Wolf Creek Drive North and Redwood Road/Alpine Place - Stop Controls Analysis Recommendation: That the Public/Traffic Safety Commission: 1. Recommend the City Council adopt a Resolution establishing Multi- Way Stop Controls at the intersection of Wolf Creek Drive North and Redwood Road/Alpine Place. 2. Recommend staff implement striped pedestrian crosswalks at intersection of Wolf Creek Drive North and Redwood Road/Alpine Place pending City Council adoption of Multi-Way Stop Controls. Approved Staff Recommendation (5-0): Motion by Sullivan, Second by Ackerman. The vote reflected unanimous approval. 3. Direct Staff to implement the near-term traffic calming measures on Ynez Road-De Portola Road. 2. Direct Staff to continue to study the long-term traffic calming measures on Ynez Road-De Portola Road. BACKGROUND: Over the past few months, residents of the Los Ranchitos community have voiced concerns regarding excessive speeding and general safety concerns on the Ynez Road/De Portola Road corridor between Santiago Road and Margarita Road. Residents have attended recent Planning Commission and City Council meetings to raise awareness of these issues. In response, City staff coordinated a workshop meeting with the Los Ranchitos residents to further understand and discuss their concerns. During the meeting, potential improvements and solutions that could be considered were discussed. This workshop seeks to discuss the potential improvements and determine what should be implemented and/or evaluated further. Concerns regarding speeds and general safety in the Los Ranchitos neighborhood have been brought up in the past and the City has performed multiple improvements to address the concerns. Past improvements have included:  Installation of VCalm speed feedback signs (2 locations with 2 more to be installed this year)  Installation of Horse crossings with striping, signage, and flashing beacons (2 locations)  Installation of improved signage and striping at the La Paz/Ynez Road-De Portola Road roundabout.  Reduction in speed on La Paz Road from Temecula Parkway to Ynez Road-De Portola Road to 25 mph.  Increased Police Enforcement along Ynez Road-De Portola Road and La Paz Road.  Temporary installations of Sheriff Radar Speed Trailer 2 Based on a workshop meeting with City staff and Los Ranchitos residents, the key item to help resolve their safety concerns would be to reduce speeds and lower speed limits along this corridor. Residents feel the 45-mph speed limit is too high for the residential nature of the roadway. The current roadway alignment is 2 lanes with center turn lane although the General Plan anticipates Ynez Road -De Portola Road to be a Modified Secondary Arterial (4-lane separated) roadway. The feasibility of the ultimate 4 lane road width will be determined with the General Plan update. Staff recently performed speed surveys at 7 different locations on Ynez Road-De Portola Road between Santiago Road and Margarita Road and discovered that the 85th percentile speed generally varies between 48 mph and 52 mph. The 85th percentile speeds before and after the roundabout at La Paz Road is 41 mph. The ADTs on the roadway were approximately 18,000 west of La Paz Road, 14,500 east of La Paz Road, and 12,000 east of Jedediah Smith Road. The results of the speed surveys with ADT’s can be seen in Exhibit A. To address the elevated speeding on the corridor, staff has developed several ideas that can be considered near-term and long-term improvements. The goal of these improvements is to systematically slow motorists down on the corridor and eventually reduce the speed limit on the roadway. Staff would utilize the City of Temecula Neighborhood Traffic Calming Tools for any near-term improvements that could be implemented immediately at the discretion of the Traffic Division. However, any potential long-term improvements would require City Council approval prior to implementing. Below is a list of near-term and long-term solutions that Staff feel could help the corridor. Approved future improvements on the corridor include a new roundabout at Jedidiah Smith Road and Ynez Road-De Portola Road which is currently in design and anticipated for construction in 2025. Potential Near-Term Improvements  Reduce vehicle lanes to minimum 10 feet and add bike buffer where feasible.  Restripe and enhance striping at existing horse crossings.  Add two new horse crossings with striping, signage, and flashing beacons. One location will be on La Paz Road and the other will be on Ynez Road approximately 1,300 feet east of Yorba Road.  Install 2 more VCalm signs along the corridor.  Add “Speed Enforced by Radar” signs at several locations on the corridor.  Add “Entering Traffic Calmed Neighborhood” signs at several locations on the corridor.  Install flashing sign at roundabout for eastbound direction.  Install dash striping at roundabout entries to encourage vehicles to slow down.  Redesign improvements in the center of the roundabout.  Increase Police enforcement on the corridor.  Increase rotation of Sheriff Radar Speed Trailer on the corridor. Potential Long-Term Improvements  Roundabout at Pio Pico Road and De Portola Road.  Raised medians at locations along the corridor that will not obstruct with driveways.  Raised edge curbs at roundabout entries instead of striping. It should be noted that an approved new roundabout at Jedidiah Smith Road and Ynez Road-De Portola Road is currently in design and anticipated for construction in 2025. 3 City Staff is seeking approval from the Traffic Commission for implementation of the near-term improvements to the Ynez Road-De Portola Road corridor. For the long-term improvements, City Staff is seeking a recommendation from the Traffic Commission for Staff to further study the proposed improvements to see if these would be helpful in the future. Any potential long-term improvements would require City Council approval prior to implementing. FISCAL IMPACT: Costs to be determined for near-term improvements.
