HomeMy WebLinkAbout112102 DH MinutesMINUTES OF A REGULAR MEETING OF THE CITY OF TEMECULA DIRECTOR OF PLANNING November 21, 2002 A regular meeting of the City of Temecula Director of Planning was called to order on Thursday, November 21, 2002, at 1:30 PM, at the City of Temecula Main Conference Room, 43200 Business Park Drive, Temecula, California. Principal Planner, Don Hazen presiding. Also present was Senior Engineer, Jerry Alegria, Assistant Engineer, Chris White, Associate Planner, Rick Rush, Associate Planner, Thomas Thornsley, and Minute Clerk, Lisa Kau. Principal Planner, Don Hazen called the meeting to order at 1:30 PM. Item No. 1: Plannin.q Application No. PA02-0544, A Development Plan to design and construct a 3,293 square foot expansion to the existinq Old Town Temecula Salon & Day Spa building located at 41925 Third Street. Associate Planner Rick Rush presented the staff report. Principal Planner Don Hazen opened the public hearing at 1:33 PM. The applicant, Mr. Chuck Hargis, 41925 Third Street, Temecula, CA, agreed to the Conditions of Approval. Principal Planner Don Hazen did not feel that Exhibit H, referenced in condition number 7, fully demonstrated the material that will be used for this project, and added "A copy of the wood siding sample shall be submitted to the Planning Department for review and approval prior to issuance of building permit" to condition 7. Mr. Hargis approved of this addition. Principal Planner Don Hazen closed the public hearing at 1:35 PM, and approved PA02-0544 subject to the conditions of approval with the addition to condition number 7. Item No. 2: Planning Application No. PA02-0311, The fifth and final one-vear Extension of Time for Tentative Tract Map 26941 located east of Butterfield Staqe Road, south of Pauba Road and north of Crowne Hill Drive. Associate Planner Thomas Thornsley presented the staff report. Principal Planner Don Hazen opened the public hearing at 1:41 PM. The applicant, Mr. Robert Diehl, representing Lennar Communities, 391 North Main Street, Suite 301, Corona, CA, agreed to the Conditions of Approval with a few exceptions. This community will be separate and of much higher quality from the current Design Guidelines, and Mr. Diehl did not feel that condition numbers 5, 6 and 7 were appropriate. This will, more than likely, not be a community project; therefore, the individual homeowners should not have to be obligated to follow the set Design Guidelines for the Crowne Hill tract. Mrs. John Huber, 42250 Cee Cee Road, Temecula, CA, presented her concerns about the project. With the open dirt space, several off road vehicles come to the area, as well as people dumping trash and large furniture on the site. She has attempted to call City Officials; however, there is no sign posted for no trespassing or fencing, so there is nothing anyone can do. Also, large vehicles, involved with the grading that is currently being done, have been arriving on Cee Cee Road to access the site. Mrs. Huber had been informed previously that the construction would not affect her street, yet the opposite is happening. Mr. Diehl agreed to post "No Trespassing" signs; however, he is unable fence off the area due to the 100-year flood zone. Also, Lennar Communities will soon be posting signs at all of their communities with an 800 phone number if anything like this happens again, then the number is there to call instead of the P:\PLAN NING\DIRHEAR\MIN UTES~002\I 1-21-02 minutes.doc 1 authorities. Involving the construction trucks, no vehicle should be entering Cee Cee Road; although, when construction started on the project, there was no way to get to the site before grading was done to create a roadway. Mr. Diehl informed Mrs. Huber that grading is almost finished, so there should be no more problems with the trucks. Principal Planner decided to delete condition number 6 and 7, and amended condition number 5 to read, "The development of this project shall meet or exceed the level of architectural quality of the Design Guidelines prepared by T&B Planning Consultants and adopted on September 18, 2002". Also, a new condition will be added under the heading "Prior to the Issuance of Building Permits" with the number 28 and changing the following numbers accordingly. The condition will state, "Architectural plans for each home shall be reviewed and approved by the Planning Department for consistency with condition number 5". Associate Planner Thomas Thornsley amended condition number 101, by request of the Department of Building and Safety, to read, "All design components shall comply with the applicable provisions of the 2001, or the latest edition adopted by the City, edition of the California Building, Plumbing and Mechanical Codes, National Electrical Code, ...". Principal Planner Don Hazen closed the public hearing at 2:05 PM. Principal Planner Don Hazen approved PA02-0311 subject to the conditions of approval as with the above-mentioned changes, and adjourned the meeting at 2:09 PM.
