August 17, 2006 at 1:30 p.m. in the Main Conference Room, located at 43200 Business Park Drive Temecula, California. Planning Director Debbie Ubnoske presiding. Also present was Associate Planner Christine Damko, Senior Planner Stuart Fisk, and Minute Clerk Cynthia Lariccia. Item No.1: PlanninG ADDlication PA06-0183 a Minor Conditional Use Permit to allow for Autoland Consultants to Drovide :auto brokeraae and car loan information to credit union members at an existinG USA Federal Credit Union facility. located at 41273 MarGarita Road.' Director Ubnoske convened the meeting at 1 :30 ~.m. Associate Planner Damko provided an overview of the project. The subject use is within an existing building, and will provide ancillarY services, in conjunction with the existing operations of the USA Federal Credit Union which is currently onsite. No c~rs will be held onsite; therefore, no additional parking spaces will be needed. The propos~d project, as conditioned, is consistent with the City's General Plan, Development Code 'and all applicable ordinances, standards, guidelines and policies. The project is exempt from further environmental review per CECA Section 15162 Subsequent EIR's and Negative Declarations. Director Ubnoskeopened the Public Hearing and asked the applicant is she had read and concurred with the Conditions of Approval. Lynne Crother, 7060 Cerritos Avenue, Stanton, applicant, stated that she had reviewed the Conditions of Approval and is in agreement with them. Planner Director Ubnoske closed the Public Hearing and approved Planning Application No. PA06-0183 subject to the Conditions of Approval. Item No.2: PlanninG ADDlication PA06-0185 a Tentative Parcel MaD to subdivide 5.29 acres into four leaal Darcels with a minimum lot size of 1 acre and 1.75 acres. located on the north side of SantiaGO Road. west of MarGarita Road.. Associate Planner Damko asked to continue this item to the August 24, 2006 Director's Hearing due to an error in the location on the Notice of Public Hearing. Director Ubnoske asked if the applicant concurred with this continuance. Associate Planner Damko responded that the applicant had been notified. Director Ubnoske continued PA06-0185 to the August 24, 2006 Director's Hearing R:\DIRHEARlMINUTES\2OO6\08-17-()6.doc r Item No. 3: Plannina ADDlication PA06-0103 a Tentative Parcel MaD to subdivide a 5.8 residential Darcel into two Darcels with a minimum lot size of 2.69 acres. located at 39885 Jeffrev Heiahts Road. Senior Planner Fisk provided an overview of the project. The project has a zoning and General Plan designation of Very Low Residential. The map would res~lt in parcel sizes of 2.7 and 3.1 acres. The purpose of the proposed map is to allow the curr"nt owner of the property to sell Parcel 2 but no development of Parcel 2 is proposed at this til1)e. The proposed map complies with all applicable development standards as specified in the Development Code, and the parcels are adequately configured to allow for the placement ofjbuildings. The project has been deemed categorically exempt from further environmental rev.lew per CEOA Section 15315, Class 15, Minor Land Divisions. The proposed project, as cQnditioned, is consistent with all applicable City ordinances, standards, guidelines, and policies. · Director Ubnoske opened the Public Hearing and requested the1applicant come to the podium. < Phyllis Davis, 2271 Canyon Lake Drive, Canyon Lake, spoke c:m behalf of the applicant, Mrs. Derobert.. . Director Ubnoske asked if the applicant has reviewed the Conditions of Approval. Ms. Davis asked if the applicant could sell the lot as a Tentative Parcel Map. Director Ubnoske explained that the map needs to be recorded. The Conditions of Approval need to be met prior to recordation of the map. A final map has to be presented to Public Works for their review and then the map goes forward to the City Council and placed on the Consent Agenda for approval. Ms. David requested the time frame for the map to be recorded. Director Ubnoske stated that final maps typically take three months. The applicant was under the assumption she could sell the lot after the hearing. Director Ubnoske informed the applicant that it does not become a legal lot until the final map is recorded. \ Planner Director Ubnoske closed the Public Hearing and approved Planning Application No. PA06-0103 subject to the Conditions of Approval.
