utionNo02111certifyingtheEnvironmentalImpactReportfortheRoripaughRanchSpecifcPlanandRelatedPlanningApplicationsincludingtheDevelopmentAgreementEIRThePlanningCommissionfindsbasedontheadministrativerec ordtattheEIRproperlyaddressedalloftheenvironmentalissuesencompassedwithintheSpecificPlanAmendmentNo2totheRoripaughSpecificPlanandtht1therehavebeennosubstantialchangesintheProjectwhichrequiremajorrevi sionsoftheEIRduetotheinvolvementofnewsignificantenvironmentleffectsorasubstantialincreaseintheseverityofpreviouslyidentifiedsignificanteffects2nosubstantialchangeshaveoccurredwithrespectothecircumsta ncesunderwhichtheProjecthasbeenundertakenwhichrequiremajorrevisionsoftheEIRduetotheinvolvementofnewsignificantenvionmentaleffectsorasubstantialincreaseintheseverityofpreviouslyidentifiedsignificantef fectsand3nonewinformationofsubstantialimpotanceexistswhichwasnotknoworcouldnothavebeenknownwiththeexerciseofreasonablediligenceatthetimeofthecertificationoftheEIRwhichshwstheProjectwouldhaveoneormore significanteffectsoramoreseveresignificantimpactnotdiscussedintheEIRorthatmitigationmeasuresoraltrnativesnotfoundfeasiblewouldinfactbefeasibleorthatothermitigationmeasuresoralternativeswouldsubstanti allyreduceoneormoreofthesgnificanteffectsThereforeneitherasubsequentnorasupplementalEIRisrequiredandthePlanningCommissionrecommendsthataNoticeofDetermintionDeterminationofConsistencyforwhichanEnviron
