ordtattheEIRproperlyaddressedalloftheenvironmentalissuesencompassedwithintheSpecificPlanAmendmentNo2totheRoripaughSpecificPlanandtht1therehavebeennosubstantialchangesintheProjectwhichrequiremajorrevi sionsoftheEIRduetotheinvolvementofnewsignificantenvironmentleffectsorasubstantialincreaseintheseverityofpreviouslyidentifiedsignificanteffects2nosubstantialchangeshaveoccurredwithrespectothecircumsta ncesunderwhichtheProjecthasbeenundertakenwhichrequiremajorrevisionsoftheEIRduetotheinvolvementofnewsignificantenvionmentaleffectsorasubstantialincreaseintheseverityofpreviouslyidentifiedsignificantef
