeds. The evaluation determined the sight distance at this intersection is approximately 500 feet looking west and 300feet looking east from Carmelita Circle. An unobstructed sight distance of approximately 250 feet is required for the posted speed limit of 35 MPH on Via Norte. A review of the accident history for the twelve (12) month period from December 1, 2008 to November 30, 2009, indicates there were no reported collisions at the five (5) intersections. This favorable record can be attributed to driver familiarity with neighborhood roadway conditions and exercising due care when entering each intersection, especially at the intersections that have visibility constraints. The Multi -Way Stop Sign Installation Policy for Residential Streets' warrant criteria was used to evaluate the need for multi -way stop signs on Del Rey Road and Via Norte. The warrants allow for the installation of multi -way stop signs when the following conditions are satisfied: 1. Minimum Traffic Volumes a) The total vehicular volume entering the intersection from all approaches is equal to or greater than three hundred (300) vehicles per hour for any eight (8) hours of an average day and b) The combined vehicular volume and pedestrian volume from the minor street is equal to or greater than one hundred (100) per hour for the same eight (8) hours. 2. Collision History a) Three (3) or more reported collisions within a twelve (12) month period of a type susceptible to correction by a multi -way stop installation. Such accidents include right and left -turn collisions as well as right -angle collisions. 3 3. Roadway Characteristics a) The traffic volume on the uncontrolled street exceeds two thousand (2,000) vehicles per day, b) The intersection has four (4) legs, with the streets extending 600 feet or more away from the intersection on at least three (3) of the legs; c) The vehicular volumes on both streets are nearly equal to a forty /sixty percent (40/60 split, and d) Both streets are 44 feet wide or narrower. WARRANTS 1, 2, and 3 MUST BE SATISFIED Other criteria that may be considered when evaluating the need for multi -way stop signs include: 4. Visibility a) The intersections sight distance is less than: 155 feet for 25 MPH 200 feet for 30 MPH 250 feet for 35 MPH 5. The need to control left -turn conflicts. 6. The need to control vehicle /pedestrian conflicts near locations that generate high pedestrian volumes such as schools, parks and activity centers. 7. The roadways and intersection appear on a Suggested Route to School plan. 8. There are no traffic signal or all -way stop controls located within 600 feet of the intersection. 9. The installation of multi -way stop signs is compatible with overall traffic circulation needs for the residential area. The Multi -Way Stop warrant analysis performed indicates that the combination of Warrants 1, 2 and 3 are not satisfied and multi -way stop controls are not justified. For these reasons, staff recommends that the Commission deny the request for multi -way stop signs on Del Rey Road and Via Norte. In addition to the multi -way stop sign request, the Meadowview Community Association, Board of Directors, requested that the City consider the feasibility of installing marked crosswalks at three (3) uncontrolled mid -block equestrian trail head locations on Via Norte. Presently, the equestrian crossings are identified by advance warning signs that advise motorists of the crossing and the distance to the location of the crossing. The Association also requested the installation of marked crosswalks at the proposed stop sign locations and the following existing controlled intersections: Del Rey Road at Calle Pina Colada Via Norte at Calle Pina Colada In the past, the Commission has received requests for the installation of marked crosswalks at controlled and uncontrolled locations. The City has been a strong advocate of not installing marked crosswalks at any uncontrolled or mid -block location. The rationale is that a marked crosswalk can give pedestrians a false sense of security. Studies conducted of both marked and unmarked locations support the minimal installation of marked crosswalks. Therefore, leaving the crossing unmarked puts the responsibility on the pedestrian to be alert and cautious while crossing the street. 4 For the same reasons listed above, it has been the City's practice to not install marked crosswalks at multi -way stop intersections, except at intersections that are adjacent to school zones. Under certain conditions however, it may be appropriate to use a marked crosswalk at multi -way stop intersections where there is a substantial conflict between vehicle and pedestrian movements, or where there is a significant concentration of pedestrians crossing the intersection, and where pedestrians do not recognize the proper place to cross. Installing a marked crossing under these conditions would follow the philosophy of marking crosswalks, only when necessary, to encourage and appropriately guide pedestrians through an intersection. Recently, the Commission considered a similar request from the Harveston Community Association to consider marked crosswalks at controlled intersections. At that meeting, Staff advised the Commission that there are numerous locations throughout the City which provide a concentrated crossing for a significant number of pedestrians. The Commission approved the Staff recommendation to develop a Citywide Comprehensive Plan for the installation of marked crosswalks. Therefore, Staff recommends the Meadowview Community trail system be included in the Citywide Comprehensive Plan. The plan's analysis will include consideration of appropriate signing and marking at controlled and uncontrolled locations in the Meadowview Community. In the interim, Staff recommends the present level of control be maintained on Del Rey Road and Via Norte with no additional signs or markings, until the Citywide Comprehensive Plan has been completed and brought back for consideration by the Commission.
