Each speaker is limited to 3 minutes. Public comments may be made in person at the meeting by submitting a speaker card to the City Clerk. Speaker cards will be called in the order received. Still images may be displayed on the projector. All other audio and visual use is prohibited. Public comments may also be submitted by email for inclusion into the record. Email comments must be received prior to the time the item is called for public comments and submitted to CouncilComments@temeculaca.gov. All public participation is governed by Council Policy regarding Public Participation at Meetings adopted by Resolution No. 2021-54. Page 2 Item No. 1 CITY OF TEMECULA AGENDA REPORT TO: City Manager/City Council/Planning Commission FROM: Luke Watson, Deputy City Manager DATE: February 1, 2024 SUBJECT: Continue General Discussion on Citywide Alcohol Policies PREPARED BY: Matt Peters, Assistant Director of Community Development RECOMMENDATION: That the City Council and Planning Commission receive a presentation from staff and provide general discussion on citywide alcohol policies. BACKGROUND: Temecula's leaders have long envisioned a vibrant Old Town Temecula that would become a destination for restaurants, retail, and cultural experiences that would become the "Heart of Temecula..." Today, Old Town is without a doubt, the heart of the City with museums, civic facilities, various cuisines, parades, and other experiences that make Old Town a special place to live or visit. As with any successful destination, the City must continually balance the needs of businesses and the community, including when dealing with the regulation of alcohol. This joint workshop is designed to continue the discussion from the last meeting on September 28, 2023 regarding the success of Old Town, alcohol policies in Old Town, and citywide alcohol policies so the City can continue to deliver a high quality of life that residents, community members, and visitors have come to expect. Specifically, staff will present information and request feedback on proposed Chapter 17 Development Code updates, potential Type 90 Live Entertainment Venue development standards, and recommended standard conditions of approval to be included on projects involving alcohol beverage sales. FISCAL IMPACT: No fiscal impact is anticipated as this is a general discussion. ATTACHMENTS: None
