HomeMy WebLinkAbout010506 DH Minutes MINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR'S HEARING JANUARY 5, 2006 A regular meeting of the City of Temecula Director's Hearing was called to order on Thursday, January 5, 2006 at 1 :30 PM in the Main Conference Room, located at 43200 Business Park Drive Temecula, California. Principal Planner Don Hazen presiding. Also present were, Associate Planner Matt Peters and Minute Clerk Cynthia Lariccia. Item No.1: Plannina Apolications PA05-0215 a Develoqment Plan (Product Review\ for 133 detached single-familv residential homes with units ranpina from 2,-S97 to 3.267 s9uare feet. 3 different floor Dlans. and 4 architectural desians and PA05-03S0 a, Minor Exceation reguest to reduce the side \lard setback from a total of 15 feet to 14 feet on Lot 16 of Tract 30264-S. located east of Pechanaa Parkwav and south of Wolf Vallev Road in Wolf Creek Plannina Area 17 (Ironwood'. Principal Planner Hazen convened the meeting at 1 :31 PM. Associate Planner Peters presented an overview of the project and staff recommendations highlighting the three floor plans and four architectural styles, Spanish Colonial, Monterey, Cottage and Traditional. The project exceeds the design requirements of the Wolf Creek Specific Plan. He is also stated that there are enhancements such as pop-outs, shutters and additional siding at select locations visible to public viewing. Several lots do not meet the minimum side yard setback of 15 feet. Due to these lots being pie-shaped, the frontage of these yards either meet or exceed the minimum yardage. Director of Planning has agreed to an averaging of these lots. He discussed the minor exception request for Lot 16 to allow side yard setback of 14 feet which falls within the 15% minor exception stated in the Development Code. Lot 3 does not meet the side year setback. A Condition of Approval has been included that would require a lot line adjustment to bring this lot into conformance. Project has been deemed exempt by CEQA from further environmental review. Principal Planner questioned where the extra acreage would come from for the lot line adjustment to Lot 3. Associate Planner stated that another non-conforming lot would not be created by this adjustment. Jeremy Smith, 45611 Alpine Place, Temecula agreed with the Conditions of Approval and thanked staff for their assistance on this project. Principal Planner closed the Public Hearing and concurred with staff's recommendation and clarified the justification for the minor exception will be primarily due to the configuration of the lots and the fact that the overall average of the setbacks exceed the Specific Plan requirements. Principal Planner approved PA05-0215 (Product Review) and PA05-03S0 (Minor Exception) subject to the conditions and revised resolution containing findings for the minor exception. Associate Planner Peters presented an overview of the project and staff recommendations highlighting the three floor plans and four architectural styles, Spanish Colonial, Monterey, Cottage and Traditional. The project exceeds the design requirements of the Wolf Creek Specific Plan. He is also stated that there are enhancements such as pop-outs, shutters and additional siding at select locations visible to public viewing. Several lots do not meet the minimum front yard setbacks and one does not meet the minimum rear yard setback. As identified in the Specific Plan there is an allowance for a 15% minor exception. All lots fall within the threshold of the minor exception, with an actual deficiency of a foot or less, and no lot line adjustments will be necessary. Project has been deemed exempt by CEQA from further environmental review. Principal Planner opened the Public Hearing and asked if the applicant had an opportunity to review the Conditions of Approval. Jeremy Smith, 45611 Alpine Place, Temecula once again thanked staff for their assistance and concurred with Conditions of Approval. Principal Planner closed the Public Hearing and approved PA05-0220 (Product Review) and PA05-0359 Minor Exception subject to the conditions and revised resolution containing findings for the minor exception.
