Each speaker is limited to 3 minutes. BACKGROUND: At the Public/Traffic Safety Commission meeting of May 26, 2022, staff provided a report to the Commission detailing a resident complaint of excessive speeding on De Portola Road between Jedediah Smith Road to Margarita Road. The resident requested that the City consider implementation of speed bumps, dips or other physical barriers as traffic calming measures to reduce the excessive vehicular speeds. It was communicated to the resident that the City of Temecula does not consider speedbumps, dips, or barriers as an effective method of traffic calming to reduce speeding and they are not supported by our first responders as it negatively affects emergency response times. After review of the area and traffic calming options, staff determined that the best traffic calming measure at that time was to provide additional Police Enforcement with occasional deployment of the Radar Speed Trailer. Staff has since monitored the area and performed speed data surveys using the City’s Streetlight Data program for the corridor. Staff surveyed 3 different locations on De Portola Road between Jedidiah Smith Road and Margarita Road and discovered that the 85th percentile speed varies between 45 mph and 50 mph. There are occasional instances of motorists speeding above 55 mph but that is not common. The posted speed limit along this stretch of De Portola Road is 45 mph. Although most motorists are obeying the speed limit, there are occasional motorists that drive excessively over the speed limit. For this reason, staff recommends the installation of two (2) Radar Speed Display (VCalm) signs to remind motorists of the posted speed limit. FISCAL IMPACT: Minor cost associated with installing the VCalm signs. BACKGROUND: At the August 25, 2022 Public/Traffic Safety Commission meeting, the Commission received a Public Comment regarding the recently completed interim striping on Ynez Road. The resident had safety concerns with the revised striping condition as it caused a more difficult eastbound left-turn out of Quiet Meadow Road to northbound Ynez Road. The interim striping improvements, which included the addition of a second northbound lane, were completed as part of the pavement rehabilitation project on Ynez Road, from Santiago Road to Rancho Vista Road. At the intersection of Ynez Road and Quiet Meadow Road/Chantelle Court, the center lane striping maintained the pre-existing lane configuration of left-turn pockets (Exhibit A). The resident requested that Staff review the intersection of Ynez Road at Quiet Meadow Road/Chantelle Court and proposed that the existing left-turn pockets be removed and replaced with a two-way left turn center striped median to provide a transition area for vehicles exiting Quiet Meadow Road. Staff has monitored conditions at the intersection and reviewed speed, volume, and collision history to determine if a striping revision is warranted at this intersection. Staff surveyed Ynez Road at Via Serrito using the City’s Speed Tracker equipment and discovered that the 85th percentile speed varies between 45 mph and 50 mph which is within range of the posted speed limit of 45 mph. The volume data verified a limited number of left-turning vehicles exiting from Quiet Meadow Road and a 5-year collision history review yielded zero (0) reported collisions at the intersection. Staff reviewed the recently completed interim striping conditions and concluded that there is no significant difference from the pre-existing striping condition and the design does not vary from a typical four-way intersection at various locations throughout the City. Staff did not see any operational or safety issues with the current configuration. Staff does recommend that this intersection be reviewed again during ultimate Ynez Road corridor widening.
