Thomas, Director of Public Works/City Engineer 1 PUBLIC TRAFFIC/SAFETY COMMISSION AGENDA REPORT TO: Public/Traffic Safety Commission FROM: Patrick Thomas, Director of Public Works/City Engineer DATE: July 28, 2022 SUBJECT Highway Safety Improvement Program (HSIP) Cycle 11 Grant PREPARED BY: Nick Minicilli, Senior Traffic Engineer RECOMMENDATION: That the Public/Traffic Safety Commission receive and file the report of the Highway Safety Improvement Program (HSIP) Cycle 11 Grant. BACKGROUND: On May 9, 2022, Caltrans announced the HSIP Cycle 11 Call-for- Projects. The HSIP program funds local highway safety improvement projects based on a competitive grant process. The City’s recently completed and adopted a Local Roadway Safety Plan (LRSP), which identifies potential grant eligible projects. Based on the recommendations from the LRSP, the City has decided to seek HSIP Cycle 11 grant funding for five (5) projects. The projects are listed below: 1. Upgrade Pedestrian Countdown Signal Heads: This project is anticipated to upgrade 55 signalized intersections with new pedestrian countdown signal heads and traffic signal controllers. The total project cost is estimated to be $500,000 and the City will provide a 10% match of the total cost. 2. Improve Signal Hardware: This project is anticipated to upgrade 127 signalized intersections with new LED safety lighting. A small number of the traffic signal locations will also get upgrades related to signal head hardware, signal wiring, and controller cabinets. The total project cost is estimated to be $2,000,000 and the City will provide a 10% match of the total cost. 3. Improve Signal Timing: This project will provide fiber communications and timing improvements to traffic signals on multiple corridors including Butterfield Stage Road and Ynez Road. The traffic signals along these corridors will receive equipment upgrades to facilitate the communication upgrades. The total project cost is estimated to be $1,000,000 and the City will provide a 50% match of the total cost. 4. Bike Safety Improvements- This project will provide a combination of bike loops and bike legends on several corridors throughout the City. The total project cost is estimated to be $250,000 and the City will provide a 10% match of the total cost. 2 5. Pedestrian Crossing Enhancements- This project will provide ADA compliant pedestrian ramp enhancements adjacent to several school sites within the City. The total project cost is estimated to be $250,000 and the City will provide a 10% match of the total cost. Grant applications are due September 12, 2022 with grant project selections anticipated in early 2023. Staff will provide the results of the grant when available, at a future meeting. The public has been notified of the Public/Traffic Safety Commission’s consideration of this issue through the agenda notification process. FISCAL IMPACT: Fiscal impacts will be determined at time of grant award selection. ATTACHMENTS: None 1 PUBLIC TRAFFIC/SAFETY COMMISSION AGENDA REPORT TO: Public/Traffic Safety Commission FROM: Patrick Thomas, Director of Public Works/City Engineer DATE: July 28, 2022 SUBJECT: Engineering and Traffic Survey Update PREPARED BY: Nick Minicilli, Senior Traffic Engineer RECOMMENDATION: That the Public/Traffic Safety Commission recommend the City Council adopt an Ordinance reaffirming the speed limits identified in the Summary of Recommended Speed Limits. BACKGROUND: Over the past seven years, the City Council has adopted several Ordinances (NO 15-01, 16-03, 16-08, 17-10) which declared the prima facie speed limits on certain streets throughout the city. The prima facie speed limit was determined on the basis of an Engineering and Traffic (E&T) Survey performed for each roadway. The California Vehicle Code (CVC) requires local authorities to review, reaffirm or adjust speed limits within their jurisdiction every seven (7) years based on an Engineering and Traffic (E&T) Survey. The CVC also allows local authorities to extend an E&T Survey to fourteen (14) years, if a Registered Engineer determines that no significant changes in roadway or traffic conditions have occurred, including major changes to adjacent property or land use, roadway width or traffic volumes. The E&T Survey provides the mechanism for the legal enforcement of the posted speed limit using radar or any other electronic speed-measuring device. The Director of Public Works/City Engineer has reviewed seventy-four (74) street segments listed on the Summary of Recommended Speed Limits and has determined that no significant changes in roadway or traffic conditions have occurred within the last seven (7) years and thus a change to the existing posted speed limit is not required. Staff recommends the Commission approve a recommendation that the City Council adopt an Ordinance to reaffirm the speed limits identified in Attachment 1 Summary of Recommended Speed Limits. The public has been notified of the Public/Traffic Safety Commission’s consideration of this issue through the agenda notification process. FISCAL IMPACT: No fiscal impact based on recommended action.
