HomeMy WebLinkAbout2025-76 CC Resolution RESOLUTION NO. 2025-76 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMECULA APPROVING THE UPDATED PROGRAM NAME AND AUTHORIZING THE CITY MANAGER TO EXECUTE WATER QUALITY MANAGEMENT PLAN STORMWATER COMPLIANCE CREDIT AGREEMENT ON BEHALF OF THE CITY THE CITY COUNCIL OF THE CITY OF TEMECULA DOES HEREBY RESOLVE AS FOLLOWS: Section 1. As a municipal copermittee,the City of Temecula("City") is adherent to the stormwater management requirements outlined by the California Regional Water Quality Control Board, San Diego Region("San Diego Water Board"), within the Regional MS4 Permit. Section 2. Pursuant to the City's MS4 Permit, the City of Temecula BMP Design Manual and Municipal Code require property owners to construct and install certain source control, site design, and structural "best management practices" (BMPs)to manage stormwater. Section 3. Priority Development Projects ("PDPs") in the City of Temecula may request that the City consider compliance alternatives to meet MS4 Permit obligations. Section 4. The City previously approved Resolution No.2023-06 on January 24,2023, authorizing the City Manager to execute the Water Quality Management Plan Alternative Compliance Agreement. Section 5. Following consultation with the San Diego Regional Water Quality Control Board, staff confirmed that it is acceptable for the City to change the program name from Alternative Compliance Program to Stormwater Compliance Credit Program. This change is in name only and does not modify the substance or requirements of the program. Section 6. All projects are reviewed and approved by the Public Works Department prior to routing for signature. The City provides no monetary compensation upon agreement approval. Section 7. The City Council hereby approves the updated program name, Stormwater Compliance Credit Program; and approves the revised template agreement entitled Water Quality Management Plan Stormwater Compliance Credit Agreement. Section 8. The City Manager is hereby authorized to execute the Agreement subject to City Attorney's final review. Section 9. This Resolution shall take effect immediately upon its adoption.
