INVESTMENTS The undersigned hereby states and certifies: (i) that she is the duly appointed, qualified and acting Treasurer of the Temecula Public Financing Authority, a joint powers
authority duly organized and existing under the laws of the State of California (the "Authority"), and as such, is familiar with the facts herein certified and is authorized and qualified
to certify the same on behalf of the Authority; (ii) that she is an "Authorized Officer" of the Authority, as such term is defined in that certain Fiscal Agent Agreement, dated as of
March 1, 2006 (the "Fiscal Agent Agreement")/by and between the Authority and U.S. Bank National Association, as fiscal agent (the "Fiscal Agent"); (iii) that she has read Sections 5.11
through 5.16 and 6.01 of the Fiscal Agent Agreement and the definitions contained in the Fiscal Fiscal Agent Agreement of the capitalized terms used in said Sections; (iv) that, of that
portion of the net proceeds of the "Temecula Public Financing Authority Community Facilities District No. 03-02 (Roripaugh Ranch) 2006 Special Tax Bonds," in the aggregate principal
amount of $51,250,000 and dated the date hereof (the "Bonds"), received by the Fiscal Agent on the date hereof, the Authority hereby authorizes and directs the Fiscal Agent to invest,
on the date hereof, the amounts deposited into the funds and accounts established pursuant to the Fiscal Agent Agreement in the investments set forth on Exhibit A attached hereto and
by this reference incorporated herein and hereby requests that such investments be acquired at Fair Market Value; (v) that the undersigned acknowledges that the investments set forth
on said Exhibit A are Permitted Investments; and (vi) that capitalized terms used herein and not otherwise defined shall have the meanings ascribed thereto in the Fiscal Agent Agreement.
