Members Present: Dallas Gray, Bob Morris, Tony Tobin, Bi]_l Harker Guests Present: Bi.l]. Perry, Karen Castro & John Meyer (City of Temecula). The meeting convened at 8:30 a.m. at 28466 Front Street Suite 201. Perry explained what he is doing and attempting to accomplish with the gray and white building on Front Street. A question was raised regarding insta]latlon of raiIs on the stairs and the fact that the 4 X 4 white posts were not boxed as recommended by the Review Committee. Castro explained to Perry that what he has done is not acceptable to the city. Me was told to remove the porch and replace it with a board walk or submit an elevation design on the porch and to also submit cleaned up plans for his project. The city will continue to monitor what he does to the exterior of the building. The city follow up with a written letter to Perry clarifying what he needs to do. Perry was told he needs to obtain a permit signed by the building owner and that the signature is to be notarized. Meyer, a Senior Planner, reported that he has been directed to start working on Old Town towards developing a specific plan. This will include provisions for expansion of the historic district area. He displayed a colored map that showed the new proposed boundaries to be extended to Rancho California Road to the north, to the Freeway to the east, to the westerly bank of the Murrieta Creek bed to the west, and to First Street to the south including a triangular piece where Dan's Feed & Seed is located. Meyer explained the specific plan will include land use, architectural treatment, landscaping, econom%c viability, and streetscaping. He sees no conflict with the Main Street Program and feels they will go hand in hand even though they are apples and oranges. He said the specific plan will provide the guidelines. -more- Historic Review Committee Minutes 09/09/91 Pg. 2 Gray mentioned the Task Force Report resulting from work done by a group of local community leaders several years ago and gave Meyer a copy of the report.
