BACKGROUND: The Nicolas Road Extension and Improvement Project is currently in construction and proposes to widen a portion of Nicolas Road and providing a connection from Butterfield Stage Road to Joseph Road. This proposed segment of the Nicolas Road extension project has been designed as a Modified Secondary Arterial Roadway and will construct public improvements consisting of public street, drainage, residential access, utility, and other related items consistent with the Roadway Plan of the City’s General Plan To aid in the construction of major road and drainage improvements, the intersection of Nicolas Rd and Calle Girasol will need to be temporarily closed and traffic detoured. The road closure is necessary to expedite construction and to provide safe travel for the public and a safe working environment for the contractor. The proposed detour route is referenced in Exhibit A and is anticipated to be in effect from February 24, 2024 to December 31, 2024. As part of the detour, City staff is recommending the installation of an all-way stop at the intersection of Nicolas Road and Calle Medusa-Liefer Road. This all-way stop will be in effect for the remainder of the construction for the Project and will be reevaluated after project completion to determine if the all-way stop should remain permanent. Staff recommends the approval of the proposed detour route for the temporary closure of Nicolas Road at Calle Girasol and installation of an all-way stop at Nicolas Road/Calle Medusa-Liefer Rd. FISCAL IMPACT: None. BACKGROUND: In October of 2023, City staff received a resident complaint regarding excessive speeds on Wolf Valley Road between Wolf Creek Drive and Redhawk Parkway. The resident requested implementation of traffic calming measures to reduce excessive vehicular speeds on the roadway. Per the City’s General Plan, Wolf Valley Road is a Major Arterial (4-lane divided) from Wolf Creek Drive to Camino Olite and a Secondary Arterial (4-lane undivided) from Camino Olite to Redhawk Parkway. Wolf Valley Road is a four-lane roadway with center turn lanes and measures 70’ wide south of Camino Olite and 64’ wide north of Camino Olite. Wolf Valley Road feeds many residential developments, multiple parks, and a school. The 2022 Average Daily Traffic (ADT) on Wolf Valley Road is approximately 18,000 ADT and the posted speed limit is 40 mph. Staff performed a corridor review of Wolf Valley Road based on the concern of excessive speeds. Staff reviewed speed data and volume surveys using the City’s Streetlight Data program for the corridor. Staff surveyed multiple locations on Wolf Valley Road between Wolf Creek Drive and Redhawk Parkway and discovered that the 85th percentile speed for westbound traffic varied between 49 mph and 51 mph. The 85th percentile speed for eastbound traffic varied between 50 mph and 53 mph. Wolf Valley Road has a steep grade from Redhawk Parkway to Camino Olite and generally the higher 85th percentile speeds were noticed in the downhill and uphill directions of this segment. The City of Temecula does not consider speedbumps, dips, or barriers as an effective method of traffic calming to reduce speeding and they are not supported by our first responders as it negatively affects emergency response times. Staff does not feel the need to consider all-way stops or a traffic signal at any location on Wolf Valley Road at this time based on the reviewed data. All-way stops would hinder the operational capacity of Wolf Valley Road and a traffic signal would not be justified based on the limited side street traffic volumes. 2 Due to the higher speeds occurring on Wolf Valley Road, Staff recommends the installation of two (2) Radar Speed Display (VCalm) signs to remind motorists of the posted speed limit. FISCAL IMPACT: Minor cost associated with installing the Radar Speed Display (VCalm) signs.
