BACKGROUND: At the December 2018 meeting, the Commission considered a request for a parking restriction on Calle Redondela between Pio Pico Road and Corte Sagunto to discourage Sparkman Alternate Education Center students from parking in the neighborhood. The Staff recommendation at the time was to maintain on -street parking on the segment. Based on resident testimony received supporting a parking restriction, the Commission recommended continuation of the item and directed Staff to discuss potential alternatives including on -site parking and parking restrictions on Calle Redondela with the various stakeholders. At the July 2019 meeting, the Commission considered a Staff recommendation to implement on - street parking restrictions on Calle Redondela between Pio Pico Road and Corte Sagunto. The recommended action was based on feedback received from a resident survey that indicated the majority (60/40) of residents favored a full-time parking restriction on Calle Redondela between Pio Pico road and Corte Sagunto. At the meeting, the Temecula Valley Unified School District (TVUSD) requested the Commission delay consideration of parking restrictions until after the completion of their review of available on -site parking alternatives that could benefit students and provide relief to the residents. TVUSD also agreed to meet with Paseo Del Sol HOA Board and residents of the neighborhood to discuss the available alternatives. The Commission recommended continuation of the item to a future meeting. In September 2019, TVUSD met with HOA representatives and neighborhood residents to discuss neighborhood concerns and identify potential parking alternatives including the use of a residential permit program to restrict student parking. A review of on -site parking conditions was performed by TVUSD, which revealed there is sufficient on -site parking to accommodate students. As a result TVUSD is encouraging students to utilize the available on -site campus parking in lieu of Calle Redondela. TVUSD has also requested additional law enforcement presence before and after school hours to discourage on - street parking on Calle Redondela. In the past, Staff has received requests to consider permit parking to address on -street parking issues adjacent to schools and to discourage student parking in residential neighborhoods. The challenges with implementing a permit parking program are administration and enforcement of the program. Currently, the City does not have a dedicated parking enforcement program nor do we have the resources to manage or maintain a permit program. A permit parking program is not considered a feasible alternative. Staff performed a review of on -street parking conditions over a four (4) day period during the morning, mid -day and afternoon periods to determine the number of vehicles using Calle Redondela, given TVUSD's efforts to discourage student parking. This information was compared with the results of the survey performed during the same time periods in October 2018. The table below summarizes the results of both surveys. Mon. Tues. Wed. Thurs. There were no vehicles parked on the segment during the afternoon period. The results indicate that on -street parking has been significantly reduced since 2018 and students appear to be complying with TVUSD's request to utilize on -site parking. Although our observations show an approximate 56% reduction in on -street parking, past resident testimony favored a parking restriction on Calle Redondela between Pio Pico Road and Corte Sagunto. In order to address resident's concerns about student parking, the following alternatives are offered for further consideration: Alternative 1 - Full Time Parking Restriction Under this alternative on -street parking would be prohibited 24/7 on both sides of Calle Redondela between Pio Pico Road and Corte Sagunto. The pros and cons to this alternative are shown below: Pros: Cons: • Eliminates on -street parking • Loss of available on -street parking for residents • Addresses resident's concerns • May divert the 5-8 displaced vehicles into the neighborhood • Discourages student parking • May require additional restrictions on neighborhood streets • May encourage students to use on -site • May require consistent enforcement parking 2 Alternative 2 - Time Limited Parking 7 AM to 3 PM, Monday — Friday, Except Holidays Under this alternative on -street parking would be restricted on Calle Redondela between Pio Pico Road and Corte Sagunto during the specified hours and days. The time limited parking restriction program does not provide an exemption or permit parking program for residents. The pros and cons to this alternative are shown below: Pros: Cons: • Eliminates on -street parking during • Loss of available on -street parking for school periods residents during restricted hours • Discourages student parking • May divert the 5-8 displaced vehicles into the neighborhood • Addresses resident's concerns • May require similar restrictions on neighborhood streets • May encourage students to use on -site • Requires consistent enforcement parking during restricted hours Alternative 3 - Maintain On -Street Parking (No Change) Under this alternative the existing on -street parking would be maintained on Calle Redondela between Pio Pico Road and Corte Sagunto. The pros and cons to this alternative are shown below: Pros: • Maintains on -street parking for residents • Does not require similar or additional restrictions on neighborhood streets • Does not displace the 5-8 vehicles observed • Continual enforcement before and after school • Continued monitoring by TVUSD Cons: • Does not address resident's concerns • Does not discourage student parking As shown, Alternatives 1 and 2 offer some form of a parking restriction that provides relief for residents adjacent to Calle Redondela. However, each alternative has associated impacts, such as displacement of vehicles onto adjacent streets, loss of "overflow" on -street parking, and potential need for additional restrictions. Alternative 3 offers no change in existing conditions. It does however offer the opportunity for TVUSD to continue its commitment to reducing on -street parking by encouraging students to use available on -site parking. Staff recommends the Commission consider each alternative presented and provide further direction regarding parking restrictions on Calle Redondela between Pio Pico Road and Corte Sagunto. The public has been notified of the Public/Traffic Safety Commission's consideration of this issue through the agenda notification process and by mail. 3 FISCAL IMPACT: Minor cost associated with installing signs and markings. As part of that request, I agreed to look at the on -campus parking availability for our students and to meet with the neighbors and representatives of the Paloma del Sol homeowners association. The District has determined in consultation with the site Principal, Mr. Tim Dignan that sufficient onsite parking exists for students. Mr. Dignan has further asked and encouraged students to utilize the available parking; however, we cannot compel students to park on campus. A meeting was held on Wednesday September 11, 2019 to discuss the student parking situation and neighbor concerns. Participants in that meeting included Mr. Dignan, myself, two representatives of the Paloma del Sol Homeowners Association and three residents of the area. Many items were discussed during the meeting, including additional steps that the school site will explore to discourage offsite parking of student vehicles, restricted parking on local streets and collaboration with local law enforcement to police potential illegal activity that may occur in the surrounding neighborhoods. The District made a commitment to work though the School Resource Officers (SRO) command to request additional law enforcement presence in the area before and after school including the possible use of the Community Action Patrol (CAPS) and reserve officers. A lengthy discussion occurred regarding restrict parking and the use of permits to allow resident parking but not student parking. In the end, the school will continue to encourage onsite parking and to discourage offsite parking of our students. We continue committed to working with our neighbors in seeking solutions to concerns that they have with student behavior, and we are not opposed to restricted parking on 31350 Rancho Vista Road / Temecula, CA 92592 / (951) 676-2661 Corte Sagunto and Calle Redondela as agreements are worked out between the city and the residents of Paloma del Sol.
