HomeMy WebLinkAbout051806 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING MAY 18, 2006 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, May 18, 2006 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park Drive Temecula, California. Principal Planner Don Hazen presiding. Also present were Assistant Planner Harmony Linton and Minute Clerk Cynthia Lariccia. Item No.1: Plannina Aoolication PA06-0096. a Develooment Plan to construct a 1.618 stall. 485.447 SQuare foot parkina structure. and a Minor Exception reauest ta reduce the front vard setback from 20 feet to 17 feet and to reduce the parkina soace width from 9 feet to 8 1-2 feet. located at the northeast corner af Ynez Road and Motor Car Parkwav. Principal Planner Hazen convened the meeting at 1 :30 p.m. Assistant Planner Linton presented an overview of the project and staff recommendations. The Development Agreement containing the conceptual master plan for the site was approved by the City Council on October 22, 2002. A Mitigated Negative Declaration was approved for the build-out of the site. With the exception of the setback along Ynez Road, the project conforms to the development standards for the Light Industrial Zone. Over 37% of the site has been proposed to be landscaped which exceeds the code requirement of 20%. Main access to the proposed structure will be provided from Motor Car Parkway. Project is categorically exempt from further environmental review per CEQA Section 15162, Subsequent EIRs and Negative Declaration. Project, with the Minor Exception, is consistent with City ordinances, standards, guidelines and policies. Principal Planner Hazen requested clarification of Condition Nos. 50 and 51 regarding landscaping and size of trees planted. Assistant Planner Linton stated mainly 36" boxes with some 24" boxes of Poplars. Principal Planner also wanted to confirm whether the TUMF fees were referenced in the Development Agreement. Assistant Planner Linton stated that TUMF came in after the Development Agreement therefore they are not subject to the TUMF fees. Principal Planner Hazen opened the Public Hearing at 1 :40 p.m. Applicant Carl Franklin, 3909 Ferntree, Glendale, thanked staff for all their help, concurred with the Conditions of Approval and had one question regarding the ADA requirements. Prin'cipal Planner agreed to escort the applicants to Building and Safety to discuss the issue with the Building Official. Principal Planner Hazen closed the Public Hearing at 1 :42 p.m. Principal Planner Hazen concurred with staff analysis and approved Planning Application PA06- 0096. .
