HomeMy WebLinkAbout062906 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING JUNE 29, 2006 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, June 29, 2006 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park Drive Temecula, California. Principal Planner Don Hazen presiding. Also present were Associate Planner Dana Schuma and Minute Clerk Cynthia Lariccia. Item No.1: Plannina Application PA06-0109. a Minor Conditional Use Permit to allow for the sale of beer. wine. and distilled spirits (Tvpe 47 License - On Sale General - Eatina Place at an existina restaurant (La Casita Nueva). located at 27645 Jefferson Avenue. Suite 106. Principal Planner Hazen convened the meeting at 1 :32 p.m. Associate Planner Schuma presented an overview of the project and staff recommendations. The proposed use requires a Type 47 License through the Department of Alcohol Beverage Control which authorizes the on-site sale of alcoholic beverages at general eating places. The Census Tract is over concentrated; however, a Finding of Public Convenience and Necessity is not required for restaurant establishments and ABC only required the City to approved the Cup for the Type 47 License. The proposed use is consistent with the General Plan, as well as with the zoning designation within the Development Code. The project is exempt from CEQA Section 15301, Class 1 Existing Facilities. Principal Planner Hazen asked if there will be any outdoor sales. Planner Schuma stated there wasn't a patio at this site. Principal Planner Hazen opened the Public Hearing at 1 :31 p.m. Javier Mendoza, 21 Lyon Road, Rancho Mirage, stated he would like to have a better atmosphere for the restaurant and concurred with the Conditions of Approval. Simon Moore, 80305 Paseo de Tiempo, Indio, Regional Manager of La Casita, stated that the restaurant serves authentic Mexican food, provides superior customer service in a casual family environment at reasonable prices. He requested approval of the license to keep with the slogan of the restaurant chain. Rick O'Connor, 11612 Holmes Street, Yucaipa, processed the application. He recommended the food as well as the decor of the restaurant. He stated that granting the license will complete the package. Item No.2: Plannina Application PA06-0074. a Conditional Use Permit to allow for Gatewav Colleae to establish a professional school and conduct business at an existina industrial buildina. located at 43178 Business Park Drive. Suite B-101. Associate Planner Schuma presented an overview of the project and staff recommendations. The applicant has provided a statement of operations identifying the use and the hours in which the school will be operating as well as the number of students and faculty. Project is compatible with surrounding uses within the industrial complex. Parking on-site is more than adequate. The unit has been allocated 11 spaces. The complex has 191 reciprocal parking spaces for all businesses located there. Project is consistent with all other applicable requirements of State law and local ordinances and code. The proposed project is categorically exempt from further environmental review per CEOA Section 15301, Class 1 Existing Facilities. . Principal Planner Hazen asked for clarification on Condition No. 11 which limits the occupancy to a maximum of 15 people, five employees and ten students. He questioned whether the City should loosen the parameters anticipating the growth of the school. Principal Planner Hazen opened the Public Hearing at 1 :40 p.m. Dr. John Hauge, 43178 Business Park Drive, Temecula, stated he was looking forward to opening the school. Principal Planner Hazen stated that the Conditional Use Permit as conditioned would limit the school to 15 people at the site and asked if this was his preference. Dr. Hague stated he believed the application had been amended to 55 as there would be five concurrent programs with ten students and one instructor each. He requested a revision to 65 to also include the various Deans at the school. Principal Planner Hazen asked if he concurred with the other conditions. Dr. Hague concurred. Bill Miltenberger, 31554 Via San Carlos, Temecula, recommended approval of the project citing it was long overdue. He believes it will help the community. Rose Hague, 44687 Clover Lane, Temecula, stated that there is a gap in Temecula for a facility that would provide medical training. Principal Planner Hazen stated that it is staff's intent to put a realistic restriction on this use only to insure that there is adequate parking. Principal Planner Hazen recessed the Public Hearing at 1 :50 p.m. to review available parking. Principal Planner Hazen reconvened the Public Hearing at 2:00 p.m. Principal Planner Hazen stated the research on the parking wanted to confirm with Dr. Hague the ultimate occupancy. Dr. Hague stated 55 students, five instructors and five staff for a total of 66 persons. Planner Schuma stated that the calculations showed that there is sufficient parking.
