Dear Mr. Armstrong: Pursuant to your request, this firm has observed and tested grading and backfill operations at the above referenced project. Results of the compaction tests are attached and locations of these tests are shown on the accompanying Site Plans. All work was performed in accordance with our Geotechnical Investigation dated May 31, 1994, Project Number 4660-94 and with all present day standards of the Geotechnical Engineering Industry. . Site Gradina The purpose of the grading operations was for the placement of fill to provide structural support for the proposed development. All vegetation and demolition debris was stripped and removed from the fill areas prior to grading operations. The existing low density soils were removed to native soils, the exposed subgrade scarified, moisture conditioned and then recompacted to a minimum of 90% relative compaction. Areas of high groundwater, and/or high moisture levels of the subsurface soils, Lots 9 thru 41 and 55 thru 84 required stabilization prior to placement of fill. These areas were stabilized with "Tensar BX1100", a reinforcement geogrid fabric or a 18 inch thick blanket of crushed rock. All excavations were observed and approved by this firm prior to placement of fill material. \ May 19, 1998 Page 2 Project Number 4660-94 . The overexcavation consisted of a minimum of five horizontal feet or to the depth of fill placed, whichever is greater, beyond the outside edge of all proposed foundations. A septic tank and leach field were located in Lot 52 and portions of Murfield Drive and were completely removed to competent native bottoms prior to placement of engineered fill. The rear yard areas of lots 22 thru 34 were excavated below groundwater from the neighboring grading operations for the adjacent park site. Fill soils were placed at a minimum of 85% relative compaction up to previous natural grade per a contractual agreement with the City of Temecula. Any fill placed above previous natural grade was compacted to a minimum of 90% of the laboratory standard. Fill soils placed were compacted to a minimum of 90% of the laboratory standard in lifts not in excess of eight inches in thickness. Conventional earthmoving equipment was utilized for compaction control. Water trucks provided moisture control. . The relative compaction was determined by Sand Cone Method (ASTM: D 1556-82) and by the Drive Tube Method (ASTM: D-2937). The maximum density of the fill soils was obtained by the laboratory standard (ASTM: D 1557-78) and results are shown on Table I. Tests were performed a minimum of every 500 cubic yards placed and every two feet in depth of fill placed. Results of the field density tests are presented in Table II. . Slope and Drainaoe Gradino All slope and drainage channels, located around the perimeters of the site were property graded and tested under the supervision of this firm. Any old channel structures were properly removed prior to the start of these grading operations. Due to high moisture levels, some of the proposed bottom areas were excavated to elevations that would allow for a three feet thick stabilization section. The stabilization section consisted of a two feet thick crushed rock blanket covered by filter fabric and one foot cap of compacted fill soils. N orCal Engineering 1,;- May 19, 1998 Page 3 Project Number 4660-94 . All slope areas were properly benched into competent soils during the cut and fill operations. All fills placed in the drainage channel areas were properly compacted and tested to at least 90% relative compaction. The maximum depth of fill placed was 101/2 feet. There were existing irrigation lines present in the east wash channel areas. These line were properly removed under the supervision of this firm. The locations where the lines extended on to the adjacent property were properly capped as per specifications of the City of Temecula. Trench Excavation Backfill A sewer trench excavation was backfilled and tested under the supervision of this firm. All placed underground pipe was shaded with a minimum of one foot of crushed rock prior to utilizing fill soils for backfill. The areas nearby Manhole No. 1 were backfilled with fill soils up to within 11 feet below grade, and then rushed rock was placed up to . within 5 feet from grade. The final 5 feet was backfilled with a concrete slurry mix. An abandoned irrigation line was encountered traversing through lots 17, 18, 38, 39, 61,62,67,71 and 78. These areas were completely excavated down to the concrete pipe which was crushed in-place prior to placement of backfill material. All areas were properly backfilled and compacted under the direct supervision of the firm. All water service trenches for Phases 1 thru 4 and the wash channel crossing areas, were properly backfilled, compacted and tested to at least 90% relative compaction. The maximum depth of fill over the water lines was 9 feet. The areas within Pala Road were backfilled with a concrete slurry mix as per the city of Temecula. Electrical trenches located in Phase 1 thru 4 and the wash channel crossing areas, were properly compacted and tested to at least 90% relative compaction. The maximum depth of fill over the electrical lines was 8 feet. . N orCal Engineering "? May 19,1998 Page 4 Project Number 4660-94 . The storm drain areas located between Pala Road and Lots 7 and 8, east of Lot 34 crossing Canterfield, and between Lots 19 and 20 were properly backfilled and compacted to at least 90% relative compaction. The maximum depth of fill placed over the storm drain was 6 feet. The backfill operations around the box culvert, located at Murfield Drive and Pala Road, were properly compacted and tested to at least 90% relative compaction. The maximum depth of fill placed was 7.5 feet. Street Pavement Suborade All street sidewalks and curbs for Phases 1 thru 4 and the Pal a Road improvement areas, were properly compacted and tested to at least 90% relative compaction. The maximum depth of fill placed in these areas was one foot. Due to high moisture levels the street subgrades required stabilization methods. The street subgrade areas were cement treated using a 2% mixture as recommended by this firm. These areas were properly compacted and tested to at least 90% relative compaction. The street subgrades for the Pala Road improvement areas were excavated to depths that . allowed for the placement of a "Mirafi stabilization fabric" overlayed by an additional 12 inches of crushed miscellaneous base. The maximum depth of base materials placed was two feet. All base materials were properly compacted and tested to at least 95% relative compaction prior to any paving operations. Conclusions The geotechnical engineering aspects of the grading and backfill operations have been observed and are in compliance with the geotechnical engineer's recommendations.
