PA19-0756 Prepared by: Eric Jones, Associate Planner APPLICATION INFORMATION: APPLICANT: Christopher Campbell PROPOSAL: A Minor Modification to allow an existing restaurant located at 28699 Old Town Front Street to install a shade structure and complete wall and site plan modifications. LOCATION: Generally located on the northwest corner of Old Town Front Street and Second Street EXISTING ZONING: Downtown Core(DTC) SURROUNDING ZONING: North: Downtown Core (DTC) South: Downtown Core(DTC) East: Downtown Core(DTC) West: Downtown Core (DTC) GENERAL PLAN DESIGNATION: Specific Plan Implementation(SPI) EXISTING LAND USE: Existing Restaurant SURROUNDING LAND USES: North: Existing Commercial and Residential Structure South: Existing Commercial Structure East: Old Town Front Street/Existing Commercial Structure West: Public Parking Lot BACKGROUND On May 17, 2019, Chris Campbell submitted Planning Application PA19-0756. The application consisted of a Minor Modification to allow for a new shade structure to be located on a legal non-conforming patio for an existing restaurant as well as other improvements to the property. ANALYSIS The project would incorporate two phases. Phase 1 would allow for a shade structure to be installed over the patio area of an existing non-conforming structure. This patio currently features a collection of umbrellas that are held in place by a series of cables. This umbrella and cable combination is also considered an existing non-conforming element of the site. The proposed shade structure would allow for the elimination of the existing umbrella and cable system in favor of a more stable structure and would not connect to the existing structure. The proposed structure would be framed with tubular steel and painted black. Using tubular steel for the frame would allow overhead heaters to be affixed in a safe manner. The applicant currently utilizes portable propane heaters during the cooler months. Retractable canvas would be used to provide shade and would be integrated into the frame. Total height of the structure is approximately twenty feet. Phase 1 would also include the relocation of an existing staircase. This staircase is currently located along the east property line and connects the second floor of the structure with the patio. The staircase would be relocated to the western property line. In addition, a portion of an existing internal landscape planter would be removed to make way for the shade structure and pedestrian pathway. Finally, new concrete paving along the existing wall adjacent to Old Town Front Street would be added. This would require the removal of existing landscaping. The new paving would match City standards. Phase 2 would see revisions to the existing wall along Old Town Front Street. The wall currently features brick, stucco, with wrought iron detailing on top. Gates are also incorporated with the wall. The proposed revision would remove the pilaster tops along the length of the wall as well as the removal of the wrought iron elements. Clear sealed wooden slats would replace the wrought iron elements. The existing brick and stucco would remain below the wooden slats. The same wood material would be used to construct new gates. RECOMMENDATION Staff recommends that the Old Town Local Review Board review, provide comments and direction for staff to consider. ATTACHMENTS: 1. Reduced Plans 2.
