HomeMy WebLinkAbout040606 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING APRIL 6, 2006 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, April 6, 2006 at 1 :30 p.m. in the Main Conference Room, located at 43200 Business Park Drive Temecula, California. Principal Planner Don Hazen presiding. Also present were Development Processing Coordinator Knute Noland and Minute Clerk Cynthia Lariccia. Item No.1: Plannina Application PA06-0020 a Minor Conditional Use Permit to establish and operate a rental car aaencv within an existina retail commercial suite, located at 27645 Jefferson Avenue. Suite 113. Principal Planner Hazen convened the meeting at 1 :30 p.m. Coordinator Noland presented an overview of the project and staff recommendations. The primary issue of parking was addressed. ,Applicant was requesting the use of 11 spaces in the rear and 14 spaces in the front of the site to accommodate, rental car storage, customers and employees. Applicant is leasing 936 square feet for business operations requiring a total of 15 spaces, 12 spaces for rental car storage and 3 for customers. Project is categorical exempt from further environmental review per CEQA Section 15301, Existing Structure. Principal Planner Hazen opened the Public Hearing at 1 :34 p.m. Applicant's representative Karl Huy, 2401 E. Katella Avenue, #400, Anaheim, concurred with the Conditions of Approval and had no questions. Principal Planner Hazen closed the Public Hearing at 1 :35 p.m. Principal Planner Hazen commented that MSHCP, DIF, and TUMF fees are not applicable and will be shown as such on the Conditions of Approval. Principal Planner added a new condition limiting the use permit to a maximum of 12 spaces for inventory. Should the applicant require more spaces, they would have to come back to the City for a modification. Comments by Mr. Huy concurred with this addition. Therefore, a new Condition under General Requirements will state, "This Conditional Use Permit is valid for a maximum of 12 rental cars to be stored on site at any given time." Principal Planner Hazen approved Planning Application No. PA06-0020 subject to the Conditions of Approval. Item No.2: Plannina Application PA06-0021 a Minor Conditional Use Permit to establish and operate a rental car aaencv within an existina hotel. located at 29345 Rancho California Road. Coordinator Noland Coordinator Noland presented an overview of the project and staff recommendations. Applicant is requesting the use of 13 spaces at the rear of Embassy Suites, 13 spaces in the rear of the site to accommodate 12 rental car storage spaces and one for employee parking. Project is categorical exempt from further environmental review per CEQA Section 15301, Existing Structure. Principal Planner Hazen opened the Public Hearing at 1 :40 p.m. Applicant's representative Karl Huy, 2401 E. Katella Avenue, #400, Anaheim, concurred with the Conditions of Approval and had no questions.
