Speakers are limited to three (3) minutes each. If you desire to speak to the Board about an item not on the Agenda, a green "Request to Speak" form may be filled out and filed with the Board Secretary. When you are called to speak, please come forward and state your name for the record. For all other agenda items, a "Request to Speak" form may be filed with the Board Secretary prior to the Board addressing that item. There is a three (3) minute time limit for individual speakers. PA Prepared by: Eric Jones, Associate Planner APPLICATION INFORMATION: APPLICANT: PROPOSAL: LOCATION: EXISTING ZONING: David Carrillo A Minor Modification application proposing two mural options for the rear elevation of the Fourth and Front three-story structure Generally located on the north east corner of Old Town Front and Fourth Street Downtown Core (DTC) SURROUNDING ZONING: North: Downtown Core (DTC) South: Downtown Core (DTC) East: Downtown Core (DTC) West: Downtown Core (DTC) GENERAL PLAN DESIGNATION: EXISTING LAND USE: SURROUNDING LAND USES: BACKGROUND Specific Plan Implementation (SPI) Commercial Structure Under Construction North: Existing Commercial Structure South: Fourth Street/Existing Commercial Structure East: Existing Commercial Structure West: Old Town Front Street/Existing Commercial Structure On September 14, 2015, Planning Application PA 15-0694 was reviewed by the Old Town Local Review Board at a regular scheduled public meeting. The project consisted of a Development Plan to allow for the construction of a three-story, 13,907 square foot shell building within the Downtown Core District (DTC) of the Old Town Specific Plan (OTSP). A mural was located on the east elevation. The building is proposed to house commercial uses once complete. The reaction of the Board to the project was favorable overall. The project was approved by the Planning Commission on December 16, 2015. The project is currently nearing the completion of construction. ANALYSIS The project was originally approved with a mural depicting a hillside scene on the east elevation. The verbiage "Temecula est 1859" was included with the design. The mural extended the length of the elevation and consisted of muted colors. The intent of the design was to create an image that eliminated the appearance of a blank wall in a subdued manner. An exhibit of this mural is included with this report as Attachment A. The applicant approached staff with two options to replace the previously approved mural in March and April of 2019. The OTSP provides requirements for murals. Per Section V.F.3 of the OTSP, "Wall Mural -Style, signs are intended to accurately replicate wall graphics related to commercial activities duplicating painted wall signage from the late 1800's or early 1900's". Staff is in support of a mural revision that meets the requirements of the specific plan. Staff reviewed the two options presented and consulted with the Temecula Valley Historical Society. It was determined that the first two options were not in conformance with the Specific Plan. The recent president from the Society provided comments on these designs and provided resources to help the applicant achieve a redesign that would be consistent with the OTSP. The applicant has provided two revised mural options after receiving feedback from staff. These are the final options the applicant would like the Board to consider. The first mural option would encompass the entire exposed wall on the south elevation. This mural would feature the slogan "The New Wild of the Old West". It would also contain a drawing of horses pulling a hot air balloon. The lower portion of the mural would contain the slogan, "Where the Dust Don't Settle!" and the traditional slogan, "Old Traditions, New Opportunities" among additional verbiage. This mural is the applicant's preferred choice. An exhibit is included with this report as Attachment B. The second mural option features the elimination of the horses, balloon and "The New Wild of the Old West" slogan. The lower portion described above would remain. This is the applicant's secondary choice. An exhibit is included with this report as Attachment C. Staff believes mural option two is the most consistent with the OTSP. This is because option two most likely resembles an advertisement for the region that could have been seen in the time period required by the Specific Plan. Also, the layout, fonts, and coloring are consistent with the examples provided by the Temecula Valley Historical Society during consultation. In addition, the slogan "Old Traditions, New Opportunities" has been used in the region for decades. RECOMMENDATION Staff recommends that the Old Town Local Review Board review, provide comments, and recommend approval of mural option two.
