HomeMy WebLinkAbout2025-78 CC Resolution RESOLUTION NO. 2025-78 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA AMENDING THE CAPITAL IMPROVEMENT PROGRAM BUDGET FOR FISCAL YEAR 2025-26 FOR NICOLAS ROAD MULTI-USE TRAIL EXTENSION PROJECT (PWNT-25) THE CITY COUNCIL OF THE CITY OF TEMECULA DOES HEREBY RESOLVE AS FOLLOWS: Section 1. The City Council finds, determines, and declares that: A. On May 27, 2025, the City Council adopted the Capital Improvement Program Budget for Fiscal Years 2026-30. B. The Nicolas Road Multi-Use Trail Extension Project (PWNT-25) was approved with an adopted budget of $1,500,000 for Fiscal Year 2025-26. In accordance with the Cost Participation Agreement (CPA) between the City, Woodside Homes, 05S, and Wingsweep Corporation approved on December 13, 2023, the City issued an initial reimbursement of $1,479,152.77. Additional reimbursements are expected as the project progresses. To ensure sufficient funding is available to support the remaining reimbursements, staff recommends an appropriation of$500,000 from Measure A funds. Section 2. Amendment of the Capital Improvement Program(CIP) A. The Capital Improvement Program (CIP) Budget for Fiscal Years 2026-30 is hereby amended as follows: 1) Nicolas Road Multi-Use Trail Extension — Approve an appropriation of $500k in Measure A for Fiscal Year 2025-26 resulting in a total revised project budget of$2M B. The net result of this amendment to the Capital Improvement Program (CIP) Budget for Fiscal Years 2026-30 is an additional appropriation of Measure A in Fiscal Year 2025- 26 in the amount of$500,000. Section 3. California Environmental Quality Act(CEQA) Exemption A. Adoption and amendment of the Capital Improvement Program is categorically exempt from environmental review under the California Environmental Quality Act(CEQA). Pursuant to Section 15262 of the State Guidelines for Implementation of CEQA, a project involving only feasibility or planning studies for possible future actions,which actions the City Council has not approved, adopted, or funded, does not require preparation of an EIR or Negative Declaration. The Capital Improvement Program merely establishes a listing of priorities and allocates funds for the City to commence the necessary planning studies, including review pursuant to CEQA, at a future unspecified date. The future planning studies will be conducted at the earliest possible time so as to ensure thorough review pursuant to CEQA. On May 21,2025,the Planning Commission found the Capital Improvement Program consistent with the General Plan in accordance with Government Code Section 65401 of State Planning and Zoning Law. Section 4. The City Clerk shall certify the adoption of this Resolution. PASSED,APPROVED,AND ADOPTED by the City Council of the City of Temecula this 18th day of November, 2025.
