INTRODUCTION This report includes the hydrologic calculations performed in conjunction with the Sweetwater School Street Improvements within the City of Temecula. The project is a proposed 44.6 acre residential and school site located in the South westerly corner of the intersection of Margarita Road and Rustic Glenn Drive. The primary objectives of this report are follows: 1. Delineate the drainage areas tributary to the site for the developed condition. 2. Based on drainage patterns, ground slope, land use and soil type and, using the Riverside County Rational Method,perform hydrologic and hydraulics of off-site and on-site runoff to provide 10-year and 100 year design flows for the sizing of drainage facilities. H:\PDATA\15100178\OFFICE\WPWIN\178hyr01.wpd 1 II. BACKGROUND Presently, the project is a vacant land and in a rough graded state, sloping from westerly to easterly towards Margarita Road. The existing on-site flows are being intercepted by three(3) existing interim desilting basins. The project is surrounded by residential development Easterly, Margarita Road Westerly, Date Street Northerly, and Winchester Creek Park Southerly. Future On-site flows will collect via residential streets and flow to proposed catch basins at the corner of proposed Harveston Drive and at the entrance of Rustic Glenn Drive and Margarita Road. This will flow into the existing 72"rcp storm drain Line "A" in Margarita Road per Assessment District No. 161. The existing storm drain line flows to Santa Gertrudis Creek and was designed to handle developed flows from upstream tributary areas. Hydrology and Hydraulic calculations for existing A.D. No. 161 Storm Drain Line "A" from Ranpac Engineering, dated 5-08-90 and 5-12-90(Not provided)were not used due to current and available studies from adjacent developments. Hydrology and Hydraulic Calculations in conjunction with Tentative Tract NO. 29286, from RBF Consulting, Dated August 18, 2000(see Exhibit "C") is being used to identify the existing Hydraulic Grade Line(HGL). A separate hydraulic run was calculated adding the Q100= 43.2 cfs from Sweetwater School proposed street and storm drain improvements to the existing Q100 in Storm Drain Line "A" to verify the down stream line would be capable of handling the flows(see Appendix"A"). The results show that Line "A" is capable of handling the additional flows and the HGL is only raised between 0.1' and 0.2'from the original calculated run and is well below the soffit of the existing pipe in Storm Drain Line "A", H:\PDATA\15100178\OFFICE\WPWIN\178hyzOl.wpd 2 III. HYDROLOGY Hydrologic calculations were performed using the Rational Method from RCFC &WCD Hydrology Manual, dated April 1978. The 100-year design discharge was computed by generating a hydrologic"link-node" model which divides the area into drainage subareas, each tributary to a concentration point or hydrologic"node" point determined by the proposed layout. The computer results are included in Appendix"A." The following assumptions/guidelines were applied for use of the Rational Method: 1. The soils map from the RCFC&WCD County Hydrology Manual indicates that the study area is primarily Group "B" soils. Soils ratings are based on a scale of A through D,where D is the least pervious, providing the greatest storm runoff. The soils map, excerpted from the Hydrology Manual, is included as Exhibit "B." 2. The runoff coefficients specified are 1/4 acre residential to describe the proposed development characteristics. 3. Initial subareas were drawn to be less than 10-acres in size and less than 1,000 feet in length, per County guidelines. 4. Pipe travel times were computed based on preliminary estimated pipe sizes. A minimum pipe size of 18inches was specified, and 95 percent of the actual pipe slope was assumed available for the pipe friction losses. 5. Standard intensity-duration curve data was taken from the RCFC&WCD Hydrology Manual (values apply for Murrieta-Temecula and Rancho California areas),which was used for the on-site developed and ultimate off-site developed. For the 100-year analysis, the data specifies a 100-year, 10-minute rainfall intensity of 3.48 inches/hour and 100-year, 60-minute rainfall intensity of 1.30 inches/hour. For the 10-year analysis, the data specifies a 10-year, 10-minute rainfall intensity of 2.36 inches/hour and a 10-year, 60 minute rainfall intensity of 0.88 inches/hour. The resulting 10-year and 100-year discharges at proposed locations are flagged on the Rational Method computer summaries, Appendix"A," and are on the Hydrology Map,Appendix"B."
